I. Welcome and Introductions – Commissioner Keller called the meeting to order at 12:05PM, welcomed

the group and requested guest introductions. Michelle Weller introduced Justin Lensbower as the

Health Services Administrator for PrimeCare Medical at the Franklin County Jail. Commissioner

Keller introduced former President Judge and Senior Judge Douglas Herman.

II. Approval of December minutes – The minutes were approved by consensus.

III. Judge Richard J. Walsh Award – Former President Judge, current Senior Judge, Douglas Herman

presented the Richard J. Walsh award to Reverend Jeff Diller for his instrumental years of service and

dedication to the community and CJAB.

IV. New Business – None.

V. Presentation: Jail To Community Treatment Program, Michelle Weller, Franklin County Jail Deputy

Warden and Justin Lensbower, Director of Mental Health Services at PrimeCare Medical, Inc., see

attached presentation.

VI. Sequential Intercept Model Overview – Intercept 0: Stacie Horvath, see attached presentation.

VII. CJAB Office Reports

A. Approval of CJAB Office Updates

1. Children’s Advocacy Center (CAC) - Awarded $40,000 for year 2 of the 2016 Endowment

Act Grant and $50,000 for the 2017 NCA Member Child Advocacy Center Grant.

Awaiting word on applications submitted for VOCA 2018-2020 and Endowment Act -

Programs Assisting Victims.

2. Intensive Reentry Case Management (IRCM) – PMR for a 6 month extension was

approved extending the grant period through June 30, 2018. Application for Year 2

funding is due April 10, 2018.

3. Women In Need (WIN) – Received 3rd

year STOP grant award in the amount of $135,000

for the period of January 1, 2018 through December 31, 2018.

4. Intermediate Punishment (IP) – A corrective action PMR was submitted to better reflect

MA match funding. APO has provided a letter of intent for the 2018-2020 funding

announcement.

5. Drug Court/BJA – Awaiting approval of the initial budget, once approved the Grant

Adjustment Notice (GAN) can be resubmitted. The first quarterly report was submitted

and approved. A RFP for a program evaluator has been reviewed and approved by the

County Solicitor. Risk assessments are being completed for providers. National Drug

Court Institute (NDCI) will be on-site June 27th

and 28th

to meet with staff and overserve a

Drug Court session. Team members are working on the Best Practices Self-Assessment

Tool for NDCI.

6. MH Co-responder – Working on grant applications from PCCD due March 26th

and

SAMSHA due March 5th

to replicate the program in Chambersburg. Keystone also

submitted a grant application to replicate the program in Chambersburg. The Co-

responder team will be presenting at the 2018 CJAB Conference.

7. Reentry Coalition – SCCAP staff and volunteers have developed a list of local businesses

that will employ returning citizens; there are currently 62 employers on the listing. This

information is being provided to Parole Officers and the Treatment Court Coordinator.

8. Pretrial D&A (Get Back Up) – Contracts are being reviewed by the County Solicitor.

B. PCCD Liaison Report – Kerri Hall was unable to attend, Glenda Helman provided the update.

Funding announcements include: 2017-2018 JAG Single Solicitation, County Offender Planning

Grant, a Residential Substance Abuse and Treatment grant and 2018-2020 Intermediate

Punishment. The PCCD Statewide Crisis Intervention Team (CIT) Meeting will be held March

20th

in State College at the Days Inn Penn State, registration deadline in March 1st. Jennifer

Lopez, Chester County, will host a session on “How Being Trauma Informed Improves Criminal

Justice System Reponses” and Patty Poloka, Pittsburgh Police Department, will present on how

to understand crisis elements of the LBGTQIA+ community which may lead to law enforcement

encounters. The CJAB conference is April 3rd

&4th

in State College at the Penn Stater,

registration deadline in March 19th

. The CJAB conference has been approved for 12 Continuing

Judicial Education credits, as well as Continuing Legal Education credits and National

Association of Social Workers continuing education credits.

C. Public Safety Report – No report/updates.

VIII. Committee Reports

A. Executive – This committee is working to ensure these meetings are useful and informative. If

this group has any suggestions or presentation ideas, please reach out to an Executive Committee

member.

