General Manager's ReportBid Web - Richmond Division(D3) is currently in phase llof the Bid Web Pilot Program and Hayward Division(D61 is in phase Iof the Bid Web Pilot Program. During phase I staff is conducting Bid Web sign ups in a separate digital test environmentsystem, yet running parallel with the current sign up process. With phase 11, Bid Web and the current sign up process arehandled on one system in a live fully implement environment. Operators have provided very positive feedback, many are eagerto see the program fully implemented.

General Manager's ReportNational Disability Employment Awareness Month (NDEAM) - On Wednesday, October 25, 2017 AC Transit held our firstannual Disability Employment Awareness Month event. Held each October, NDEAM aims to educate about disabilityemployment issues and celebrate the many and varied contributions of America's workers with disabilities. At the GeneralOffice, we hosted guest speaker Neva Lema who engaged the audience with her passion, life experience and her comedicdelivery. She spoke to us about how she learned not to consider her physicallimitations as a limitation of the things she wasable to achieve. The event committee also provided a takeaway for each District employee with etiquette tips to address somesituations involving individuals with Disabilities.

General Manager's Report2017 Holiday Campaign On December 1, the free-fare Holiday Bus was launched into service. kicking off this year's Holiday

campaign. AC Transit has had a long-standing tradition of gifting riders free fares on one holiday-themed bus each year in the

month of December. This coach is assigned to random routes forjust over one week per Division.

Onboard the Holiday Bus, the farebox and Clipper card readers have been covered by a nondenominational"Happy Holidays

from AC Transit" message, preventing riders from inserting currency or tagging their Clipper card. An eye-catching domination

of ad cards repeats throughout the bus, conveying seasonalwishes to riders in many languages.

The Holiday Bus promotion is supported by a homepage carouselimage, linking to a Dress release, and

by a socialmedia campaign that encourages riders to post their own images and use a specified hashtag. A webnaae has beenbuilt detailing the history and nostalgia surrounding AC Transit's Holiday Bus. This story is linked to the posted press release

and is referenced in our socialmedia push.

In addition to the ad card domination within the Holiday Bus, one ad card has been installed inside each coach in the fleet to

promote the free-fare Holiday bus and wish riders "Happy Holidays from AC Transit."

General Manager's ReportCalifornia Transportation Association Conference - On Wednesday November 8th 2017 External Affairs Representative JulieM. Waters moderated a socialmedia panelat the 52"d AnnualCalifornia Transportation Association FallConference & Expo inRiverside, CA. The panel entitled #Trending-Connecting with Transit Riders in a Digital World drew a crowd of approximatelyfifty transit professionals interested in learning how to better integrate socialmedia marketing at their agencies.

Ohlone College 50th Anniversary Hilltop Gala- On Saturday, November 4, Ohlone College celebrated its 50th Anniversary witha commemorative dinner. Ohlone is a communitycollege that has a main campus in Fremont and a second campus in Newark.AC Transit is proud to serve the 16,000 students at both campuses via lines 210, 217, 216 and 251. We continue tocollaborate with college administration to improve our serviced Congress Member Ro Khanna, Senator Bob Wieckowski, andMayor Lily Mei(pictured below) were in attendance. Estee Sepulveda participated on behalf of ACTransit.

Alameda County Special Districts Association (ACSDA)- Rama Pochiraju and Estee Sepulveda gave a presentation to theAlameda County Special Districts Association's member meeting, on November 8. AC Transit is a member of ACSDA, whichconvenes special districts in the Alameda County to share best practices and promote good governance. The presentationgave an overview of AC Transit and updates on the Flex pilot program and the East Bay BRT.

There was holiday entertainment, performances by students, several activities like candy canedecorating, and horse drawn carriage rideslConcurrently, the Downtown San Leandro Improvement Association(SLIAI hosteda tree lighting ceremony for city residents. Estee Sepulveda and GeoffreyJohnson staffed a booth that included a table wherechildren colored scenes of AC Transit buses and passed out information on the East Bay BRT and localservice in San Leandro.

"Futurism Day" -.On November 17, ExternaIAffairs Representative Steven Jones moderated a paneldiscussion about thefuture of transportation during Leadership San Leandro's "Futurism Day." Leadership San Leandro is the Chamber ofCommerce's community leadership program. The event convened thought leaders to discuss a range of topics, includingthefuture of finance and genetic engineering. Jones moderated a paneldiscussion with representatives from Fehr & Peers andTransform about the future of transportation. Some of the thought-provoking questions posed included, "How do cities planfor the future given that so much in innovation is uncertain?" and "How do we improve the equity of transportation optionswhen TNCs compete for riders with taxpayer-funded public transit systems?"

