Recent Services Experience Program: Naval Air Systems Command Cost Department (NAVAIR 4.2); Functional Area(s): 3.20 Program Support; Brief Description of Services: Tecolote provided cost estimating and cost model development, scheduling analysis, earned value management, and financial management support to NAVAIR 4.2 and various programs within PEO(U&W) to
include PMA-201, PMA-242, PMA-259, PMA-262, PMA-280, PMA-281, and PMA-282. Primary activities include defining program scope (WBS), developing programmatic ground rules and assumptions, developing cost methodologies that cover all life cycle phases, developing a cost model and resulting point estimate, completing a cost risk and uncertainty analysis, and conducting sensitivity analysis. These cost models and estimates are used by NAVAIR stakeholders to make informed decisions regarding program scope and schedule and are used to establish credible budgets. Tecolote also reviewed monthly contractor schedules and conducted analysis to ensure the contractor schedule and program office decision briefs are in sync. Tecolote assisted several programs in tracking financial expenditures and reconciling them with the current budget. We also assisted programs in the development of budget submittals and POM issue papers.
