Vol. - 13 Issue - 2 September, 2018 Dear Fellow Engineers It gives me great pleasure to share with you an update of the overall performance of our prestigious Safety & Quality Forum-IEI. In spite of various challenges, SQF has been consistently performing, in the year 2018. Truly giving justice to Forum's mission “to create a culture of Safety & Quality, through ethical and professional practices and to promote working environment that leads to the highest level of the productivity and sustainable development, with optimal use of resources”. A large number of activities have been organised during the last 3 years. Acknowledging the rising accidents in domestic sector, the Forum took a pioneer initiative by preparing a book on “Safety at Residence: Electrical & Gas Appliances” to focus on key safety issues involved in handling home appliances. I am confident that this knowledge will change the Household culture, to focus on Key Safety issues involved. The forum is organising its annual Safety Convention 2018 on very vivid theme “Safety Challenges of MSME Sector” organised by the 'Delhi State Centre' of The Institution of Engineers (India), in conjunction with 'Safety and quality Forum' of the Institute of Engineers (India), which has become a coveted national benchmark for Safety professionals. MSME movement, which started in India in 1992, has today emerged as the most dynamic and vibrant thrust area, for future growth as the world's fastest growing economy. As a critical part of the supply chain and services to larger companies, the infinitely more flexible MSMEs can perform activities that are not economically viable for larger enterprises. Globalisation, digitisation, information technology, and internet have disrupted the status quo, bringing in Industrial Revolution 4.0. I convey my best wishes to the participants of the Convention. The journey has just begun and still many miles have to be traversed. I seek your kind advice and participation. It gives me great pleasure to share with you an update of the overall performance of our prestigious Safety & Quality Forum-IEI. In spite of various challenges, SQF has

Truly giving justice to Forum's mission “to create a culture of Safety & Quality, through ethical and professional practices and to promote working environment that leads to the highest level of the productivity and sustainable development, with optimal use of resources”. It is a matter of immense pleasure for me in placing this edition of forum’s Newsletter, in the hand of esteemed Members, on the eve of Inaugural Ceremony of 15th Safety Convention.

Sustainable result in ensuring best Safety Performance is only possible when, emphasis is given on improving Culture of Safety. I am glad to reaffirm that during the course of last 15 years, Safety & Quality Forum has been successful in its endeavour to propagate the Culture of Safety.

During the last two years, Shri Devendra Gill, Chairman, Delhi State Centre & myself, under the able leadership of Lt Gen (Retd) J S Ahluwalia, Chairman, Safety & Quality Forum and Shri Pradeep Chaturvedi, Founder, Safety & Quality Forum, have focused on touching the multi-dimensional facets of Safety, in order to achieve long term objective. Some of the key focus areas were : Skill development through Screening of Movie Show, Training Workshops on High Rise Building Fires, Bhopal Gas Disaster, Hazards due to Fire Draught, Safety during Working in Confined Space and Working at Height, Awareness Programme on NBC 2016 with special focus on “Fire & Life Safety Provisions” etc. Releasing of Safety Manual on "Electrical Safety to Residence" is a key turning point as far as Safety & Quality Forum's diversity of activities is concerned.

Personally, it is a matter of greatest satisfaction for me to have devoted nearly 15 years in developing the deliberations and Net-Working platform of Safety & Quality Forum, since its inception in 2003. Starting with organizing simple Technical lecture, today Safety & Quality Forum is acknowledged as one of most vibrant platform for discussion and deliberations in the field of Safety.

In the coming years Forum would be expanding its wings in order to ensure its presence in Industry by conducting onsite Safety Audits, Awareness & Training Programmes.

Last but not least, I would like to place on record commendable support & coordination received from Members of BOG, Committee Members of Delhi State Centre & Staff of Delhi State Centre; which provided me desired impetus to delivered BEST.

Road Safety Week 2018Theme : “Avoid Over-speeding - Prevent Accidents”

January 8-14, 2018, • New Delhi

Safety and Quality Forum Delhi State Centre jointly with of IEI organized a lecture on the occasion of Road Safety Week 2018 on theme “Avoid Overspeeding-Prevent Accidents” on January 12, 2018. Shri Dependra Pathak IPS, Spl. Commissioner of Police- Traffic, Delhi Police was the Chief Guest of the Programme.

Shri Devendra Gill, Chairman, Delhi State Centre, delivering the welcome address sought the attention of audience towards the rising numbers of Road accidents in the Country and mentioned that holistic approach and strategy is needed to curb this menace. He narrated that Road Safety Week observation is being initiated by the Ministry of Road Transport and Highways (MoRTH). With a view to supplements the efforts of the Ministry, National Safety Council announce Road Safety Week observation in the 2nd week of January every year. SQF & DSC in their own humble way are contributing to this national cause by organizing the Road Safety Week.

