It was wonderful to see the river flowing through the Gascoyne, I'm sure it was much needed for the all growers as their season has just started. We are very happy with, and thank the Fuse Art Collecve, for the stunning sculpture of a giant campfire that had been erected recently. Its named Garla: Campfire Welcomeand serves as the entry statement to the Carnarvon CBD. It acknowledges and celebrates our Aboriginal heritage. The third sculpture was installed around the same me. This is tled Horcultural Salute”. It represents the generaons of plantaon workers, with the circles on the ground represenng both crops and water. We are also grateful to the external funding body that funded these art projects. Stay posted for details of the final two pieces as they are near compleon. The Australia Day Family Fun Day was once again a great success. Congratulaons to all the Carnarvon recipients of The WA Australia Day award winners: Cizen of the Year – Tom Scu, Senior Cizen of the Year - John McCloy, Youth Cizen of the Year – Jessica Fernihough and Acve Cizen of the Year – Andrea Pitcher. Welcome to the March edition of “FROM YOUR SHIRE”. It has been a busy start to the year already, with a lot of great things happening. It was wonderful to see the river flowing through the Gascoyne, I'm sure it was much needed for the all growers as their season has just started. We are very happy with, and thank the Fuse Art Collective, for the stunning sculpture of a giant campfire that had been erected recently. PUBLIC SCULPTURES INSTALLED With three of the sculptural installations in place, production on the works representing Carnarvon’s fishing/whaling and pastoral heritage are now underway and will be installed in the coming weeks. The Shire is grateful to the former Department of Regional Development for the funding for this project. Following their successful tender submission, Fuse Art Collective team members Bonni Ingram, Anton Blume and Sabrina Dowling Giudici were commissioned by the Shire to create five contemporary pieces that would best reflect the town’s character and history. Providing both interest and intrigue, the pieces are intended to stimulate our imaginations and deepen our sense of belonging. Reflecting on the completed installations, Shire President Karl Brandenburg said he was “impressed by the work and looking forward to seeing the final two pieces installed”. Walking into the Carnarvon Visitor Centre you are greeted by the smiling faces of the staff Stephanie, Sita & Marisa who are primarily the face of Carnarvon to over 70,000 visitors each year. The diverse team at the Visitor Centre aim to make visits to Carnarvon enjoyable and memorable by promoting our magnificent region with the many visitors we get every year.

The staff at the Visitor Centre offer a wide range of services, 6 days a week including everything from; providing a booking service for accommodation, tours and bus bookings, maps and brochures, great local advice and directions, a wide range of gifts and souvenirs and ticketing agent for live shows and movies screened at the Civic Centre.

Remembering those incarcerated 100 years after the closure of Bernier

and Dorre Island Lock Hospitals

Many know of the Bernier and Dorre Islands off Carnarvon’s coast but how many know about the Lock Hospitals that operated on the islands in the early 1900’s?

Lock Hospitals operated in Australia for almost a century from the late 1800’s and were part of a wider history of medical incarceration of Aboriginal and Torres Straight Islander people. Hospitals were locat-ed in Western Australia, Queensland and the Northern Territory. Between 1908 and 1919 hundreds of Aboriginal people from across Western Australia were “diagnosed” with venereal disease, often by police or pastoralists with little or no evidence of any medical examinations, and were forcibly removed from family and Country and sent to Bernier and Dorre Islands for “treatment”. It is conservatively estimated more than 200 people died on the islands during those years.

Records show that the last of those incarcerated were removed from the Islands on 9th January 1919, and a project is underway to formally acknowledge and recognise this history. The project includes the commission and installation of culturally appropriate memorial spaces, the development of a dedicated website, the creation of an interpretive walking trail, and a centenary commemoration event to be held in January 2019. Also, as part of this project Carnarvon Library is presenting a number of displays that allow the direct descendants of those incarcerated to tell their story so the community can gain a greater awareness of this painful chapter in our history. It is only through acknowledging the past that healing can begin.

SHIRE OF CARNARVON CONTINUES THE AERIAL

MOSQUITO PROGRAM

From March to June, the Shire will continue its aerial surveillance and treatment of saltmarsh mosquitoes. Last year’s trial provided successful results after several hectares of dense breeding near One Tree Point Reserve were treat-ed on two occasions. Large numbers of dead larvae were confirmed and there were no widespread occurrences of salt-marsh mosquitoes in Carnarvon around that time.

The saltmarsh mosquito (Aedes vigilax) breeds in large batches in rising saltwater levels. Grassy or vegetated swampy areas provide sheltered water for the larvae to survive and breathe, but the presence of small fish will prevent large numbers of larvae.

The saltmarsh mosquito has a flight radius of up to 40 km and Carnarvon is easily within reach. The mosquitoes will generally wait for calm evening conditions before dispersing across the Carnarvon area. Aerial treatments are aimed at reducing the mosquitoes at their source before they spread.

Shire environmental health officers will fly with Coral Coast Helicopters to survey the active breeding areas. Where large numbers of larvae are found the Shire will treat these areas with an approved larvicide that will be applied from a hopper slung underneath the helicopter.

This aerial treatment is a more effective, economical and environmentally responsible method of managing salt marsh mosquitoes compared to street fogging. The Shire will still carry out street fogging as a backup measure should mosquitoes reach large numbers through-out town, however this is dependent on very low evening wind conditions (<15kph).

Shire officers will be monitoring mosquito numbers around town using mosquito traps. The community is encouraged to report locations where they are experiencing large numbers of m o s q u i t o e s b y e m a i l i n g [email protected] The community response provides additional valuable information on the timing, spread and numbers of mosquitoes throughout Carnarvon.

Beauticians and other persons conducting skin penetration procedures as a business are reminded that under the Health (Skin Penetration Procedure) Regulations 1998, they are required to notify the Local Government of the name and address of the establishment and the types of procedures they intend to perform. This includes home-based businesses conducting skin penetration procedures. Skin penetration establishments must also comply with the WA Code of Practice for Skin Penetration Procedures and may be entered from time to time and inspected by environmental health officers. Shire officers are required to respond to complaints relating to non-compliance with the Code of Practice. Skin penetration procedures include body piercing, tattooing, beading, acupuncture and also some beauty therapy practices such as waxing, manicure, pedicure, shaving, tweezing and electrolysis.

including notification forms or hygiene requirements and copies of the Code of Practice (provided digitally). Helpful information can also be found on the WA Department of Health website by googling “WA health” + “skin penetra-tion”, “beauty therapy” or “personal ap-pearance”.

If you intend to operate a beauty salon from a residence, it should be noted that a “Home Business” or “Home Occupation” as defined by Local Planning Scheme No.10 requires a Development Application to be lodged with the Shire and approved prior to commencement of any business activity. Residents should contact the Shire to obtain a Development Application form and other information to assist them to make application by emailing [email protected].

DEVELOPMENT WORKSHOP FOR

CARNARVON CLUBS

Led by Kim Buttfield on behalf of The Department of Sport and Recreation, attendees to the February 13th workshop gained valuable knowledge and insight from the session. Aimed at providing participants with the necessary

skills to effectively set up and manage their clubs, the workshop also covered essential topics such as financial management, governance, leadership team management, marketing and sponsorship.

Shire Club Development Officer Nadine Brown was pleased that the workshop was well attended. “We regularly consult with our local clubs to ensure they are given the necessary support and skills to run efficient community clubs” she said.
