From the Commandant Marines and members, Just when it seemed like we would have a reprieve from all the “hurry up and wait,” when it looked like we would be able to slack off a little from our hectic sched- ule, we have to “kick it up a notch!” The month of December will be a very busy time when we will need “all hands” to complete our final mission – Toys for Tots. We had great success at our first Marine Corps Ball, but now we have to focus on our primary goal and that is to get the toys for Toys for Tots. Our volunteers have been running around town dis- persing the white drop-off boxes at the over 170 businesses and shops. And on Monday, December 10, those same volunteers will be tasked to begin picking up all the boxes and the toys. But from now until then, 1340 still has toy drives, car shows and radio interviews to do. And 1340 is still expected to perform crowd control on the last weekend of the campaign. Nearly three years ago the membership of 1340 pledged to volunteer and help run the Toys for Tots program. A majority of the membership voted in favor of this. I would expect everyone to do their part. And lastly, I want to thank everyone who made 2012 a very memorable year for me. From the guys who drove our Humvees in the various parades; to the members who coordinated and pitched in to help carry out our Ball; to the volunteers who showed up at the many home comings for returning warriors, to the people who helped out at the Veterans Stand-Down. To the person who does our newsletter, and the member who convinced another Ma- rine to join our team. To everyone who stood a post with me, rain or shine, I Thank You for spending a portion of your life with me. I believe Coastal Valley’s Detachment 1340 is the best unit to be in. But I would be remiss if I did not say that if it were not for all those members and all their hard work, we would not be here. CVD 1340 is not my group. The group belongs to those who be- lieve in the core values of the Corps and the camaraderie that we forge. May God bless you and your loved ones, and may we never forget our fellow Ma- rines and service members who put themselves in harms way. Merry Christmas to all and a hearty OOOHRAAH! to Chesty Puller. From the Paymaster (Sgt Of Marines 1966-1969) Our Marine Corps Ball was a complete success and much credit goes to the com-

mittee chairperson Sally Edwards I had the honor of working with Sally on a day

to day basis and know how hard she worked This endeavor like so many other

functions that the Detachment is supporting requires time and support from all

members We purchased meals for 231 people for the Ball and this is indicative of

the growth of the unit We made money thanks to

the raffle and we stayed within our budget

meaning we didnt have to dip into our ex-

isting account There are too many people to

thank because of the number of donations they

made All the bills have been paid to date I

am still waiting to hear from the IRS on our appli-

cation to have our re- instatement as a non-profit

organization granted I also submitted an applica-

tion so that our De- tachment could be placed

on the States Charitable List which till now no one had ever submitted to the

State and is a requirement for all non-profit groups I am also working on a year

end document required by MCL State and Virginia McDougall showing how many

life members we have and how many members we have in good standing

I hope everybody had a wonderful Thanksgiving and hope everybody remem-

bered our men and women in uniform that are currently away from their loved

ones I would also ask everybody to look at your membership card and take note

of your renewal date Semper Fidelis Armando Moreno

Toys for Tots began in 1947 when Major Bill Hendricks USMCR and a group of Marine Reservists in Los Angeles col-lected and distributed 5000 toys to needy children The idea came form Billrsquos wife Diane In the fall of 1947 Di-ane crafted a homemade doll and asked Bill to deliver the doll to an organization

which would give it to a needy child at Christmas When Bill determined that no agency existed Diane told Bill that he should start one He did The 1947 pilot project was so successful that the Marine Corps adopted Toys for Tots in 1948 and expanded it into a nationwide campaign That year Marine Corps Reserve units across the nation conducted Toys for Tots campaigns in each community in which a Marine Reserve Center was located Marines have conducted successful nationwide campaigns at Christmas each year since 1948 The initial objective that remains the hallmark of the program today is to ldquobring the joy of Christmas to Americarsquos needy childrenrdquo Bill Hendricks a Marine Reservist on weekends was in civilian life the Director of Public Relations for Warner Brothers Studio This enabled him to con-vince a vast array of celebrities to support Toys for Tots In 1948 Walt Dis-ney designed the Toys for Tots logo which we use today Learn more at

Question Can ex-officio members vote and are they counted to determine if a quorum is present Answer ldquoEx-officiordquo is a Latin term meaning ldquoby virtue of office or position Ex-officio members of boards and committees therefore are persons who are mem-bers by virtue of some other office or position thaqt they hold For example if the bylaws of an organization provide for a Finance Committee consisting of the Treas-urer and three members appointed by the president the Treasurer is said to be an ex-officio member of the Finance Committee since he or she is automatically a member of that committee by virtue of the fact that he or she holds the office of Treasurer Without exception ex-officio members of boards and committees have exactly the same rights and privileges as do all other members including of course the right to vote There are however two instances in which ex-officio members are not counted in determining the number required for a quorum or in determining whether or not a quorum is present These two instances are 1 In the case of the president whenever the by-laws provide that the president shall be an ex-officio member of all committees (except the Nominating Commit-tee) and 2 If the ex-officio member is not a member officer or employee of the society (for example when the governor of a state is made an ex officio member of a college board Again however it should be emphasized that in these instances the ex-officio member still has all other rights and privileges of membership including the right to vote
