recommendations emerging from the conference highlighted the need for an independent organisation
that could address the issues of a multilingual and multicultural Europe from the point of view of higher
education.

Kazakhstan, Belarus, Moldova, Uzbekistan, Azerbaijan, and Kirgizstan.
The results of the study are based on the statistic data, as well as on the
results of surveys where participated more than 5500 respondents – profes-
sors, employers, researchers, students and alumni. According to the final list, the best universities are in Russia
(95) and Ukraine (33). The classification continues with Belarus (10) and Kazakhstan (9). The Republic of
Moldova is represented by two higher education institutions, ULIM and ASEM, the first one achieving a score
higher than the Academy of Economic Sciences (see the ranking: http://raexpert.ru/rankings/vuz/vuz_sng/
part2/ ).For the survey there were analyzed the following aspects: the university conditions for a quality
education, employment of graduates, and university reputation at national and international level.
In the majority of CSI countries there isn’t the tendency to transform the universities into entrepreneurial
structures, except Russia where the results of the survey within the institutions of higher education are
frequently implemented and commercialized by patents, licenses, and creation of innovative small enterprises.

The conclusions of the conference are that the family, the union between a man and a woman, is a primordial
institute of the State and its interests must be put ahead the others. The policies and programmers must take in
consideration the family and its members' interests, especially of vulnerably people. That’s why more actions
should be directed towards educating young generations to create families, preparing them both at home and in
the educational institutions. Promoting the life culture has to become for all us one of the main goals. ,,The
importance of education in man’s life and its influence on the development of a contemporary society, consists a
special attention for the Church’’:
A) The spiritual education is firstly due to parents. So they are the first teachers and priests of the child. The
family is the first school of the human and social virtues, ,,which no society can’t deprive of’’.
B) The second place concerning the education is due to the society. It has the duty not to create, but to defend
the parents’ obligations and rights and of those who participate in education.
C) The Church has a big role in the child’s spiritual life which he receives through the sacrament of Baptism, so
the entire life of the child is permeated by the spirit of Christ.
The family and children will be defended if they develop their own
resources and values which they receive through natural law, and they
are not modified or changed due to political or ideological reasons.
The Scientific – Practical International Conference ,,Preservation of the
Family Integrity – a priority policy to protect the child’’ was concluded
with a final declaration, and the participants have decided to meet in a
year to evaluate the results of the declaration objectives

SAPIENTIA ET VIRTUS The students from ULIM participated at the University National
Championships in athletics. The emotions were beyond expression,
the supporters cheered the favorite.
The students from various universities from our country demonstrated
the sportive skills in an athletic competition where they had the
mission to defend the honor of their university. The Free International
University of Moldova was represented by 11 students, who won
leading places and it turned out that they were very good at this sport.
Among the first winners at this contest that the University can be
proud of are: Cristea Olga, Chiric Svetlana, Plotnic Ana, Pedcenco
Iulia, Inculeț Diana, at girls competition, and Cazac Iurie, Cemartan
Cornel, Vasilică Dumitru, Rotar Eduard, Scutelinciuc Andrei,
Ghetman Andrei, at boys competition.
The sport - students from ULIM won 4 gold medals, 5 silver medals and 4 bronze medals.
It is very impressed that these students succeed to combine the studies with the sport. Among those mentioned
above there are first and third year students at the Faculty of Law, International relations and IT, where they also
have good results. They manage to divide the day between the university and the workouts, due to their
responsibility and an organized schedule. They don’t lose their time on needless activities. Their priority is the
sport.
Being passionate about this activity from the childhood they invested their time on workouts, which contributed
to form a strong character and a healthy lifestyle. They learned to be ambitious persons who aim at victory and
never stop even if they have trauma or baulks. They have a flair for the sport, but unfortunately our country does
not invest in sports, that’s why the chances for a sportive career are limited. They practice the athletic sports for
pleasure and aim to be better, winners in every competition.
They are pleased that they defended the honor of the University and are ready to continue at other competitions.
ULIM is proud of these young athletes’ performances and supports them by giving the opportunity to study for
free.

