a. Three posts of Dy. Directors(Revenue) will be utilized m theAdministrationas AssistantCommissioner{Distribution),Assistant

Commissioner (Technical), and Assistant Commissioner(General)due to tremendous increase in the workload of the administration;

b. One post will continue to be utilized in Vigilance Department asDeputy. Director(Vigilance.);

c. One post of Dy. Director will be continued to be utilized in theWorld Bank Project CelllEDP;

d. Three posts of Dy. Directors will be utilized for Enforcement Cell/ to strengthenthe enforcementactivities.The EnforcementCellwillbe . stationed at Head Quarter. However, they will be assignedenforcement duties in various DivisionslRevenue Zones byDirector, RevenuelEnforcernent for which a monthly calendar willbe proposed in advance and an action taken report will bereviewed at the level of Member (Administration). The

Enforcement will work under overall supervision ofMember (Admn.). As regards utilization of staff of Dy.Directors(Revenue), the same will be utilized in Enforcement/Revenuewingswhereverrequired.

e. Two sanctioned posts of Administrative Officers in Administrationi.e. Administrative Officer(Distribution) and AdministrativeOfficer(Technical) will be utilized as Administrative'Officers/Zonal Revenue Officers in Revenue,' Vigilance,Enforcement etc. as per requirement. Whereas the work ofAdministrative Officer(General) who is looking after theestablishment matters of approximately 16000 employees will bedivided into two parts, one part will be looked after by anAdministrative Officer level officer and other part will be lookedafter by Dy. Director level officer.

Duties/responsibilities with regard to Director of Revenue/ Enforcement,Joint Director- of Revenue, Deputy Director of Enforcement;ExecutiveEngineer(Civil) and Executive.Engineer(LD&I) in the revised setup areprescribedas under:-

DIRECTOR OFREVENUEI ENFO_RCEMENT.

1. Director of Revenue/Director Enforcement heads a team of ~ JointDirectors, 21 Executive Engineers(C) for revenue matter, 3 DeputyDirectors, Enforcement, Zonal Revenue Officers, Survey Offi~ withsupportive staff. He superviSf.-'sthe work of issue of water charg~sbills,Developmentchargesbills, their recoveryand otherrelatedmatteJi;.

2. Director(Revenue)/(Enforcement) is to supervise all aspects of effectivemanagemen~ control, issue guidance to above staff. He plans, organizes,and. monitors all activities pertaining to billin& recovery and related.matters like checking of theft of water, disconnection of unauthorizedwater connection through Enforcement wing.

3. Drafting of important policy of water/sewer tariff and strategies withregard to revenue management, augmentation of revenue, improvement tothe efficiency of functioning of offices of Joint Directors, Dy. Directorsand Executive Engineers.

- 4. Effective co-ordination with other wings of this department and otherGovt. departmentsfor financialmanagement. .

5. Close monitoring and analysis of the. performance of 10intDirectors(Revenue) and ensure effective implementation of rules andregulations, systematize and accelerate the Recovery of water chargesthrough Joint Directors(Revenue), Deputy Directors Enforcement andZonal Revenue Officers.

6. To follow up heavy arrear cases and hard cases received from JointDirector (Revenue), Executive Engineer(C), Deputy DirectorEnforcement. To communicate with Govt. Departmen~ privateregistered consumers. To decide disputes involving financial effectabove Rs. 5000/- and also forward cases to higher authorities for decisionwhere he considers necessary.

7. To carry out periodical inspections of the Divisional/Zonal Offices andtest checking of 1heBulk water connections, commercial connections andinvestigationof typicalcases. -

8. Monitoring of public COfilplaintsreceived in Head Quartef$ and in ZonalOffices and to ensure timely disposal wi1h the help of JointDirectors(Revenue) and Deputy.Directors of Enforcement.

9. He will fix up the target for various functionaries in the Revenue wingupto the level of Z.R.Os by 15thof March every year for the next financialyear, with their consultation and keeping in view the pastliabilities/performance etc. He will review the revenue collection/arrearrea:l17.ation/checkingdetails of Bulk/Commercial connections, detectionof unauthorized connections, new connections with the ExecutiveEngineer and Z.RO. by 12th day of every month 8D;dsubmit theperformance report on each identified items to the AdditionalC.E.OlMember(Admn.) and C.RO. by 15thday of the month. pe willprepare a computerized sheet to obtain target/achievement report pf eachfield functionaries and submit it with details analysis of each officialconcerned/Z.R.O. office.

10. Joint Director (HQ) will assist Director, RevenuelEnforcement inmonitoring the activities of Enforcement Cell of Delhi Jal Board.

1Uoint Director(HQ) will follow up recovery action for arrearsag8inst demand of Government/Semi Government Departments includingNDMC, MES, MCD.

12.To furnish reply regarding Audit objection pertaining to Revenue HeadQuarters. . .