General Manager's ReportLine 275 and Flex Communications CampaignProject DescriptionIn July 20.L6, AC Transit launched flex on-demand service in Newark and Castro Valley as a new and innovative public transitoption for riders in low-density areas. The Flex service allows customers to book trips on any internet-enabled device. as wellas through the District's Customer Service CallCenter. Customers can choose from a set of designated bus stops in theFremont, Newark, and Castro Valley areas, including the Castro Valley and Union City BART stations.

In March 2017, the District temporarily suspended Line 275 in Newark in order to test the effectiveness of Flex service withoutthe underlying service on Line 275(Flex has been operating in Castro Valley as an overlay to existing service). AC Transit'sBoard of Directors is holding a Public Hearing on Wednesday, December 13, 2017 at 5:00 p.m. on the proposed permanentelimination of Line 275 and the continuation of Flex in Newark and Castro Valley. Continuing Flex willallow the District tointegrate it into the sign-up and operator training process, and allow staff to finalize and implement a higher frequency plan,with Flex providing service in areas that have currently hourly or half-hourly routes in Fremont and Newark.

Communications CampaignReach current flex customers, regular AC Transit customers, residents and other interested parties and solicit feedback on staffrecommendations in advance of the public hearing via the following strategies:

Drop-in meeting at the Union City BART Station(12/05) and community meeting in Castro Valley(12/06)

Printed: flyers(English, Spanish, Chinese), comment forms(English, Spanish, Chinese), take-one(English, Spanish,Chinese) and car cards(English, Spanish/Chinese)

Digital: socialmedia posts, eNews, emails to elected officials and key stakeholders, designated page on the website,

General Manager's ReportInnovative Clean Transit: CARB staff plans to restart the development of regulations to transition transit operators to zeroemission vehicles. On December 15th, CARB has scheduled a workshop to discuss staff's regulatory concept to phase in thepurchase of zero emission transit buses.

While the proposed changes willbe extensive, the proposalwillrequire operators to phase in the purchase of zero emissionvehicles. In addition, it willalso require large operators to begin using alternative fuels, such as bio-diesel. CARB staff isexpected to post a discussion document regarding the proposed regulation prior to the workshop. The following is a uglygeneraloutline what we know will be in the proposal.

Starting in 2020 operators with a fleet of 100 or more buses must annually include in vehicle procurements at 25% zeroemission vehicles.

Starting in 2023 the percentage of zero emission vehicles in each procurement increases to 50%. In addition, all

operators with a fleet of 30 or more buses must also include in each procurement 50% zero emission vehicles.

Starting in 2026 the percentage of zero emission vehicles in each procurement increases to 75%. Starting in 2026 the

requirement to purchase at least 75% zero emission vehicles would apply to alloperators.In 2022 CARB wlllconduct a midterm review of the regulations to determine if changes need to be made to theregulations.

The regulations willalso authorize the executive officer at CARB to grant extension or exemption for an operator ifconditions warra nt.

The regulations willalso allow forjoint agency compliance. This would allow multiple operators, likely within the same

region, to coordinate compliance with the purchase requirements. This would allow operators to poolresources and

schedule which operators would receive zero emission vehicles first.

Monthly Executive Reporting- Attached is the October 2017 Monthly Exec Reporting package. The October package is themost recent one available, and the September Monthly Executive Reporting Package is also available upon request. Whilethere are month-to-month variations, overalIDistrict budget status is consistent between September and October.

RegionaITitle VI Conference - AC Transit co-sponsored a one-day conference organized by the regionaITitle VI Working Groupon December4, 20].7. Held at the Bay Area Metro Center in San Francisco, it was attended by approximately 75 people fromCalifornia, Oregon, Nevada, and Arizona. The conference brought together agency staff working on Title Vland EnvironmentalJustice issues and representatives of the FederaITransit Administration. The conference provided an opportunity for staff toshare knowledge and experiences, and also to meet informally and develop peer relationships. Presentations addressed timelyissues related to compliance with Federalcivilrights laws, rules, and regulations. Topics included discussion of Title VIchallenges associated with Mobility on Demand and Next Generation Fare Payment systems. Title VIProgram AdministratorSally Goodman participated in the planning committee and also made a presentation at a conference.
