A challenge: funding uncertainty

1. Budget uncertainty while implementing leading

to reluctance to implement 2. Detailed operational planning difficult as budget

targets for subsequent year uncertain (changes in W2 funding can make planning difficult)

3. CCAFS believes the Consortium proposal to guarantee a certain target in advance of the next year is the way ahead
