    CIVIL-MILITARY OPERATION FUNDAMENTALS

    Definition of CMO

    Civil Military Operations are planned activities undertakenindependently or in coordination with civilian entities in support to

    the accomplishment of the AFP mission to gain popular support andweaken the will of the enemy to fight.

    CMO is a vital component of the triad characterized byactivities that influences the beliefs emotion behaviors attitudesand opinions of selected target audiences! it establishes andmaintains good relations between military forces civil authorities"both governmental and non#governmental$ and the civilianpopulace to facilitate military operations in support to theaccomplishment of the AFP%s mission.

    &he primary ob'ectives of these activities are toneutralize(destroy the threat groups% will to fight and gain popularsupport for the AFP. )upporting the government%s developmentactivities protecting the environment and helping the peopleprepare for and cope with the hard realities of disasters(calamitiesare its secondary ob'ectives.

    CMO Model

    &he CMO model depicts how the CMO pillars are structuredcomplementing and inter related with each other. &he trianglerepresents the three CMO pillars and their program components vis#*#vis target audiences. &he perimeter reflects the emphasis of each

    pillar on the efforts each has to contend with in the conduct of itsactivities.

    PU"LIC AFFAIRS PILLAR

    Public Affairs is defined as a CMO pillar that conductsinformation#related activities directed to the e+ternal public toensure a clear accurate and timely dissemination of informationconsistent with preserving security and privacy. ,t is likewiseconducted to establish and maintain constructive relations with thecommunities in order to promote the organization%s ob'ectives.Public affairs activities are designed to

    gain the peoples% trustsupport and confidence to the AFP.

    &he conduct of Public Affairs ranges from Public ,nformationand Community -elations activities and programs. ,t makes thesoldiers aware of the importance of the information environmentand the community support affecting the conduct of militaryoperations.

    #$ P%&li' Inforation (PI)

    Public ,nformation is a program component of PublicAffairs pillar that conducts information activities directed to thepublic to ensure a clear accurate and timely dissemination ofinformation.

    Public ,nformation provides information to the generalpublic through the use of media. ,t is basically heightening publicawareness about the AFP.

    &he active release of complete and accurate information

    influences the perception of events clarifies public understandingand frames the public debate. ,t preempts attempts to misrepresentsituations. hen adversaries are making intentional misinformationor disinformation efforts providing open access and independentmedia coverage is the most effective defense. ,t is a key tool forcountering the impact of enemy information operations.

    Community -elations is a program component of thePublic Affairs pillar that establishes and maintains constructiverelations with the communities through information activities inorder to promote the organization%s ob'ectives.

    COM-23 involves the organized participation of AFPpersonnel in community#related information activities to identify thesoldiers as part of the community while supporting the communitiesin the planning and implementation of their programs.

    Activities under COM-23 may include the followingthough not limited to these activities depending on the militaryob'ectives/ 4$ Military participation in community assemblies anddialogues! 5$ Community participation in military#initiatedcommunity activities and! 6$ production of information materials topromote the organization%s ob'ectives.

    CIVIL AFFAIRS PILLAR

    Civil Affairs is a CMO pillar undertaken independent of or incoordination with civilian entities that promotes public trust throughcooperation collaboration and conduct of sociological anddevelopmental activities in order to gain popular support.

    ,t embraces activities designed to win the hearts and minds of

    the people! gain their willing cooperation support and confidence!and induce their active participation in the attainment of militaryob'ectives and national goals.

    &he conduct of Civil Affairs ranges from Civil -elations andCivic Action activities and programs. ,t makes the soldier and theAFP responsive to the needs of the society which in turn leads thepublic to respond in a favorable way toward the AFP.

    #$ Ci1il Relations (CIVREL)

    Civil -elations "C,0-23$ is defined as a programcomponent of Civil Affairs pillar that promotes cooperation andcollaboration between the military and civilians in order to gainpopular support

    ,t seeks to continue and enhance the conduct of civilian#oriented activities to promote closer cooperation with the peopleand obtain a wide base of popular support for the AFP and thegovernment.

    ,t involves the organized participation of AFP personnelin civilian#initiated activities while supporting them in the planningand implementation of their programs.

    Activities under C,0,-23 may include the followingthough not limited to these activities depending on the militaryob'ectives/

    4. Inter-agen'. 'oordination# activities involvingthe interface with other government agencies that will identify andfacilitate the ac7uisition of local resources facilities and support.

