The industry is changing and the General Building Contractors Association has been inspired to change along with it. The challenge is unprecedented, but with a Blueprint for ACTION we will build a better future for our stakeholders.
GBCA is pursuing new strategies to support member companies and promote an external climate to help the industry grow and prosper. In the coming year we pledge to provide even more value in return for your membership dues investment, including enhanced programs and services. The decisions and actions of the association will attempt to transform challenges into opportunities, and opportunities into rewards.

I am pleased to present to you the General Building Contractors Association 2012
Annual Report. Aptly titled “Blueprint for ACTION,” this publication reviews the
association’s progress, highlights accomplishments and sets the stage for an even
more impactful year ahead.
The world is in transition and so is the commercial building and construction
industry, which has endured an unprecedented downturn not seen since the Great
Depression. Companies everywhere are grappling with business and operational
issues most have never before experienced. Some have labeled the current
economic climate the ‘new normal,’ but as most people will attest there is nothing
normal about it. Executives across the region and throughout the country have
been forced to re-evaluate their business models, and in some instances they are
making wholesale changes to adapt to the realities of today’s marketplace.
The trade association world is no different. As the construction industry goes so
goes GBCA, and it should come as no surprise that during the past year your
association has implemented a number of substantive changes –– me among
them –– and this is just the beginning of what is yet to come. GBCA recently
initiated an in-depth self-assessment of organizational strengths, weaknesses,
opportunities and threats to evaluate whether we have the institutional resources
and capacity to adequately support member companies. In the process we learned
a lot about ourselves, where we need to improve, and what needs to be done to
ensure GBCA is a world-class organization. But our mission remains the same;
to promote the industry, the interests of member companies, and help foster an
external environment that enables the industry and our member companies to grow
and prosper, in good times and in bad.
“Blueprint for ACTION” is a moniker befitting an industry and association in the
midst of change, but it also speaks to the direction both are headed. During the
next 12 months GBCA will launch new initiates and pursue unprecedented courses
of action that will lead to successful outcomes for years to come. It also signals
the ushering-in of a new culture where ‘thinking outside the box’ is standard
operating procedure, creativity is encouraged, new ideas are welcomed and
innovation rewarded.
This outlook and renewed sense of optimism will be readily evident to everyone
who interacts with GBCA during the coming year, and it inspires those within the
organization to challenge the status quo, transform the association, promote the
industry and deliver more value than ever to our stakeholders. The staff and I look
forward to embarking on this journey with you, reaching new and greater
heights together.

GBCA is challenging the status quo. The association has a long-storied history of leading the way and we are poised
once again to meet challenges head-on. The difficult business climate of the past several years is an opportunity
to learn and respond in new and different ways. Our experiences have taught us that what worked in the past may not
in the future.
In 2012 the Board of Directors conducted a comprehensive strategic review of the association. Moving forward we are
keeping careful watch over the competitive environment, making certain the association is positioned to adequately
address the needs and preferences of our members. In addition, we are examining the various forces that both inhibit and
drive growth, and evaluating the effects of these influences on the industry to prepare for the challenges that lie ahead.

PromoteGBCA promotes the commercial building construction industry and the value of working with our stakeholders. The association conducts forums, seminars and meetings to advance economic and infrastructure investment, job creation, education, training, advocacy and professional exchange. We engage architects, engineers, designers, real estate managers, developers, and owners and communicate our messages to elected officials, trade associations, special interest groups, the media, and public.
DeliverGBCA is working to deliver creative ideas that yield valuable outcomes. We want to provide value beyond expectations — helping members to solve problems, operate efficiently and effectively with the goal of helping grow their businesses.

Who We Are GBCA is a regional construction industry trade association. Our members include more than 350 commercial general
contractors, subcontractors, material suppliers and service firms primarily located in Philadelphia, Montgomery, Bucks,
Delaware, and Chester Counties. In addition to the five-country area GBCA’s broader territory includes the Pennsylvania
counties of Lehigh, Northampton and Carbon, the Delaware counties of New Castle, Kent and Sussex, and the Maryland
counties of Kent, Queen Anne’s, Talbot, Caroline, Dorchester, Wicomico, Somerset and Worcester.
We are also a chartered chapter of the Associated General Contractors of America (AGC), headquartered in Arlington,
Virginia. AGC is a national trade association that focuses on safety, technology, education, training, and advocacy for
the construction industry. GBCA members are automatically enrolled in AGC, which provides even more opportunities
on a national scale.

The Association is governed by a 32-member board of directors that includes the executive positions of chairman, first and
second vice chairman, treasurer, and executive managing director.
One of the factors contributing to the long-term success of GBCA is a strong and active committee system, and all
association initiatives are referred to the appropriate committee. Participation in committees is not compulsory.
Executive Committee is the pulse of the association, directing and monitoring the policies and finances of the organization.
Education Committee helps to establish the program agenda and course curricula available to eligible GBCA member
employees, and works to facilitate professional development opportunities and student involvement.
Government Affairs Committee monitors and addresses legislative, regulatory and public policy matters, keeping GBCA in
the forefront of topical and emerging issues that impact the industry on local, state and national levels.
Labor Policy Committee sets labor policy for the association and works to ensure a stable and productive relationship
between management and affiliated labor unions.
Safety Committee promotes workplace safety and supports the efforts of contractor members to maintain accident-free
job sites.

