V. PUBLIC COMMENTNathan Findling requested a correction to the June 2021 minutes.

David Laine; 1. Was glad to see historic value in the Garibaldi Days parade, e.g. Oly Olson, Pat Patterson and Dick Tilden. 2. Consider changing the name of Bay Lane to Bailey Lane. 3. The mayor did not have the authority to disband the tourism commission. That’s up to city council. 4. Today has historical significance, because 233 years ago, Robert Grey and crew tried to leave Tillamook Bay. They tried to leave by noon, but the winds and tide changed. The only record of this event said he was swept into a reef of rocks. It’s not in the history books, but 234 years ago, you would have seen the Lady Washington under full sail, stuck on the rocks. They got out several days later and went to the Sound.

IX. OLD BUSINESS:A. Oregon Main Street program

The city manager reported that a good starting point would be the Associate Level. It doesn’t require volunteers or cost anything. Their website provides lots of information and training.

The mayor clarified that a tourism commission is not required for participation in the Main Street program.

B. Highway 101 project delegate

ODOT wanted one more member for the technical advisory committee. The planning commission nominated Roy Hamilton as a liaison. The mayor noted Norm Shattuck’s availability and wondered if two were allowed. We’ll discuss at our next meeting and mention it in the Q3 newsletter.

C. Newsletter

The newsletter will address – among other topics – the highway 101 redesign, important ordinances, the comp plan update and more. It will be four pages and black and white.

Councilor Riggs moved to publish a Q3 newsletter. Wandell seconded. All for the vote, 5-0.

D. FY 2021-2022 goal setting

Mayor Hall mentioned the newsletter, possible upgrades to city hall and the fire department, the need for new stop signs, a reader board to mitigate speeding and consideration of the Merrill brownfield site.

Wandell: Let’s use city hall as an event space rental that generates income.

Forsman: Concerned about law enforcement and spoke to county commissioners about it. The issue is that a lot of the people are going to higher-paying jobs within the city because they can't afford to keep their policeman. Requested funding from Senator Johnson and Representative Weber in the short session for more police protection in the city.

X. NEW BUSINESS:A. Small City Allotment grant resolution

Councilor Findling moved to approve resolution 2021-09, to apply for a Small City Allotment paving grant for Driftwood Avenue from First to Second Street and Birch Avenue from Third to Fourth Street. Second Wandell. All for the vote 5-0.

What is the difference between change and transition?Change is the external event or situation that takes place: a new business strategy, a turn of leadership, a merger or a new product. Theorganization focuses on the desired outcome that the change will produce, which is generally in response to external events. Change can happenvery quickly.

Transition is the inner psychological process that people go through as they internalize and come to terms with the new situation that the changebrings about. Empathetic leaders recognize that change can put people in crisis. The starting point for dealing with transition is not the outcomebut the endings that people have in leaving the old situation behind.

Change will only be successful if leaders and organizations address the transition that people experience during change. Supporting peoplethrough transition, rather than pushing forward is essential if the change is to work as planned. This is key to capitalizing on opportunities forinnovation and creating organizational resilience.

What are the stages of transition?

Endings

Transition starts with an ending. This is paradoxical but true. This �rst phase of transition begins when people identify what they are losing andlearn how to manage these losses. They determine what is over and being left behind, and what they will keep. These may include relationships,processes, team members or locations.

Neutral Zone

The second step of transition comes after letting go: the neutral zone. People go through an in-between time when the old is gone but the newisn’t fully operational. It is when the critical psychological realignments and repatternings take place. It is the very core of the transition process.This is the time between the old reality and sense of identity and the new one. People are creating new processes and learning what their newroles will be. They are in �ux and may feel confusion and distress. The neutral zone is the seedbed for new beginnings.

New Beginnings

Beginnings involve new understandings, values and attitudes. Beginnings are marked by a release of energy in a new direction – they are anexpression of a fresh identity. Well-managed transitions allow people to establish new roles with an understanding of their purpose, the part theyplay, and how to contribute and participate most e�ectively. As a result, they feel reoriented and renewed.

Transition management in organizations addresses the inner psychological process that people experience during change. Successful transitionmanagement involves these steps:

1. Communicating with the organization about why the change is needed.

2. Collecting information from those a�ected by the change to understand its impact on them. Gaining their investment in the outcome.

