Full members: the Contracting Partiesto the Convention: The membershipbase o the WCPFC comes Pacifc Islandcountries and countries that traditionallyfsh in the Pacifc. Pacifc members led

that early call or membership, with 14o the 25 launch signatories to the WCPFConvention members o the Pacifc IslandsForum Fisheries Agency (12 Small IslandsDeveloping States, or SIDS), Australia andNew Zealand.In the case o the seven Pacifc territories,their Participating territories statusallows them participation and speakingrights at the Commission meetings.Cooperating non-members: States

with an interest in fshing in the West andCentral Pacifc area who did not sign theConvention. They need the consensus or

ull agreement o the contracting membersto join. They are also called Non-parties, ornon-contracting co-operating Parties. Theymay frst request observer status to theCommission and make an application or

Cooperating non-member status, whichis tabled at the annual meeting o theCommission.

Observers: Intergovernmental, non-governmental, other regional fshingbodies, or States with an interest in theConvention or linked to its work, are ableto apply or Observer status to the WCPFCat any time up to 50 days beore a WCPFCsession. They are allowed to attend butdo not have voting rights, and can onlyspeak i invited to do so by the session

Chair. They can give written statements tothe WCPFC secretariat or distribution tomembers o the Commission.