I3.He will also compile performance report of. all ZROslExecutiveEngineers in respect of revenue collection ag~ the prescribed targetevery month and will place it before the Director,RevenuelEnforcementl Addl.CEO/Member(A) with proper analysis for&II in target at level of revenue collection withjustification.

14.He will also cany out any other duties assigned trom time to time.

EXECUTIVE ENGINEER CIVILThe concerned Executive Engineer will perfonn the following duties in

addition to water & sewerage duties after re-alignment.. 1. Detection of unauthorized water connections and dis-connection nom

fenule or regularization thereof.Dis-connection of water connection due to non-payment ofwater/development charges by the consumers.Survey of plotted areas for recovery of development charges.Detection and Removal of on line boosters. .Inspection and Removal of water meters.Testing ofDJB water meters. .

Ensure discipline and punctuality in attendance at all levels in theoffice of ZRO (W).Redressal of grievances of employees as well as consmners.Settlement of audit paras pertaining to the office ofZRO.C~g out surprise inspection to detect theft of water, inappropriatecategory and in-appropriate average cases.

11. Review the revenue collection details of Z.R.Os on mond1ly basis andwill submit a detailed report to Joint DirectorlQirector,Revenue/Enforcement on the prescribed performa on lOthof everymonth for the previous month.

12. EE concerned will be responsible for monitoring the arrear Cases ofRs.I0,OOO and above of Govt./Semi-Govt. departments as ~ell asprivate consumers. .

13. Approval of average regarding Bulk water connection will be 1one byExecutiveEngineerconcerned. :14. He will be compett.."1ltauthority for approval of disp~te4 cases

involving fmancial effect above Rs. 1,000 & upto Rs. 2,000/- ~ere.as" :

EENGINEER(LEAKDE

1. Executive Engineer (LDI) shall work'under direct control of Member(Water Snpply)& shallbe responsiblefor leak detection and inspectionwork of entireDelhi.

2. He will monitor the leakages and canyout their repair in water supplysystem. Leakages shall be detected and infooned to respectivemaintenance division fQf repairing and their continuous monitoring.Regular survey of transmission and distribution ~in~ in phasedmanner.

3. Detection of leakagesusing equipmentsavailablewith the LDI Cell asper requirements. ,

4. Supervise the work of formation of district metered areas, 'to be set up .by maintenance divisions in identified feasible areas in order to assesUFW in distribution system for taking remedial measures as perrequirement '

S. Any other work assigned from time to time by Member(Water)

DEPUTY D ,CTOR OF ENFORCEMENT

1. J?Y. Director(Enforcement) will be responsible todetept anddisconnectunauthorizedwater connections nom rising tPains, watermains, as well as unauthorizedconnections in individuals~ses.He will make at least 50 such inspections every month for 1hispurpose and will submitthe report immediatelyin prescribed~er.

2. The enforcement team constituted tmder Dy. Director(Enforcement)consisting of one technical and one non-technical officials shall be

. authorizedto inspectthe premisesalongwith.zonal staff.3. The Joint inspection team constituted as above, will be authorized to

raise on the spot provisional theft bill as per rulesliilstructions issuedfrom time to time. .

4. The team will prepare the joint inspection report in the prescribedPerf~ in the presence of the Consumer and will obtain thesignature of the consumer while servmg a copy 0 f the report to theconsumer. ."

S. The.copy of the joint inspection report will also be forwarded to theEx. Engineer/Zonal Revenue Officer concerned for follow up action.

6. If the consumer fails to make the payment withUt 7 days, the Ex.Engineer concerned will be responsible to lodge FIR against thecolisumer in the nearest Police Station under relevant sections of theDJB Act 1998.

7. The Dy. Director, Enforcement shall also be responSlole to detect thecases of in appropriate categOlYaverage cases, and cases pertainingto the ftaudulent abstraction of water.

8. Dy. Director(Enforcement) shall send the daily report to the JointDirector and Director(Enforcement) for onward traDm1ission to ~eMember(Admn.) for his kind information and necessary action.

9. He will also compile the weekly and monthly reports and furnish theduly analyzed report to. the Member(AdnuL)through. JointDirectorlDirector Enforcement.

10. Dy. Director, Enforcement will be responsible to check all the wateremergencies/filling points of the D18 to check the optimum use ofthe departmenta1/hired .tankers. The milometers of all the tankers willbe sealed in the supervision of the Dy. Director Enforcement to havea check on its misuse.

11. The Dy. Director, Enforcement will also be responsible to detect theunauthoriZed sewerage connection and their disconnection with thehelp of Zonal staff. .

12. He will also recommend the cases to the vigUance department. through Director, Enforcement, if any irregularityis noticed on the

part of 018' s officials and involves vigilance angle.13. He can also seize the document from any office of the "n,lhi Jal

Board, if the same is required for clarification/reference. .14~He will also discharge any other duties and responsibilities ~gned

to him by the Joint Director, EnforQement,Director(Revenue )/Enforcement/Member(A)/CEO from time to time.
