Introduction Fremont County School District #6 central office is located in Pavillion, Wyoming. The district covers a geographic area in excess of 1,000 square miles. There are four schools in the district. Wind River Elementary School, approximately 200 students, Wind River Middle School, approximately 100 students and Wind River High School, approximately 120 students, all located in Pavillion, Wyoming. Crowheart Elementary School, approximately 5 students, is located in Crowheart, Wyoming. The school district includes three small towns; Kinnear (pop. under 50), Crowheart (pop. under 50) and Pavillion (pop. under 150). Approximately thirty percent of the school district is located on the Wind River Indian Reservation. The major industries for this area are farming/ranching, oil production and natural gas production. As is evident from the small population of the towns in Fremont County School District #6, most of the students live in rural homes with very limited access to school or recreational services unless transportation is provided. The closest institution of higher education, Central Wyoming Community College, is located in Riverton, 30 miles from Pavillion, 23 miles from Kinnear and 55 miles from Crowheart. The community within Fremont County School District #6 is very active and stable in the schools. There has not been a significant change in the community make-up during the last several years. The population of the Middle/High School has stabilized over the past several years, while there is increased enrollment at Wind River Elementary. The local community has an active Parent Teacher Association at the elementary level, as well as a very active Parent Advisory Committee at the middle/high school level.

Evaluation Strengths and weaknesses of the current plan:

• Strengths: o The current plan infrastructure & connectivity section was used extensively to

plan, budget and achieve the goals set forth. The current plan served as a road map to achieve these goals.

o The current curriculum integration section was used to guide the district in purchases and implementation of specific equipment and software.

o Many specific professional development offerings using and implementing technology into the classroom have been provided as guided by this section.

• Weaknesses: o Lack of high bandwidth internet connectivity was not achieved until the fall of

2013.

Standardized Assessments used to evaluate plan • ACT • PAWS • NWEA MAP Test Scores

Local Performance Assessments used to evaluate plan

• Climate Surveys • Technology Surveys • Eighth Grade Technology Proficiency Assessment • Budgets • District Professional Development Needs Assessment • District Writing Assessments

Surveys and records used to evaluate plan

• Extensive compilation of assessment data has been organized and entered into our Student Information system and our administrative data warehouse. Detailed data compilation has given us a much clearer picture of our students overall progress, as well as effectiveness of instructional interventions. Reports can be generated on individual students, which include MAP, ACT and PAWS. Climate, student and parent surveys are conducted to gather input from stakeholders.

The review of policies and procedures to assist in the evaluation of plan

• The current practice of annual review and evaluation of the district Technology Plan acts as a district wide planning tool. This mechanism provides focus and direction for hardware / software purchases, professional development opportunities, and ensures the tools that are necessary for curricula integration are in place. An acceptable-use policy for district systems is published in both the faculty and student handbooks.

The evaluation of curriculum standards that includes technology • Curriculum standards related to technology are embedded in each content area:

o Students: Information Technology classes and use of technology in content areas.

o Teachers: course offerings in Information Technology o Administration: classroom observation and evaluation

Total Cost of Ownership • Budget data, user expertise/need and equipment replacement schedule are used to

evaluate total cost of ownership. Availability of system being used has been found to be the biggest contributor to high TCO. If the equipment is not available to the users when needed or is performing in an inefficient manner this diminishes user productivity and efficiency and contributes to high TCO. The district addresses TCO by evaluating system performance, replacement cycle and user capability. As a result of this review, a timely scheduled replacement of systems is being developed and professional development offerings in system use are ongoing and available to all staff. Currently all IT equipment is purchased and not leased, and repairs are conducted by the Technology Department, service contract or warranty.