2.1 Aims of the study

This study aims to assess the readiness of selected Gauteng Metropolitan

Municipalities (MM) (i.e. Ekurhuleni MM, Johannesburg MM and Tshwane MM) and District

Municipalities (DM) (i.e. Sedibeng DM and West Rand DM) in transitioning to a GE, not

whether their economies are green. Three broad groups of research questions were

proposed:

A. Identifying the relevant issues: What are the main GE-related challenges and

opportunities identified by the Provincial Government in Gauteng and selected DM and MM?

Are these similar to those identified by other cities and the international literature?

B. Identifying existing GE strategies and associated-activities: To what extent have the

Provincial Government in Gauteng and the MM and DM taken steps to enable

implementation of interventions that promote transition to a GE? What are their main GE

strategies, approaches, and plans and programmes (including pilot projects) (if any)?

C. Assessing local District Municipalities’ readiness to transition to a GE: What are the

strengths and weaknesses of these strategies and associated activities in relation to

international best-practices? Do they address all the challenges and opportunities identified?

Are these fully aligned or do they exhibit disparities? What is working well and can be

replicated elsewhere, and if possible, scaled up? What is not working (gaps and shortcomings)

and why not? What is required for the transition to be feasible? And what can be done to

address these gaps and harvest some ‘low-hanging fruits’ (if any)?

2.2 Overall methodology

A mixed research methodology was used to answer the aforementioned questions

(section 2.1). We have combined content analysis of publically and privately available MM

and DM reports with interviews of key informants from the selected MM and DM. Interviews

were critical to inform initial MM / DM “readiness to transition to a GE” assessments as

publically available information was restricted in several cases.

In other words, there were three main work phases towards completing MM / DM

readiness assessments:

Tasks

● Talked and met with AFSCME union representative Nicole Meck about complaints, jobdescriptions and compensation. She will draft a six-month agreement for Water OperatorKelly West to serve as Interim Public Works Director. Our main goal is to improvecommunications within his department and the city overall. Kelly (et al.) fixed water leaksboth on both his birthday and the following Saturday.

● Worked with the fire department to complete a diesel-emissions-reduction grant applicationto the DEQ. Their notification deadline was postponed. The awards should be announced onDecember 1, with funds available February 15, 2022.

● Sent the fire department training IGA with Bay City to attorney Greg Hathaway. Bay City isstill working with it. My agreement with Mr. Hathaway was for that task only. A secondattorney may be more affordable, but is busy until at least October.

● Drafted a community survey and met with Laurie Wandell and Laura Schmidt to collaborate.

● Drafted a plan for a Q3 newsletter and researched postage.

● With Judy Riggs, attended a meeting about applying for an EPA brownfield grant, throughCol-Pac. Our site is the Merrill Auto Wrecking property at the end of town. However, wenext learned that EPA will not be soliciting applications under the Brownfield Coalition grantprogram. As an alternative, partners in Tillamook County could still pursue aCommunity-wide Assessment Grant. EPA has increased the amount available under thisgrant program and it could operate similarly to the Coalition grant except theCommunity-wide grant would be used for sites within the County or a particular area of theCounty rather than shared regionally.

● Met with Whitey, Laurie and Laura to discuss chamber/business association ideas. Theplanning commission had a similar discussion, which led them to request a liaison from anycommerce organization.

● Per my earlier email, toured the wastewater system with three engineers from CivilWestEngineering and Nick. They gave it high marks.

Job Descriptions

I have been reviewing the job descriptions for the four city hall jobs. They do not complementone another very well. I want to revise the ACM job before posting it. In the meantime, SueBuchholz can handle payroll and accounting. I think Laura Schmidt’s also needs revising, butnot yet. For now, I could use her help while I manage our sizable HR challenges. I propose thefollowing tasks for Laura:

● Apply for Associate level main street status and manage that process. She, LaurieWandell and I will attend a virtual training on October 6-8. Others can participate too. Ican help you log on. See the attached schedule.

● Create and maintain a spreadsheet of all the grants we have and are pursuing. Thatincludes ARPA administration.

● Overhaul the website.● Establish a public art or Art in Windows program, per the below from Visit Tillamook

Coast.

● Work with the new owners of the Old Mill RV park to enhance the property, add yurts,etc.

● Research grants, design and the market for upgrading the event space at city hall. Howcould the adjacent parking augment it? Park? Farmers market?

Comprehensive Plan Update

● The planning commission will hold a work session to define the scope for their compplan update. Lisa Phipps’ direction is to consider the following:1. What is out of line with state goals, statutes and rules?2. What is obsolete? And what is missing? For example, a full complement of housing

considerations diversity, equity and inclusion considerations, global warming impactsor accommodations.