On Tuesday, April 15th, 2014, Mr. Manfred Schulz, EUBAM Specialist
in the Border Procedures Control, held a public lecture for the students from
ULIM on the topic ,,Schengen Regulations to facilitate freedom of movement
in Europe’’.
The expert began his speech with a short story about the history of the
Schengen zone creation, mentioning that the abolition of controls at the inter-
nal borders in the European Union had started since 1985. The Schengen
zone was created by the Schengen Agreement in 1985 which provided the gradual abolition of the common bor-
ders controls. The Agreement was completed by the Convention in 1990 concerning the implementation of the
Schengen Agreement which established the final abolition of the internal borders controls.
The specialist also defined the meaning of the Schengen zone, mentioning that the participation to the no
internal borders controls means that the member countries:
Don’t make any controls at their internal borders (the borders between two states which are part of the
Schengen zone);
Intensified their controls, which have to accomplish clear criteria at their external borders (the borders be-
tween a state from the Schengen zone and a state which is not part of the Schengen zone).

Mr. Schulz declared that the European commission is working on the consolidation of the Schengen rules in
order to strengthen this cooperation. The European Union countries have to prove reciprocal confidence.
In the same context there were mentioned the security measures the European Union implemented to assure the
Schengen zone security. For its guaranty the member states intensified the police cooperation, especially through
the cross-border monitoring and surveillance, and the Schengen
Information System (SIS).
In conclusion, the expert mentioned that according to the Schengen
Agreement, more than 400 million European people can travel without
passport. More than 1,25 billion trips are made to visit friends and
relatives in Europe, without any bureaucratic obstacles at the internal
borders.
The event was moderated by Mrs. Viorica ȚÂCU, Senior lecturer at
the Faculty of History and International Relations of ULIM, and
organized by the EUBAM in collaboration with the International
Cooperation Center of ULIM.
Songs and beautiful poems, in various languages, had been dedicated,
yesterday at ULIM, to all women. The Concert dedicated to women was
organized by the Foreign Students Department from ULIM.
Natella Pasha, the Head of the Foreign Students Department from ULIM
mentioned that they organized this concert dedicated to women in April
because in all countries, where the majority of foreign students come from,
the Women’s Day is celebrated on March 21st.
,,We had to organize this holiday at the end of March, when it’s celebrated
abroad. Because of the exams which the students had to pass that time, we
postponed the celebration’’, said Natella Pasha.
On their 1st, 2nd or 3rd year at the university at different faculties, all foreign
students had the possibility to present what they can do the best. They
danced, sang, and presented various artistic numbers succeeding to create a
festive atmosphere.
The show impressed the audience. Elena Lungu, a 2nd year student says she was impressed by all she saw.
,,I couldn’t say that I liked someone more or less. They all were great’’, added Elena.
Although some students learn the Romanian language harder, others easier, Svetlana Mogâldea,
a Romanian language teacher in a Congo students group, says that those who work hard, succeed to
achieve high progresses.
The young people want to study in Moldova due to different reasons:
the contract is cheaper, the war conditions in their countries and
many others. Waheeb, a young man from Israel and who has been

