The contract for the extention and improve-ment to Corralejo harbour has been awarded and is expected to take two years to complete. The project will improve and extend the ferry piers, increase the number of moorings for pleasure craft and provide better boat yard facilities.

As well as the existing marina berths the new marina will provide 650 berths for yachts which will be sheltered behind a huge curved breakwater.

a year using the short ferry link to Lanzarote

and the project will ensure that increasing pas-

senger demand can be met. The harbour Playa

Blanca in Lanzarote will also be extended and

improved to allow easier access for the ferries

whose entrance at the moment can only be

described as tight.

Installation of the cable to improve com-

puter connections in the islands is running

on schedule. According to the latest report

by Carlos Alonso the Tenerifes councillor

for the economy, the submarine cable link

from Cadiz to Tenerife, La Palma and Gran

Canaria should be completed in the fi rst half

of 2011. The new connection will mean a vast

improvement in the number and quality of

broad band connections on the islands and

give support to new services and applica-

tions. The new connection is designed to

make the Islands, the communications axis

between Africa Europe and America.

The Spanish parliament has backed a 15bn-euro ($18.4bn; £13bn) austerity package by one vote as the country strives to cut its budget defi cit.

The vote saw 169 in favour of the Socialist government’s austerity plan and 168 against, with 13 abstentions.

Spain announced the austerity package ear-lier this month. It includes wage cuts of 5% or more for civil servants and slashes public investment plans.

Spain hopes to rein in its defi cit and ease fears of a Greek-style crisis.

A parliamentary defeat would have been a blow to the Socialist government of Prime Minister Jose Luis Rodriguez Zapatero.

Spain’s programme is intended to reduce a defi cit of 11% of GDP to 6% by 2011.

“The result is calming for the markets because

a vote against would have been very worry-

ing,” said a strategist at Citigroup.

Many Spaniards fear the effect the cuts will

have on the economy, where the unemploy-

ment rate exceeds 20% – twice the eurozone

average.

The country moved out of recession in the fi rst

quarter of this year, with growth of 0.1%.

The European Union has been anxious to see

more fragile European economies, including

Spain, Portugal and Greece, impose tougher

austerity measures.

Before the vote, fi nance minister Elena Salgado

had asked politicians to vote in favour, saying

the measures were “painful but inevitable”.

Apple’s new computer, the iPad, has now arrived in stores in Spain amid great consumer expectation, with 300,000 sold the day it was launched in the USA and a million altogether over its fi rst month on the market.

The price in Spain for this small touch-screen laptop, with no keyboard will be between 479 (16GB) and 779 euros ( 64GB).

Before the product is even available in the shops, various service providers have been advertising fl at rates. Vodafone is offering two

fl at rates, one of 15e and the other of 32ea month. Movistar has three fl at rates, and for those clients who already have mobile internet will be able to connect to the web via their iPad at no additional cost. For their part, Orange is offering two rates - a daily one of 3.5e and a monthly one of 35e - both on a contract basis.

Designed along similar lines as Apple’s highly successful iPhone, the iPad allows users to surf the Internet, read newspapers and electronic books, access their e-mail accounts, look at photos and videos in high defi nition and listen

to music, as well as all the usual functions of

a laptop.

The iPad is only 1.34cm thick, weighs 680g and

has a battery that lasts for up to ten hours.

The iPad is being launched simultaneously

in Germany, Australia, Canada, France, Italy,

Japan, Switzerland and the UK. There are

plans to launch it in Austria, Belgium, Holland,

Hong-Kong, Ireland, Luxembourg, Mexico and

Singapore later in July.

Record numbers of agents are clambering for repossessed property in Spain, despite the country’s continuing economic woes.

However, the country’s economic position continues to slide amid concerns about nation-al debt. The Bank of Spain was forced recently to seize control of regional savings bank CajaSur, the latest challenge to Spain’s bat-tered fi nancial sector since the collapse of the housing bubble.