B. Criminal Case Flow Management – The December minutes include the year-end report, please see

Mark Singer with any questions. The minutes from the January meeting were provided in this

meeting packet. The committee worked on the April Case Flow presentation, which will be a

collaborative effort between APO, PD, DA and Court Admin to highlight how sequential intercept

models 2-4 touch case flow.

C. Behavioral Health - Met February 5th

and continue to work on projects. SMI numbers at the jail

are down. Beginning June 2018 DDAP will require all providers to utilize the ASAM assessment

tool; D&A and TMCA are partnering to train providers. Another Medication Lock Box campaign

will begin in March. The last CIT training increased the number of Franklin County trained

individuals to 95. TMCA has received approval for the TARGET reinvestment plan, looking at

implementing the evidenced based trauma curriculum in the jail and community. Working with

older adults with SMI through the Franklin County Older Adult Advocacy Team (FCOAAT), it is

a challenge to find programs for these individuals. This committee will update the Sequential

Intercept Model (SIM) on an annual basis, representatives from each program will be requested to

review and make changes as needed.

D. First Contact – Reviewed 2018 goals and initiatives. The Livescan equipment in Central Booking

and at the Courthouse has reached the end of their useful life, as the hardware is no longer

supported. Grant opportunities are being explored to replace the equipment. This committee will

monitor the Get Back Up and Co-responder programs. Looking to develop a pocket sized referral

card for law enforcement to provide to individuals and/or their family members.

E. Technology – No update, please refer to the minutes in the packet.

F. Victims Impact – Next meeting is May 3rd

. Lindsay Walls will become a member of this

committee; she is a local rep for GRASP, a grief support group for surviving members of

overdose victims. There have been 5 overdose deaths in 2018 and 3 uses of Naloxone by law

enforcement.

G. Juvenile Justice – Planning a Youth Court Training session for March 3rd

. Waynesboro is still

looking to add Youth Court as part of their curriculum. Youth Aid Panel has received 4 new

referrals from MDJ Gomez-Shockey.

H. Forensic Initiatives – Met January 16th

. This committee reports on the activities of Franklin

Together. Healing Communities will host a training on Saturday February 24th

at the Rouzerville

United Methodist Church. Meeting to further develop the Great Barrier Relief Task Force. The

Intensive Reentry Case Management (IRCM) program has served a total of 15 individuals, with 7

active participants. Looking at ways to support the community through a sober community

center, in conjunction with the Overdose Task Force. This committee’s meetings have moved to

the 3rd

Thursday of every other month.

IX. Announcements – Commissioner Thomas and Stacie Horvath announced that Head Start is developing

an initiative that will serve the entire family, a two generational approach, to assist families prior to

their needs reaching a critical level. Commissioner Thomas also announced that Chief Camacho, of the

Chambersburg Police Department, will be presenting to the NACo Justice and Public Safety Policy

Steering Committee on March 3rd

.

OVERVIEW OF PROGRAM • Started in Jan. 2017

• A type of Medication Assisted Treatment (MAT)

• Combination of drug & alcohol counseling andVivitrol.

• Our program is unique in that we send inmatesout of the jail for treatment instead of having theprovider come into the jail

• Type of medication assisted treatment

• Non-addictive

• Antagonist - Blocks the effects of opiates as well as reduces cravings

• To be used in conjunction with counseling

• Monthly injection by a health care provider

A LOOK AT FCJ DRUG AND ALCOHOL STATISTICS

DETOX PROTOCOL:

• 36% of new commitments are placed on detox protocol

• 46% of those placed on detox are due to opioid use

TCUS:

• 79% of completed TCUs are referrals for drug and alcohol services

GOALS OF VIVITROL PROGRAM

• Increase probability of successful recovery and

• Decrease recidivism by:

– Implementing a pilot MAT program to supplement existing jail drug and alcohol services

– Provide two injections prior to release

– Assisting inmates transitioning back into the community by getting services in place prior to release

– Continuity of care • Inmates will continue with same treatment provider upon their

release

Individuals can walk in to any police department or the DA’s office to request help for their addiction.

Individuals may be referred by the department to be evaluated after an encounter with police.
