Inspection of William Torbitt Primary School by Ofsted

We have just told your child's school that we will inspect it on 05 June 2018. The lead inspector will be Nick

Turvey. We are writing to you because we would like to know what you think about the school. Please take a

few minutes to read the leaflet which came with this letter. It explains why we inspect schools, and what

happens during an inspection.

I am writing on behalf of Her Majesty's Chief Inspector of Education, Children's Services and Skills

(HMCI) to confirm that William Torbitt Primary School will be inspected, under section 8 of the

Education Act 2005 (as amended). This short inspection will take place on 05 June 2018.

I will be leading the inspection and will be accompanied by one inspector.

Inspectors always seek to meet those responsible for governance during inspection. This includes

governors of maintained schools, proprietors, academy trustees and members of the school's local

board. I would like to meet the chair of the governing body and as many governors as possible

during the inspection and invite all governors to be present at the final feedback meeting. I have

spoken to the headteacher about making these arrangements. In addition, I want to invite those

Notification of moderated judgement

William Torbitt Primary School: serious weaknesses

I am writing to inform you that the judgement that your school has serious weaknesses and requires

significant improvement has been moderated and confirmed.

I am satisfied that all the comments made by the school as part of the moderation process have been

considered fully by the lead inspector and the moderating Senior HMI. We have provided the lead

inspectors’ response to these comments through the inspection portal. As a result of the lead

inspector’s reflections and the moderation process, the following changes have been made.

The lead inspector amended the titles of the phase leaders to assistant headteachers and leaders.

The wording describing how pupils were sanctioned if they behaved inappropriately has been

amended. The description of parental concern about leaders’ actions to stem bullying has been

amended. The sentence regarding record keeping has been altered. Some of the paragraphs relating

to the quality of teaching, learning and assessment have been adjusted to reflect the typicality of the

better teaching. The sentence describing punctuality has been removed. The headteacher

questioned the description ‘special visitors’, this has been removed from the sentence about

inspectors speaking with pupils in the playground. The number on roll has been corrected.

The report will be subject to a final technical edit before publication. Ofsted will provide a final copy

of the report that will be published on the Ofsted website. It is for the governing body as the

appropriate authority to meet the terms of section 14 of the Education Act 2005, which requires the

school to take all practicable steps to ensure that all parents receive a copy of the report within five

working days of the school's receipt of it.

If you are dissatisfied with this report, it is open to you to make a formal complaint through the

Ofsted complaints procedure.

I am copying this letter to the headteacher, the Director of Children's Services for Redbridge, the

Regional Schools Commissioner and the lead inspector.

PROVISIONAL JUDGEMENT

This school has been provisionally judged to have serious weaknesses. Please note that this judgement is

subject to moderation by a Senior HMI. This provisional judgement is not the opinion of Her Majesty's

Chief Inspector and should not, therefore, be acted upon unless it is confirmed. The provisional

judgement has been communicated to the school in confidence and must, therefore, remain

confidential.

The school's overall effectiveness at its previous inspection was judged to be good

Safeguarding concerns

The inspection has identified the following safeguarding concerns:

1. Leaders do not take all referrals seriously. Not all cases, even very serious ones are referred to the appropriate agencies.

2. Incidents of physical injuries (with disclosures made), allegations of sexual contact between pupils and allegations of domestic violence were either not referred or referred several weeks/months

later.

3. If the DSL is off site (on school journey), referrals are kept until her return, irrespective of the seriousness of the concern.

4. Roles and responsibilities are unclear with regard to all aspects of safeguarding. For example there was little clarity about off-rolling children. There are missing records with regard to CME.

5. Staff are not routinely vigilant in keeping children safe. During the inspection, a cupboard in the early years provision containing chemical cleaners was left unlocked.

6. There were gaps identified in training for staff. The DSL did not have a clear overview of staff’s

needs in terms of safeguarding. 7. Governors check that the Single Central Record is compliant but do not check any other aspects

of the school’s work to keep children safe. As a result, the findings of the inspection were ‘a shock’ to governors

8. Bullying logs are incomplete. Not all incidents are recorded. Pupil and parent feedback shows that there are many cases of physical bullying, sometimes over time, which have not been dealt with.

Incidents are not recorded in any consistent way until the headteacher has investigated them.

Pupils and parents say that there is bullying in the school.

Following our telephone call today, I am writing on behalf of Her Majesty's Chief Inspector of

Education, Children's Services and Skills (HMCI) to confirm that William Torbitt Primary School will

be inspected, under section 8 of the Education Act 2005 (as amended). This Schools with Serious

Weaknesses Visit 1 will take place on 09 January 2019.

Your inspection will be led by Jean Thwaites, HMI, who will be accompanied during the inspection by

one inspector.

I realise that upu are following orders to academise ofted Failing Schools but you need to

consider the fact that some school can recover very quickly after such an inspection. William

Torbitt is such a school. I am discusted by the fact that you have issued and academy order

without even giving the school a chance to improve. Even criminals are given chances to

rehabilitate. Thos that rehabilitate are given parole and even integrated back into society.