3. What’s our community engagement strategy?

Planner John Morgan added the following questions for us to consider:1. What would you like to see in Garibaldi in ten years, in terms of diverse community

interaction and economic drivers?2. Would you be willing to discuss this further with the city manager?

I added a question along these lines to the community survey.

● Blake Paulson has applied to join the CAC.

Highway 101 Redesign

The intergovernmental agreement is still being revised. We met to discuss transit stops. Theyperformed borings on September 13-14th. ODOT had three hurdles to starting the project:

1. They wonder if they could close the volunteer fire department parking lot to 101, toaccommodate a transit stop. ODOT would redesign the lot to make it more efficient.Fire requested some renderings, which we are waiting for.

2. They asked if they could eliminate the driveways from 101 into the parking lot at Third,to provide a length of sidewalk. Kelly West and I approved that change.

3. Other design changes will be up to council. ODOT would like to have a work sessionbefore our regular meeting on September 20. This would not eliminate the technicaladvisory committee, but rather give it a head start.

Oregon Main Street Program

I would like Laura Schmidt to apply for an Associate level track and manage that relationship,including grant applications.

Build Back Better Regional Challenge Grant

I met with the OCSR and Port to discuss forming a regional coalition to apply for this grant ofbetween $200000 and $500000. We need to identify between three and eight projects. TheSalmonberry Trail Intergovernmental Agenda (STIA) could not attend, so we will reconvene onSeptember 24. The phase 1 concept proposal is due October 19. Col-Pac has offered to help usand we will need a letter of support from them for the concept proposal. See the attachedevaluation criteria. We may need to add tourism to be competitive.

We need to designate a lead institution/applicant. Final awards will be in September of 2022

My idea is to use the money to underground utilities during the highway redesign. Senator BetsyJohnson asked me to meet with her and Representative Suzanne Weber to discuss options forfunding that. I’m trying to determine a cost.

Findling moved to ask city council to have any tourism organization to nominate a liaison to the Planning Commission. Second Hamilton. Motion passed unanimously.

Findling moved to not ask the city council to put the Tourism Commission under the Planning Commission. Second Cooper. Motion passed unanimously.

IX. COMMISSIONER REPORTS

Commissioner Parker will attend the September meeting in person. Commended the chair for his analysis of the Commission’s role in tourism.

Commissioners Cooper and Hamilton concurred with Parker in commended Findling; also that the Commission doesn’t have time to tackle tourism now.

Chair Findling wanted to bring the stability of the Commission to the tourism/economic development question, particularly while we’re still struggling with COVID.

The website needs updating.

Vice Chair Roy Hamilton called the Planning Commission meeting to order at6:30 p.m. Present were Commissioners Judith Parker (Zoom), James Buker(Zoom) Roger Cooper, as well as City Manager Juliet Hyams. Guests includedCarolee North, Laurie Wandell, David Laine and Linda Shattuck. Chair NathanFindling was excused.

1. Comp plan update: CAC formation and scheduling of work sessionThe city manager will get updates from both Lisa Phipps and John Morgan. She willmake no commitments to a consultant until the planning commission indicates that.

She learned from an attorney that a city employee can be appointed to the comp planupdate citizens advisory committee.

She will ask Chair Findling if he prefers September 27 or October 11.

Hamilton moved to schedule a comp plan work session for either September 27 orOctober 11, depending on Chair Findling’s availability. Second Buker. Motionpassed unanimously.

2. Park & Trail Signagea. The county is ready to work on Wayfinding signage.b. The Old Mill was bought for $8M by a company from Utah called RoamTillamook.

3. Planner Updatea. The city manager has contracted with Planner Scott Fregonese. He comes in

every Thursday at nine to review issues and applications. He stronglyrecommends hiring a land use technician who can answer frequently-askedquestions. He will attend our next meeting and prepare a staff report for aconditional use application.

4. Trost Subdivision per 2.20.110 Subdivisions and Public Improvementsa. Scott Fregonese says lot size does not come into play until a land use applicationis submitted.

4. 18-month goals

Website updates per 2.2020.090 C, D, and Ea. Suggestion to add a question about websites to the evolving community survey.b. The Oregon Main St. Associate Level application costs nothing.c. Per 2.20.090 Powers & Duties

5. ODOT highway project outreachODOT wants to have a work session with council on September 20.

VIII. NEW BUSINESS:

1. Build Back Better Regional Challenge Grant

The OCSR and Port want to collaborate on this grant with us and the Salmonberry Trail Intergovernmental Agency (STIA). The group will plan a meeting when the STIA can participate. Garibaldi is suggesting that one of up to eight projects would be to underground utilities during the highway redesign.
