Overview
The TCDSB has taken steps to declare portions of the property at 21 Panorama Court as surplus to the needs of the Board Building Limited Parking to be negotiated Tennis courts to the north (0.81 acres)
This will enable the Board to enter into negotiations for the sale or lease of these properties
St. Andrew Catholic Elementary School will remain open and St. Andrew Catholic Church has expressed interest in a portion of the site

Long Term Accommodation Plan
The Board has developed a Long Term Accommodation Plan that recommends the following for the site “Establish ‘Community Hub’ at existing Father Henry
Carr, consult with St. Andrew, local parish and City.” Approved ‘in Principle’ by Board March 27, 2007 Extensive community consultation Final approval by Board December 10, 2007.

Education Act and Board Process Board must declare the property is not required for its
purposes by adopting a resolution pursuant to section 194 (3)(a) of the Education Act
Board must make a decision of the method of disposition Board must deal with the rights of the RCEC under the
Expropriations Act RCEC has a statutory first right of refusal to re-acquire the
portion of the lands expropriated by the Board
Surplus properties must be offered for lease and/or sale, in accordance with “Ont. Reg. 444/98”. Board cannot accept an offer to lease or purchase prior to the expiration of 90 days after the day the proposal is issued. 3
Education Act and Board Process Should an offer to purchase and/or lease
be received, in compliance with the Regulation, by one of the preferred agencies, the Board must proceed with the disposal of the property with that party. If no formal offers are received, in compliance with the Regulation, the Board may proceed with the disposition of the property on the open market.

Board approval required for all final sale and/or lease of surplus properties.
