Ski & Snowboard Australia is the nationally and internationally recognised governing body for competitive snow sports in Australia and is affiliated with the Federation Internationale de Ski (FIS) and Australian Olympic Committee (AOC). Ski & Snowboard Australia conducts events and programs in Alpine Skiing, Cross Country Skiing, Freestyle Skiing, and Snowboarding including specialty sub discipline activities within each. With the rapid expansion in recent times of new ski and snowboard disciplines, SSA effectively manages pathways across 11 different snow sports disciplines.
A board of nine directors currently manages Ski & Snowboard Australia• 4 directors elected by all individual members of Ski & Snowboard Australia for a term of two years.• One director who is the chair of the SSA athlete’s commission, for a term of two years.• 4 skills based directors nominated by the above 5 directors for a term of two years.

At the sport development level, SSA is represented by four national discipline committees (Alpine, Cross Country, Freestyle and Snowboard) which are sub committees of the board. Each committee is responsible for sport development activities such as selection policies, team selections, domestic competition rules, national point’s lists/rankings and managing domestic events calendars.

To create snow sport champions by providing clear and supported athlete pathways.
This guide has been prepared to outline the various funding and support opportunities available within the athlete pathway and through our high performance system partners, available to Australian snow sport athletes.
Background
Winter sports funding in Australia targets athletes and program areas in which Australia can be successful at the highest levels of international competition. Results by Australian athletes over the past eighteen years have continually surprised the international winter sports community.
The cornerstone to the success of SSA athletes and programs is the partnerships with professional institutes of sport. SSA has a long established program partnership with the Olympic Winter Institute (OWIA) and Australian Institute of Sport (AIS) to deliver strategic program outcomes for elite high performance programs. In addition, SSA has long term partnerships with NSW Institute of Sport (NSWIS) and the Victorian Institute of Sport (VIS) to operate high performance development programs that underpin OWIA’s High Performance athlete focus.
The long term stakeholders of the strategic model underpinning past success (ASC, AIS, AOC, SSA, NSWIS, VIS) remain innovative and progressive in developing systems and partnerships to foster high performance success.
SSA FUNDING
The aims of allocating SSA high performance funding is: “To target future high performance outcomes”
There are several important principles considered by the SSA Board when prioritising the allocation of high performance funding, including:• That SSA funds programs not individuals• High Performance funding will recognise past performance and more importantly, the potential for future performances• The board will take into account those programs that underpin existing Olympic Winter Institute (OWI) programs• Strong consideration for program funding be given to those programs which are Olympic events• The SSA board will consider the program value achieved per dollar spent and the potential for external matched funding• Consideration is given where program partners such as sport institutes, resorts, and sponsors complete the funding and
service/facility requirements for the program.
Occasionally the SSA board is in a position to allocate additional untied (non high performance) funds to sport related initiatives. This is generally done via one off grants to the SSA discipline committees. Any such grants are generally made on a nonrecurring basis and is a result of any untied financial surplus achieved by the organisation. The SSA discipline committees then make recommendations for special initiatives, projects or one off capital purchases. These requests, once put forward by the discipline committee are reviewed by the SSA CEO.

There are a variety of selection processes in place which differ for each Event, Team and Scholarship selection. Criteria for these selections can be found by visiting the discipline specific section on our website www.skiandsnowboard.org.au.
Event selection
Event selection occurs with respect to specific criteria relevant only to that event. Event selections are generally based on an objective criteria and are designed to select athletes who have met the minimum performance standard required to compete and with regard to the relevant quota allocation in a ranked order. Event selections are separate from any Team and Scholarship selection.
team selectionTeam selection occurs with respect to an objective criteria, made up of either; event, series, cup or world ranking points lists; age/ performance standards; results achieved at a relevant event, or a combination of all. Team selection may provide preference in regards to Event selection.
Scholarship selectionScholarship selection criteria is set by the scholarship provider. While each criteria varies, selection typically takes into account ob-jective performance measure and a subjective analysis by head coaches and selection committees taking into account the ‘generic selection factors’ listed on page 11.