Analysis of Data

The Tech Committee will evaluate the progress of the individual action plans to determine change and growth in each area. Data will be compiled using historical data, surveys, observations, student performance on ACT, PAWS and MAP. Results will be disaggregated by specific areas of focus. The district will use ACT, PAWS and MAP trend data collected beginning in 2005 to present for comparative purposes. The district will examine disaggregate groups to determine specific needs. The district is analyzing and tracking student results by grade with ACT, PAWS and MAP assessments to identify specific goal areas

Page 17: Fremont County School District # 6 - Fremont 6 Tech Plan.pdf · Fremont County School District #6 Page 4 of 50 ... Librarian Diana Weliever Advises on Periodical and ... Fremont County

Fremont County School District #6 Page 17 of 50

• 50 % Crowheart Elementary School Alignment to School Improvement Plan

• The NCA School Improvement Plans for the Wind River Elementary School and the Wind River Middle School/High School both focus on reading, writing, and math as their measurable goals. This decision was based on an extensive review of PAWS, MAP, ACT, and district common assessment data during Fall 2013. Following the NCA goal setting, staff then identified appropriate interventions for each goal. To support these interventions, staff then listed action steps to implement the interventions. It is at this stage that the technology plan is aligned to the School Improvement Plans. The integration the 21st Century skills into the curriculum is identified at this level—which includes but is not limited to media/information literacy, creativity and innovation, and initiative/self direction; all of these areas require a technology system in place to allow these skills to be developed as part of the overall educational system. Additionally, the School Improvement Plans identify the use of FAST MATH, Read Naturally, Everyday Math, MobyMax, Reflex Math, Voyager Passport, web-based assessments, data review, and curriculum mapping—all which require technological support.

Alignment to District Professional Development Plan

• The District Professional Development Plan is aligned to the School Improvement Plans in that staff development is specifically identified as part of the action steps to implement the interventions—including not only the training for 21st Century skills and ensuing curriculum integration, but the use of electronic media as a training medium as well as specific professional development with respect to the use of technology and its role in the delivery of instruction. These items are directly related to the professional development outlined for the next year. They are then triangulated between the School Improvement Plan, district Professional Development Plan, and the district Technology Plan, ensuring a uniform direction for the District.

Various Resource Distribution and Needs

• The school improvement process includes needs assessment through committee discussion and / or surveys. This data is then reviewed at both the committee level and school level with recommendations and an action plan included in the School Improvement Plan. This allows for resource distribution according to identified need with respect to student achievement.

Teacher Preparation and Delivery of Instruction

• Current Professional Development requires teachers to review student data and prepare lessons based on the range of student abilities as opposed to teaching to the norm. This requires multiple modes of presentation and student interaction with the content. Part of this requires a technology solution in support of those students whose learning styles are facilitated more readily by technology.

Page 18: Fremont County School District # 6 - Fremont 6 Tech Plan.pdf · Fremont County School District #6 Page 4 of 50 ... Librarian Diana Weliever Advises on Periodical and ... Fremont County

Fremont County School District #6 Page 18 of 50

Equitability of Resources

• The Technology Committee, Building and District Administration and Technology Coordinator work together closely to ensure that all schools are equitably treated and all have adequate infrastructure and technology equipment to support their instructional goals.

• When technology is found to be lacking to implement the integration of technology into the classroom a priority is given to these projects.

Student to Computer Ratio

• 1 student to 1 computer – Crowheart elementary • 1 student to 1.05computers – Wind River elementary • 1 student to 1.25 computers – Wind River middle/high school

Strengths and weaknesses from previous plan • Strengths: Staff has had the opportunity to participate in a variety of instructional

technology offerings. These offerings have had a direct impact on delivery of instruction. Offerings have included a five day academy on implementing 21st century curriculum with a variety of technology tools including Google Docs, Edmodo, Wiki Space, SMART Boards, Prezi, Volki, Tech 4 Learning apps with an additional academy focusing on authentic student engagement. Multiple design elements were introduced including technology.

• Weaknesses: We would have liked to have a Technology Integrator to further assist and support teaching staff in the implementation tools they had received training on.