However the good news is agents are adapting to the present economic situation. Southern Spain markets have seen a lot of small, new property agencies spring up recently, and many of them have restructured their business

models to cope with a tougher climate and a

lot of below market value deals.

“There are a lot of sharp young agencies out

there now who have positioned their offerings

very professionally. They are smaller and they

approach the market in a much more appropri-

ate way.”

That siad, Spanish companies need to rebuild

trust with both buyers and foreign agents.

“There is a lot of demand but several param-

eters have to be just right for the sale to work,

from fi nance the legalities of the sale.”

There are now more smokers in Spain than

when the 2006 anti-smoking legislation came

into effect. Apparantly, 35% of Spaniards still

smoke, however in other parts of Europe,

there has been a large reduction in smokers,

where the average number has fallen to 29%.

It means that if the Government’s intention

was to reduce the number of smokers with

the current law, it has failed, although new

tougher regulations banning smoking in all

closed public spaces including all bars and

restaurants is expected to come into force this

summer with virtual zero tolerance.

The number of Brits searching online for foreign property has doubled in the last year, according to portal Primelocation International.

Enquiries on the site were 95% higher in March 2010 than a year earlier, with the top three locations of Spain, France and the US recording increases of 108%, 153% and 105% respectively.

Searches also increased on a monthly basis for most countries, with Bulgaria’s 11% decline the only fall out of the top ten most

popular destinations.

Switzerland, which saw an annual increase in searches of 74%, re-entered the top ten for the fi rst time since January, while Australia dropped out of the chart.

“Pent up demand now appears to be on the brink of converting into sales,”

“Several signs are now indicating that the economy may have escaped a double dip and be stabilising in earnest and potential buyers are picking up this optimism.”

A bank specializing in international mort-gages is backing a plan to clear the backlog of unsold holiday homes across Spain.

Solbank, part of Banco Sabadell, the country’s fourth largest mortgage provider has struck a deal with the Spanish Homes Network (SHN), an innovative trading platform where agents can source completed properties that have undergone legal due diligence by one of the “big four” consultancy fi rms.

The deal allows SHN to offer agents and buy-ers a “complete solution” that incorporates full legal due diligence and fi nance on com-pleted properties. Loan-to-value rates will be in the region of 70% depending on the circum-stances of the buyer.

Spanish Homes Network Managing Director, Mr José Manuel Luque comments:

“The main problem to be dealt with is not just

the lack of trust created by recent real estate

issues affecting Spain, but also the diffi culty

of fi nding fi nance for home acquisition, a

problem that the signing of this agreement

will help to alleviate”.

SNH is the brainchild of the country’s larg-

est real estate business school, Instituto de

Practica Empresarial (IPE Business Institute)

which has taken eighteen months to per-

form due diligence on 100 developments

across the Southern Spanish coastline and

the Canary and Balearic islands.

SHN are currently promoting their offering to

international agents.

Low cost airline Jet 2.com began fl ights to

the Canary Islands from East Midlands air-

port on May 20th, last month. Jet 2.com’s

new services will operate out of the East

Midlands airport, with the fi rst fl ight being to

Lanzarote adding to the airlines sevices from

Manchester, Leeds And Newcastle. Flights to

Tenerife begin on Friday 21st May, strength-

ening their commitment to the island by add-

ing to the routes already in operation from

Manchester, Leeds, Belfast, Newcastle and

Blackpool.

‘Free advice for the price of a call´As all readers are aware the whole Euro

project is under scrutiny at the moment,

with the ‘PIGS’ countries in the spot-

light. The on-going furore surrounding

the Greece bail out is causing the Euro

to come under signifi cant pressure in the

foreign exchange markets. With the UK

voting for a coalition government ster-

ling is holding its own at the moment. So

what does all this mean for a buyer of a

property in the Canary Islands? Well, at

present the sterling to euro rate is hover-

ing around the 1.17-1.18 levels which as

a level does represent good value when

balanced against some of the lows seen

last year.