Affiliate Member Council promotes the expertise of GBCA suppliers and service companies by hosting business
forums, exchanges and networking opportunities.
AIA/GBCA Joint Committee works with the American Institute of Architects Philadelphia Chapter on issues of
mutual interest.
Associate Member Executive Committee promotes the interests of subcontractor members and works to support
their business objectives.
Young Constructors Committee engages young members in association and external activities, and helps to prepare
these individuals for future leadership positions.
GBCA members also serve on national AGC committees and represent contractor, subcontractor and service provider
points of view on various industry subjects.

ConnectGBCA members connect to build lasting relationships with individuals, businesses and organizations within the association and in the public and private sectors. Companies choose the level of involvement that best suits them to satisfy their goals and interests.
In addition to a full schedule of events conducted throughout the year GBCA hosts three signature programs designed to maximize networking and business development opportunities.
ANNUAL BUSINESS MEETING Each January over 400 members and guests kick-off the year at the GBCA Annual Business Meeting. It is the association’s
largest membership meeting and one of Philadelphia’s premier business events.
CONSTRUCTION EXCELLENCE AWARDS The Construction Excellence Awards is widely regarded as the region’s most prominent construction industry recognition
program. In the 15 years since this event was initiated, the Construction Excellence Awards have become a highly-coveted
industry accolade.
GOLF OUTING The GBCA Golf Outing draws close to two-hundred golfers annually. Proceeds from the event help to support Northern
Children’s Services in Philadelphia. The 2013 Golf Outing will be held for the first time at The Ace Club in Lafayette Hill
after many successful years at the Philadelphia Cricket Club.

Forward ThinkingGBCA forges relationships to help stakeholders and industry peers ensure projects are built competitively with the most skilled, highly-educated and best-trained workforce.
LaborGBCA maintains collaborative relationships with general presidents and business managers of the various building trades,
other trade associations and negotiating teams to discuss critical issues to maintain productive relationships and facilitate
business opportunities. We also administer 6 trade agreements in counties across Pennsylvania, New Jersey, Delaware
and Maryland.
COLLECTIVE BARGAININGGBCA is at the epicenter of labor negotiations. The Labor Policy Committee manages up to 6 contractor-based
negotiating teams that are responsible for leading negotiations with our affiliated trades: Carpenters, Laborers, Cement
Masons, Operating Engineers, Rodsetters and Drywall Finishers. GBCA provides guidance and opinions throughout the
year tapping into the extensive knowledge base contained within the Labor Policy Committee and through its expansive
network of labor policy experts.
CONFLICT RESOLUTIONGBCA actively works to resolve labor issues. Through GBCA’s Labor Policy Committee, members meet with
representatives of the trades to address critical industry matters such as competitive solutions and worker eligibility
programs. When necessary, the Labor Policy Committee meets to discuss jurisdictional disputes and develop solutions
that support and reinforce the right to award work to the most economic and efficient contractor.
DATA TRACKINGGBCA tracks industry man-hours across trades and monitors national and regional labor developments. In addition,
GBCA maintains an industry-wide wage and benefit database. This information is a valuable resource to all of our
industry stakeholders.
IAP & FINANCIAL GUARANTEE ADMINISTRATIONGBCA provides administrative oversight for the association’s Industry Advancement Program (IAP) and its financial
guarantee for payment of fringe benefit funds. The IAP is administered solely by GBCA and used specifically for the
advancement of the local construction industry.
The IAP is established within most collective bargaining agreements and it mandates that an employer contribution shall
be paid for each employee working under that agreement. The IAP provides the resources which enable GBCA to carry
out much-needed industry-wide programs that benefit the construction industry and GBCA members.
IAP-funded activities benefit many segments of the construction industry, and the public sector has also benefited from
GBCA’s involvement in labor and industry relations, safety, education, apprentice training, advocacy, market development
and research.

Delivering ValueGBCA is committed to providing members with an extensive menu of education and training programs. Education is as important as any tool on a job site. Constant education and training increases knowledge, productivity and workplace safety, all which help GBCA member companies to stay competitive. Smart building is good building, and good building is good for all.
Education Since the early 1960’s thousands of member employees have taken advantage of GBCA education programs to
transform themselves, their employers and customers. Courses have been tailored to suit individuals from the newest
estimator to the most seasoned project manager. GBCA classes are available for a nominal fee, or on occasion at no
cost to eligible employees of member companies.
GBCA sponsors programs at many local universities and colleges. Coursework is available on topics such as
pre-construction management, building materials and systems, building codes, estimating and scheduling, and
Building Information Modeling (BIM).
SUPERVISORY TRAINING PROGRAM (STP)GBCA is proud to sponsor the Supervisory Training Program. This program is geared towards field personnel who want
to become supervisors or superintendents. Upon completion of the required classes students receive certificates from
Associated General Contractors of America and GBCA.