SSA supports the OWIA through high performance funding passed on from the ASC. The OWIA is additionally funded by the AOC, ASC and AIS. The allocation of funding to each SSA program area operated by the OWIA is made by the Board of Directors of the OWIA.
Program Scholarships
The OWIA currently operate core high performance snow sport programs in Aerial Skiing, Mogul Skiing, Ski Cross, Ski Slopestyle, Snowboard Cross and Snowboard Halfpipe.
OWIA Scholarships for ‘A’ and ‘B’ Team are awarded in accordance with objective performance standards as set by the OWIA, where ‘C’ Team scholarships are awarded in consultation with the OWIA Selection Committee and Head Coach recommendation, taking into account the ‘generic selection factors’ as listed on page 11.
Individual Scholarships
The OWIA may award Individual Scholarships in exceptional circumstances, where it is determined that a scholarship will add significant value to an individual athletes program and ultimately enhance their performances.

In 1998 the OWIA was created and underwritten by the AOC with the AIS and ASC investing in the model.
The purpose and fundamental aims of the OWIA are to provide opportunities for talented Australian athletes to participate in world class winter sport programs, which are capable of providing medal winning outcomes at the Olympic Winter Games (OWG).
SSA has an agreement with the OWIA to operate its elite high performance snow sport programs, where there is a minimum performance level of top ten in the world. The choice of programs to be operated by the OWIA on behalf of SSA are agreed to by SSA. The technical and operational choices for each program are made by the OWIA.
An agreed national approach to high performance has led to an efficiency of operation. AIS, NSWIS, VIS and OWIA resources can be effectively shared across different sport disciplines. This has provided each of the small speciality sport programs access to service and program management professionals, whose primary focus is Australian winter sport.

NSWIS operate core high performance development programs that directly underpin OWIA high performance programs. These programs are operated by NSWIS in partnership with SSA and the OWIA. NSWIS programs aim to provide world-class coaching, training and competition, facilities and support services to facilitate the movement of athletes through the athlete pathway. NSWIS currently operates programs in Mogul Skiing, Snowboard Halfpipe, Snowboard Cross and Ski Cross.

NSWIS Individual Gold (Associate) Scholarships
In addition to NSWIS programs, there is opportunity for individual scholarships in the Olympic disciplines of Alpine, Cross Country, Ski Halfpipe, Ski Slopestyle, Snowboard Slopestyle and Snowboard Parallel. Individual Scholarships of up to 10 are awarded each year to NSW based athletes. Scholarships are awarded in order of priority to athletes as defined in the ‘athlete classifications’ table (on page 11). Priority is as follows, ‘World Class’, followed by ‘International Class’, ‘Developing International’ and then ‘potential International’ standard. The NSWIS scholarship period runs from July 1st to June 30th each year.

Victorian Institute of Sport (VIS) Program Scholarships
The VIS operates a talent transfer program in partnership with SSA and the OWIA in the sport of Aerial Skiing. The program recruits athletes from an acrobatic background, teaching them to ski, with the aim of creating World Cup and Olympic champions. This program is restricted to a small intake of athletes each year. Selection is upon application and based upon a range of factors which can be found on the SSA website.
VIS Individual Athlete Scholarships
Support through the individual athlete scholarship program is offered annually to athletes from sports which do not have a Tier 1 VIS program. Athletes are awarded individual scholarships by way of application in accordance with the VIS selection criteria. Scholarship period runs from July 1st to June 30th each year, with applications generally opening in April. Information and application forms can be found on the VIS website www.vis.org.au.