SAPIENTIA ET VIRTUS The polluted water problem in Moldova is an old one and every
year it becomes more dangerous. Within the Moldovan-Korean
Forum on the topic ,,Application of advance technologies in the
agriculture from the Republic of Moldova and the development
perspectives: the water quality improvement’’, there were presented the
newest water purification techniques from South Korea.
The Korean representatives are interested to contribute in solving the
problem of polluted water in Moldova. They made an experiment. They took
by one 3 liter jar of water from various locations from Moldova, as well as
from the river Bâc and the lake Ghidighici. In most of the cases the water
had a greenish color with seaweeds, even dark. After the water was treated
with special substances, it regained its color and became clearer, all the
impurities being at the bottom. ,,What is left at the bottom would be eaten by fish. The water is totally clean and
good to drink’’, said one of South Korean representative.
From the other hand, the Minister of Environment Gheorghe Șalaru says that this collaboration with Korea is
very important. ,,Any friendly collaboration is welcome for our environment, to become a modern country.
I saw this method is very efficient, and the today specialists will explain us how to implement it in Moldova.
We will continue to analyze it’’, says Gheorghe Șalaru. The Ministry of Environment thinks the today forum is
just the beginning. ,,Until today we don’t have any collaboration with any project in this field, but we hope to
have in the future. We are interested to see the existed technologies in South Korea and borrow them for
Moldova’’, added the Minister.
The event took place within the Free International University of Moldova, where there is the only Center of
Korean Culture from Moldova ,,Se Jong’’.
At the Sambo National Championship which took place on Saturday, Mihai
Brânzianu, student at ULIM, won the Champion Title. Even if he is a
Sambo national champion, Mihai studies at the Faculty of Law and dreams
to continue his career in this field. Mihai is one of the young people for who
the sport is not just a hobby, but a healthy lifestyle.
He works out three hours a day at ,,Lotul Național’’, runs an hour every
morning, to strengthen the resistance, and studies at ULIM. With such a
charged program, Mihai says he has time to practice and other sports. ,,I play tennis, basketball, football in my
spare time’’, said the young sportsman. He is fond of Sambo due to his father, who is a judo coach.
The fight for the champion title was very hard, told Mihai. ,,Sincerely, I didn’t think I would obtain the first
place, because there were very strong competitors from the Sportive Lyceum. The hardest fight was at the end’’,
said Mihai. The grand final was fought between him and Alexandru Darie, student at Moldova State University.
Mihai chose to study at ULIM because from his childhood he heard about the popularity and studies quality at
this university. He was even happier to know that he could study for free due to the sportive performances.
Mihai Brânzianu will represent ULIM at the category of 82 kilos, at the European Championship which will
take place in May this year in Romania.

SAPIENTIA ET VIRTUS A unique Flash Mob in which students have described their
experience at ULIM in three words was organized on 4 April
2014. The participants received white and blue ribbons, the
symbol - colors of ULIM, on which both foreign students and
native ones have written beautiful words, but without exceeding,
the limit of 3 words.

good people", a young man from Israel wrote, "my heart is ULIM".
The messages were written in Chinese, Korean, French, English,
Turkish, Azerbaijani, Ukrainian and others languages.
The aim of this Flash Mob was to make known the ULIM slogan
for how many people as possible: "We do not learn for the school,
but for life".
Also, through this event, the ULIM’s students wanted to motivate
prospective students who have a dilemma of what University

that: "Not the walls make a school, but the spirit that reigns in
it".
The atmosphere was charged by the dances on the beats of the
famous song that conquered the entire world "Happy" performed
by Pharell Williams. During the event students, meet their
international colleagues, because at ULIM are studding students

ULIM’s experience in three words
SAPIENTIA ET VIRTUS On April 4th 2014, at ULIM took place a public lecture on
the topic Northern Ireland: from confrontation to negotiation’’.
The lecture was held by Peter Shirlow, professor at the Royale
University from Belfast.
The Conflict from Northern Ireland is due to the religious
misunderstandings between Protestants and Catholics, at the
dispute between Great Britain and Ireland concerning the
territory of Northern Ireland. The confrontations began in 1968
and were marked by various terrorist acts.
Within the lecture, the students and professors from different
faculties found out detailed information about the Ireland
conflict directly from the specialist, because Peter Shirlow,
whose family was Protestant, was involved in conducting and solving this problem.
Peter Shirlow said: ,, We could go to bed in peace and wake up in the middle of the war’’. There were
formed armed conflicts between the nationalist minority community (the Catholics), and the unionist
majority community (the Protestants) which resulted the death of 3.500 people and 50.000 injured.
Ironically, both the Protestants and the Catholics were fighting for the same things: democracy, security,
territory, jobs, etc. Both communities were delimited by walls, and people from one camp didn’t talk with
those from the opposite camp. There were separately shops, streets for Catholics and for Protestants. There
were drawings on the walls which were provoking enmity and violence.
The pacification process began in 1998 when there was signed the Agreement from Belfast. The official
languages were: English, Irish and Ulster Scots. Both communities had the same rights. The policemen
uniforms had Catholic and Protestant elements. The Catholic prisoners were freed. Peter Shirlow said the
conflict was solved through dialogue and compromises.
Professor Shirlow tried to compare the conflict from Northern
Ireland with that from Transnistria. He affirmed that both
conflicts are the same, the states pretend to the same territory.
The event was organized by the Embassy of Great Britain in
Chișinau in collaboration with the International Cooperation
Center of ULIM, represented by its director Mrs. Valentina
Ciumacenco.

