    Record Shattering Public Engagement on PolyMet Sulfide Mine

    The public comment period on thePolyMet Supplemental Draft Envi-ronmental Impact Statement(SDEIS), which ended March 14,was the most engaged public processfor an environmental impact state-ment in state history. Over 50,000people submitted comments, wellover 4000 attended the three publichearings, and thousands more attended events, trainings, concerts,and more to learn and become involved. Thanks to Friends mem-bers and supporters, we reached tens of thousands of people with the message that sulfide mining pollution threatens the wilderness, water,and way of life in northeastern Minnesota.

    This outpouring of interest and concern about PolyMets proposalis a crucial step toward permanent protection of the Boundary Watersfrom sulfide mining pollution. We demonstrated to political leadersthat people across Minnesota and the nation are concerned and arepaying attention. PolyMet, the first sulfide mine in Minnesota to enterenvironmental review, will set a precedent for other mine proposalswaiting in the wings. These include proposals for mines up to very edgeof the Boundary Waters Wilderness.

    When the Friends joined Conservation Minnesota and the Minnesota Center for Environmental Advocacy to form Mining Truth,we confronted a stark reality. Less than 5% of Minnesotans knew aboutproposals to build copper-nickel sulfide mine in northern Minnesota.Even fewer understood the heightened pollution risk of these proposalscompared to the taconite mines Minnesota is familiar with. Now, afterthree years of work, nearly 2/3rds of Minnesotans are aware of sulfidemining, according to recent polling.

    Mining Truth used a combination of time-tested organizing methods

    and cutting-edge techniques duringthe comment period. We hired on theground organizers in northeasternMinnesota to contact people whodsigned the Mining Truth petition toGovernor Dayton in summer 2013.We conducted nearly 30 in-personevents across the state to educate people about what was at stake. Wealso used online and social media advertising to reach many new peoplewho werent aware of the threat posedby PolyMet. And we conducted deep,expert analysis of the PolyMet SDEIS,resulting in a powerful and lengthy

    critique that we submitted to the Minnesota Department of NaturalResources. (You can read the Friends comments on the SDEIS, as well as a comment from Friends board member Dan Pauly at:http://bit.ly/FriendsPolyMetComments.)

    While this tremendous public response to PolyMet is an importantstep toward protecting the Boundary Waters, we have a long way togo. The comments that were submitted to the DNR are now beingsorted and classified, so that they can be responded to. The law requiresthat all substantive comments be addressed before they can produce aFinal Environmental Impact Statement. At that point, there will be another chance for the public to weigh in.

    Throughout this process, weve highlighted deep and dangerousflaws in PolyMets proposal. Now that the public comment period onthe PolyMet SDEIS has closed, well be working hard to ensure thatthe expert analysis and public comments that came forward are fullyaddressed. Additionally, were paying close attention to other sulfidemining proposals, like the Twin Metals proposal. As always, well keepyou updated about these threats to the Boundary Waters and howyou can help.

    In this Annual Report youll find thestory of what our organization isdoing today, and how we are woringto achieve our mission of a protectedand safe Boundary Waters Wilder-ness. Someone who I respect verymuch once told me that in the fastmoving non-profit world, filled withall the roles a director, staff and boardhave to juggle, to never forget to actu-ally do something. It is advice never

    far from my mind when setting priorities for this organization.I believe that the story of the Friends is exactly one of an organiza-

    tion actually doing something: creating the necessary conditions forgood decisions to be made about conservation. The Boundary Watersand the stories and passions that it incites in us today, inspire us towork hard to preserve it so it can stir a fire in the paddlers, day trippers, and citizens of tomorrow.

    The most critical, current issue affecting the future of the BoundaryWaters region is copper/nickel sulfide mining. The work of the Friendsover the last year shows our clear priority: establishing the enablingconditions to deal with this issue in a way that supports and protectsthe wilderness. Where there was once a lack of awareness and a senseof inevitability to the sulfide mining issue, there is now widespreadawareness of what is at stake and a robust public debate.

    Thats a good first step, but there is still a long way to go on thisissue. We are just finishing Chapter One in this story, an epic novelwith hundreds of characters and pages of information. Weve divedright in and are a crucial part of the narrative. Over the last year: We presented in person to hundreds of people throughout the state We brought important speakers to Minnesota to address the issue

    of sulfide mining, including economist Dr. Tom Power from the University of Montana and author Bill Carter (Boom, Bust, Boom)

    We expanded our outreach and reached new people in the business community and the creative scene in Duluth

    We changed the focus of the sulfide mining debate to center on the value of clean water through aggressive media outreach and paid advertising

    We activated nearly 30,000 people to become aware and involved with the issueIn addition to our work on mining, weve also continued to build the

    next generation of wilderness stewards and advocates. In 2013, we spon-sored wilderness education events for university students, wildernesscanoe tripping experiences for urban youth, and developed high qualityinternships for students pursuing careers in advocacy and conservation.

    The Friends also played a key role in helping the Heart of the Continent Partnership begin a collaborative venture with the NationalGeographic Society to make the BWCAW and the Quetico-Superiorregion one of seventeen global geotourism destinations.