Please conside what i am saying and give William Torbitts Leadership a chance to show they

have made serious headway in improving jn thier failings. I challenge you to send Ofsted back

in to do a monitoring visit ( by the way they havent done one to show since to show any

progress/findings)

Subject: William Torbitt Primary School Academy Order

Dear Ms Sue Baldwin

I am writing as a parent and parent governor of William Torbitt Primary School in regards to the

academy order placed upon us after the Ofsted inspections in June 3018.

We are currently protesting this order to the very end and our protest is supported by all

parents/carers, staff, governing board and local community. We make it very clear any academy

approaching our school will be unwelcome and for a very good reason, we have changed

dramatically as a school since our inspection in June 2018 and this has been done by sheer hard

work from all staff members. We wish to ask and object as to why we need an academy to take

over our school with the false pretence of ‘improvement’ when we have done all of this by

ourselves. I know you will no doubt mention it’s legislation but many a school has come back

from this position, I guess I won’t need to name these schools.

The future of our children’s education rest on unrealistic and unwelcome legislation that does not

take into account reality that a school can improve. The governments intent and approach of

forcing academies on schools is unrealistic and so far no statistic shows an academy has

improved a school. Ultimately, an academy is a business with a business model of making

money and we have seen academies run in this fashion with complete disregard for the children’s

education where profits are put first. I wish to mention those academies within our very own

borough that are failing and Local Authority actually stepping in to clear up the academies

mess!

I shall be grateful if you could kindly come and see our school in person and see the changes we

have implemented before sealing our faith.

We have an online petition which at time of writing stands at 866 (link below) and growing

every day, we have a protest scheduled within couple of weeks and I am in the process of

seeking legal advice with the intent of legal action over the academy order.

In the meantime please don’t hesitate to contact me if you require any further information or

wish to discuss the matter.

She is extremely happy at the school as are most of the children.

Nevertheless, changes have already been made at the school. All staff members have worked very

hard

to make significant improvements. Therefore we, along with most of the other parents, governors

and

all staff do not believe for one moment that Academisation is required to improve the school.

Redbridge

has some of the best schools in the country and the Local Education Authority is perfectly capable of

bringing it up to standard as it has done already and certainly doesn’t need an Academy Trust to

improve it.

It is very worrying that Academisastion is being rushed through and why it is that Ofsted have not

been

back for another visit to check the progress of the school. I have written to Ofsted regarding this but

perhaps you could also explain why?

The school does not have a history of failing so it seems very extreme to order it to covert to an

Academy just because this time Ofsted rated it Inadequate. It should be given a chance to prove that

it is

is now a very good school again. We would also like you to come and visit the school, we cannot

understand how such Orders can be given if you do not know the school yourself.

We hope that you can consider revoking the Academy order and also get Ofsted to return for

another

visit immediately which will then prove that the school is no longer Inadequate.

“Whilst we are always keen to hear the views of parents and staff, our priority is, and always should

Further information: (only for internal purposes)

William Torbitt Primary School that was judged Ofsted Inadequate in June 2018 largely due to

Safeguarding issues. It was previously judged Good on 1 October 2013. In the recent report, Ofsted

noted that the performance at the school is generally strong but not consistent. The safeguarding is

ineffective, concerns around pupils safety included poor behaviour and poor responses to behaviour

at

lunchtimes. Governance was not effective in holding leadership to account on the safety and the

well-

being of pupils.

The LA have seconded an experienced Headteacher and deputy Headteacher to the school to

provide

strategic and operational leadership to address the key issues at the school. We received a letter

from

the LA informing us of their concerns and opposition as they had felt the LA and Governing Body

have

taken action that they believe has changed systems, approaches, practises and culture at the school

and

are confident the key issues are already being addressed.

In regards to the timeframe for converting, to meet the 9 month conversion target to meet ministers

priorities we are aiming for a 1 April or 1 May 2019 conversion date. Also the consultation about the

plan to convert the school to academy status will be ran formally once an academy sponsor has been

confirmed. It must include anyone who is thought to have an interest in the school changing its

status,

this will usually be staff members and parents but should also involve the wider community. There is

no

legal specification for how long the consultation must be ran for but interested parties will have a

reasonable opportunity to respond.

William Torbitt PS.

Journalist from the Ilford Recorder has got in touch requesting comments to a

story

he is writing on the school which is in line to become an academy. He understands that the school

received an “Inadequate” rating in June

The reporter says that staff, parents, governors believe that significant progress has been made in

to take control of it. They cite concerns of misuse of funds by multi-academy trust by Silverbirch,

They have started a petition with more than 900 signatures against it:

I’m sure a lot of this is on your radar at the moment but if you could give me some background to

this

particular issue, that would be much appreciated. Also – to note I am out of the office this

The reporter also asks the following specific questions:

1/ What is the time-frame for converting the school into an academy?

2/ What consultation will be held with parents/staff/the council?

3/ How would academisation help the school?

We’re not planning to issue anything new, just the same statement as before, but wanted to put on

radar as the new piece will focus on inviting you to the school. If you have any info on whether you

planning to go to the school, let me know, otherwise we’ll just issue this before 5pm.
