Mr.KoslowskyaskedthattherebeanamendmenttotheFebruary21,2017minutestoclarifythatinitem#11-TransportationFunds,itistheHopeSecondarySchoolculinaryprogramthatisexpandingandislookingtopurchaseafoodstrailer,notatruck.Also,itistheHopeSecondaryprogram,notadistrictprogram.FLYNN/KOSLOWSKY

4. CapitalPlanFunding
TheDirector of Transportation and Facilities reviewed the five year capital plan. SEP (SchoolEnhancementProjects)aretheminorcapitalworksthedistricthasrequestedbefunded.CNCPhas been active for approximately eight years. The district has received funding for all SEPprojectsandquiteafewoftheCNCPprojects,someofwhichareLEDlightingupgradesforHopeSecondaryandCoquihallaElementary,roofreplacementforAgassizElementarySecondary,andmechanical upgrade forHope Secondary. In the end thedistrictwill be 100% LEDwhichwillreduceconsumptionby50%.Thedistrict typically receives$500,000AFG fundingperyear. Thenew fiveyearplan focusesspendingthemajorityofthefundsontwoorthreeschoolseachyear. BostonBarElementarySecondaryandHarrisonHotSpringsElementarywillbeworkedonintheupcomingyearandwilltakeupthemajorityofAFGfunding.The Secretary-Treasurer noted that significant AFG funding has been going to replacing andrepairingschoolsroofsinthepastfewyears. UsingtheSchoolEnhancementProgramfundingfortheAgassizElementarySecondaryroofmeansitdoesn’tcomefromAFGfundswhichcanbespentonotherprojects.
5. KentElementaryAddition
Thebuildingpermitisready.ThegoalistohavetheadditionframedandtheroofonbyendofMay.Withworkoverthesummer,itwillbereadybySeptember.
6. DistrictofKent–TreePlantingDistrictofKenthasappliedforgrant fundingtoplantDogwoodtreesalongEvergreenAvenuewhichbordersonAgassizElementary-Secondaryschoolproperty. TheSecretary-TreasurerwilladvisethecommitteewhenandiftheDistrictofKentreceivesthefundingandtheprojectisago.
7. WaterTestingResults
TheMinistryrequireddistrictstohavewatertestedforleadbyMarch31st.Noneofthedistrictschoolshasanymeasureableleadcontent.Testingisnowanannualrequirement.Hope

Secondaryhassomeleadsolderasanyschoolbuiltpriorto1973.Itisnotanissueatthispoint,butmaintenancewillbereplacingthepiperegardless.
8. YouthTradeCapitalEquipmentProgram
Mr.Koslowskyreportedthat thedistrictcareerscommitteeresearchedwhatwasneededandprepared the request to theMinistryof Education for$1.1million. Thedistrictwasawardedapproximately $378,000 in total; approximately $240,000has been received already this yearandtheremainderwillcomeoverthenexttwoyears.Thefundsaretobeusedoncapitalitems.TheSecretary-Treasurer,DirectorofTransportation&Facilities,andMr.Koslowskywillmeettoprioritizetheorderofthework.Forexample,inthefirstyear,airhandlersareapriorityinlargershopsatAgassizElementarySecondaryandHopeSecondary. Currentequipmentdoesnotmeet thecurrentWorkSafeBCrequirements. Otheritemsapproved includeda stainless steel table, standmixer,CNCmachine, computer labs forcoding,sawsandhandtools.Fundingalsoincludestheinstallationoftheequipment.
9. NewBusThenewbusisanticipatedtobereadyandarriveinJune.Thebuswillseatabout24(10seatsand 2 handicapped spots). The district pays an annual fee to the transportation associationthroughtheMinistrywhonegotiatesbestpriceforbussesonourbehalf,aswellasalldistricts.Thedistrictwasabletostaywithinthebudgetof$120,000.
10. Questions
TheSecretary-TreasurerreportedthattheKentPAChasaskedtheBoardtohelpfund,buildandinstallplaygroundequipment.ShenotedthattheBoardhashelpedinthepasttofundsoftfallandinstallation.TheDirectorofTransportation&FacilitiesstatedthatAFGguidelinesspecifically indicatesthatAFGfundscannotbeusedtopurchaseplaygroundequipment.Thedistrictissupposedtohaveplaygroundequipmentauditedandcheckedonamonthlybasisandannualbasisbyacertifiedperson.Hereportedthatthedistricthasstartedtodothisandislookingathavingdistrictstaffcertifiedsoitcanbedoneinhouse.Thereisanaddedcostofapproximately$1500-$2500perpieceofequipmentthatisplacedonthedistrict forroutinemaintenance. In thepast thedistricthashelpedwiththesoft fall,andhelpedwithinstallationbutnotbeencompletelyresponsiblefortheinstallation.Director of Transportation & Facilities has shared with administrators his guidelines forplaygroundequipment, including the procurementprocessandwho’s responsible forpaying.The guidelines suggest that the Maintenance department manages the installation ofplayground equipment. He noted three proposals for installation; contractor installation,contractor installation with community assist to reduce installation costs, and districtinstallation.