You will hopefully have read some of our

previous articles, and if so I apologise

for going over ‘old’ ground. In volatile

markets the trick, for want of a better

phrase, is to look at your timescales and

then working with an FX broker endeav-

our to enter the market to buy or sell at

an opportune tome. I hate to say it but

waiting for that extra half a cent move-

ment upwards usually ends up with the

rate losing ground rather than gaining.

Over my 10 years in these markets I have

experienced many, many clients who

have hung out for a target rate that is

unachievable and had to accept a much

lower rate, therefore costing them much

more.

My experience leads me to try and explain

this to clients with a view to adopting a

pragmatic approach when buying their

currency. Rates can be ‘locked’ in by

using a forward contract, with only a

10% initial margin payment, thereby giv-

ing piece of mind to a client. With the

deal done, whatever happens in the mar-

kets has no affect to the original deal

struck. Interestingly we have noticed a

considerable pick up in interest from cli-

ents looking to buy properties overseas,

with Spain and the Canary Islands leading

the way.

Conversely clients repatriating Euro’s,

following the sale of a property, can still

benefi t from a sensible rate. If clients

purchased a couple of years ago they will

benefi t from the weakening of sterling

which could well help to offset any dis-

count offered when selling.

In closing my ‘thought for the month’

would be that any prospective clients

should not be frightened by the currency

purchase and they should speak with

a professional FSA regulated broker as

soon as possible in the process. At this

stage they can begin to understand the

process, build a relationship with a dedi-

cated account manager and start to build

a picture of the markets and what drives

them. All valuable knowledge gained,

completely free of charge, and delivered

with a clients interests at heart.

Fuerteventura has two main English touristresorts, these are Corralejo and Caleta de Fuste.Corralejo is in the northern tip of the island and is thelongest established tourist resort. Adapting to an economic market down-turn is never easy.

But one fi rm of island estate agents – Fuerteventura Residences in Caleta de Fuste, or Castillo as the resort is locally known – can rest assured that it has successfully weathered the worst storm the property sector has experi-enced for many years.

In fact, husband and wife owners Galliano Morani and Veronique Van Essche both agree that the green shoots of recovery are beginning to burst into life – a welcome contrast to what they describe as a ‘very hard’ 2009.

The couple (Galliano is Italian, while Veronique hails from Belgium) set up Fuerteventura Residences six years ago after a holiday visit persuaded them that the island – the last of the Canaries to be developed – had tremendous business potential.

And with more than 30 years of real estate experience under their belt, including spells in France and on Spain’s Costa del Sol – latterly with their own company in Marbella – they felt more than happy to take the plunge.

“We realised that this island was fantastic with its white beaches, calm environment, no crime, no traffi c problems, and fell in love with it,” explained Veronique, who controls the com-mercial side of the company.

“Of course we also saw a business potential,” she added. “It’s only a four-hour fl ight from most of the European capitals and has a fan-tastic climate – great weather all year round, including fresh nights.”

She is adamant that Fuerteventura ticks all the boxes for anyone hunting for a holiday home or planning to retire in the sun, in particular Caleta de Fuste.

Conveniently situated only minutes away from the airport and the capital Puerto del Rosario in the north of the island, the popular resort boasts two pristine golf courses, modern hotels, bars and restaurants plus a sandy horseshoe bay which is due to be extended and developed into a top class beach early next year.

“There is never a problem. You can come over to Fuerteventura just for a weekend, stay here for a few months, or even live here all year round. In only four hours you can be back in your own country,” said Veronique.

“When people get older they don’t particularly like long fl ights and may for example want to get back quickly to their country to see their children or maybe grandchildren!”

Fuerteventura Residences places great empha-sis on customer care and the art of communica-tion.

“One of our most important qualities is the fact that we try to make friends with our clients. We do absolutely everything, thanks to the fact that we speak perfect Spanish,” said Galliano, who focuses on the company’s administration work.