ULIM, Ms. Ma Linjuan welcomed and thanked all the participants, later
teachers presented a brief introduction to Chinese Facial Masks.
Then, volunteer teacher Zhou Wenzhu introduces to students some relevant
information about Chinese Facial Masks from Peking Opera. Zhou Wenzhu
introduced students through interesting video clips and pictures the
connotation of the Chinese Facial Masks from Peking Opera, the development and origin of Peking Opera, the
main colours of Facial make-up, presented different colours of Masks and different meanings of the colours
which are given to the characters.
Finally, students chose a favourite colour and a pattern mask and started to expand the rich imagination and
painting abilities on a blank mask provided by the Confucius Institute. While the students were in the process of
creation, teachers and all volunteer teachers were active answering the questions and provided the necessary
help in choosing the right colour. All participants worked very serious on their own handmade Facial Mask.

Ms. Ma Linjuan awarded the participants who have made the better masks.
The Ambassador of Great Britain to the Republic of Moldova, His
Excellency Phillip David Batson visited ULIM on Thursday 27th 2014, at
11.00 am. Within the visit, His Excellency had a protocol meeting with the
rector of ULIM, Andrei Galben, and a public lecture for the students and
professors on the topic „Knowledge is Great”.
The event was organized by the Embassy of Great Britain in Chisinau, in collaboration with the International
Cooperation Center of ULIM.
At the beginning of the public lecture, His Excellency acquainted the audience with the activity of the Embassy
of Great Britain to the Republic of Moldova, the most important being: the diplomatic activity from Tiraspol, the
mission of English charity associations in Moldova, the attraction of British investors to the Republic of Moldo-

