The purpose of the RCRA Contingency Plan is to minimize hazards to human health or environment from releases of hazardous waste. The action described in this Plan must be implemented immediately whenever such releases could threaten human health or the environment.

The provisions of the Plan must be carried out immediately whenever there is a fire, explosion, or release of hazardous waste or hazardous waste constituents, which could threaten human health or the environment.

I. General Information

This contingency plan is for ________________________________________ located at

The Fisher Scientific facility is a warehouse and distribution center for Fisher Scientific chemical and laboratory products, none of which are manufactured at the facility itself. Operations at this facility consist largely of the unloading of packages of chemicals in small (usually laboratory-size) containers, storage and sorting, and finally retrieval and customer delivery. There is no formulation or blending of chemical substances, nor is there any transfer of material from larger to smaller containers at this facility.

II. Emergency Coordinators and Contacts

If an emergency situation develops at the facility, the discoverer should contact an Emergency Coordinator listed in Table 1.

If the discoverer is in the hazardous waste storage area and the emergency involves a release of hazardous waste, the discoverer should sound the air horn to notify the Emergency Coordinator.

_____________________________, the primary Emergency Coordinator, should be contacted first, and if he/she is not available, the others should be called, in the order listed, until someone is reached. The primary Emergency Coordinator and alternates have complete authority to commit necessary resources of the company in the event of an emergency. Due to given storage area constraints (Class 1 Division 2 environments as defined by the Occupational Safety and Health Act (e.g. flammable vaults)), the requirements that hazardous waste storage areas must be equipped with a “device, such as a telephone (immediately available at the scene of operations) or a hand-held two-way radio, capable of summoning emergency assistance from local police departments, or state or local emergency response teams” will be satisfied in the following manner:

o Internal communication or alarm system should be easily accessible. If the hazardous waste area is in a Class 1 Division 2 environment as defined by the Occupational Safety and Health Act (e.g. flammable vaults) then the equipment used in those areas must meet the rating certification for operation in a Class 1 Division 2 location.

o If these communications systems are not in the immediate area where the waste is being stored, then a sign needs to be posted to clearly indicate where the communications devices are located. At the communication devices all emergency telephone numbers must be posted.

o In addtion an air horn shall be available in the hazardous waste areas if there are no communication devices. The air horn will be used by any employee engaged in “ hazardous waste handling in the vaults” to notify another employee positioned outside of the vault for the sole purpose of accessing an internal alarm or emergency communication device should a fire, explosion or release occur. Employees with RCRA responsibly shall be trained in this procedure.

III. Implementation of the Contingency Plan

The decision to implement the contingency plan depends upon whether or not an imminent or actual incident could threaten human health or the environment. The purpose of this section is to provide guidance to the Emergency Coordinator in making this decision by providing decision-making criteria.

The Contingency Plan will be implemented in the following situations:Fire and/or Explosion

A fire causes the release of toxic fumes. The fire spreads and could ignite materials at other locations on-

site or could cause heat-induced explosions. The fire could spread to off-site areas. Use of water or water and chemical fire suppressant could result in

contaminated run-off. An imminent danger exists that an explosion could occur, causing a

safety hazard because of flying fragments or shock waves. An imminent danger exists that an explosion could ignite other

hazardous waste at the facility. An imminent danger exists that an explosion could result in release

of toxic material. An explosion has occurred.

2. Spills or Material Releases The spill could result in release of flammable liquids or vapors,

possibly resulting in a fire or gas explosion hazard. The spill could cause the release of toxic fumes. The spill can be contained on-site, but the potential exists for

surface or groundwater contamination. The spill cannot be contained on-site, resulting in off-site soil

contamination and/or surface and/or groundwater contamination.

IV. Emergency Response ProceduresA. Any employee observing a discharge release, or spill of hazardous waste, must follow the Emergency Response Plan for that facility.

If the Emergency Coordinator determines that the spill is a reportable quantity as determined by the Superfund Act, the Emergency Coordinator will contact the following personnel: Director ES&H Support: Thomas Tisa

VII. Evacuation Plan

All emergencies require prompt and deliberate action. In the event of any major emergency, it will be necessary to follow an established set of procedures. The following Fisher Scientific Distribution Center located at________________________________________________is a warehouse and distributor of laboratory equipment, supplies, chemicals and reagents for use in Industry, Academia and Hospitals. The list of non-chemical equipment and apparatus would extend from beakers to refrigerators. The chemical products stored and shipped to/from this facility could include non-hazardous materials such as saline and glucose solutions. The hazardous materials which this facility could handle include flammable liquids/solids, corrosive liquids, oxidizing materials, poison B materials, compressed gases and other regulated materials. The warehouses are designed to have segregated vaults to store materials such as flammable liquids. The containers used for these materials are appropriate for the nature of the material and would include glass, plastic, metal and range in size from a few grams to 200 liters depending on the specific product.

This facility can generate hazardous waste as a result of a spill clean-up of one of the above referenced products or discard of a non-salable product. Hazardous waste generated at this facility is managed according to the applicable Federal and State requirements concerning generators of hazardous waste. Materials are disposed off-site at facilities permitted to receive and handle the specific waste.

Enclosed is a layout of this facility identifying the locations where products are stored and hazardous waste (if any) is kept awaiting shipment to an off-site treatment/disposal facility. The layout has been marked to show areas where Fisher employees normally work, entrances to this location and possible evacuation routes.

The nature of the hazardous waste generated at this facility is variable due to the diversity of the products Fisher handles. In general terms, hazardous waste generated at the warehouse could possess one or more of the following properties:Rev. # 1 Mandatory Discretionary

Corrosivity Flammability (liquids and solids) Toxicity Reactivity

The type of injuries or illnesses which could result from a fire, explosion or release at this facility would depend on the size of the incident. Small releases may result in chemical burns; irritation to eyes, nose, or throat; dizziness; skin rashes; nervousness, etc. Large releases (resulting from fires or explosions) could result in chemical and thermal burns of people being overcome by toxic fumes from the combustion of plastics and assorted chemicals.

The specific information concerning the properties of products and subsequent hazardous waste are found in Material Safety Data Sheets which are available on-site. We have developed a RCRA Contingency Plan to minimize hazards to human health or the environment from unplanned or sudden releases of hazardous waste, or form fires or explosions. As part of this program we have established emergency procedures and trained our personnel to handle such unplanned or sudden occurrences. Attached is a copy of this facility’s RCRA Contingency Plan.
