03. Introduction:

Fast Rural Development Program (FRDP) is a nonprofit and nongovernmental organization, registered under the societies Act XXI of 1860, working in the rural areas of Sindh, Pakistan. The Program is aimed at facilitating the rural communities in a way that they can be empowered to secure their rights with command over the resources and capabilities to manage the process of sustainable development. FRDP is involved with overall integrated rural development but her major focus is to promote Health & Hygiene, Relief support activities, improve Education status to support the target of MNCH, Universal Primary Education (UPE) goal, Poverty Alleviation, Rights protection, Water and Sanitation and Capacity Building Sindh province.

Vision:

Poverty - Alleviation and Capacity Enhancement of the nations through introduction of Education, Health & Vocational trainings where they access to the basic amenities of life on base of justice.

04. Area of Operation:

Currently, FRDP is working in District Jacobabad with the support of UNFAO on “Support for recovery of agriculture based livelihood of vulnerable families affected by 2012 flood of Sindh and Balochistan of Pakistan”, With the support of OXFAM Novib in District Khairpur on “Linking Home Based workers to Market” With the support of USAID / Citizens Voice Project in District Jamshoro on “Importance of Local Government System”. FRDP has also worked in 9 different districts focusing on the daily routine activities i.e. Gender Equity Program, Education, Health, WASH, Shelter, Livelihoods, Capacity Building etc and various other areas of district affected by the monsoon floods in year 2010-2012.

05. Working Areas:

FRDP works to provide grass roots Level assistance to empower communities to overcome their economical and social psychological barriers that normally come across Human’s Lives. We also work with government service delivery outlets as well as help policy formulation for organizational development through capacity building, administrative support and policy advocacy.

06. MANAGEMENT SYSTEMS

6.1 Organizational Management

The constitution of FRDP has given the supreme authority of the organization to the general body (GB) who approve major policy amendments. The day to day running of the organization is overseen by the Executive Director with the assistance on the Program Operating Cell (POC). The POC consists of the heads of department and administrative and accounting sections. The POC meet regularly (normally weekly) to discuss current issues, policy and to make recommendations to the EC for their approval. The POC implement the decisions of the EC and develop plans for running the program activities.

There is a further layer of management, predominately comprising 3 District Offices; Each District Office is leaded by a District Managers under super vision of General Manager Operation. FRDP’s organizational structure has been updated to reflect both its new strategy and also to assist with the development of good management and leadership practices. The new structure has been designed to accommodate the growth that is planned during the next 5 years. This diagram effects the intended structure of the organization for the entire program implementation period although the numbers of staff shown are for the end of the period.

6.2 Financial Management FRDP has its own financial manual and procedures & Financial Software called Tally ERP, which is centralized. The Finance & Admin Manager is responsible for maintaining and controlling the budget, allocation of overheads and for the preparation of financial reports. Independently the internal auditors check and advise on corrective measures to ensure an accurate and transparent system.

6.3 Planning Monitoring and Evaluation (PME) The purpose of the PME department is to provide effective support in regard to information, decision making and activities executed by the FRDP personnel. The PME department has a critical role to play in increasing the effectiveness of FRDP’s programs and projects. It is the department responsible for facilitating the planning processes, tracking progress versus targets and assessing the effectiveness of activities. Although the PME department is not core in the sense of actually implementing development work at the field level, it is a vital support system to enable the core work to be done. PME is a department which requires a continuous feedback loop with planning activities being adjusted in response to interpretation of evaluation studies. The PME department is the central co-ordination point for all qualitative and quantitative program related data. The information is collated which allows it to be used in an integrated manner, giving a view of the bigger picture. The information is reviewed monthly at all management levels.