“We arrange notary appointments, electric-ity and water connections, verify payments of town and waste collection taxes, as well as community fees etc.

“I am absolutely convinced that one has to speak the language of the country he or she is living in, otherwise it is impossible to give a perfect service to clients.

“We also speak fl uent Spanish, English, French, German, Dutch and Italian. We know that cli-ents feel much more comfortable speaking in their own language.”

So far this year, Fuerteventura Residences has seen a notable increase in the number of prospective buyers, mainly thanks to low interest rates, a rising pound (making property purchase more attractive for visitors from the United Kingdom) and an abundance of cheap fl ights to the island from the UK, Eire, Mainland Spain, Belgium, Italy and other European loca-tions.

Most property hunters turn out to be cash buy-ers looking for a bargain, with some wanting to make a business investment, said Galliano.

“Due to the low interest rates, more and more people like to put their savings in real estate,” he added.

These buyers will ultimately benefi t from their investments as property prices increase.

However, location, location, location is as important as ever, according to Veronique, with property around Caleta’s golf courses prov-ing popular because of their affordable prices. Centrally situated apartments, near to the beach and restaurants, were also highly desirable but not essential because of low taxi fares.

The letting market appears to be gaining

momentum, too. “A lot of people are now look-ing to rent out their properties,” said Veronique, “and as we now have a few really professional management companies, this seems to be working very well.

“Those companies told me that prices have been rising over the past few months. I, myself, had a real problem fi nding a villa for my family in July!” she added.

Refl ecting on how Fuerteventura Residences has coped with the property slump, Veronique said that two of the company’s three offi ces were forced to close for economic reasons.

“We now have one, which keeps our expenses low, have several freelance sales people plus property valuers working for us when neces-sary. We are also working closely with a furni-ture company and we have a very professional management and rental company to cater for all our clients’ requirements.

“We are also working with several agents all over Europe, thanks to our language skills,” she added.

But perhaps one of the most important factors to the company’s ‘survival blueprint’ is its posi-tive attitude towards clients.

“Helping people is very important to us. We are living in an ‘Internet world’ where often personal contact is forgotten,” said Veronique.

“Our tool is not only selling a property, we also want to have people coming back to us and tell-ing how happy they are.

“We really try to calculate the little ‘extras’ people need, like: If they have children, is the development child friendly? Or if the buyers are in the older age group, could there be too many steps for them, or might the location too noisy?

“Sometimes people are lonely,” she concluded, “and they like a place where they can make friends. . .”

Andy Wells is a Chartered Account. He is married

to Emma and they have three children aged 11, 9

and 4. Andy has worked in the Investment Banking

industry for 14 years following his qualifying as an

accountant in 1996. Emma has the tougher job of

having to run a home and look after three boister-

ous boys all of whom love football but dislike tiding

up!

Andy’s interests apart from being with his fam-

ily include all things car related from Formula One

through to Supercars as well as a keen interest in

football - which has been passed down to all three

boys.

How long have you been visiting the Canary Islands, which island in particular. Which area is your favorite and why?

We have been visiting Lanzarote since 2003, where

both my wife and I fell in love with the place. We

bought our fi rst property in Playa Blanca in 2003

How long have you been thinking about buying?

We have owned since 2003, however with a grow-

ing family wanted to buy a bigger place. Playa Real

in Playa Blanca was ideally suited for a family of 5 -

we fi nally bought the place in August 2009

What fi nally made you buy?

We loved Playa Blanca - that was the main rea-

son. Lanzarote is a beautiful Island and with three

young children the ability come somewhere safe

and where we know was a key reason.

How did you afford the purchase, did you need a mortgage? If so how did all of this work and come about?