The AOC has exclusive responsibility for the representation of Australia at the Olympic Winter Games (OWG). Its objectives for the 2014 OWG’s are to: • Place within the top 15 nations on total medal standings (for which it is anticipated 4 or more medals will be required); and • Win medals in more than 2 sports disciplines in which the Australian Olympic Winter Team won medals in 2010.
To help achieve these objectives the AOC will provide funding known as “AOC Funding” or, in the case of Direct Funding to Medallists adidas Medal Incentive Scheme. Athletes who won medals at the 2010 Olympic Winter Games or win medals in 2010/11, 2011/12 or 2012/13 at World Championships or other major international events of a comparable standard in events on the 2014 Olympic Winter Games program (agreed in advance by the AOC as appropriate “benchmark competitions”) will be considered for AOC Funding the following year in the below amounts:

Australian Olympic Committee (AOC) - aDIDAS Medal Incentive Scheme (MIS)
The AOC has the exclusive responsibility for the representation of Australia at the Olympic Games. To help achieve Australian Team objectives the AOC provides funding to National Federations, athletes and coaches. AOC Funding is derived from income distributions from the Australian Olympic Foundation, grants from the IOC, the licensing and sponsorship activities of the AOC and fundraising by the AOC, State Olympic Councils and their Corporate Appeal Committees.
Olympic Solidarity
Olympic Solidarity is the IOC body responsible for managing and administering the share of the television rights of the Olympic Games that is allocated to the National Olympic Committees (NOCs).
Olympic Solidarity exercises this responsibility in accordance with the specific programmes of technical and financial assistance approved by the Olympic Solidarity Commission. It assists the NOCs and the Continental Associations with their efforts for the development of sport through programmes carefully devised to match their specific needs and priorities.
2014 Australian Olympic Winter Team Preparation – “Sochi 2014” Olympic Solidarity Scholarships
The IOC’s “Sochi 2014” Olympic Solidarity Scholarships are designed to improve the competitiveness of athletes at the Olympic Winter Games. A scholarship can be used to meet the costs of access to training facilities, specialised training and coaching ser-vices, medical assistance and scientific monitoring, accommodation and meals.
In accordance with the IOC’s guidelines, the AOC has applied for scholarships for ten (10) identified athletes under this program. Scholarships will be provided as AOC Funding to the relevant NF or, where applicable, the OWIA for distribution to or to meet the agreed program costs of the identified athletes.
Olympic Solidarity
Australian Sports Commission (ASC) - Direct Athlete Support (DAS)
The Australian Sports Commission is the Australian Government body responsible for the delivery of funding and development of Australian sport. The ASC supports a wide range of programs designed to develop sporting excellence and increase participation and achievement by all Australians.

The DAS scheme recognises the critical importance of investing in our current and future champions so that they can focus on training in preparation for representing Australia. Funding under the scheme is provided to targeted ‘World Class’ Athletes. These athletes are selected on the basis of medal potential and individual need. Funding is provided to assist athletes with their training needs as they prepare for upcoming benchmark competitions which are of significance to Australia’s international sporting image. DAS is targeted towards athletes at two levels – tier one for targeted athletes with a top five benchmark competition results and tier two for targeted athletes with top six to 10 result at a benchmark competition. Annual payments range from approximately $25,000 for tier one athletes to about $13,000 for tier two athletes.
SSA submit DAS applications on behalf of Australian snow sports athletes. The ASC then inform SSA of the outcomes.

Elite Athlete Travel Grant Program - Department of Planning and Community Development, Victorian Gov’
The Elite Athlete Travel Grants Program provides grants of up to $2000 to assist elite Victorian athletes with travel to compete at national championships or international events.
Applications can be submitted by individual athletes who meet all of the following criteria:• An elite athlete (defined in application guidelines)• A resident of Victoria• A member of a State Sporting Association recognised by Sport and Recreation Victoria or National Sporting Organisation

Grants from this program can be used for:• Travel and accommodation costs associated with competing at a national championship or international event.

