Pre-licensure Bachelor of Nursing Program, College of Nursing

Dr. Shaffer received her Doctorate in Education from the University of Delaware in Educational Leadership. She

received her Master’s in Education from Mansfield University focusing on Nursing Education, and a Bachelor of

Science in Nursing degree from Thomas Jefferson University College of Nursing. She has been a nurse for over

25 years with expertise in neurology and community health. Dr. Shaffer has spent the last 13 years in academia

at Thomas Jefferson University focusing on transitioning student nurses to practice.

Dr. Shaffer also served as curriculum implementation committee chair, responsible for transforming clinical

education and creating learning environments to facilitate student understanding and enhance their skill set in

promoting and maintaining population health. Dr. Shaffer has collaborated with several health profession

colleges at Jefferson to provide experiential learning opportunities for interprofessional health care students,

serving some of Philadelphia's most vulnerable populations. Her innovative strategies have been presented at

national conferences.

Her current area of interest is in developing innovative educational strategies and researching their impact on

healthcare delivery and population health. Her clinical work in the community has led to a workforce

development grant, focusing on supporting Emergency Department staff while decreasing the stigma of care for

those affected by the opioid crisis.

“ I embody the vision of the college everyday to reimagine, transform, and disrupt the way we lead and

impact society. The possibilities are LIMITLESS.”

Pre-licensure Bachelor of Nursing Program, College of Nursing

Mrs. Fulford has spent more than 11 years working clinically in a mental health crisis center. During this time

she helped to develop a crisis residential program as an alternative to inpatient hospitalization. Mrs. Fulford

worked for 4 years in the inpatient mental health setting with adolescent and pediatric populations diagnosed

with mental health disorders. For one year, Mrs. Fulford worked as a research nurse on a project for the

telephonic management of depression with the veteran population. Mrs. Fulford developed and taught the

course Nursing Care of the Veteran Population for Penn State University Abington Campus. Mrs. Fulford has

spent the last 12 years teaching mental health nursing concepts to undergraduate nursing students.

She serves on the board of Sigma Theta Tau International Honor Society of Nursing and the Outcomes and

Evaluation Committee at Jefferson College of Nursing.

She is a member of the American Psychiatric Nurses Association and National League for Nursing.

She is a recipient of a Stratton Foundation Research Grant: Leashes of Valor study on the use of service dogs.

My personal belief is, “We all need better mental health; nurses have a unique opportunity to impact mental

health at every level of wellness thereby improving the overall quality of the individual resulting in better world

health.”