At the same time it promotes the English language and culture. The Ambassador and his team visit various
regions in Moldova to obtain information from the first source and different point of views from all the localities
of the country, inclusively from the Transnistrian region and the Gagauz territorial autonomy.
A separately sector represents the English business. The UK Embassy
in Chisinau works on creating a more stable, transparent and
predictable business environment in Moldova supporting and
developing the economy of the Republic of Moldova, as well as
encouraging the British companies which would like to increase their
volume of exports and identifying new partners in
Moldova.
His Excellency spoke about the British charity organizations which
had expanded their activity in our country. The Charity Foundation
for Public Health ,,Angelus Moldova’’ was officially registered in Chisinau in 2000. It’s a nongovernmental,
apolitical and non-profit organization.
The Foundation’s goal is to create a new system of medico-social assistance, offered for free to the
incurable cancer patients in the advanced stage of the disease, at the hospital and at home.
Another important project is SKIP Edinburgh Moldova, launched
in 2008. The NGO is created by the students from Scotland to
help the children with disabilities.
Referring to the future goals, His Excellency mentioned that the
Embassy will continue its activity in the same directions, but also
will coordinate the initiation and implementation of new ideas and
projects, which are, in His opinion, the most important factors in
the consolidation a prosperous State, like Moldova.
Concerning the European integration, the ambassador thinks this will bring Moldova to a democratization of the
society, corruption decrease, economy, justice and commerce development. His Excellency also mentioned how
well we speak the English language, especially the young people.
He noticed the increased number of Moldovan students who apply to prestigious Universities from Great Brit-
ain, saying that our young people have a high level of intellectuality, especially for foreign languages, like Eng-
lish, Russian, Chinese, French, etc.
As for the evolutions from Ukraine and its security, the diplomat said that the stability and security are important
not just for the Republic of Moldova, but also for the entire region.
Mr. Nicolae ŢÂU, vice-rector for International Cooperation of ULIM moderated this event. At the public lec-
ture participated the students from the Faculty of Economics , Faculty of Letters and Faculty of Law.
The Embassy of Great Britain was opened in Chisinau in 2012. Mr. Philip David Batson presented the letters of
accreditation as Ambassador on April 23rd 2013.
SAPIENTIA ET VIRTUS More than 150 students and professors from ULIM participated,
today, to a meeting with the moderators of the TV emission
“Fabrika’’. The audience broached with the guests the actuality
problems. The rector of the university, Andrei Galben, thanked the
emission’s moderators for their activity and availability to talk with
the students. ,,The TV channel Publika refreshed and became
younger with you Mrs. Rita and Mr. Cristian, it is totally different
appreciated by the society’’, said Mr. Galben.
Some students wanted to know why Publika TV has news in
Russian: “There are emissions in Russian, and this is very
annoying’’. “The Russians from Moldova are born here.
They represent the population of Moldova. We also address to that
part of people, who are the Russian speakers’’, explained the media
analyst Cristian Tabără.
“You have to protect your language through unity and not to hate
the Russians’’, said the emission’s moderator, Rita Ursalovschi.
The presence of the Publika TV stars excited some students, that
they forgot about what they wanted to ask. The participants to the
meeting were pleased by the moderators of ,,Fabrika’’:
“It is very helpful and sincere for us. It’s an opportunity to understand what happened beyond the screen’’.
“It is very important to take in consideration these knowledge and skills’’.
“I liked that the journalists were opened and answered to various provocative questions. There was very useful
and I thank them’’. At their turn, the emission’s moderators
say that the idea to organize such meetings is fully justified.
“The public is very important for us. Without collaboration
with it, we wouldn’t exist’’, mentioned Cristian Tabără.
“We came in front of the TV spectators to understand what
they want from these emissions’’, affirmed Rita Ursalovschi.
Heretofore, the journalists of Publika TV have had similar
meetings with the students and professors from the State

find below the opinions of these two students about the Merit Scholarships, what it means to be an active student
and what are their advises to become a better students.
Cristina Bruma, ULIM, Faculty of Letters, Specialty of Journalism
“I applied for this Scholarship to test myself. One thing is to be the best at the faculty, and something different is
to be designated among the best students of Moldova. It was in the evening around 6pm, when they called me to
tell the wonderful news. They told me “Congratulations Cristina! You are one of the winners of the Merit
Scholarships’’. I was very happy and proud. Of course, I called my parents and my professors to thank them for
supporting me.
In my opinion, an exemplar student is the student who succeeds to study, to come to the university every day,
and to practice in the chosen field. I would advise the students to study more, to like what they do and to be
thankful to people who helped them. I am a bit sad because in a few months I will not see my loved professors
and I will miss them very much. Life is so beautiful, so we have to enjoy it, and do nice things for us and the
society. Concerning the money, I will invest it for my career and future’’.
Tina Parfeni, ULIM, Faculty of Law
“I like to study at the Faculty of Law of the Free International University of Moldova. I always worked very hard to
achieve my goals and objectives, to be the leader or at least among the best ones. This project was an opportunity to test
my skills, that’s why I applied for it. I express my gratitude for the merit that makes me to be more responsible. In my
opinion, an exemplar student is a student who is involved in many activities, tends to develop his skills, and participates
at any extracurricular activities. I will use the money to develop my personal skills. I would love to say to all the young
people that at this age it is very important to invest in the development of their own competences. They have to remem-
ber that today they are better than yesterday, and don’t have to lose their confidence and courage. I wish good luck to
the students from ULIM and great achievements for all the students from Moldova’’.

L’atelier a compris 3 axes importants : 1.
