The BSJV SME Event 2016 is an event aimed to promote
productive partnerships through continuous collaboration
with Brunei Shell Joint Venture companies and Government
agencies. It is hoped that this event can help SMEs to better
survive start-up phase by providing guidance on BSJV and
Government processes and to encourage diversification
through emphasized engagement on tender opportunities
and potential spin-offs. The event also aims to provide
assurance of continued business in low oil price environment
by sharing tender opportunities planned for 2016 and
beyond.
There were 14 booths participated by various government
and private agencies which include the Energy and Industry
Department, Prime Minister's Office (EIDPMO), LiveWIRE,
Department of Economic, Planning and Development (JPKE),
The Authority Monetary Brunei Darussalam (AMBD) and
Business Integrity and Local Business Development (LBD).
There were six topics covered during the forum sessions:
Health, Safety, Security and Environment (HSSE); Business Risk
& Insurance; Access to Financing; Islamic Entrepreneurship
(Business Integrity & Good Governance); Business
Opportunities for SMEs (BSJV LBD Blueprint); and SME Financial
Behaviours.
The event also marked the launch of the LBD portal which will
enable BSJV's business partners and potential business
partners to learn more about LBD and how to do business
with BSJV companies. The portal will also enable users to
search for business opportunities by going through the
expression of interest and tendering opportunities and to take
advantage of the various initiatives offered by BSJV online.

On the 9th October 2015, the first ISQ Leadership Program
was officially initiated for three days starting from 9th
until 11th October 2015. The program was coordinated by
Cikgu Hjh Hadinah Subariah binti Awg Haji Tengah and the
Chairperson cum Special Advisor for the program was Dr
Sheikh Lukman bin Sheikh Abdul Hamid.
This program was created as ‘therapy’ and an appropriate
rehab to boost their motivation and self-confidence as well
as an experimental learning. This program was also held to
prepare the ISQ trainees for their working life and the
challenges they may encounter especially in oil and gas
industry, which prioritize Health, Safety, Security and
Environment (HSSE). Three elements were implemented
during the program: Mindset, Feeling and Attitude to build
one’s character.
36 trainees were selected from six programs namely Marker/
Fitters, Scaffolders, Welders, Heavy Vehicle Drivers, Riggers
and Blaster Painters together with seven counselors and 12
guidance teachers from various Institute of Brunei Technical
Education (IBTE) campuses to assist the program.
The first day activity was more towards self-assessment
where they expressed positive and negative attitude/
behaviour within themselves. Later in the evening was
motivation and leadership activities. Spiritual activities were
also conducted to strengthen their spiritual values with
mass Maghrib and Isya prayers led by Ustaz Azmin/Ustaz
Farydyllah and recital of Ratibal-Attas by all the attendees/
participants.
During the second day, the trainees were required to do
physical endurance activities to test their mentality,
leadership and teamwork whereby during the morning
session they were asked to do a 16-km trekking. In the
afternoon, the activity continued whereby the trainees
were required to accomplish the seven obstacle games to
test their mentality, endurance, durability and thinking
‘outside the box’ in less than seven minutes per obstacles. In
the evening, after Maghrib and Isya prayers, Ustaz Azmin
gave a motivational and spiritual talk on how to be a good
Muslim by maintaining their daily prayers.
The third day of the program focused on reflective session
by the trainees followed by feedback from their guidance
teachers. The event ended with a prize presentation and
certificate of participation by Deputy Principal of Pusat
Latihan Mekanik (PLM), Cikgu Hjh Farizah Norin Hj Abdul Jalil.