With the help of Seabreeze Properties we man-

aged to secure a swap with another couple. They

wanted to downsize and loved our smaller place

and we wanted to buy a large property. Mark did a

phenomenal job around setting the relevant swap

and subsequent additional payment to agree the

deal. I have to get a mortgage to secure the deal that

turned into a real nightmare. The deal was ongoing

for 5 months because of both mortgage problems

and sheer red tape, Lanzarote style

Why did you choose Mark at Seabreeze as your preferred agent & how did they assist you through the procedure?

Mark was recommend by a friend of mine, he not

only sold houses but also cared about following

through the transaction from start to fi nish. Mark

was absolutely phenomenal. Without him the deal

would have fallen fl at probably 10 times. He helped

keep both sides on track, worked on ensuring we got

a fi nance deal because he has such good relation-

ships with banks and then because of his knowl-

edge around the legal system helped push this all

through. He was the lynchpin for the whole process.

I cannot speak highly enough of him professionally.

How long were you looking for the right property?

We were thinking about up sizing for quite a while -

about 10-12months

How did you know the one you chose was the one for you?

Location, speaking to friends and the general feeling

when we went to see the property. Also, potential

investment was taken into consideration as well.

Where you worried about buying overseas and how did you over-come the hurdles of buying within a different system?

Yes - especially given horror stores you see about

the Costa Brava. Fortunately, I know a number of

colleagues who own over there so was able to ask

their advice.

How did you cope with the differ-ent language ?

Mark was great as he speaks fl uent Spanish. Also

we has a good translator and he also recommeded a

good lawyer who spoke English fairly well

How did you manage to get all the paper work and fi nances in order?

How long did it take from first seeing the property you wanted to completing the purchase?

We saw property in April 2009 and we finalised at

the end of August 2009

How much did the extra costs like taxes, notary and solicitors fees come to?

We had to pay 6.5% on the consideration of the

property we bought, fees in terms of Notary, Land

Registry, Solicitor fees, a fee payable to the bank for

the mortgage, council taxes, estate agent fees and a

fee to sell the old property because we are non resi-

dents (3%). All of this combined with the fact that

the process kept being delayed because of the legal

process meant we had to come back a couple of

times to finally sign and move in. Stress levels were

high! Total cost was in the region of €50k.

How do you plan to use the prop-erty, as a holiday home, residence, investment etc?

We use the property as an investment and so let it

out, but also use as a family holiday home for both

ourselves and also friends and family. We recently

added a pool and hot tub at a cost of 42000 Euros

How did you manage to get ameni-

ties connected, was it difficult?

Not difficult at all. Mark was a great help again but

given we are on a community the services were just

transferred into my name, which was very straight

forward

Have you spent much time in the property yet? If yes then how was it?

A little bit - 10 days over Easter and then my wife

goes back in July 2010

Now that you own a property in the Canaries what does it feel like?

Its great to have a house in the sun. We have a great

location, we have fitted it with all of the UK benefits

like plasmas, UK furniture’s etc so it feels like a

home from home. Also we have a phenomenal view

of Fuerteventura which is great to look out when its

a beautiful summers evening.

Was the experience of buying a property more difficult than what you thought beforehand?

Yes a lot more difficult but that was mainly due to

being a swap, so not as clear cut as a conventional

house sale

Now you have a property what are you plans for the future? how often do you plan to use it? will

others use it?

We will try and use as often as possible but also with

view to making the investment work

What advice would you give to anyone else thinking about buying a property overseas?

Do your homework. I would encourage people to

ensure they have a great Estate Agent who speaks

good English and knows the rules of the road. Also,

ensure you get a great lawyer because that will

shave huge amounts of time off of the transaction.

The most basic element of a prop-erty is its size. With this informa-tion the property can be compared to others and their relative merits and prices become clear.

Unfortunately, not everybody measures in the same way and thus obtaining 100% compatible results is often not possible. The fi rst measure-ment of a property should be that provided by the architect who designed it and registered it with local authority.

The architect’s certifi cates will show both the gross overall area (Construido) and the net internal area (Util). By law in certain areas of Spain, both of these are now required to be given when a new property is being marketed.

