Eligible recipients must provide students with a concentrator status• Demonstrate a working relationship between
secondary/postsecondary & creates a path to career major completion…with results
• Otherwise, join a technology center coop (secondary) or a postsecondary consortium (technology center or collegiate) that demonstrates this requirement
• Performance Measures are required on all secondary CTE, not just Tech Center secondary
We will no longer approve Perkins funds for individual courses.

Definition of Secondary CTE Participant
• Original Secondary CTE Participant: A secondary student who has enrolled in less than 360 course hours (3 Carnegie units of credit) in a single career and technical education (CTE) pathway.
• No change to Secondary CTE Participant: A secondary student who has enrolled in less than 360 course hours (3 Carnegie units of credit) in a single career and technical education (CTE) pathway.

Revised definition of Secondary CTE Concentrator• Original Secondary CTE Concentrator: A secondary student
who has enrolled in three (3) or more credits in a single CTE
pathway.
Our State and Local Plans previously allowed high school courses to
only demonstrate leading toward concentration. This is outside the
scope of being in compliance with our definition.
• Revised Secondary CTE Concentrator: A secondary student who
has completed 51% of a career major based on either competency
or course hours within a career major that terminates in the award
of an industry-recognized credential, a certificate, or a degree.

Existing Definitions
• Local Education Agency: In general, a public board of education
or other public authority legally constituted within a state for either
administrative control or direction of or to perform a service
function for public elementary schools or secondary schools in a
city, county, township, school district or other political subdivision
of a state or for a combination of school districts or counties. It is
recognized in a state as an administrative agency for its public
elementary schools or secondary schools.
• Secondary Credit: A secondary credit is the secondary
instructional time required to earn a standard Carnegie unit for
high school credit in Oklahoma.

Definitions of Adult CTE Participant• Original Adult CTE Participant: An adult technology
center student who has enrolled in less than 360 course hours in a single career pathway.
• Revised Adult CTE Participant: An adult technology center student who has enrolled in less than 360 course hours in a career major.

Revised definition of Adult CTE Concentrator• Original Adult CTE Concentrator: An adult technology center student
who: (1) has enrolled in 360 or more course hours within a single career
pathway that terminates in the award of an industry-recognized
credential, a certificate, or a degree; or (2) completes a CTE career
pathway course sequence of less than 360 course hours that terminates
in an industry-recognized credential, a certificate, or a degree. An Adult Level student is enrolled in a technology center career pathway.
• Revised Adult CTE Concentrator: An adult technology center student
who has completed 51% of a career major based on either competency
or course hours within a career major that terminates in the award of an
industry-recognized credential, a certificate, or a degree.

No changes to definitions of Collegiate CTE Participant and ConcentratorPostsecondary (Collegiate) Level
• CTE Participant: A postsecondary student who has earned one (1) or
more semester credit hours in any CTE program area.
• CTE Concentrator: A postsecondary student who (1) completes at
least 30 academic or CTE credit hours toward a certificate or associate
in applied science degree program that is comprised of 30 or more
academic and technical credit hours; or (2) completes a short-term
CTE program sequence of less than 30 credit hours that terminates in
an industry-recognized credential, a certificate, or a degree.
Note:30 credit hours are based on 50 percent of a typical
associate in applied science (AAS) degree program length.

Existing Definitions• Postsecondary/Adult Student: A student who is no
longer enrolled in a comprehensive school system or its equivalent and is enrolled in a CTE career major or course. Students beyond the compulsory age for high school who are enrolled in an educational program.
• Post Secondary Credit: A postsecondary credit is the instructional time equal to requirements to earn a college credit in Oklahoma.

• Career development – Assure students have the knowledge and skills to make informed career choices and to create education plans to be prepared for those careers.
• Foundational Career readiness – Assure students know how to analyze issues, resolve problems, work with others, and adapt to complex workplaces. Creativity, problem solving and critical thinking skills are core to career readiness.

• Work and family studies – Assure students develop specific life skills that operate in synergy with career skills. This will allow Oklahomans to be more productive by balancing work and family life through personal resource management, health and wellness, time management and other similar skills.
• Academic enhancement – Assure students develop the academic knowledge and skills required by students’ career choices.

CareerTech Strategic Purposes
• Core Career preparation and enhancement – Develop
students’ technical knowledge and skills required to succeed in
postsecondary education or careers or to advance within
careers.
• Customized training and consulting – Design and deliver
training and consulting based upon an organization’s specific
requirements. Training is designed to refine an organization’s
existing or soon-to-be-hired workforce to produce a specific
business result. Consulting is required for an organization to
compete more effectively in the marketplace.

• Support Curriculum and assessment services – Provide curriculum and assessment products to schools. The customer base is international in scope and includes Oklahoma schools