A 6-day Outward Bound Brunei Darussalam (OBBD) training was
conducted for Youth Development Centre (YDC) and ISQ4 Heavy
Vehicle Driver Trainees from 9th until 14th November 2015 at OBBD
Batang Duri Camp, Temburong, facilitated by OBBD instructors. OBBD
training is part of the entry program for every student joining Heavy
Vehicle Driver Program in YDC.
The main objective of the training is to make them be prepared for
future undertakings by going through character-building activities
that will significantly make them understand the importance of
planning, time management, team work, safety awareness and
other qualities that they must have in order to be successful in their
life.
It does not only assess the trainees physically by participating in
various physical demanding activities but also to test their mental
strength ability, communications and leadership skills, teamwork as
required in industry. It is also the first time ever to have a female
trainee in the ISQ4 Heavy Vehicle Driver program which proves that
gender is not an issue as the trainee managed to finish the 6-day
challenging activities without any hassle and difficulties. The 6-day of
their training included various activities focusing on individual as well
as teamwork. The training ended with final review and closing session.
From the training conducted, the trainees discovered the
importance of team work, developing their leadership skills and
behaviours, understanding their strengths and weaknesses and the
importance of working hard to be successful. The trainees realised
the importance of OBBD’s experience that may be beneficial for
them in facing challenges in life.
A signing agreement ceremony for Heavy Vehicle Driver (HVD) trainees
from Youth Development Centre (YDC) and ISQ4 that were made with
Megamas Training Company Sdn Bhd has been held on 14th December
2015 at Surambi Hall, YDC.
Present during the ceremony were Mr. Lim Hong Huat, the Director of
Human Resource Development, Department of Economic, Planning and
Development (JPKE); Haji Kula Bin Haji Metasan, Head of Energy Corporate,
Energy Department at Prime Minister’s Office (EDPMO); Haswandi Bin Haji
Osman, Acting Assistant Director of YDC; Haji Mahmud Bin Haji Idris, Deputy
General Manager, Megamas Training Company Sdn Bhd; and Dr Sheikh
Lukman Bin Sheikh Hamid, Acting Principal of Pusat Latihan Mekanik.

A one-day workshop was conducted for ISQ Registered Training
Organisation (RTO) instructors on 14th December 2015 at Aircraft
Department, Institute of Brunei Technical Education (IBTE) Maktab Teknik
Sultan Saiful Rijal (MTSSR) campus. The workshop was attended by RTOs
from Adinin Training & Development Centre Sdn Bhd (ATDC), Blue
Oceanic Management Services (BOMS), Joffren Omar Co. Sdn Bhd,
Megamas Training Company Sdn Bhd, Mashhor Training Center, Syarikat
Pakar Tenaga Bersatu (PTB), IS Industrie Brunei Sdn Bhd and Youth
Development Centre (YDC) and was facilitated by IBTE Management
Team and PLM Campus.
The objectives of the workshop are to identify gaps that the RTOs have
experienced since they first recruited ISQ trainees for training; to
understand ISQ Academic Calendar and to be familiarised with ISQ
Academic Policy; to clarify on how to fill in the Assessment Record (AR)
Forms and Industrial Placement (IP) Logbook as well as identifying
opportunities for improvement for ISQ program. The session started with
welcoming remarks by the Guest of Honour, Dr Sheikh Lukman Bin Sheikh
Abd Hamid, Central Principal/Acting Principal IBTE PLM Campus.
The activities started-off with an introduction by participants from each
companies. Participants were then divided into a group of six of which,
each group was asked to identify gaps among themselves and share it
with the other groups. It was followed by briefing by Cg Hjh Farizah Norin
Binti Haji Abdul Jalil on ISQ Academic Calendar. The next activity was on
ISQ Academic Policy whereby each group was given a topic based on
the policy and were asked to describe and explain to other groups what
they understand from the assigned topic.
The session continued with briefing by Cg Omarali on how to fill in the AR
Forms followed by the introduction of a new standardised IP Logbook by
Cg Hjh Farizah Norin. The workshop ended with suggestions from RTOs on
areas of improvement.
From the event, it has demonstrated a strong collaboration between IBTE,
Energy Department, Prime Minister’s Office (EDPMO), RTOs and the
industry in order to improve the effectiveness and success of ISQ program.

The ceremony began with briefing from JPKE representatives on Skim
Biasiswa Pendidikan Teknikal dan Vokasional bagi Program Energy Industry
Competency Framework (BPTV-EICF) and on Skim Latihan Pekerjaan (SLP)
which included incentives for the trainees once they enter employment to
all trainees and guardians. Also, the importance in following the rules and
regulations were emphasised.
The session then continued with briefing on trainee’s contract by
Roshawadin Bin Kamaluddin, Training Manager from Megamas Training
Company Sdn Bhd to formalise and document the rules and regulations of
HVD program.
The session ended with the signing ceremony between HVD trainees and
the guardians as guarantor with Megamas Training Company Sdn Bhd.

