Monitoring Report Education / Training Efficiency Innovation / Technology Infrastructure / Assets County Clerk’s Office Now providing digital access to a range of records County Planning LeRoy / Bergen / Byron / Elba / City of Batavia Are all updating their Comprehensive Plans County Planning Agricultural-Farmland Protection plan being created for Town of Oakfield, Town of Alabama; and the County plan is being updated County Planning Green-Genesee/ Smart Genesee plan for Town of Batavia, Town and Village of Oakfield, Town of Alabama, and roadmap for entire County is expected by Spring 2016 Treasurers / County Clerk / Human Resources / Highway Department have begun to accept credit card payments. However, Individuals still can not pay online and departments need to investigate having Chip capable credit card machines County IT / Pictometry New Pictometry web portal (CONNECTExplorer) available County IT / Pictometry New flyover scheduled for Spring 2016 School Districts Use of social media has been effective. County Highway GPS tracking devices installed in County vehicle fleet County Planning Hosted or sponsored 15 training events for local planning and zoning officials to meet their annual training requirements Historians and Records Management Officers / County Historian Hosted three workshops with over 100 attendees School Districts Batavia School District is currently replacing all their Smartboards Continued success in sharing highway equipment and labor across municipalities Airport terminal and maintenance hanger replacement project is currently underway County Nursing Home Sale is pendingTRANSCRIPT

County Clerk’s Office Most Departments unable to take credit card payment online and do not have new chip machines
County Clerk’s Office Time constraint issues / costs associated with increased frequency of email submitted applications / requests.
County Clerk’s Office Unable to ensure landmark status is recorded by each applicable property
NYS Property Tax Cap and Monitoring of approved Efficiency plan and benchmarks continue to be an issue
NYS pushing for e-filing which many local agencies do not find cost effective
GAM / County ITHigh Speed Internet Availability issues- Large Redundancy - High cost and low level of service issues- Negotiations between several Municipalities and Time Warner is ongoing
CountyNeeds to utilize social media tools.
County Recently lost the INREM Tax Foreclosure case which had gone through NYS Court System.
County Clerk’s Office A centralized, electronic document system is needed. One department may need to step up and serve as a champion to demonstrate usefulness to rest of county departments
School DistrictsEnrollment down to 2,300 students. Has decreased by roughly 70-80 students over last several years.
County / City / MCWAWater Agreements expiring in 2018. Sales Tax distribution and finalization of Phase II tied into the ongoing negotiations between the City of Batavia, County, and MCWA
Shared Bid Issues NYS pushing shared service/bid process but there are still limitations. Partnering with School Districts throughout the State should be explored.
Local governments require increased mandate relief. Priority must be placed on the State taking over the costs associated with Medicaid and indigent defense

County Clerk’s Office Recent law passed to deal with vacancy issues and Zombie Ownership within the City of Batavia. Examine possibility of rolling out similar program county wide
County Clerk’s Office Need to advertise advantages of using local DMV office.
County Planning BoardExplore the option of going paperless for municipal planning and zoning referral reviews
County Sheriff Potential study for future joint City/County Law enforcement facility
HistoryIncreasing the number of items published online for research purposes. Demand, especially for war related items, continues to grow
Lake Plains Investigating installing fiber connections to facilities in the nine county region
County IT New hire to monitor county website and social media has been budgeted for.
County Sheriff upgraded its radio network to a six tower site. Received $3 Million NYS Interoperable Communications grant for potential seventh tower
Schools Districts Looking to set up mobile wireless centers (utilizing bus fleet) for students to use after hours. New Handheld devices being distributed and a study as to where ‘dead zones’ exist will be carried out

County Planning Dept.Continuing to present on Form Based Codes, needs of the Millennial Generation, and other Zoning topics as municipalities update their comprehensive plans.
County's Workers Compensation Plan. County looking to secure funding to implement some of the safety consultants recommendations
County / City / MCWADecision needs to be made regarding future of City’s Water Plant. Share in sales tax between the County and municipalities may shift as part of negotiations
