Come Join us to learn about Procurement opportunities for an upcoming UT – High Den-sity Storage Addition project in Austin. The approximate 10,000 S.F. High Density Storage building will be used for remote storage of library materials. The new addition will be a warehouse style building with pre-cast insulated concrete wall panels, Ff-60 concrete floor slab and the roof framing will con-sist of steel bar joists and metal deck. The high-density area has no windows, and as few penetrations of walls and roof as possible. The building will have separate HVAC and dehumidification system with particulate and gas filters to maintain a constant temperature at 50°F +/- 5°F and relative humidity levels at 30% RH +/- 5%. During these subcontractor outreach sessions you can learn more about the project, meet the project team, discuss scope of work packages, learn about UT requirements and how to pre-qualify with Turner. We are also hosting a pre-proposal conference on August 4th for the early proposal packages (precast panels, steel and shelving) that will pertain to the

Finalists for Austin’s first ‘chief equity officer’ make their pitches: Austin residents got their first look at the person who will be the city’s first chief equity officer during a town hall event Thursday night at the Palmer Events Center. The newly created position will head an office of two or three staffers focused on identify-ing disparities in city programs and services, and also on helping create ways for city depart-ments to address those gaps. The office will work with community groups to ensure equal access to city programs and services. The salary for the position hasn’t been determined, city officials said, and will be based on the experience of the person who is hired. Austin residents petitioned the city to create the position because of the growing number of minorities leaving the city due to the increased cost of living and other issues, such as tensions between police and communities of color.At Thursday’s event, attended by about 100 people, the three finalists for

the position were given 10 minutes to make opening remarks and then answered questions from the audi-ence for 15 minutes. The three finalists are Veron-ica Briseño Lara, director of the city’s Small and Minority Business Resources Department, Brion Oaks, vice president of health equity at the Southwest Affiliate of the American Heart Asso-ciation, and Kazique Prince, a senior policy adviser and education coordinator for Mayor Steve Adler. The city initially announced four final-ists for the position, but one candidate, Parisa Fatehi-Weeks, the head of community impact programs and investment at Google Fiber, withdrew her appli-cation before Thursday’s event. The candidates fielded questions on the decreasing black population in the city, issues facing the Latino and Asian-American communities, transportation and Austin’s backlog of untested rape kits. The event was the first time the community at large heard from the candi-dates, though the consulting group that helped the city with recruiting for the position had sought out community input during earlier stages of the search. Attendees were given the option of turning in feed-back sheets to city organizers after the event. Still, Debbie Russell, a local activist and a trustee on the

Del Valle school board, said she thought the commu-nity was brought into the process too late. “There are a lot of other candidates we might have liked and could have given input on,” she said. Meme Styles, a local activist with the group Measure Austin, said she was impressed by Prince, whose ideas she said could be applied toward helping not only African-Americans — whom Styles was there to advocate for — but also other marginalized groups. She also liked Prince’s background in community activism. Julie Nitsch, who attended the town hall to see where the finalists stood on issues that she advocates for, said she would have liked more specif-ics from the candidates. “I would have liked to see people lay out their plans a little bit more,” she said. The city hopes to make a decision for the position within the next month or month and a half. The Austin City Council voted Thursday 7 to 1 with

three abstentions to add a $720 million mobility bond

package to the Nov. 8, 2016 municipal ballot. The

Council also passed a separate resolution that estab-

lishes a contract with voters, committing the City to pro-

vide for voters a tax bill impact calculator online and to

develop and construct the proposed projects in a way

that prioritizes the reduction of traffic congestion and

delay, and maximizes transit operations, affordable

housing and local businesses, among other goals.

The single bond proposition includes funding for

bills. The amount of increase each year would depend

on when the bond debt is incurred. The $720 million debt

may result in a tax increase of an estimated 2 ¼-cents

per $100 valuation. For the owner of home with a taxable

value of $250,000, the impact is estimated to be approxi-

mately $56 per year or $4.67 per month based on the

city tax rate for this year. Following Council direction,

staff from various City of Austin departments launched

Mobility Talks in March 2016, an effort to engage the

community on transportation and mobility initiatives and

priorities.

Approximately 7,000 people participated in Mobility

Talks, and a summary of the feedback along with funding

scenarios for consideration was presented to the Austin

City Council in June.