A convocation ceremony was held for the Institute of Brunei
Technical Education (IBTE) students including 203 ISQ3 trainees
from Marker/Fitter, Rigger, Scaffolder and Welder programs as
well as 177 HNTec1 trainees from Electrical Engineering,
Mechanical Engineering, Plant Engineering and Instrumentation
and Control Engineering at the Plenary Hall, International
Convention Centre (ICC).
The Director of IBTE, Dr. Chin Wei Keh in his speech said that IBTE
recently held its midterm review to obtain feedback on how they
can improve courses and ultimately produce more highly skilled
and qualified graduates, which involved stakeholders from
private and public sectors, Legislative Council members,
grassroots leaders, school principals, teachers, parents and
students.
He added that as part of IBTE’s five-year strategic plan (2013-
2018) and in its effort to transform technical education in Brunei
Darussalam, it will further focus on and prioritise the development
of its educators. Dr Chin pointed out that it is one of IBTE’s priorities
to equip students with education that is based on a holistic
approach which will not only prepare students to be more
technically skilled but will also ensure they are equipped with 21st
century skills and life skills, noting that this is in line with IBTE’s
mission and five-year strategic plan.
The ceremony continued with a speech by the Guest of Honour,
Minster of Education, Yang Berhormat Pehin Orang Kaya Indera
Pahlawan Dato Seri Setia Awang Hj Suyoi Hj Osman where he said
that according to an Employers’ Satisfaction Survey released by
IBTE in July this year, 91 per cent of employers were satisfied with
the quality of work provided by IBTE graduates. To produce
manpower that is highly skilled, he said IBTE must be more
comprehensive, especially in terms of developing the
professionalism of students. To be able to produce more
graduates who are educated, skilled, creative, innovative and
have acquired a positive attitude with an ‘entrepreneurial’ mind,
the industrial sector and other stakeholders must work together
with technical education institutes. He said this is essential for the
development of the nation and its economic growth.
He further added that students must also be able to adapt to
change and be able to ‘adjust’ their mindset, adding that they
must get out of their comfort zones. In his speech, YB Pehin Dato
Hj Suyoi reminded the new graduates to practise what they have
gained from their courses.
The ceremony saw the presentation of certificates to all IBTE
students. Best Student Awards were also presented to the ISQ3
trainee in Marker/Fitter course; Abdul Rahman Hj Yakub, and
HNTec1 trainee in Mechanical Engineering; Norkhadijah Morni.
The selection was based on their excellence in academic as well
as involvement in co-curriculum activities throughout the
program.

A 5-day Specialist Trainer Workshop on Academic Quality
Assurance System under QMET Framework attended by 15
delegates from Institute of Brunei Technical of Education
(IBTE) was held at Singapore Polytechnic International PTE LTD
(SPI), Singapore, facilitated by Singapore Maritime Academy
(SMA), SPI.
The main agendas of the event are to give the delegates a
full understanding of the content, meaning and application
of PSB 100:2002 standards for Quality Maritime Education and
Training (QMET), the applicable regulations, development of
the QMET Quality Manual, development of the QMET Quality
Procedures, identification of the Quality forms, mapping of
core processes, identifying interaction of the processes and
identifying roles and responsibilities of core members and
committees.
The training is divided into three sessions, with the first session
in Singapore and the remaining two will be conducted in
Brunei Darussalam. The 5-day workshop was comprised of
lectures, group activities and site visits.
The workshop began with explaining the need to have a
quality system in place. It also compared the QMET system to
the ISO system, by inviting the participants to look at the
benefits and disadvantages of having both systems
simultaneously. In addition, the option of outsourcing was
also introduced. According to the facilitators, outsourcing is a
common strategy in institution nowadays as it brings along
some benefits. However, it was emphasized that a strict
control is compulsory to ensure quality.
Other than those, the workshop also covered important
processes in a quality management system, such as
program validation, program monitoring and program
review. The procedures for those processes were mapped
out by the participants. Through the mapping, important
personnel were identified. Lastly, the workshop looked at the
possibility of employing an external examiner, as well as
implementing HSSE procedures in the institution.
The activities during the workshop also helped to identify the
gaps in IBTE ISO system, such as emergency evacuation
procedures and program review procedures. It was during
the workshop that it was realized some of these important
procedures are not captured in the IBTE ISO quality
procedure. Furthermore, after these procedures were
mapped out, they were improved based on the feedbacks
from the facilitators.