    Civic Action is a component of Civil Affairs pillar thatconducts military initiated activities with developmental andsociological purposes in order to gain popular support.

    C,0AC is characterized by activities that are generallycommunity development oriented. ,t can range from the delivery oflimited basic services to the implementation of ma'or engineeringpro'ects.

    Activities under C,0AC may include the followingthough not limited to these activities depending on the militaryob'ectives/

    4. Medi'al and dental ser1i'es # activities thatinclude treatment consultation and surgery especially in remoteareas to address the health problems of the country.

    involve construction and repair of infrastructures that directly andmainly benefits the community.

    PSYC4OLO5ICAL OPERATIONS PILLAR

    Psychological Operation is a CMO pillar conducted to influencethe beliefs emotions attitudes opinions and ultimately thebehavior of target audiences "enemy and its mass base andsupporters$ to redirect unfavorable attitudes and behavior intofavorable and to transform neutral or passive attitude and behaviorto become favorable towards the accomplishment of the AFPmission.

    ,t is the planned use of activities and other measures whetherthey are military political economic and ethical or social which areaimed at influencing the attitudes opinions emotions and behaviorsof a target group to a given mission.

    ,ts ob'ectives are/ to reinforce favorable attitudes andbehavior! to redirect unfavorable attitudes and behavior and makethem favorable! and to transform neutral or passive attitude andbehavior to become favorable.

    &he program components under the Psychological Operationspillar are ords PsyOps 1eeds PsyOps and Counter Propaganda.

    ords PsyOps is a program component of the PsyOpspillar that involves the dissemination of any information concept oridea through the various media to influence the attitude andbehavior of the target audience.

    ,t is a psychological operation by words that involvesthe production of any information concept or idea disseminatedthrough the various media to influence the attitude and behavior ofthe target audience. ,ts medium of dissemination may either be

    face to face printed audio "radio and loud speaker$ audio#visual"television motion pictures and skits(plays$ ob'ects ormerchandises and through the information technology ",&$.

    1eeds PsyOps is a program component of the PsyOpspillar that involves the conduct of combat and non#combatactivities outside of pure communication activities to influence theattitude and behavior of the target audience.

    1eeds PsyOps can also be called as 9actions.: &he1eeds PsyOps orksheet is used in planning 1eeds PsyOpsactivities.

    Activities under 1eeds PsyOps include combat and non#combat activities outside of pure communication activities #conducted to influence the attitude and behavior of the targetaudience and normally involve the participation of the targetaudience and the soldiers in some event or action.

    ,n conducting 1eeds PsyOps ords PsyOps is normallyused to complement the ob'ective of the activity.

    2+amples of 1eeds PsyOps are combat operationsguerilla theater operation deception operations conduct ofcheckpoints and other CMO oriented activities such as livelihoodpro'ects sports festival medical(dental civic actions and Army3iteracy Patrol )ystem which are used to initiate the re7uiredinfluencing ob'ectives.

    Counter Propaganda is a program component of thePsyOps pillar that involves the conduct of activities in response toenemy propaganda.

    ,t is aimed at neutralizing the harmful effects of theenemy%s propaganda efforts and redirects the target audience tofavor friendly ob'ectives.

    Counter Propaganda themes capitalize on the

    weaknesses and inconsistencies of the enemy%s propaganda. ,t may

    Counter#propaganda measures include preventiveactions "proactive$ and counter#actions "reactive$.

    4. Pre1enti1e A'tions## awareness programs thatinform and e+pose friendly troops and populations to the nature ofenemy propaganda. &he purpose is to help them understand theirvulnerability to propaganda by informing them of enemypropaganda themes that may be employed against them.

    5. Co%nter-a'tions## measures used to reduce orneutralize the effects of opponent propaganda. Counter#actiontechni7ues include direct refutation diversion silence restrictivemeasures imitative deception conditioning forestalling andminimization.

Public Affairs which include P, andCOM-23 are AFP information activities for the e+ternal audience.Civil Affairs composed of C,0AC and C,0-23 are activities thathave sociological and developmental effects on the e+ternalaudience. Psychological Operations on the other hand are activitiesthat influence the target audiences "enemy and key communicators$advantageous and contributory toward the accomplishment of the

    AFP mission. PsyOps% program components include ords PsyOps1eeds PsyOps and Counter Propaganda.