In the next few weeks, the City will produce a 2016 Mo-

bility Bond Voter Information Brochure that will serve as

an educational resource to the community.

The brochure will outline the projects that would be

funded if voters approve the proposition and provide the

ballot language that voters will see at the polls. The City

resources will also include more information regarding

the estimated tax impact of the bonds. The brochure will

be available at AustinTexas.gov/2016Bond and at City of

Austin facilities such as City Hall, recreation centers, and

public libraries.

Residents must be registered to vote by

Oct. 11 to participate in the Nov. 8 election.

Austin trustees consider new rules for diversity in contract awards The Austin school board will vote Monday night on a new program that aims to increase the number of women- and minority-owned businesses that are awarded contracts by the district. The Histori-cally Underutilized Business program includes annual targets for how much of the work included in a contract must be performed by women- or minority-owned businesses — For construction work funded with bond money, it’s 21.9 percent. For professional services contracts, it’s 28.5 percent.

Contractors who don’t make a good-faith effort to meet those standards could have their bids or proposals rejected, or could face fines. The district has had a voluntary program for years, but the new policy would make it mandatory. Officials expect the program to cost less than the initially projected $631,000, which includes startup costs, the software to track the vendors, construction management and the funds to hire a program director.

The Austin Independent School District led a tour of the new Performing Arts Center under construction at 1500 Barbara Jordan Blvd. “These are rules that are pretty com-mon in the practice,” Trustee Paul Saldaña said. “But it moves us towards finally some levels of accountability, a statement by this board that we encourage equitable oppor-tunities for everyone in this community.”

The new rules are specific to bond work, but after two years, they will be applied dis-trict wide. A disparity study released in January determined that few minority or female business owners secure contracts with the Austin school district, largely because of pervasive discriminatory practices in the Austin marketplace as a whole. District officials said at the time that the study indicated there are barriers that keep minority- and women-owned businesses from getting the contracts, and that rules adopted by the school board could provide better access.

The same disparities have been documented in similar studies conducted for the city and Travis County, though the city’s most recent study released in January also deter-mined there is substantially more participation from minority- and women-owned busi-nesses when contracts have goals requiring diversity.

Since February, the district has hosted 10 meetings with community members, con-tractors and minority business owners to discuss the matter.

AISD Creates New HUB Program, Hires Director

AISD has created its first formal HUB program to help broaden opportunities for local businesses and ensure our contract awards reflect the markets, communities and families we serve.

Last night, Aug. 29, the Board of Trustees established a formal HUB program to help increase the number of women- and minor-ity-owned businesses who are awarded contracts by AISD.

Although many school districts in Texas have minority purchasing programs, AISD has joined the likes of Dallas and Houston by tak-ing the additional step to create a narrowly tailored HUB pro-gram. The district will review its goals annually.

AISD has maintained a voluntary program for more than a decade. In 2013, the district joined the City of Austin to participate in a disparity study to examine spending during a five-year pe-riod. Based on this information, we worked with our chambers of commerce, trade associations and community members to shape the new HUB program.

As we move forward to implement our formal program, I would like to share some key dates:

•Sept. 12: Debra Dibble Boone joins AISD as our first HUB program direc-tor. She is a mechanical engineer who has more than 20 years of experi-ence supervising contracts, engineering and construction work in the private and public sectors. For the past five years, she has served as the assistant director of the small and minority business resource depart-ment for the City of Austin.

•Nov. 15: AISD implements the new HUB program for construction man-agement contracts. Since 2014, the district has spent $146 million on construction and design projects for the 2013 bond program. AISD is planning to award $56 million of bond-funded work for the summer of 2017. The district will implement the program district wide next year.

Peck Young, who has served for about a decade on a school

district committee overseeing the voluntary HUB program, told

trustees that, while progress has been made in recent years, the

district is still behind on this issue. Young said he wants regula-

tions that ensure the district doesn’t “go anywhere near back-

wards.” “And if we offend somebody, I really don’t give a damn,”

Young told trustees. “What I am interested in is seeing we go

forwards steadily … remembering that most of the people who

own the companies, both women and minority companies, are

people who pay our taxes, many of whom are parents and grand-

parents of our kids. They need to be treated fairly. “If the rules

upset somebody, I’m sorry. But we have to have rules to move us

to where we need to be.”
