The regular meeting was called to order by Chairperson Warren at 3:30p.m . in the Oak Room at the District Office.

5. APPROVAL OF MINUTES.
(Motion: Vice Chairperson Ulloa, Second: Commissioner Yee, Action: Unanimous).
6. NEW AGENDA ITEMS.
Community Liaison eligibility list added on 11, B-9 & 11, B-10 Accounts Payable Clerk. Question from Mary Lou asking if the Community Liaison position was different from the Community Bilingual position. Angela answered yes, that it was a different position.
7. APPROVAL OF AGENDA.

8. CHAIRPERSON'S REPORT.
Chairperson Warren attended part of the joint meeting with the City of Fremont and FUSD. City council and board members were sympathetic and open to creative options to address the needs of the District employees. Centerville Junior High School will be announcing a community wide event to celebrate athletes with disabilities. The Golden State Road Warriors, who are the wheelchair basketball team of the Golden State Warriors, will be looking for participants.
9. SECRETARY'S REPORT. HR is sharing the first electronic eligibility list, no more paper copies. Another big win, transfer postings for CSEA are now paperless. Copies are no longer printed and distributed. Three Edjoin trainings for CESA members were offered. Members that attended received email access and Edjoin access including user name, and password. More training will be offered if needed.
10. NEW BUSINESS. Mary Lou asked what does the district do to celebrate classified employees? Angela responded, each department celebrates their own staff. Last year the district held a barbeque at Lake Elizabeth
for all District employees. Fremont is large and thus poses a problem for attendance of district wide
events.
11. OTHER BUSINESS.
A. Working Out of Class: (Reference attached list.) Question by Tawney asking when an employee is working at a higher class are they paid at higher rate? Angela explained, they are paid either 1 st step of that classification or 5% of their
current salary step, whichever is greater. Example provided by Marylou . If your Day custodian is out you might want to see ifthe night custodian is willing to cover the day shift and just get a substitute for the night shift instead. For the positions that re-open for an extended period of time, the Collective Bargaining Association dictates how it is handled. It is discussed and addressed before an offer is made to the current person who will be replacing the open spot.
It is made clear that it does not give them the right to vacancy.
B. Eligibility Lists: Mary Lou asked if any of the Bus Driver positions had been offered? And if anyone on the list declined? Angela responded, not yet but Bus Driver recruitment ideas are going through negotiations.

E. Employee request: Employee ID 13341 requests to be reinstated to eligibility list. Employee resigned instead of transferring. Question from Mary Lou. Supervisors were very supportive of having her back in a different capacity. Can they come and answer questions for us? Was she told she can get back on list? If you resign you have 39 months to be placed on the reinstatement list is she is reinstated to the list. Person is currently subbing, if approved she would be folded back onto
the eligibility list, so she may or may not be at the same rank as before.
Angela- It was not a supervisor issue it was the position itself. The supervisor from
Operations and Grounds would like to have her back in another capacity. This is a standard
request.