APPRENTICE TRAININGGBCA is heavily invested in apprentice training. We believe the apprenticeship system leads to a highly-skilled workforce
that promotes safe, quality work delivered on-budget and on-schedule, which owners value. GBCA members and Industry
Advancement Program contributors are involved in the administration, financing and running of various apprenticeship
programs throughout the region.
HIGH SCHOOL OUTREACH To fulfill the objective of inspiring promising young men and women to pursue careers in construction, GBCA conducts an
extensive program with the area high schools, including the Charter High School for Architecture + Design (CHAD) and
Mercy Vocational High School (MVHS).
ACE MENTOR PROGRAMACE Mentor Program of Eastern Pennsylvania gives local high school students an opportunity to learn more about careers
in architecture, engineering and construction. Under the mentorship of experienced professionals from leading industry firms,
students work in teams to pursue a range of informative activities including field trips to active construction sites, discussions
with project managers, tours of professional offices and more. In addition, each team works on a project that addresses
real-life situations and issues. Students can also obtain scholarships through the ACE Program to attend college.
DREXEL UNIVERSITY CONSTRUCTION MANAGEMENT ADVISORY COMMITTEEGBCA has a seat on the Drexel University Construction Management Advisory Committee, one of the leading bodies of
its kind. One of the most important aspects of the committee’s work is that it keeps the Drexel Construction Management
Program up-to-date on issues that affect the industry and promotes the hiring of construction management graduates. It
also acts as an advisor to the university regarding what employers are looking for when hiring construction management
undergraduates.
SEMINARS & FORUMSGBCA remains committed to keeping our members up-to-date on the latest trends and opportunities in the industry.
Seminars and forums are offered on subjects such as business opportunities, education, legal issues, and technical matters.

AdvocacyGBCA is your direct connection to government officials and policy-makers. Legislation that affects regional business is a top concern and the association is ever-ready to serve as an advocate for the entire membership. We continually monitor, initiate, and influence legislation on the local, state and national levels. GBCA is a strong voice for contractors throughout the region and viewed by many as a resource on matters relating to commercial, industrial and institutional construction issues.
Our influence at the local, state and national levels of government is your influence.
LOCALWe take the lead on behalf of our members on a variety of construction-related issues. On the local level, we develop
and maintain working relationships with the Philadelphia City Council, mayor and various city agencies. GBCA also
attends regular City Council sessions, committee hearings, announcements, and special events.

Blueprint for ACTION
STATEGBCA participates in state activities through the General Contractors Association of Pennsylvania (GCAP) together with
industry associations from central and western Pennsylvania. Founded in the early 1960’s, GCAP is dedicated to providing
a united voice for construction employers and creates opportunities for members to interact with legislators throughout
Pennsylvania and the region.

REGIONALGBCA facilitates on-site meetings with elected officials and political candidates to increase legislators’ knowledge of
the construction industry. GBCA raises and distributes money through its Political Action Committee (PAC) in support
of legislators and candidates who are receptive to working with contractors and engaging in issues that affect the
construction industry.
NATIONALOn the national level GBCA works in concert with the Associated General Contractors of America (AGC). AGC’s Legislative
Action Committee sets policy objectives and serves as a clearinghouse for legislative and regulatory issues, while ensuring
AGC members have a role in drafting AGC’s policy agenda. In order to get broad feedback AGC works with its chapters
such as GBCA to solve a range of issues that affect the industry.

Safety & HealthGBCA is committed to addressing the safety needs of our members and identifying solutions to reduce modification rates, worker compensation premiums and associated operating costs. All of our activities are focused on fulfilling the main goal of keeping members’ work sites healthy and accident free.
PERFORMANCEOur safety and health strategy includes identifying, creating, establishing and maintaining mutually beneficial relationships,
partnerships and alliances. We have relationships with all of the area’s safety organizations and maintain strategic alliances
with the Mid-Atlantic Construction Safety Council (MACSC), the American Society of Safety Engineers (ASSE), City of
Philadelphia Department of Licenses & Inspections, the OSHA Region III and Philadelphia Area offices.
GBCA is also a member of the national AGC Safety Committee, following discussions and legislation affecting safety in the
construction industry. We are one of the few organizations directly advising OSHA on the far-reaching task of determining
and establishing the qualifications for an acceptable Third-Party Safety Consultant.
ACTIONWhenever possible, GBCA is an active participant in safety policy discussions. We will also continue to provide training on
timely safety and health requirements in addition to topics deemed appropriate for modern safety programs.
CommunicationsGBCA actively promotes member companies to the general public and industry partners including architects, engineers, building owners and others with whom contractors work.
A favorable company image has industry-wide implications, and this image is enhanced through the unified efforts of companies within the association.
CONSTRUCTION TODAY® MAGAZINEConstruction Today® is an award-winning trade publication distributed on a quarterly basis to industry professionals,
developers, building owners, and government officials. Articles cover important projects, trends, and challenges and are
authored by both GBCA members and industry experts.
