RULE 100 (General Information)

In addition to the Safety Rules and Standard Protection Code, supplementary instructions applicable to specified locations may be issued, provided they conform to the intent and spirit of the Rules. In any given situation the term Rules shall mean not only the "Safety Rules and Standard Protection Code" but also any supplementary instructions which may apply.

RULE 101 (Employees Knowledge of Rules and Care of Rule Book)

It is the responsibility of all employees, which includes Directors and Managers, to be familiar with rules and instruction, which have a bearing on the work activity.

Employees shall study the sections of the Rule Book relating to his or her work activities until they are thoroughly understood. When employees cannot identify the applicable rule or procedure, or is in doubt the supervisor shall be consulted.

Employees must comply with the Rules and Supplementary Instructions. Ignorance or disregard of the safety Rules, Work Protection Code or Supplementary Instructions CANNOT be tolerated

RULE 102 (General Duties of All Employees)

All employees shall exercise intelligence and constant care and shall use the safety appliances provided to protect themselves, their fellow employees and the public from accidents and shall at all times endeavor to further the best interests of the Company

They shall do their utmost to:

1. Carry out their duties with such skill, foresight, regularity, promptness, thoroughness and care as to eliminate as far as practicable the accidental injury of employees or of the public and to avoid interruptions, or impairment of service and damage to apparatus or property.

2. Extend their knowledge and prepare themselves for unusual circumstances under which they may be required to assume responsibility beyond the ordinary.

3. Guard against theft, depredations and spoilage of all kinds and promptly report to their supervisors any such acts of which they have knowledge.

4. Familiarize themselves with the location and operation of the various types of fire extinguishers and guard against loss by fire by elimination of unnecessary fire hazards

All employees shall promptly report observed abnormal conditions in apparatus or in any matters of importance relating to operation or maintenance to the man in charge of such equipment or apparatus.

RULE 102 (General Duties of All Employees) Cont’

If any employee has reported for duty or is on duty in a condition, which, in the opinion of another employee, renders him unfit to perform his regular duties safely and efficiently, the condition shall be reported to his supervisor and if he concurs with this opinion the employee shall not be permitted to work.

Employees are encouraged to forward through proper channels any constructive suggestions or criticisms of the Rules.

RULE 103 (Responsibility of Group leaders and Supervisors)

Be responsible for carrying out work in accordance with standard practices and seeing that all safety regulations and precautions are observed.

Issue Rule Books, booklets and instructions where required and instruct and examine the employees in the knowledge of the Company’s Rules.

Supervisors shall constantly keep employees aware of the contents of the Rule Book and shall check periodically to see that the information has not been forgotten or disregarded. Exercise or provide adequate supervision over their subordinates

at all times. Enforce the Rules. They have the authority to recommend

disciplinary action on an employee who willfully and knowingly disobeys the Rules.

Guard against the use of defective safety appliances, rigging, tools and materials.

Study the safest most effective and efficient method of doing the work in accordance with the rules' before undertaking it and apply it during progress of the work.

See that all safety devices supplied by the Company are properly used and maintained.

See that no employee is permitted to do work for which he or she is not qualified.

See that first aid kits for use by employee are kept in the prescribed condition with contents complete in accordance with requirements listed.

RULE 103 (Responsibility of Group leaders and Supervisors) cont’

Make certain that all fire extinguishing equipment under their jurisdiction is kept in its proper place, properly filled and ready for instant use.

Assign a sufficient number of qualified employees to do each job safely.

When a group leader must be absent from the work area he or she shall delegate a qualified employee to be in-charge and shall identify him or her to all employees on the job.

Brief all employees on the plan of work, before work is started. When conducting a briefing or "tailboard conference" the following details shall be fully discussed:

1. The plan of procedure to be followed. A job print may be used if necessary.

2. Potential hazards and the ways to eliminate or protect against them.

3.  Definite work assignments.

4.  Use of special tools or equipment.

5.  Check that instructions are clearly understood.

If the job is complex or if a change of plan is to be made, conduct additional briefing as required to ensure that the employees understand each progressive step of the work.

RULE 104 (Personal Conduct)

Drinking intoxicants or the use of illegal or non-medical drugs on duty is strictly prohibited.

Any employee under the influence of alcoholic beverages or drugs shall not be permitted to work. Furthermore, no employee shall convey or permit anyone else to convey alcoholic beverages or drugs to any power station, substation or like property for use at such a location.

Smoking is prohibited in restricted and enclosed areas.  Employees shall be courteous and considerate of the public and

of each other. Employees shall not needlessly enter other departments or places

where they have no business unless permission to do so is first obtained.

RULE 104 (Personal Conduct)

• Indulgence in practical jokes, horseplay, scuffling and wrestling while on duty, or when off duty on Company properties or in Company vehicles, is forbidden.

RULE 105 (Physical Condition)

An employee is responsible for maintaining a level of physical fitness appropriate to the duties to be performed.