12. COMMUNICATIONS. Bilingual Community Liaison was filled 2/22/2017 at the state preschool that is at several sites.

VAN DRIVER DRAFT
Job descriptions are intended to present a descriptive list of the range of duties performed by employees in the
position and are not intended to reflect all duties performed within the job.
Summary: Under the supervision of Director, Transportation or designee, operate a district van over designated routes.
Essential Functions: • Depending on the assignment, duties may include but are not limiU:d to the following: • Drive a district van over designated routes according to established time schedules; transport pupils and
teachers on various special event trips. • Pick up and drop off students and/or students with disabilities at jf,esignated stops and/or home. • Escort all children across streets when necessary, and maintain records of such students. • Follow District policies by establishing and maintaining daily recorit of assigned routes, van operation
and lists of student passengers and tracking route times and miles. • Conduct pre-trip inspections as required by current California law and regulation, prior to
operation of the van in the transportation of t$,.1dents; completes dair, teports on the inspection, condition and operation of the van and records and repotif any mechanical or other defects to the appropriate personnel.
• Perform minor first aid when neede4. • Conduct periodic emergency evacuation and safety orientation.cills for students and teachers. • When scheduled for "Curb to School Routes., ~erform aational functions which may include
providing personal mobili~ assistance for students boarding the van, installation of car seats, securing student in car seats and securing students in seat belts and securement ~vices.
• Supervise pupil conduct durin~ transport to assw-e safe vehicle op ration. • Review route changoa,~assengel" changes, challenges, safety hazards or incidents with supervisor or
designee as needed for recommended actions. • Perform variou transportation and/or tlcet related duties during non-driving hours including answering
telephones, making pickups aad/or deliveries, and other related duties as assigned. • Wash.~eep, polish, refuel and perform safetyclmcks and inspections on vans. • Perform other duties as flllisned.
Qualifications: Knowledge of:
• Safe and defensive driving practices, proper operation of school vehicles. • Provisions of the Cal ifomia Motor Vehicle Code and the Education Code applicable to the operation of
vehicles transporting school children. • First Aid procedures. • Basic record-keeping techniques. • Interpersonal skills using tact, patience and courtesy.
Ability to: • Work successfully with students with all types of special needs. • Ensure students are safe and secure in the vehicle, using equipment as required. • Develop and document plans for working with behaviors of individual and groups of students. • Develop and document plans for emergency situations, ensuring the safety of all students. Be able to
successfully evacuate all students from the vehicle in case of an emergency.
• Maintain order and a positive environment among students in the vehicle. • Relate to students in a warm and caring manner. • Understand and carry out oral and written instructions. • Work with the public and staff tactfully and courteously, establishing and maintaining cooperative and
effective working relationships.
Education
Equivalent to the completion of high school
Successful completion of a district van driving training program
Experience: Three (3) years of driving experience.
Other Conditions of Employment: Obtain training for, and obtain, an unrestricted Special Driving Certificate to drive a Type 2 school bus with an Automatic Transmission within six (6) months of hire.
In accordance with California law and the Education Code, position incumbents must maintain a conviction free Dept. of Justice background record which is relevant to the position.
In accordance with Federal and State laws and regulations and District policy, position incumbents must meet all requirements of periodic physical examinations and current Federal Department of Transportation mandated and random drug and alcohol testing programs.
Physical Demands and Working Environment: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
While performing the duties of this job, the employee is frequently exposed to loud noise levels; fumes or airborne particles; noxious odors; vibrations from driving a van; and traffic. The employee is occasionally exposed to moving mechanical parts and outside weather conditions. While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel; use foot controls to drive; reach with hands and arms; climb; bend, stoop, and kneel; and talk or hear. The employee must be physically able to perform and demonstrate emergency evacuation procedures. This includes the pushing/pulling of up to 50 pounds. In addition have the ability to use emergency exits at any location on the van. Specific vision abilities required by this job include close vision, distance vision, night/dusk vision, color vision, and peripheral vision
Licenses and Certificates: Possession of a valid California Class C driver's license, valid First Aid Certificate issued by an authorized agency; candidates and incumbents are required to pass a Commercial medical examination. Van drivers are subject to pre-employment and random drug and alcohol testing. Obtain a Class B driver's license within six ( 6) months of employment.

RULE 54.10- ORAL INTERVIEW PANEL COMPOSITION. Oral interview panels may consist of a minimum of two or three people. Ultimately, !he Commission staff shall determine the number of panelists required to conduct each oral interview examination, and shall select and appoint such panelists. A District employee or Commission staff member may serve on an interview panel if the employee is not at the first level of supervision over a vacant position in the classification for which the exam is being held. The Oral Interview panel shall include a member of the Commission staff or a qualified alternate designated by the Director, and may include one or more employees of the district, of another governmental agency, from private business, or a community member.
RULE 78.00- REMOVAL OF ELIGIBLES.
The name of an eligible may be removed from an eligibility list by the Director for any of the following reasons;
A. Failure to respond within the timelines specified in these rules,
B. Failure to respond for a scheduled interview with an immediate Supervisor after certification,
C. Refusing an employment offer after having been properly certified as eligible and available for appointment,
D. Written request of removal by the eligible,
E. Failure by the eligible to provide Personnel Commission staff current contact information (email address, primary telephone number( s) or mailing address
F. Failure to pass a reference check with previous or current employers and/or supervisors; including three (3) positive references.
G. Failure to provide the District true and correct answers and statements on all District materials including employment application or supplemental to it aftd or,
H. At the discretion of the Director, Classified Personnel
If an eligible is certified from the same eligibility list three separate times and is passed over by the immediate Supervisors on all three occasions, in favor of the other eligibles certified, his/her name may be permanently removed from the list by the Director under the following circumstances.
In such cases, the Director will ask the respective manager(s), who have interviewed and considered the eligible, for a written and/or electronic assessment of the eligible's prospects including an indication of specific deficiencies. If, in the Director's discretion, there would be no further advantage to the eligible in continuing on the list, the Director shall so notify the eligible in writing, indicating the reasons for removal. The eligible may appeal the removal decision to the Personnel Director and shall be informed by the Director of his/her right to do so.
