Gallery at HGLC Craigieburn

The Gallery opened in May 2012 as a part of the Hume Global Learning Centre Craigieburn facility. The Gallery represents Hume’s first dedicated visual arts venue and presents an array of arts, culture and heritage exhibitions.

The Gallery’s program focuses on presenting exhibitions supporting principles of social justice, ensuring a high level of participation and accessibility, particularly from under-represented sectors of the Hume community. The Gallery seeks to develop an annual rolling program of innovative, dynamic work, as well as arts and cultural events.

Expressions of Interest to exhibit in 2013/14 are currently being sought from the Hume community to complement an established program of touring and directly programmed exhibitions.

The HGLC is located next to the new Craigieburn Town Centre, servicing Craigieburn and the wider Hume community.

Gallery Objectives

The Gallery’s programming is governed by Hume’s Social Justice Charter, which “seeks to advance a fair and just society and to promote respect for every citizen, encourage community participation, strengthen community wellbeing and reduce the causes of disadvantage.” To read more about Hume’s Social Justice Charter, please see Hume’s website:

The Gallery facility offers an opportunity for semi-professional and professional artists as well as established community groups to exhibit in a dedicated visual arts facility with appropriate support.

Expression of InterestExpressions of Interest to exhibit in 2013/14 are currently being sought from the Hume community to compliment an established program of touring and directly programmed exhibitions. A limited number of exhibition slots will be made available to the community, based on a three week showing rotation.

The following section outlines key information and delineates responsibility between the hirer and Hume City Council in the use of the Gallery. A formal agreement reflecting this information will be drawn up with successful applicants.

Expressions of Interest are open to:

Hume based artists:o residents, or o non residential artists that are able to demonstrate substantial practise and/or

connection to Hume.

Established Hume community organisations engaged in arts and cultural practises.

Exhibition logisticsSupport Offered to Exhibitions

Free rental Professional assistance from Gallery staff in the development, coordination and

technical installation of their exhibition Staffing of the Gallery during opening hours In-kind marketing through Council’s promotional avenues (please see Marketing and

Marketing and PromotionSupport Offered to Exhibitions

A4 flyer in HCC standard format for electronic distribution with limited hard copies available in Gallery.

A3 poster in HCC standard format with limited hard copies available for artist to distribute.

Opening night invitations:o Design, printing and mailout of standard format invitations to Councillors, VIPs,

the Hume Arts Advisory Committee (HAART), community and media organisations

o Limited invitations for the Exhibitor’s own distributiono Electronic version of invitation emailed to Gallery’s database as appropriate

Media:o Development and distribution of a media release in consultation with Council’s

marketing and Events team

Paid advertising:o Art Almanac (subject to HCC budget)o The Exhibitor can advertise in other publications at the Exhibitor’s own cost.

Proofs of all publicity must be approved by the Gallery and include the correct presentation of HCC logo before printing and distribution.

Exhibitor Responsibilities Provision of draft text for generation of promotion material including:

Opening Night

Exhibition openings are held on a Thursday evening between 6–8pm.

Caterers will manage the bar from 6 -7.30pm sharp. Refreshments are provided by Council to budget however if different drinks are required, please discuss with Gallery staff. Council actively complies with the Responsible Serving of Alcohol guidelines during opening events.

The booking of the catering is made by the Curator on behalf of the Exhibitor to HCC budget, however, special dietary requirements may be requested within this budget.

The HCC Mayor or their nominated representative formally speaks and opens the exhibition, while guest speakers are also welcome in consultation with staff.

Outside of regular hours events may be negotiated on a case by case basis.

Operations InformationInsurance Liability DisclaimerHume City Council will not be held responsible for any loss or damage to artworks (during transportation, display or storage), or personal injury to gallery Exhibitors. Exhibitors are advised to take out personal accident cover and insurance to cover loss or damage to artworks during transportation, storage and exhibition.

Installation/De-installationThe gallery’s exhibition program is established a year in advance and timelines for installation and de-installation need to be strictly adhered to. Timelines will be established by the Curator in consultation with the Exhibitor.

