Dear Board of Supervisors, I would like to express my concern regarding Item 43 on the San Luis Obispo County Board of Supervisor June 20th agenda. This item is proposing to adopt the 2017 Templeton Area Road Fees update. The Templeton road impact fees proposed changes where suggested under two options: a Flat Fee or an Area Fee. My small proposed winery project, which includes an 832 sq.ft. tasting room, 10,907 sq.ft. of production space and 2,238 sq.ft. storage space, is located on Anderson Road and is within Templeton Road Fee Area B.! Current estimated road fees for my small project total approximately $82,668.00. According to the proposed Flat Fee option my road fees will increase to an estimated $114,666.00, whereas by keeping the Area Fee option in place, my road fees will decrease slightly to an estimated $79,907.00, which is still a significant expense for our small project. The impact of the flat fee with an estimated fee increase of $31,998.00, would have a significant influence on whether or not current and future development is even possible. Our project will be revenue positive for the county in the long run as it create jobs in the community and will provide an added source of revenue through retail wine sales (sales tax) and tourism. We hope the Board will take that into consideration when making their decision on the fee options. Due to the impact this would have on my project and many others within the surrounding community,!! I would request the Board keep the Area Fee in place for the rural areas. Sincerely,

RE: Item 43 – 2017 Update Templeton Circulation Study & Road Improvement Fee Program

Dear Board Members,

The Templeton Chamber of Commerce would like to express their support for the new Templeton Road Improvement Fee (RIF) schedule which maintains separation of Areas and types of use (Option #2). It is our understanding that there are only two options under consideration. Both Options address the need for lowering the fee in Area C (the Ramada Corridor). Unfortunately, while Option #1 lowers fees for residential development significantly, it places an undue hardship on nonresidential development.

The RIF’s for Area C have been a concern for a number of years. The Ramada Corridor, which is Area C, is a prime area for commercial development with its larger vacant lots and Hwy 101 exposure. It has significant potential for development that provides good paying jobs and generating revenue for the community and County. However, a main reason for slow development of the Corridor is the RIF, which is the highest in the County. Reducing those fees is justified by the updated traffic models and we support the reductions proposed in both Options.

While both Options reduce the fee for residential development, Option #1 (Flat Fee) would create an excess burden on nonresidential development in what is currently Areas A & B. In essence, the proposed 65-100% increase would be placing the same deterrent on nonresidential development in Areas A & B that now exists in Area C. The negative impact would be felt in Area A which is our Downtown Business District, as well as along Las Tablas Rd, which is the center for health services in North County. None of those health service providers would benefit from the pass-by credits suggested in the Staff Report. In Area B, proposed small winery and agriculture operations would be most impacted.

Thus, with an eye on the economic ramifications, the Chamber would support the Option that reduces the RIF’s for Area C, and has less of a negative impact on nonresidential development in Areas A & B. Given the two Options discussed thus far, Option #2 which maintains a fee schedule with separate Areas, is the option most preferred. With their endorsement of the SLO EVC Economic Strategy Plan as part of the update to the County’s Economic Element of its General Plan (2010, updated 2015), the Board of Supervisors recognized that economic impact should be part of the decision-making process. As such, we feel it is proper for the Board to give weight to the economic well-being of the community in it deliberation of this matter and request support for a fee that is less burdensome on nonresidential development.
