Subj: FY 2018 Priority List of Pending State and Tribal Government Cemetery Construction Grant Pre-applications (VAIQ #78327 46)

1. Attached for your review and approval is the Fiscal Year (FY) 2018 Priority List of Pending State and Tribal Government Cemetery Construction Grant Pre-applications. The Priority List will serve as VA's basis for awarding grants during FY 2018, which begins on October 1, 2017.
2. There are 105 total projects subject to 38CFRPART39. All applications are ranked according to the methodology in 38CFRPART39 and must meet the requirements in that part to receive a grant. As of August 15, 2017, all pending pre-applications have been ranked in order to establish the priority list for grant awards in FY 2018.
3. The number of projects to which VA will commit will not be known until VA's annual budget is approved.
4. Please note that 14 projects on the attached list with matching funds are planned for obligations in 2017. These projects are annotated with an asterisk (*) and will be removed from the 2018 Priority List when awards are made. If obligations are not incurred in 2017 as planned, the projects will carry over to 2018 and compete for funding according to the new priority group rankings.
