COURSE DESCRIPTION
This course is intended to teach how to execute the vision for better performing public buildings
through compliance with Unified Facilities Criteria (UFC) 1-200-02 High Performance and
Sustainable Building Requirements with GBI's DOD GPC NC verification program.
Executive Order 13834 continues to direct agencies to report on performance improvements, cost
reductions, energy and water savings, and many other sustainable initiatives as identified by the
Guiding Principles.
This presentation will provide an introduction to Green Building Initiative, the background and
features of the Guiding Principles Compliance verification program, and the assessment process
and deliverables. Participants will also hear from GPC Assessor, Dr. Mark Russell, who will
provide best practices and preparation strategies for a successful Guiding Principles Compliance
assessment.

LEARNING OBJECTIVES
At the end of the presentation, participants will be able to:
• Understand that the evolution of the Guiding Principles and GBI's Guiding Principles
Compliance programs and recall that compliance with the Guiding Principles ensure healthy,
safe, resilient and resource efficient buildings.
• Recognize the strengths of Guiding Principles Compliance and the benefits of third-party
verification
• Review the Guiding Principles Compliance NC survey and the opportunities it provides for
evaluating methods to achieve benefits such as energy savings, decreased maintenance costs
and reduced environmental impacts.
• Summarize the Guiding Principles Compliance Assessment process and identify supporting
resources available.

DOD GPC NC ASSESSMENT AREAS
VI.Assess and Consider Climate Change Risks
IV. Enhance Indoor Environmental Quality
V. Reduce Environmental Impact of Materials
I. Employ Integrated Design Principles
II. Optimize Energy Performance
III. Protect and Conserve Water
Developed with and for the DOD, the DOD GPC
NC program validates compliance with Unified
Facilities Criteria (UFC) 1-200-02 High
Performance and Sustainable Building
Requirements.
When a building meets the requirements of UFC
1-200-02, it is considered compliant with the
Guiding Principles for Sustainable Federal
Buildings (aka HPSB Guiding Principles).

NOT APPLICABLE PROVISION
“Not Applicable” may be used when:
• Mission precludes the element
• Location of installation restricts or precludes achievement of element
• Location conditions mean that the element is not part of the project
• Safety
• LCCA does not support any compliance with this requirement
Justification must be provided during third-party assessment for each element marked "Not Applicable" (N/A), including any LCCA supporting partial compliance (based on a percentage) or no compliance to a requirement.

ONSITE ASSESSMENT OR PC DOC REVIEW?
Onsite Assessment
• Assessor performs site visit with project team
• Visual verification of items can reduce amount of documentation required
• Assessor can identify opportunities and provide additional recommendations
Post Construction Document Review
• Cost effective option
• Beneficial for overseas projects or during difficult times of travel
• Second document review, similar to Design Review
Both take place once construction is essentially complete through the punchlist or has completed.

MOST COMMON ERRORS
• Waiting till end of project to confirm if criteria are being met.• Check at weekly progress meetings
• Not evaluating criteria of applicable UFC / ASHRAE standards• Natural or Passive Ventilation
• Plug loads auto shut off
• Building Orientation
• How do you prove compliance?• Temporary irrigation
• Evaluated Climate Risk