The Craigieburn Gallery encourages Exhibitors to think creatively about the display and presentation of their work. All decisions regarding the display of work must be made in consultation with the Gallery Curator. Exhibitors are encouraged to actively participate in the installation process, and provide floor plans/layout prior to installation. The Gallery Curator retains the right to make final decisions on gallery presentation.

The Exhibitor is responsible for any additional costs associated with the hire or purchase of display equipment or additional expenses associated with the presentation and display of their work beyond what is supplied in the Supporting Technology and Infrastructure section.

Installation of all exhibitions occurs with strict adherence to the Occupational Health and Safety Act 2004. A risk assessment process occurs prior to the installation of artwork and Exhibitors must notify gallery staff about any health and safety issues connected to the exhibition, especially if special installation equipment is required.

Attendance at a briefing session/induction with gallery staff prior to the installation period to discuss all installation issues is compulsory.

The number of works to be displayed will be at the discretion of the Craigieburn Gallery Curator. The Gallery reserves the right not to display works considered unsuitable for any reason or if the quality or quantity of work submitted is inappropriate for the exhibition space. The Exhibitor will be consulted during the installation of any such instance.

The Craigieburn Gallery is unable to provide storage facilities. Artworks, packaging and tools of the trade cannot be left at the gallery outside of the exhibition period. Failure to

collect artworks on completion of the exhibiting period will incur charges to the Exhibitor to cover staff costs for de-installation and removal of artworks. No responsibility will be taken for artwork, tools or other items left at the Gallery beyond the time allocated through the Exhibitor’s agreement.

Loading There is no direct loading dock or street entry for loading and unloading of artwork – all transport is via main community entrances in front and behind the facility. Parking is limited and consequently drop off and pick up times must be coordinated throughout the Gallery Curator to ensure safety of patrons and ease of access.

SecurityThe Gallery is inside the HGLC building. The Gallery has an intruder detection system in place, and is fitted with detectors and closed circuit television monitoring. The Centre also has security staff on patrol at various times.

Exhibition SalesThe Craigieburn Gallery is a public gallery; no commission is taken on works sold and all the proceeds go directly to the Exhibitor.

The Exhibitor is responsible for arranging payment and collection of artworks. The interested purchaser’s details will be passed directly to the artist, who will be responsible for getting in contact with the buyer to arrange the sale and collection of the artwork. No payments (including deposits) will be taken by gallery staff members.

Please note that arrangements for the collection and distribution of sold artworks are the responsibility of the artist, and must take place outside the gallery premises after the conclusion of the exhibition. No displayed work is to be taken from the Gallery before the end of the exhibition.

HCC Community Grants and External FundingHCC Community Grants and Arts Awards are separate to applications for exhibitions at the Gallery in Craigieburn, and the success of one does not confirm or ensure the success of the other. When applying for exhibitions at the Gallery it is expected that the proposed exhibition will be undertaken whether developmental funding is approved or not. The Gallery can provide a letter of in-principle support for funding applications (for external funding agencies) where required. The name of the Gallery must not be used in any grant or sponsorship application without the written approval of the Gallery.

BondA Gallery bond of $500 is required upon the signing of the Exhibitor’s agreement and is returned within 30 days of the complete deinstallation of the exhibition upon meeting the requirements within this document. In the event of e.g. damage to the Gallery space (beyond reasonable wear and tear) or failure to pick up artworks, costs incurred by the Gallery will be deducted from the bond.

Assessment of ApplicationsThe Expression of Interest process is a competitive process and applicants are not guaranteed an exhibition slot in the Gallery calendar. Applicants may be encouraged to consider exhibiting in alternative spaces more appropriate to their work. An initial assessment of applications will be undertaken by staff with shortlisted Exhibitors then assessed by a panel including community members. A selection criteria including assessment of artistic excellence (or collection value) and social justice will be considered, while also ensuring a diverse and balanced program across the year. All applications received will be acknowledged and outcomes notified by the end of April 2013.