An employee is responsible to inform the Supervisor of any physical limitations, which may affect the manner in which the work may be safely carried out.

The Supervisor is responsible to see that serious impairments are reported to the Human Resource (Health Facility)for evaluation of the employee's physical condition.

An employee with a history of convulsions or loss of consciousness for any reason shall not be permitted to carry out work activities or work in locations where the disability may increase the risk of serious injury to self, other employees or the public without the authorization of the Supervisor in consultation with the Human Resource (Health Facility)

RULE 106 (General Precautions)

Care shall always be taken while cleaning, dusting, etc., not to come in contact with live apparatus or to disturb sensitive equipment such as relays.

Special care shall be taken when it is necessary to use wiping rags close to moving parts of motors, generators, pumps or in any place that a rag might be caught and cause personal injury or damage to the equipment.

Unnecessary running up and down stairways, standing or sitting on handrails and the unnecessary climbing of buildings, elevated tanks and structures is prohibited.

Care shall be taken not to enter enclosures where CO2 gas has been discharged without the use of an auxiliary air supply approved for this specific purpose, or until the enclosure is free of gas.

RULE 107 (Operation of Apparatus)

No person shall operate any apparatus, equipment or vehicles without permission or instructions from the proper authority.

RULE 108 (Emergency Action by Employees)

In any emergency not provided for herein, employees shall act according to their best judgment. Under such circumstances when quick action is necessary in order to safeguard life or property, all employees are authorized to do anything which they thoroughly understand but under no circumstances shall they attempt to do anything concerning which they are in doubt.

Any unusual action taken in an emergency shall be promptly followed by a report to a supervisor, stating clearly the action taken and the reasons for it.

RULE 109 (Manual Lifting)

Employees shall not attempt to lift loads beyond their capabilities. Before any manual lifting is done, the use of available mechanical lifting aids shall be considered and employed where practical. All manual lifts shall be planned and safe lifting practices followed.

Supervisors shall ensure that employees who are required to perform lifting operations are educated and trained in the free style method of lifting as well as in the straight back bent knees technique. For repeated lifts of up to 7 kg (15 pounds), the free style method of lifting shall be used. When lifting loads in excess of 7 kg (15 pounds), the straight back bent knees technique or a combination of this method and the free style method shall be used.

RULE 109 (Manual Lifting) cont’

Before attempting to make a lift, the conditions underfoot shall be checked to determine soundness, slipperiness and freedom from trip hazards.

NOTE: Free style method of lifting means lifting light loads any way best suited to the individual's physical make up as opposed to the conventional straight back bent knees method used for heavier lifts.

RULE 110 (Accident Reporting)

An employee shall report an accident promptly to his Supervisor where personal injury occurred or was narrowly averted. In dealing with accidents, Supervisors shall be governed by GRIDCO instructions on "Reporting and Investigating Accidents and Work Injuries

RULE 111 (First Aid)

In all matters concerning first-aid employees shall be governed by the Company’s Instructions.

RULE 112 (Safety Meetings)

It shall be the duty of all employees to attend all safety meetings as

may be scheduled or arranged by the group leader or supervisor.

RULE 113 (Good Housekeeping)

All GRIDCo premises in the interest of safety, fire prevention and hygiene shall be kept clean and orderly at all times.

Each employee shall be responsible to see that the work area is clean and orderly.

Loose broken glass, porcelain or other sharp materials shall not be placed in waste containers with paper, wiping rags, etc.

Aerosol containers shall never be placed in waste containers with waste that is to be burned. When an aerosol container is empty, it should be inverted and the remaining pressure released, and then disposed of with non-combustible materials.

RULE 114 (Fire Prevention)

All GRIDCo premises shall, in the interest of safety, fire prevention and appearance, be kept clean and orderly at all times.

RULE 119 (Clothing and Personal Jewellery)

Employees should wear clothing suitable to weather conditions and to the job being done.

Loose clothing such as neckties, unbuttoned sleeves, etc., shall not be worn while working in the vicinity of rotating parts in which it might be caught. Pockets shall be kept free of rags and other material having loose ends.

 Personal jewellery, such as rings and wrist watches, shall not be worn where the wearing of such items would introduce a hazard such as near rotating shafts, spindle, gears, belts and any other source of entanglement or where the metal parts of personal jewellery could contact any live electrical parts or circuits.

RULE 119 (Clothing and Personal Jewellery)

Long hair including facial shall be suitably confined to avoid entangled near any rotating shaft, spindle, gear, belt, or other sources of entanglement

Employees who are required to wear respiratory equipment shall have any facial hair trimmed to ensure a proper seal.

Conclusion

The principles of safety must be internationalized to prevent unnecessary accidents. Safety, must of necessity, become second nature to all. It is important that every employee accepts personal responsibility for complying with the Corporate Safety prescribed in this manual.