A four-day ‘Train the Trainer’ Workshop for a total of 17
participants from Institute of Brunei Technical Education (IBTE),
Brunei Darussalam Marine Department, Royal Brunei Navy and
Brunei Gas Carriers was held at Training Room, IBTE Maktab
Kejuruteraan Jefri Bolkiah (MKJB) Campus, facilitated by Captain
Osman, Captain Savio Coutinho and David Tay from Singapore
Maritime Academy (SMA).
The agenda of the workshop was to provide fundamental train-
ing to equip the trainers with the ability to assess International
Maritime Organisation (IMO) Courses.
The course was delivered via presentations by the facilitators and
also included interactive quizzes for everyone to participate in. It
included introductory classroom instruction on the assessment,
examination and certification of seafarers (in particular masters,
mates, chief engineers and engineer officers); covering the
international provisions for training, assessment, examination and
certification of masters, officers and ratings; the implementation
of these provisions under national law; the selection of
assessment methodologies; the organisation of assessments; and
the issue and control of certificates.
It is hoped that through the workshop, the participants are able
to provide knowledge and skills for trainees by administering,
supervising and monitoring training and assessment of seafarers’
competence in accordance with the provisions of section A-1/6
of the Standards of Training, Certification and Watchkeeping
(STCW) Code.
A one-day workshop on Brunei Maritime Academy (BMA)
Strengths, Weaknesses, Opportunities and Threats (SWOT) was
conducted at Room 3, Core Studies Department, Institute of
Brunei Technical Education (IBTE), Maktab Kejuruteraan Jefri
Bolkiah (MKJB) Campus on 13th January 2016, facilitated by Ms.
Ziana binti Haji Mahmud and Mr. Darryl Tieng from IBTE MKJB
Campus as well as Ms. Dk. Syazwani Nur Afida binti Pg Mahmud
from IBTE Sekolah Vokasional Sultan Bolkiah (SVSB) Campus.
The agenda of the workshop was to capture both BMA current
trainees’ and graduates’ comments and honest sentiments on
Brunei Maritime Academy and any matters related to the
programs, the sea time training placement, their affiliated
companies to name a few.

An engagement session with Maritime Network was held on 14th January 2016 at Room 3, Core Studies Department,
Institute of Brunei Technical Education (IBTE), Maktab Kejuruteraan Jefri Bolkiah (MKJB) Campus that was facilitated by
IBTE Chief Executive Officer cum the Guest of Honour, Dr. Chin Wei Keh and Acting Principal of IBTE MKJB Campus, Cg
Norjemee Bin Abdullah Jenek.
The objective of the engagement was to give an update to the progress of the trainees’ academic year as well as to
address the need for the network’s support in issues related to trainees enrolling in Diploma Nautical Studies and
Diploma in Marine Engineering programs.
The recorded feedbacks will be used for the upcoming BMA After Action Review (AAR) session to be held in February
2016.

The target audience for this workshop were those who have
completed their sea time training as well as the current trainees. A
total of 20 BMA trainees participated in the workshop.
Before the main activities began, an introduction on the workshop
including the meaning of SWOT analysis were carried out. Following
after, the workshop covered all parts of the analysis (Strength &
Weaknesses, Opportunity & Threats) which was then compiled and
presented to all participants for clarity.
It is hoped that via the workshop, by capturing and recording these
feedbacks, this will reflect on how much BMA needs to work on
and improve in order to achieve their own objective which is to
produce professional local seafarers. SWOT allows BMA to see the
strength that needs be maintained, weaknesses within the
organization’s structure that requires improvement, opportunities to
allow BMA to expand on and built upon for better image overall,
and the threats that need to be dealt with immediately.
The recorded feedbacks will be used for the upcoming BMA After
Action Review (AAR) session to be held in February 2016 whereby a
number of issues need to be addressed immediately to ensure
satisfaction and the success of the trainees.