    I am happy to say there is no shortage of doing something withinthe Friends and am proud to say that we did it with the generous support from people like you. With your help, we will continue onthrough the rest of this story, chapter after passionate chapter.

    Northern Communities Update

    The PolyMet public comment period was a flurry of activity forFriends work in the Arrowhead, during a long, snowy, and cold winter.

    Unprecedented numbers of northern Minnesotans attended theDuluth (1300) and Aurora (800) public hearings, many thousandsmore submitted comments or participated in events, and the issues ofsulfide mining are now household discussions.

    Friends work helped over ten thousand people directly to have a say on this critical moment in our states history, and many moreindirectly. Continuing and growing the awareness and engagement isgoing to be a very important effort - the debate over sulfide miningwill continue.

    The debate extends into some of the political races in 2014. A contentious 8th Congressional District race between incumbent DFLRepresentative Rick Nolan and likely GOP candidate Stewart Millswill highlight sulfide mining and both candidates have staked out pro-industry positions. Other regional races, such as state House District7A in Duluth, should produce new leaders more focused on sustain-able development and the health of the BWCA and Lake Superior.

    Beyond mining, some local developments will help protect theBWCAW and highlight its value. Lake County Soil and Water Conservation District is exploring new ways to use volunteer help toget information on non-native invasive species. Were planning a number of events commemorating the 50th Anniversary of the Wilder-ness Act that will highlight the Boundary Waters. The ArrowheadStory is working on releasing a second album and generating a newround of creative events emphasizing the importance of natural valueto the region. And we continue to work with businesses to highlightthe wilderness as part of our northern identity, including the impor-tance to the economy.

    EPA: Environmental Concerns, Insufficient Information in

    PolyMet SDEISThe U.S. Environmental Protection Agency also issued a comment

    letter on the PolyMet SDEIS at the end of the public input period.In 2010, the EPA gave PolyMets first draft the lowest possible ratings,environmentally unacceptable and inadequate. After four yearsof revisions, this version was rated environmental concerns, andinsufficient information. In addition to this rating, the EPA listed37 specific items of concern including many that the Friends and Mining Truth have been raising about the PolyMet proposal. TheEPA said that the Minnesota Department of Natural Resources(DNR) should tell the public exactly how long polluted water wouldneed to be treated. It says that the DNR has unrealistic expectationsabout how effectively water can be captured and treated at the site.It says that there is no plan to mitigate and replace the thousands ofwetland acres that could be destroyed at the site. And it says that theEIS should include additional information on financial assurance as available.

  • 50 years ago, President Lyndon Johnson signed the Wilderness Actof 1964 into law. Since then, 109.5 million acres of the United States, in44 states and Puerto Rico, have been protected, to remain untram-meled by man. This includes the 1.1 million acres of our belovedBoundary Waters, the most popular wilderness destination in the country. Friends, along with wilderness users and advocates across theglobe, are excited to recognize the great step forward in valuing ourlands and waters this 50th Anniversary represents.

    Communities around the US will celebrate, including a nationalconference in Albuquerque in October (www.wilderness50th.org)where Friends staff have been selected to present on our work to preserve the BWCAW.

    We are also working with businesses and organizations to celebratewith regional conferences, events, promotions and more throughout2014. Look for more online in the months ahead. Learning the historyand recognizing the triumphs shows us all that the work for wildernessnever ends. We see this anniversary as another chance to inspire thenext generation of wilderness stewards.

    Leading public advocacy efforts to protect the wilderness

    Mining Truth changed the social dialogue about sulfide mining to focus on clean water and taxpayer liability

    Generated statewide and national media stories on the sulfide mining industrys attempts to move into Northern Minnesota

    Worked with businesses like craft breweries and Duluth Chamber of Commerce members on the mining issue

    Brought author Bill Carter (Boom, Bust, Boom: A Story About Copper, the Metal That Runs the World) to Minnesota to talk about his investigation into the global copper mining industry

    Developing the next generation of wilderness stewards

    In collaboration with the Thomas Flint Fund, the Bazinet Foundation and YMCA Camp Menogyn, sponsored 43 underprivileged youth for a week-long BWCAW wilderness canoe trip teaching environmental stewardship and conservation values.

    Another Winter Weekend at YMCA Camp Menogyn

    Each January, the Friendshosts a Winter Weekend campat YMCA Camp Menogyn.Over the course of the week-end, Friends members andtheir families spend their timesledding, snowshoeing, skiing,and dogsledding on the frozenshores of Bearskin Lake, onthe edge of the BWCAW. TheWinter Weekend is a wonder-ful opportunity for membersto meet one another, talk oneon one with the Friends staff,and get their boots wet withwinter recreation in thewilderness.

    We had 13 families and in-dividuals join us at camp thisyear and spent four gloriousdays playing in the snow, trad-ing skills and stories, and ex-ploring the landscape of thearea. For more informationabout the Winter Weekend, contact Cori at: [email protected].
