1. Market Attractiveness and Emerging Opportunities

1.1. Defense Market Size Historical and Forecast

1.1.1. Romanian defense expenditure expected to register a CAGR of XX% over the forecast period

In 2015, the Romanian MoD allocated US$XX billion to its total defense budget, registering a CAGR of XX%

during the historic period. The country’s defense budget was lowest in 2012, due to the austerity measures

imposed to even out the debt-ridden finances. Moreover, the country’s defense budget is expected to register

a CAGR of XX% during the forecast period, to value US$XX billion in 2020. Romania’s participation in

international peacekeeping missions and joint operations, border control measures, and the modernization of

its armed forces is expected to drive defense expenditure over the forecast period.

1.2. Analysis of Defense Budget Allocation

1.2.1. Share of capital expenditure expected to increase over forecast period

During 2011–2015, an average of XX% of the country’s total defense budget was allocated to capital

expenditure, while an average of XX% was reserved for revenue expenditure. Furthermore, capital

expenditure is estimated to increase from XX% in 2016 to XX% in 2020. This is primarily due to the

modernization plans undertaken by the country along with the ongoing restructuring program for its armed

forces. The first stage of the three-stage restructuring program was accomplished in 2007, which included

modern training and the acquisition of advanced equipment for the armed forces. The second stage of the

program is expected to end by 2015 and the final stage by 2025, which intends to achieve NATO and EU

integration completely. The remaining defense budget is allocated to revenue expenditure, which includes

personnel salaries, and the operation and maintenance costs of equipment and defense facilities.

The following table and chart display the Romanian defense budget share of capital and revenue expenditure

1.3. Homeland Security Market Size and Forecast

1.3.1. Romanian homeland security expected to grow at a steady pace

Romania’s homeland security expenditure values US$XX billion in 2015 and registered a growth rate of -

XX% during 2011–2015. However, it is projected to register a CAGR of XX% during the forecast period, to

value US$XX billion in 2020. The government’s focus on combating human trafficking, smuggling, and

cybercrime is expected to drive Romanian homeland security expenditure over the forecast period.

Moreover, the country faces illegal immigration along its border areas with neighboring Ukraine and Moldova.

As such, the country plans to procure electronic identification documents, automated border crossing

systems, and CCTV systems to counter threats posed by these criminal activities.
