The Ministère des Transports du Québec informs you that the ending dates of the thaw period in Quebec are modified for zones 2 and 3. Therefore, loads limits restrictions applying in these two zones will end at the following dates: Zone 2: Friday, May 17 th 2013 at 23h59 Zone 3: Friday, May 31 th 2013 at 23h59 The ending time and date for zone 1 remain unchanged: Friday, May 10 th 2013 at 23h59. Government of Canada invests in efficiency and competitiveness at the Port of Halifax OTTAWA — The Honourable PeterMacKay, Minister of National Defence, on behalf of the Honourable DenisLebel, Minister of Transport, Infrastructure and Communities, Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister of Intergovernmental Affairs, today announced federal funding for new technology development at the Port of Halifax. The Government of Canada has contributed funding towards the integrated port logistics system and the air gap system. The total cost of these two Intelligent Transportation Systems (ITS) is estimated at $660,000, with the federal government contributing up to $330,000 under the Strategic Highway Infrastructure Program. In addition, the Port of Halifax is providing $330,000 towards the completion of these projects. "A strong and efficient transportation sector is critical to Canada's future economic growth. I am proud that our government has supported these two Intelligent Transportation Systems projects, which will improve the efficiency of the supply chain, reduce costs, and increase the satisfaction of customers moving goods through Atlantic ports," said Minister MacKay."

Ultimately, these will increase safe, efficient and reliable traffic flows while reducing environmental impacts." "Advanced technologies make it possible to improve operational safety, security, efficiency and environmental responsibility without changing the existing infrastructure," said Karen Oldfield, President and Chief Executive Officer of the Halifax Port Authority. "We look forward to working with our stakeholders to identify technologies that can improve operations, reduce costs, and increase customer satisfaction. The integrated port logistics system will use a market-driven approach to prioritize solutions, define business requirements, and develop and market the technologies. We appreciate the federal government's support of technology advancements that ensure we remain a highly competitive port."

With larger ships accessing the port, there is a need to continuously monitor vessel clearances under each of the harbour bridges. The upgrading and enhancing of the bridge air gap system will enable the port to identify exactly the ship clearance. Port operators and shippers will have confidence in the ability of ships to transit beneath the bridge, preventing delays in accessing and leaving the port. These investments will ultimately help reduce levels of emissions and fuel usage and ensure the safety of the bridges and will also result in increased efficiency and safety for port users. Under the ITS Strategic Plan for Canada, En Route to Intelligent Mobility, the Government of Canada committed to advancing the development and deployment of innovative technologies across Canada. In this year’s budget the federal government announced that it would be making changes to the Temporary Foreign Worker Program. This probably stemmed from two things: an ever growing number of temporary foreign workers at a time when unemployment in Canada remains stubbornly high, and; several high profile cases where Canadian employers appeared to be abusing the program to the detriment of Canadian workers. The changes announced yesterday include the following: Effective immediately, require employers to pay temporary foreign workers at the prevailing wage by removing the existing wage flexibility. Under current rules, workers in higher skilled occupations can be paid up to 15% below market wages, and 5% below market in lower skilled occupations. Effective immediately, temporarily suspend the Accelerated Labour Market Opinion process.

The documents released yesterday indicate that the amount of the fee “is still being determined.” Identify English and French as the only languages that can be used as a job requirement. Limited exception will be allowed, e.g., hiring of tour guides. Also yesterday, the government re-iterated that it will move forward with the Canada Jobs Grant, which will provide up to $15,000 per individual for job training (5K federal, 5k provincial, 5k employer). The government notes that it will be implementing the grant in 2014-15 as it renews labour market agreements with the provinces. Finally, a round of cross country consultations will be undertaken in the coming months to discuss additional changes to the TFWP. Increase the Government’s authority to suspend and revoke work permits and Labour Market Opinions (LMOs) if the program is being misused. Note that this will require Parliamentary approval. Add questions to employer LMO applications to ensure that the TFWP is not used to facilitate the outsourcing of Canadian jobs. There is no firm date attached to this; it will be done “soon”, according the government backgrounder. Ensure employers who rely on temporary foreign workers have a firm plan in place to transition to a Canadian workforce over time through the LMO process. Under this initiative employers will have to submit a plan with each LMO on how they plan to transition to a “Canadian workforce.” Employers will also have to document their ongoing efforts to hire Canadians. Introduce fees for employers for the processing of LMOs and increase the fees for work permits so that the taxpayers are no longer subsidizing the costs.

CTA has become aware of confusion in regards to when ACI eManifest becomes mandatory. To clarify, as officially announced by CBSA at the beginning of March, ACI eManifest informed compliance has been extended and ACI eManifest will not be mandatory on May 1st, 2013. Please see the official notice form CBSA, below. Carriers will not be turned around at the border or issued AMPs on May 1st for noncompliance with ACI. However, CBSA anticipates ACI to be mandatory in the fall of 2013, no firm date yet, and will provide as much as 45 days advance notice. CTA continues to advise carriers to get set up with ACI as soon as possible, as 45 days will not provide enough time to get fully set up. Members with questions, concerns or comments (including issues encountered at the border with regards to ACI) are asked to contact [email protected].

eManifest highway carrier informed compliance period

I am writing to you today to confirm that the Canada Border Services Agency (CBSA) is extending the eManifest informed compliance period for highway carriers as a result of the timelines associated with the regulatory process. Regulations to enforce eManifest requirements for highway carriers are expected to be in place in Fall 2013. The CBSA anticipates being able to provide carriers as much as 45 days advance notice of the mandatory compliance date. The extension of the informed compliance period is being communicated to affected stakeholders through a direct mail-out to CBSA-registered highway carriers, the eManifest section of the CBSA Web site, and through other communication and outreach activities identified in consultation with the eManifest Stakeholder Partnership Network’s (eSPN) Communications Working Group. Online publications aimed at highway carriers have also been updated and distributed to all registered carriers and other outreach contacts; they are attached for your information and further distribution. I encourage you to share this information with your membership and recommend that they subscribe to the eManifest RSS news feed to be notified of important eManifest updates.

The company takes a different approach with the design and manufacture of underride guards because under Canadian regulations, it must withstand about twice as much force as required by the U.S. rule at the point where it attaches to its vertical support.

The U.S. “Insurance Institute for Highway Safety” (IIHS), located Virginia, recently tested semitrailers from the eight largest North American manufacturers through a series of progressively tougher underride guard crash tests. Only the Manac semitrailer passed the most challenging 30 percent test. It is used by the IIHS because it represents the minimum overlap under which a passenger vehicle occupant's head is likely to strike a semitrailer if an underride guard fails. Most semitrailers are required to have an underride guard, the steel bar that hangs from the backs of trailers to prevent the front of a passenger vehicle from moving underneath the trailer during a crash. All of the trailers tested by the IIHS had underride guards that met both U.S. and Canadian standards that require a underride guard to withstand a certain amount of force at various points.