The next time that the fl oor area of a property is shown offi cially is when it is recorded in the title deed (Escritura). This area is conventionally the Construido, plus increasingly the Util is given.

As a legal nicety, it should be noted that the land and fl oor areas stated in the Registry and Title Deeds (Escritura) are those ‘Declared’ and are not guaranteed or checked by the Registrar or Notary. Therefore, on older properties if an extension has been added & not legalised, or a garage adapted to a bedroom, it will not show on the deeds. You could be clearly looking at a three bedroom house, that on the deeds

only shows a two bedroom property. There is nothing necessarily illegal with this occur-rence as long as the buyer is aware. A negative side is a valuation on the property can only be measured correctly by what is shown on the Escritura, not what the valuer is seeing. So your valuation could come in less than anticipated if this was a scenario. Long term this may effect your fi nance if you are seeking a mortgage. A mortgage valuer for a Spanish lender or insurer could have to value on a reduced basis, as they are obliged by law to use the lesser of the actual area or that recorded in the title deed.

Outbuildings such as garages, stores and even swimming pools should be recorded. The Nota Simple should merely be an extract from the Registry of the description given in the title deeds and so will merely repeat any errors.

Sometimes, however, errors or omissions can occur between the registered description and the Nota Simple and so to be sure, one always has to check with the actual title deed.

The third time that the area of the property is commonly ‘found’ is in relation to the Catastral or tax value of the property.

The property should be offi cially remeasured for this purpose and there should be regular revaluations, plus the addition of measure-ments when completion certifi cates are given for licensed amendments to the building.

Again, the common measurement is of the Construido area. Obviously though, if an addi-tion is not licensed and the property has not been recently remeasured, it’s not going to appear in the Catastral area.

As the Registrars for the Nota Simple and the Catastral are not the same, there often are vari-ations between the descriptions and areas.

So, with all its variations and potential pitfalls, its best to check the site and fl oor areas, prior to making an offer.

Checking site areas on the ground can be extremely diffi cult to do accurately as they are often irregular and that its best to employ a specialist land surveyor.

Nowadays they will use GPS linked and laser instruments to provide accuracy well beyond that possible when the original land subdivision was created.

Checking of the building fl oor areas should be simpler, but again there can be variations

Construido: This is simply described as the area included within the external line of the external walls of the building.

Central open courtyards and open patios are excluded. A covered terrace with two or more

open sides is included at 50%.

Where only one side is open it is included at 100%.

Where a building is less than 1.5 m high it is excluded.

Shared walls with adjoining properties are taken at 50% of their width.

Garages and pools are stated separately.

Where there are substantial common areas, such as in an apartment block, a percentage of these areas is also added according to the per-centage responsibility stated in the title deeds.

Util : This is more complicated, but again can be simply described as the ‘carpet’ fl oor area of a house.

Basically it excludes external and internal walls (but not fi tted cupboards) and fl oor openings for stairs and essential services.

Inevitably, there can be discussions over such things as whether the fl oor area under radiators and stairs should be included.

The Util area should be approximately 12% to 15% less than the Construido area, ignoring

additions for external common areas.

All in all, it’s diffi cult to be absolutely certain,

but with residential property the variations

should be minimal. Commercial properties are

much more complicated!

Where does all this leave the buyer? The sell-

ing agent should measure the property prior to

putting it on the market.

Nowadays, with hand-held meters it is much

easier to measure internally. A measuring tape

is really needed for outside. Many agents don’t

have the time, skill or inclination to measure

the properties and thus may do all that they are

required, which is to quote the Nota Simple.

As stated above, this can be very wide of the

mark. Also, some owners will like to include the

areas of open patios, swimming pools, garages,

common areas, etc, to enhance the comparative

value of the property, so care has to be taken to

ensure that one is comparing like with like.

You can obtain copies of the Nota Simple and

Catastral record for most properties, where suf-

fi cient information is given. This can be done