Lt Gen J S Ahluwalia, Chairman, Safety & Quality Forum-IEI in his address stressed on revamping of Traffic Management System to achieve the objective of Road Safety. He informed that various cities in abroad like Singapore, Dubai etc have adopted stringent Safety Prosecution System alongwith total automation of Traffic Management in order to successfully handle these critical issues.

Chief Guest Shri Dependra Pathak, IPS delivering theme address mentioned that number of road accidents in Delhi is

gradually reducing due to pursuant effort of Delhi Police. Shri Pathak further mentioned that Continuous Prosecution and tracking are the key strategies that led to this achievement. However, still a lot has to be done to completely eradicate this problem. Referring to the future plan of Delhi police for reducing Traffic Congestion in Delhi, Shri Dependra Pathak mentioned that the option of aggressive usage of Artificial Intelligence is being explored.

relationship and social protection frameworks are l ikely to be reconfigured. Anxiety of World of work is not new, but it is claimed that this time around, the speed and spread of technological change will be unprecedented. New risks will emerge and safety preparedness measures will have to be evolved which will need quick response time. International Labour Organisation is focusing attention on the same.

‘Safety’ is a manifestation of ‘quality’ and both have an impact on competitiveness of a country’s industry. Realising that industry has to gear-up to the new challenges the Safety and Quality Forum has launched Safety Innovation Awards which recognize contributions of outstanding companies. Over the years the reputation of this award has gone very high and those who are able to attain this award are appreciated widely.

I am extremely happy that while completing another successful year we witness the election of eminent engineer Mr. T.M. Gunaraja, who has been associated with the activities of Safety and Quality Forum from day one (some 15 years back in 2003), as the next President of The Institution of Engineers (India). Much to his credit goes the fact that along with the Safety Convention in the month of September in Delhi he has been organizing a mid-term Safety Conference on a large scale in Chennai every year. It is a great privilege that Mr. Gunaraja who has focused on safety is taking over as President and I am sure that he will be expecting much more intense schedule of activities from SQF during his tenure and SQF will have an opportunity to reach out to larger number of centers.

India will proudly inaugurate world’s tallest Statue of Unity of Sardar Valllabhbhai Patel on 31 October, 2018. At 597 feet it will beat the Spring Temple Buddha at Lushan County, Henan, China at 420 feet. The statue will be visible in a radius of 7 kilometers. 77,000 cubic meter tonnes of concrete is used; steel framework consumes 5,700 metric tonnes; 1850 metric tonnes of bronze sheets are used and 2400 workers are at the site at any time. The design of the statute was a big challenge from the wind and structure’s unique shape of Sardar Patel’s posture and face and the construction has its own safety challenges. The statue has been planned to have a poised countenance, with head held high and arms by sides. It will emit a feeling of power and warmth. It will also appear that the statue is walking on water towards the Sardar Sarovar Dam. The safety challenges from design to construction have been world’s most difficult recorded in recent times. Since the Safety Convention is being organized in the shadow of this great achievement, now under the administrative supervision of a past President of The Institution of Engineers (India), it is relevant to mention the same.

Safety challenges are many in the daily life. However, we are focusing on the challenges in the industrial sector as that is going to contribute maximum to national economic growth. In the present industrial revolution – popularly known as Industry 4.0, characterized by the conversions of a cluster of technologies cutting across the physical, digital, and biological worlds-machine learning and artificial intelligence, advance robotics and autonomous transport, cloud computing and IoTs, among others, are expected to profoundly transform the future of work. Delhi State Centre and Safety & Quality Forum of The Institution of Engineers (India), jointly organized a lecture on the occasion of National Safety Week 2018 on theme: “Reinforce Positive Behavior at the Workplace to achieve Safety & Health Goals” on March 10, 2018 at Engineers Bhawan, New Delhi.

One Day SeminarTheme : "Industrial Safety & Fire Control"

March 14, 2018 • Alwar (Rajasthan)

Alwar Local Centre and Safety & Quality Forum of The Institution of Engineers (India) jointly organized a one day Seminar on theme “Industrial Safety and Fire Control” on March 14, 2018. The event was organized under the aegis of Safety & Quality Forum. Shri D L Damodar, Deputy Chief Inspector Factory & Boilers, Alwar Govt of Rajasthan was the Chief Guest of the function.

Chief Guest of the function Shri D L Damodar, Deputy Chief Inspector Factory & Boilers, Alwar Govt of Rajasthan in his very elaborative address apprised that realizing the worst involvement of Alwar region in conducting different National activities-IEI, Alwar Local Centre has decided to focus on challenges relating to these activities. In this regard, collaborative effort has been initiated by Alwar Local Centre and Safety & Quality Forum-IEI to achieve this objective.