The 4th Intake apprentices under the National Energy
Graduate Apprenticeship Scheme (NEGAS) attended an
induction program conducted by the EICF Team on 18th
November 2015. Present during the event was Head of
Energy Corporate, Energy Department at the Prime Minister’s
Office (EDPMO), Haji Kula Bin Haji Metasan, as well as HR
representatives of the NEGAS host companies. The induction
was held at Audio Visual Room, Maktab Kejuruteraan Jefri
Bolkiah (MKJB).
The session began with welcoming remarks by Hj Kula and
continued with introduction to oil and gas industry, followed
by briefings on EICF programs and NEGAS expectations. It is
hoped that the induction program will help the apprentices
to better understand on the oil and gas industry as a whole
as well as on how the apprentices can benefit from the
scheme and contribute to energy industry.
The apprentices and their HR representatives were given
opportunity to raise questions and to share any issues or
concerns particularly on NEGAS.
Through the induction program, it is hoped that the
apprentices will be more motivated to learn and develop
their skills to strive for a professional career in oil and gas
industry.

graduate trainees and apprentices. It is hoped that the assigned apprentice will be
able to pick up the core process engineering knowledge and skills expected of a
graduate process engineer.
In my opinion, EICF in general is an excellent program; I would like to recommend
those jobseekers in the technical discipline to see NEGAS as a platform to facilitate
themselves in deciding the appropriate career path contributing to their professional

“I am a graduate in Mechanical Engineering from Karlsruhe Institute of Technology,
Germany. I found out about NEGAS from EIDPMO website while looking for
vacancies. Realising the opportunities for me to develop my career in engineering
field as well as showcasing my skills as a graduate, I grab the chance and applied for
it.
I always wanted to be part of oil and gas industry and realising the industry as the
major contributor to Brunei’s economy. I hope that via NEGAS, I can gain a lot of
experience in order for me to start my professional career. My advise to others: Take
initiatives to develop your own skills that potentially can lead you up to a professional
career. Always take the opportunity that has been offered to help the youths in our
country, Brunei.
In general, I have heard about the training programs under EICF via the Energy Job
Fair in 2014. I believed it is a good initiative in order to help jobseekers/unemployed
youth to develop a good working skills and at the same time reducing our current
unemployment issues. I would like to recommend EICF to others, depending on their
qualifications, as I am sure there are different programs that will be suitable for

young local graduates working within oil and gas industry.

(B) as I can see good opportunities to develop my skills and knowledge I gained
throughout my studies. In NEGAS, it is quite challenging as I realised that I need to
improve more in communicating with co-workers.
I have always wanted to be in this industry because I can use my background and
apply it to real life situation that is related to the industry. DNVGL (B) has provide a lot
of training courses in theory as well as in work practical. For me, it is worth the try for
NEGAS as the module timeline under DNVGL (B) is very interesting. I planned to stay
at DNVGL (B) and take up the senior roles in Inspector Engineer in near future.
I would like to recommend other graduates to take this apprenticeship scheme
because it is a good program especially to new graduates as an exposure to real
work life situations.”

“I graduated with BEng Chemical Engineering from University of Sheffield, United
Kingdom in 2014. I have applied for NEGAS to gain experience as well as to work
and learn more about oil and gas industry, of which, I found out from EIDPMO
website as well as from the social media.
In NEGAS, I have continuous learning in working along and learning the work
environment and processes. The most challenging thing that I faced initially in
NEGAS is in catching up with the current projects and understanding the system. I
have always wanted to be in the oil and gas industry as I found it interesting in terms
of the task requirement and highlighting the importance of safety within the industry.
After completion of NEGAS, I would hope that I will be secured with permanent
employment by utilising my knowledge and apply it for my job. In addition, I would
like to give back what the government have done for me by contributing in
achieving Brunei Wawasan 2035.
My advise to others; experience is very important. Use the opportunity to gain work
experience and knowledge.”