Resource access and use • Access to the computers and technology is available before and after school in each

building. iPads are being used in primary grades. Chromebooks are being piloted in grades 6-8. Arrangements can be made by students to check out laptops for home use at the middle school and the high school from the Technology Department.

Technical support

• There are two members in the Technology Department at Fremont School District #6. They provide all technical support and occasionally use contract services as needs arise. Professional development offerings are provided by consultants paid out of Title IID funds.

Policies and Procedures

• Fremont School District #6 seeks input from staff to determine technology use, comfort level and desired in-service offerings. Administrative input is also gleaned for new technology offerings. This has been a positive method for gaining staff input.

Student Learning including Technology Literacy

• Through General, Title I and Impact Aide funding, staff will receive instruction on: o Advanced research and media presentation o Embedding 21st century skills & technology integration o Implementation of curriculum o Lesson & student activity design and assessment rubrics

Alignment to School Improvement Plan

• The Wyoming NCA Action Plans for the K-5 elementary schools and the 6-8 Middle School and High School identify Reading, Writing and Math as their stated goals. The embedding of 21st century skills with technology in each of these disciplines guarantees an alignment between the Technology and School improvement Plans.

Strengths and weaknesses from previous plan • Strengths: We have been blessed with strong budgets and a commitment by our

district to move forward so our students have the infrastructure and equipment to embrace 21st century skills. All of the planned projects and upgrades in the previous plan have been completed.

• Weaknesses: A weakness which requires priority focus is an increasing bottleneck on

the district internet data circuit as usage increases. Even though the district doubled the bandwidth from 3 Mbps to 6 Mbps we are once again at 90-100% utilization. Telco infrastructure is lacking in our area. We are currently working with a local Telco to install a fiber 100 Mbps internet circuit. The enhanced bandwidth will allow use to move forward with BYOD and guest network access.

Infrastructure and Connectivity The underlying infrastructure capacity and reliability are paramount in providing the services our students and staff require. Plans for further upgrades to our wireless network are underway to ensure adequate connectivity through all our campuses. Guest wireless access and BYOD capability is being planned for. Network equipment including servers is closely monitored and replaced on a regular interval as needed. E-rate/ WEN Participation Our district receives telecommunications, internal connections, and Internet from the Wyoming Equality Network (WEN). The WEN provides connectivity to all our schools by providing T1 lines from an aggregation point or a satellite connection to our High School and/or Administration building. The Wyoming Equality Network is a state mandated and legislatively funded statewide network. Cost associated to the WEN is based on the number of students as well as the number of schools and type of connectivity. The WEN Infrastructure biennium budget provides for the basic WEN services, and districts pay for any additional services or network enhancements. The WEN funding is dependent on legislative funding each biennium. Because of this, the district’s responsibility and that of the state may vary from biennium to biennium. E-rate – District Participation The cost for additional enhancements is paid for through our district technology budget/general funds, etc. with District E-rate reimbursement applications currently in place. The District is presently installing a 100 Mbps fiber WAN link that will be paid for as follows (40 % state / 60% District). District Tech Budget Each spring the Technology Director develops an annual budget for all technology purchases for the upcoming fiscal year. Discussions are then held with the Administrative team and other Department Supervisors to ensure all expected and desired services are being provided.

Policy and Procedures: • Internet Use Policy (all staff and students): All staff and students must follow the

acceptable use policy for network / internet and workstation usage. This document is present in both student and staff handbooks. All information systems are to be used for educational purposes to support our district mission statement.

• Help Desk procedures: Teachers are given basic troubleshooting procedures to

follow on equipment in their classrooms. Additionally classes are offered in a variety of system maintenance functions dealing with workstation performance. A procedure has been implemented where a work order is submitted to the Technology Coordinator or Data Technician when assistance is required. Due to staffing restraints, we do not have a manned help desk.