Shri Pradeep Chaturvedi, Council Member and Founder Chairman, SQF-IEI was the Guest of Honour of the function. Seminar was organized at Metso India Pvt Ltd factory site. In his address Shri Chaturvedi stated that there are times when outside help is useful in assessing a specific function of a company. If time is critical, impartially crucial, and expertise

essential in solving a problem, accessing a qualified Safety consultant is the logical choice. Shri M L Yadav, Chairman, Alwar Local Centre delivered Welcome Address and Er. S C Joshi conducted the programme.

Shri Sanjai Mishra, EHS (Country Manager), Magneti Mareli & Member of NSCE & IFE (UK) and Shri Praveen Kr Singh, Honorary Secretary, Delhi State Centre & Director, Safety and Quality Forum –IEI also delivered address in the lecture.

One Day WorkshopTheme : "Safety during working in Confined Space"

March 17, 2018 • New Delhi

Safety & Quality Forum jointly with Delhi State Centre of The Institution of Engineers (India) organized One day Workshop on “Safety during Working in Confined Space” on March 17, 2018 at Institution's Premises. Workshop was sponsored by M/s Quality Austria Central Asia and M/s Emprise Marketing respectively.

Shri Abhai Sinha, Director General, Central Public Works Department was the Chief Guest of the Inaugural Function. Workshop started with ceremonial Lighting of Lamp in the Inaugural Function.

Delivering welcome address Mr Devendra Gill, Chairman, Delhi State Centre, IEI mentioned that workshop's topic has been selected considering the fact that in recent time there have been few accidents with workers having entered into the Confined space and getting seriously affected by the hostile environment of confined space.

Delivering the workshop address, Shri K B Rajoria, Immdt Past Chairman, Safety & Quality Forum informed that Safety & Quality Forum has been established in the year 2003 by the Institution of Engineers (India) with the mission. “To Create a Culture of Safety & Quality, Through Ethical & Professional Practices & to Promote Working Environment”.

General, Central Public Works Department in his address mentioned that safety concerns have always been of paramount importance in the construction industry. Worksites have complex environments with workers from multiple trades interacting in challenging physical environments. He also mentioned that the key strategies to achieve safe working conditions at work sites is by ensuring that safety issues are closely planned, organized, controlled, monitored and reviewed.

Fire Services Week 2018Theme : "Industrual Safety & Fire Control"

April 14, 2018 • New Delhi

Delhi State Centre and Safety & Quality Forum of The Institution of Engineers (India), jointly organized a lecture on the occasion of Fire Services Week 2018 on theme: "Fire Loss is National Loss-Let us adopt Fire Safety Measures" on April 14, 2018 at Institution Premises, New Delhi.

Delivering the welcome address Shri Devendra Gill, Chairman, Delhi State Centre informed that on 14th April 1944, a major explosion took place on board ship S.S. Fort Stikline carrying explosives and other combustibles at Bombay Docks. The Explosion & subsequent fire resulted in massive destruction of ships, port facilities, and area in the neighborhood, claiming lives of over 68 fire service personnel, about 150 port personnel and unaccounted number of civilians. In commemoration of the precious lives lost in the event, April 14 is being observed as the Fire Service Day and the whole week as the Fire Service Week (FSW).

Shri Pradeep Chaturvedi, Council Member, The Institution of Engineers (India) in his address stated that Delhi State Centre and Safety & Quality Forum have been contributing towards awareness generation on various aspects of life Safety and Property protection. He added that although fire is greatest benefactor to human civilization but is also a cruel devastator of life, property & Environment.

Dr G C Misra, Director, Delhi Fire Services Chief Guest of the function started his presentation by giving various statistics in respect of Delhi about number of fire calls, vulnerable areas, average annual deaths etc. Dr Misra stated that Delhi Fire Services attends close to 30, 000 fire calls in a year and on an average 75 people lose their life due to fire accidents. However, large numbers of people are saved during these fire

responses. Although, some injuries do happen to the occupants of buildings. As stated by him, fire and life safety system comprises of thoughts, equipments, machine and men which are designed, installed and maintained to minimize the fire loses.

Further sub component of this system are technical regime, legal regime, professional regime and operational regime. In these regimes, issues like concept identification, research, performance modeling and code writing etc comes under technical aspect. Designing of fire system, evaluation, execution, testing and certification fall under professional regime and analyzing failure, their elimination, training, audit and drill fall under operational regime.

Development Programmes on key Safety issues that have been adversely affecting our society

Key Note speaker, Shri Prabhu Narayan Singh, Head Safety (Mfg & Customer Services-India), M/s FLSmidth Private limited in his address focusing on the topic: “Reinforce Positive Behavior at the Workplace to achieve Safety & Health Goals” mentioned that the sustainable achievement in Safety and goals of any organizations can only be achieved when the concept of safety propagates from top to bottom.