aMELIA mcguiness australian snowsports development foundation (AMASDF)
The AMASDF is dedicated to providing practical support (for equipment, training, and resources), to up-and-coming snow sport athletes from the age of 10 to 19 years old, across all disciplines including disabled snowsports. The AMASDF is supported by the Australian Sports Federation (ASF) through the Australian Sport Incentive Program, which enables donations of $2 or more to the ASF/AMASDF to be tax deductible.
The scholarship amount per athlete is determined by the AMASDF Committee and is subject to the amount of money raised dur-ing fundraising events. All applicants must be a member of Ski & Snowboard Australia and/ or State Snowsports Association to apply.

fUTURE oLYMPIANS sCHOLARSHIP pROGRAMME
Dual Olympian, Manuela Berchtold started the Future Olympians Scholarship Programme in 2002 to help young athletes from the Snowy Mountains region achieve their dreams in their chosen sport. The committee, made up of representatives from each disci-pline distribute funds raised annually to local athletes that meet the following criteria:• 18 years of age or under• Are on the correct path to becoming an Olympian in their chosen winter sport • Do not have any major sponsors

South East Regional Academy of Sport (seras)
The South East Regional Academy of Sport Inc. (SERAS) is a non-profit organisation with the aim of identifying and supporting the holistic development of talented young athletes from the south east region of NSW.
SERAS aims to:• Identify talented young athletes from within the south east region of NSW and ACT;• Provide access to sport development programs; and• Encourage athletes to reach their full potential in their chosen sport.
Eligibility:• Athlete in the disciplines of Alpine Skiing (Inc Ski Cross, Freestyle Skiing, Cross Country and Snowboard• Athletes aged between 13 - 18• Current member of NSW Snowsports • Must show potential in improving skills and abilities and be enthusiastic, motivated and committed.

Australian Sports Commission - Local Sporting Champions
The Local Sporting Champions program is an Australian Government initiative designed to provide financial assistance for young people aged 12-18 towards the cost of travel, accommodation, uniforms or equipment when competing, coaching or officiating at an official national sporting organisation (NSO) endorsed state, national or international sporting championships or a School Sport Australia state or national championships.
The Local Sporting Champions program is designed to support young people participating in state, national and international level sporting championships as either an athlete, coach or official.
In order to be eligible to apply for a Local Sporting Champions grant, young people must meet the following criteria:• Be between 12 and 18 years of age (inclusive) at the time of the nominated sporting championship.• Be an Australian citizen or have been granted permanent resident status, residing in Australia.• Be participating as an athlete, coach, umpire or referee in:
- an official state championships endorsed by the relevant Australian Sports Commission (ASC) recognised national sporting organisation (NSO), or

• Be living more than 125km from the championship venue, and travelling greater than 250km return to participate in the nominated championship.
• Must complete and submit application to the ASC prior to the nominated championship commencing.• Must not have received a Local Sporting Champions grant (individual grant or as a member of a team grant) for an application
submitted in the same allocation year (1 March - 28 February).• Must not have received $500 or more in federal government funding for the nominated championship.• Must not be participating in a professional competition that involves prize money greater than $500.

ESS PERFORMANCE: Athlete Development Scholarships (ADS)
The ESS Performance Athlete Development Scholarship (ADS) is an initiative offered by ESS Performance, in conjunction with lead-ing providers of endorsed education and training programs conducted by Registered Training Organisations.
The ADS provides access to:• Elite training facilities at AAMI Park Sports Campus • Tailored sports specific performance programs • Advanced recovery, prehabilitation & injury prevention programs • Sports medicine • Personal and professional education seminars and tutorials at AAMI Park • A nationally recognised and industry specific qualification
The ADS is open to Victorian athletes from all sporting backgrounds and has been designed to complement an athlete’s existing training regime.
Selection of recipients for the ESS ADS is based on the following requirements: • Be Australian Citizens or Permanent Residents only• Be Victorian Residents only• Be 15 years or older at the time of application to be eligible to apply• Demonstrate outstanding sporting performance in their chosen sport• Demonstrate a significant contribution to their chosen sport
