Frederick Community College (FCC) invites confidential applications and nominations for the Vice President for Human Resources (HR), a new position at the College. This senior leader will provide vision and leadership for the HR team in support of the recruitment, retention, engagement, and development of all College Employees. The Vice President serves as a member of the President’s Senior Leadership Team and reports on HR matters at Board of Trustees meetings, as requested by the President, and presents HR requests that require Board approval and review. The Vice President represents the College at the local, state, and federal level on issues related to HR and is responsible for HR compliance reporting.

OverviewFCC is a public college accredited by the Middle States Commission on Higher Education (MSCHE). FCC is distinguished by its quality and affordability, making it attainable and valuable for local students. Accredited programs, comprehensive instruction, and affordable costs of attendance have made FCC the learning destination for more than 200,000 students since 1957.
With teaching and learning as our primary focus, FCC prepares a diverse student body to complete their goals of workforce preparation and credentialing, transfer, career development, and personal enrichment with quality, innovative lifelong learning.
In traditional and alternative learning environments, we anticipate and respond to the needs of our local, regional, and
global communities. FCC recognizes the different learning needs and preferences of students and offers instruction in flexible learning formats that include day, evening, weekend, online, and hybrid options. In addition, FCC offers current high school students access to college courses through its Open Campus and High School-Based Dual Enrollment programs.
FCC offers more than 85 degree and certificate programs through credit and Continuing Education and Workforce Development (CEWD). Individuals may choose from the College’s wide variety of program options designed for career and transfer students, and those studying for job credentials, professional development, and personal enrichment.

The College
HistoryIn 1957, 77 students enrolled in the first classes held at FCC in the evening at Frederick High School. FCC was among the first four of 16 community colleges in Maryland. Nine students comprised the first graduating class of the College in 1959. Today more than 1,100 students graduate annually.
FCC moved to its second location on North Market Street in downtown Frederick in 1966, expanding programs to include day and evening classes. Meanwhile, continued growth and the need for a larger facility prompted a parallel search for a permanent home. County officials bought the Maude L. Thomas farm on Opossumtown Pike, and FCC employees helped move the College to its current location in 1970.
Today, approximately 16,000 students of all ages, backgrounds, and aspirations take credit and CEWD courses annually on the main campus, at off-site locations including the Monroe Center, or online. FCC strives to be an academic leader nationwide, while being a catalyst for economic growth.
In recent years the College has added a vibrant Student Center, revamped its Library facilities into a modern Learning Commons and expanded its Science, Technology, Engineering, and Math (STEM) laboratories and classrooms. The Monroe Center was renovated to better serve the workforce development needs of our community and is now colocated with Frederick County Workforce Services.
President Elizabeth Burmaster is the 10th president of FCC and is in her fifth year of leadership at FCC.
AcademicsThe top areas of study include: General Studies, Health Care, Business Administration, STEM, and popular new Associate in Applied Science Degree programs such as American Sign Language Interpreter Preparation, Bioprocessing Technology, Computer Aided Design, Data Science, and Hospitality Management.
StudentsFrederick County residents account for 96% of the student body and 59% of Frederick County Public School graduates attend FCC, 56% of the students are female, 68% of the students attend part-time, 34% of the students receive financial aid, and 29% are first-generation students.
Frederick County MarylandFrederick County Maryland has a population of 240,300. Located just 20 minutes from the Appalachian Trail, it is conveniently situated within an hour’s drive of Baltimore and Washington D.C. The County is home to more than 1,300 farms, a vibrant arts and theatre community, more than 400 restaurants and eateries, minor league and social sports, Frederick’s historic downtown and small business shopping, and much more.

Opportunities
The Vice President will report directly to the President and serve as a member of her Senior Leadership Team. Using superior relationship building skills, the highly experienced, visionary, and collaborative Vice President will lead the HR team in leveraging technology, and strengthening processes and procedures to continuously improve efficiency, communication, and employee development, awareness, and satisfaction. The Vice President will provide leadership and oversight in recruiting, and retaining a diverse, dynamic community of highly qualified and motivated employees.
Challenges – Employees need a clear and uniform understanding of HR
compliance regulations and policies, such as the Maryland Healthy Working Families Act
– The understanding of changes in policies and procedures needs to be strengthened
– HR can become more efficient with respect to its recordkeeping and reporting related to IRS, retirement benefits, IPEDS, and Title IX
– Automating additional HR functions and processes, such as the preparation of annual employee contracts, will help ensure overall data integrity and streamline many functions that are currently labor intensive
– Not all HR functions have been automated, and not all available technology has been leveraged; the Vice President must effectively communicate HR’s technological needs and solutions to the President and other members of the Senior Leadership Team
– The recruitment and retention of employees, especially those from underrepresented groups, continues to be an area of emphasis; the cost of housing in the area forces many employees to purchase homes in areas where they face long daily commutes
Opportunities & Expectations – Create and communicate a vision for HR with a focus on
bringing more efficient and effective services to the College community by leading the staff in leveraging technology and strengthening and streamlining processes and procedures
– Ensure that the mission, strategy, goals, and objectives of HR align with and support the strategic goals and needs of the College
– Implement a more effective and uniform system for creating job descriptions, classifying jobs, assigning salary and compensation levels, and conducting employee evaluations
– Devise and implement creative and innovative strategies to increase the diversity of the College’s workforce at all levels
– Strengthen the channels for communicating HR policies, procedures, and employee development opportunities

Selected Essential Duties & Responsibilities
– Provide oversight of all functions of the HR team and ensure compliance with all College policies, procedures, and the Employee Handbook (full-time and adjunct faculty)
– Collaborate with College legal counsel on HR related matters
– Supervise the Associate Vice President for HR
– Lead the College’s efforts in training, professional development, employee engagement, performance appraisal, performance management, recruiting, and hiring
– Oversee the College Hearing Panel trainings
– Develop and maintain an HR Standard Operating Procedures Manual and the FCC Employee Benefits Information Brochure
– Ensure that the College is in compliance with regulatory, legal, administrative, and contractual requirements related to HR (including the Maryland State Ethics Commission financial disclosure statements)
– Ensure the security of all personally identifiable Information related to the employees of the College in conjunction with the Chief Information Officer
– Participate as a member of the College Crisis Management Team, the President’s Cabinet, the Strategic Advisory Team, Supervisors Forum, and the President’s Diversity Advisory Council
– Collaborate with the Finance Team on payroll administration
Required Minimum Qualifications
– Master’s Degree or higher
– Seven years of progressive management experience in HR
Preferred Qualifications – Specialized professional human resources certification (PHR,
SPHR, SHRM-CP, SHRM-SCP)
– Demonstrated knowledge of federal and state legislation and regulations governing HR functions
– Executive experience in an HR position with a proven track record of ethical, effective leadership
– Working knowledge of HR information systems
– Outstanding communication skills
– Demonstrated ability to work effectively with a culturally diverse workforce and student population
– History of successful conflict management and dispute resolution
– Demonstrated ability to provide leadership in organizational change
– Successful experience with organizational reporting/recordkeeping