Shri Singh in his address highlighted various strategies and tools that can be used to disseminate the culture of safety.

He mentioned that apart from stringent control measures, good work place safety can only be achieve when all the activities are conducted with the complete involvement of all employees and some motivational reward are also confirmed to the best performe. Shri Singh presentation focused in details on the various issues of work place safety spread in industrial environment. Concluding his address Shri P N Singh informed that today 96% of work place industrial accidents occurs due to unsafe act while only 4% are responsible for unsafe conditions. Hence ensuring positive work place safety culture is key to ensuring sustainable safety and health achievement.

Airport Rescue and Fire Fighting Team, M/s GMR Hyderabad International Limited was felicitated for his Brave Act of Saving Human Lives during a Building's fire rescue operations at Shamshabad, Hyderabad. Shri Radhu briefly explained about the sequences of unprecedented events occurred on that day and explained adverse circumstances under which he took such bold initiatives.

On this occasion, sixteen IEI Alumni's were felicitated with Scroll of Honour for their long association with Delhi State Centre of The Institution of Engineers (India).

One Day WorkshopTheme : "Fire and Life Safety Provisions in NBC 2016"

July 7, 2018 • New Delhi

Delhi State Centre of The Institution of Engineers (India) in association with Bureau of Indian Standards (BIS) organized One day Workshop on “Fire and Life Safety Provisions in NBC 2016” on July 7, 2018 at Institution's Premises. Workshop was also supported/sposnored by M/s IET-DLN (UK), IFE-UK, Orient Fire Curtains and Sehgal Doors respectively.

Shri Rakesh Agrawal, Engineer-in-Chief Public Works Department, Govt of NCT of Delhi was the Chief Guest and Shri H S Dogra, Director General (Works), CPWD (Retd) & Chairman, Civil Engineering Division Council, BIS was Guest of Honour at the Inaugural function. Workshop started with ceremonial Lighting of Lamp in the Inaugural Function.

Delivering welcome address Shri Devendra Gill, Chairman, Delhi State Centre, IEI mentioned that workshop's topic has been selected considering the fact that immediately after launch of the revised NBC, the very first public awareness programme was organized at this very premises way back in March 2017. Further he delivered about the various provisions covering life and fire safety provisions in NBC. Workshop programme has been designed in such a manner so as to provide holistic overview of issues pertaining to Designers and Architects, Builders, Executive Engineers, Fire Safety System providers and Regulatory authorities.

Shri Sanjay Pant Director & Head (Civil Engg) Bureau of Indian Standards in his address informed that function organized by DSC is 14th programme in series, with the 1st programme conducted on March 30, 2017 at New Delhi. Shri Pant further apprised the audience about the significance of various chapters.

Misra Director, Delhi Fire Services Govt of NCT of Delhi congratulated Delhi State Centre-IEI and Buerau of Indian Standard for aggressively such programme on NBC, which activated media to be more conscious. However, lamenting on the actual ground scenario, Dr Misra urged to assess whether deserved output is achieved or not. Every year Country facing severe fire havoc only due o insufficient escape area. Dr Misra expressed confidence that quality of contents mentioned in New Building Code implementation effort assisted in reducing accidents.

Delivering the address Shri D.K. Shami Fire Advisor, Min. of Home Affairs Govt. of India informed that new building code has formed with the objective to enforce Bureau of Standards to enforce standards at national level. Shri Shami urged that initiative should be taken by the Regulating authority to make fire and safety officers qualification mandatory.

Shri S.K. Dheri CFO, Delhi Fire Services (Retd.) & Convener, BIS Panel on Fire of NBC informed that yesterday PIL has been filed in the Supreme Court seeking top most Court intervention in implementing the recommendation of NBC 2016. Shri Dheri lamented on the poor implementation of various norms of NBC during the course of last five decades.

Guest of Honour Shri H.S. Dogra Director General (Works), CPWD (Retd.) Chairman, Civil Engineering Division Council, BIS stated that desired results in implementing the various norms of NBC will only be achieved when the culture in handling such issues the same. Shri Dogra cited various examples wherein all stakeholders by pass the system to get the NoC. Shri Dogra in his adrsss shared various case studies by

different organizers achieved impeccable results by implementing proper safety norms as per IS standards.

Chief Guest of the Function Shri Rakesh Kumar Aggarwal Engineer-in-Chief, Public Works Dept., Govt of NCT of Delhi, in his address express concerned over the week safety system being implemented in the construction sector. Shri Aggarwal urged IEI and BIS to take initiative to design, proramme focusing on implementing effective EHS standards in unauthorized construction sector.
