Ford and Munro applied or the conditional use order ater Ford’s ather, Rob- ert, was granted a subdivision on his land. As this new parcel o land is not large enough or the Ford/ Munro home to be considered an accessory building to the existing arming operation, a conditional use application had to be made or a non-arm dwelling in an agricultural zone. In attendance to voice their opposition to grant- ing the conditional use application were Lynn Forbes and her ather David. T e Forbes’ application had been denied by Council in September when they ap- plied or a conditional use order to construct a non- arm dwelling on 6.31 acres o land they own in the R.M. During that public hearing, a petition was pre- sented to Council that had been signed by 59 rate- payer s o the R.M. T e petition voiced op position to granting urther conditional use orders in the R.M., stating, “I am concerned that approving such con- ditional use orders will set the stage or the removal o agricultural operations rom existing agricultural zones.” Several letters had also been submitted in op- position to granting conditional use orders or non- arm dwellings. One such letter rom a ratepayer specif cally stated, “We eel that the Planning District and Municipal Council should be very careul in ap- proving such conditional use orders as it will surely set the stage in the uture or the removal o agricul- tural operations rom existing agricultural zones.  With the establishment o non-arm sites/dwellings etc. we begin to create an urban rather than rural community…” It was this petition and these letters o opposi- tion that were the deciding actors in the decision to decline the Forbes’ application. Ms. Forbes present- ed this petition to Council during the Ford/Munro hearing, stating, “Council has set a new precedent o not granting conditional use orders or non-arm dwellings in an agricultural zone… I council is to be  viewed as acting impartially and without avourit- ism, this conditional use application or a non-arm dwelling by Ford/Munro must be denied.” Continued on Page 3 Photo by Amanda Boyd Between a rock and a hard place Appearance of bias in R.M. of Saskatchewan By AMANDA BOYD I n preparation or the installation o the Ro- tary Club’s new electronic billboard, Cardinal Signs o Brandon began drilling at the site location on the east side o Main Street between the CP track and Main Street Bridge, Mon- day morning. Tis project has been ongoing or some time and has aced a number o roadblocks along the  way. T e original location or the sign was hoped to be at the corner o Main Street and 2nd Avenue N.W. in ro nt o Minnedo- sa Community Coner- ence Centre. Ater some discussion, the location o the ormer MCI sign on Main Street was chosen. Tis location, along the banks o the Little Sas- katchewan River, brought its own challenges. T e dr il l enc ou nt er ed rocks about six eet down, and work had to be stopped until someone could come and help break-up the rocks. T e hole should be at least eight eet deep or the sign to be stable.  As o press time, work  was stalled but it was hoped that drilling would commence again later in the week.  A concrete base will be poured and in approxi- mately 10 days the sign should be ready to go up. T e elec tronic bi ll- board measures 4’x10’ and will allow non-proft groups to promote up- coming events. Minnedo- sa’s Rec. Director will be in charge o inputting and updating inormation on the sign and it is pre- dicted that several com- munity events will take ad-  vantage and beneft rom the new sign.