• Interoperability among hardware / software: To ensure interoperability between all

systems a purchase procedure has been implemented requiring the Technology Coordinator to review and sign all purchase requests. This ensures for hardware and software standardization and optimum network performance.

• Support Needs: Maintenance and repair of servers / workstations is accomplished by

the Technology Coordinator and/or Data Technician as time permits. Additional contract help is used as needed to repair and maintain laser printers and workstations. Maintenance contracts are purchased for mission critical software applications and infrastructure hardware. All workstations are purchased with a 3 year onsite warranty. Currently we have two FTE addressing technology needs for the district.

• Replacement Plan: The district has developed a 5 year rotation schedule on all staff

and student workstations. A 4 year rotation schedule has been developed for servers. Other network equipment is evaluated annually and replaced appropriately within the budgeting cycles.

• Equitability of Resources: The Technology Committee, Building and District Administration and Technology Coordinator work together closely to ensure that all schools are equitably treated and all have adequate infrastructure and technology equipment to support their instructional goals.

Appendix – Acceptable Use - Policies and Procedures

COMPUTER-ASSISTED INSTRUCTION (Use of Internet) It is the policy of this School District that to the extent reasonably possible, the staff and students will be encouraged and permitted to utilize the computer network provided by the School District for the purpose of facilitating learning and providing the best educational experience possible for its students. In this regard, the School District has made available to students and staff, electronic mail and the Internet. To gain access to E-mail and the Internet, all students under the age of eighteen (18) must obtain parental permission and sign and return a parental permission form to the School District. Students eighteen (18) and over may sign their own forms. Access to E-mail and the Internet will enable students to explore thousands of libraries, data bases and bulletin boards while exchanging messages with Internet users throughout the world. Families should be warned that some material accessible via the Internet may contain items that are illegal, defamatory, inaccurate, or potentially offensive to some people. While it is possible for students to access inappropriate material and otherwise misuse the system, it is the intent of the School District that Internet access should only be used to further the educational goals and objectives set out for each student. It is the policy of this School District to try to educate our students using modern technology which the students will need to be familiar with in order to be successful in their subsequent careers. However, in order to utilize this modern technology, it will ultimately be the responsibility of parents and guardians of minors to set and convey standards to their children which they will follow while utilizing this technology. To that end, the School District will support and respect each family's right to decide whether or not to apply for access. District Internet and E-mail Rules Students are responsible for good behavior on school computer networks just as they are in the classroom or a school hallway. Communicating on the network is often public in nature. General school rules for behavior and communications apply. Internet filters shall be used to block access to obscenity, child pornography, and materials harmful to minors. Disciplinary action shall be taken against any student who tampers with the filters. The filters may only be disabled for bona fide research or other lawful purposes, and may only be disabled by the Internet coordinator or other faculty member or administrator. The network is provided for students to conduct research and communicate with others. Access to network services is given to students who agree to act in a considerate and responsible manner. Parental permission is required. Access is a privilege, not a right. Access entails responsibility. Individual users of the District computer networks are responsible for their behavior and communications over those networks. It is presumed that users will comply with District standards and will honor the agreements they have signed. Beyond the clarification of such standards, the District is not responsible for restricting, monitoring, or controlling the communications of individuals using the network.

Page 37: Fremont County School District # 6 - Fremont 6 Tech Plan.pdf · Fremont County School District #6 Page 4 of 50 ... Librarian Diana Weliever Advises on Periodical and ... Fremont County

Network storage areas are not to be considered private or personal property of students. They are learning areas subject to review by administrators and teaching staff. Any files and communications may be reviewed by the administration or staff to maintain system integrity and to ensure that users are using the system responsibly. Users should not expect that files stored on District servers will be private. While school teachers of younger students will generally guide them toward appropriate materials, older students and students utilizing the system outside of regular school hours will need to be directed by families in the same manner they direct their children's use of television, telephones, movies, radio, and other potentially offensive media. The following conduct and utilization of the Internet are NOT permitted:

1. Sending or displaying offensive messages or pictures;

2. Using abusive, objectionable or obscene language;

3. Searching for, downloading, or otherwise reviewing any type of sexually explicit, obscene material or other information for any non-instructional or non-educational purpose;

4. Harassing, insulting or attacking others;

5. Damaging computers, computer systems, or computer networks;

6. Violating copyright laws or otherwise using the network for any illegal

purpose;

7. User shall not use or attempt to discover another user's password nor shall user use or let others use another person's name, address, passwords, or files for any reason, except as may be necessary for legitimate communication purposes and with permission of the other person;

8. Trespassing in another's folders, work or files;

9. Intentionally wasting limited resources;

10. Employing the network for commercial purposes;

11. Otherwise accessing forums or "chat rooms" devoid of educational

purpose;

12. User shall not tamper with computers, networks, printers, or other associated equipment or software without the express permission of supervising staff;

13. User shall not write, produce, generate, copy, propagate or attempt to introduce any computer code designed to self-replicate, damage, or otherwise hinder the performance of any computer's memory, file system or software.

14. Student using school district computers and/or accessing school district web

pages, or using the Internet service provided by the School District, shall not engage in hacking and shall not access unauthorized sites or participate in any other unlawful activities on line.

Penalty Violations will result in a loss of access as well as other disciplinary or legal action. The first offense will generally result in a warning and loss of computer privileges/Internet access until a parent conference, and further loss of privilege for such time as is determined by the administration. A second offense or a first offense of a flagrant nature, such as using the system for illegal behavior or intentionally damaging school district hardware or software, may result in removal from a class, termination of computer/network privileges, or recommendations for suspension and/or expulsion. FREMONT COUNTY SCHOOL DISTRICT NO.6 - STAFF COMPUTER USE POLICY By opening my e-mail, by sending or receiving information, by logging on to the Internet, or by using any of Fremont County School District No.6’s(“School”) software, I am agreeing to, and understand that, this technology has been provided by School at its own expense, and it is School’s private property. It is another tool for my use in educational instruction and communication. I understand that I am not to use them for my own personal, private, or non-educational matters or to communicate personal, private, or non-educational matters. I agree that I will not communicate anything that might be construed as harassment or offensive to others based on race, sex, disability, age, religion or national origin. I will not use the Internet or e-mail to solicit business for a non school-related venture or for any personal cause I have, including political or religious issues. Excessive messages with little information for the entire school slow down productivity and clog the system. If I have any questions about whether I may circulate certain information to all employees, I will ask my supervisor before I do so. I understand that e-mail is an extension of school. I understand that e-mail messages can be traced to the sender even after they have been “deleted”. I am aware that School may be required to produce e-mail messages if litigation develops. School may review, audit, and download e-mail messages that I send or receive and may monitor my Internet access. By using these media, I agree to waive any privacy I may have in these communica-tions. If I am found to have created or sent abusive or inappropriate e-mail or participated in non work-related activities with the Internet, such as chat rooms, or downloaded abusive or inappropriate matters from the Internet, I know that I will be subject to discipline. I understand that I have no right of privacy with respect to the School’s software, e-mail or Internet access. Simply because I have a password does not mean that I have any right of privacy in my e-mail, Internet access, or software. I know that I cannot use unauthorized or secret passwords and that all passwords must be shared with the administration. Violation of this provision will subject me to discipline. I understand that I cannot print, download or send any sexually explicit images, messages, cartoons, or jokes. If I receive these from another person, I will immediately advise the sender that I am not permitted to receive such information and not to send it again. If I need assistance in responding to situations such as that described above, I will contact my supervisor. I have read the above policy and understand that when I use, open or access School’s software, e-mail or Internet, I have no right to privacy in their use of the communication or information. If I have questions about whether such activity is appropriate, I will contact my supervisor. I understand that violation of this policy will result in discipline, up to and including termination. _____________________ ______________________________
