A series of surveys and projects by FRA has
underscored the link between trust in the
authorities and the enjoyment of
fundamental rights.
All FRA surveys indicate systematic
under-reporting of victimisation to the
POLICE – which means incidents don’t
filter through to the rest of the justice
system

professionalism and effectiveness throughout the EU,
integrate human rights into police training and further
the establishment of common policing standards
help police officers develop the appropriate skills
and attitudes to uphold fundamental rights in diverse
communities, build trust and ensure minority groups
feel that they are treated equally and fairly.

Developed in close cooperation with:
the Association of European Police Colleges (AEPC);
the European Police College (CEPOL);
their networks of national police academies;
as well as police and human rights experts from international
organisations and civil society.
Draws on the knowledge and evidence of FRA

police working in diverse societies: non-discrimination,
dignity and life;

1. Introduction and description of training activity:
objectives (knowledge, attitude, skills), requirements (time,
material, setting) and activity description and handouts.
2. Briefing notes: detailed information to guide training activity,
including training tips.
3. Supplementary material: additional information that can be
used to complement the training activity – relevant
international legislation (EU Charter of FR, ECHR), court
findings etc.
