    Introduction & Historical Background

    Since the first discovery of oil in 1929, Brunei Shell Petroleum (BSP) has become a leading oil & gas company in Brunei till today.

    Vast amount of infrastructures and utilities had been built and installed over the years to support the exploration and production (E&P) activities.

    Geomatics department plays a very important role in managing these assets to ensure one knows what is where. This is not an easy task: - Data and information kept in different places and different forms - Work process- Geomatics not always engaged/involved in

    installation/modifications of (new) utilities - Different data standards and formats.

    History of mapping and geo-information management in BSP has gone a long way, and technology has completely revolutionised the process.

    Today, with the GIS technology, everyone can have access to any spatial information with a press of a button on his/her personal computer (almost)!

    Managing geospatial information is a critical task. To ensure good data is maintained, proper standards and procedures must be followed.

    2) Permit To Work (PTW) A mandatory control system required prior to

    executing any work. Part of Health Safety & Environment (HSE)

    Mappable Changes Policy

    Main issues with Geo-information management:

    1) Missing/incomplete data

    Survey not done / not completed

    Survey data not provided to Geomatics

    2) Data quality (accuracy, validity, consistency, out-of-date, etc.)

    Wrong coordinates (system)

    Communication failure to inform Geomatics

    Data ownership

    Lack of coordination - different parties conducting different activities

    Mappable Changes Policy

    How does Mappable Changes Policy help:

    1) Enforcement Responsibility of all asset owners to ensure their assets are correctly and

    completely mapped in the Corporate map database Responsibility of all asset owners to inform Geomatics of any mappable

    change to their assets.

    2) Consequence management

    In the event of an incident due to failure to comply with the Mappable Changes policy will lead to a consequence management, which may result in disciplinary action, including

    - dismissal of individuals - termination of contracts, etc.

    BSPs Permit To Work (PTW) System

    The main objectives of the PTW system in BSP are:

    to prevent incidents that may lead to harm to People, Environment, Asset or Reputation (PEAR)

    to ensure that all necessary measures are taken to provide a safe working environment to identify the potential hazards and risks ahead of starting work

    to ensure that everyone involved in the work is fully aware of the scope of the work, any potential hazards and risks

    to ensure everyone involved in the work fully understand the controls to be implemented to mitigate the hazards and risks.

    Type of Permits:

    Hot Work (naked flame), Hot Work (spark potential), Cold Work, and Cold Work (equipment disjointing).

    A requirement under Legislation of Brunei Darussalam Workplace Safety and Health Order 2009

    PTW Mapping

    Permit To Work Procedure Excavation Certificate:

    As part of the Permit an Excavation Certificate is required if any excavation is undertaken at a depth greater than 0.3 m

    The Excavation Certificate consists of:

    An application form with specific details of the excavation required

    A valid PTW map displaying topographic information and all utilities. PTW maps have a 3 month validity period.

    PTW applicant makes a map request to Geomatics team Geomatics team prepares the PTW map, highlighting

    Geomatics team ensures everyone from PTW applicant to field Work Executer understands the Mappable Changes Policy requirements. What to do when work is completed and when to call out Geomatics surveyors. What to do if they come across any infrastructure which is not on the maps or if

    map data does not match the infrastructure in the field.

    Conclusion and Recommendation

    Geomatics department plays a vital role in managing BSPs assets infrastructures, facilities, utilities. Accurate and reliable maps are essential for safe operations. GIS technology provides the means to do this efficiently.

    The PTW Mapping workflow and Mappable Changes policy go hand in hand and together form a key governance to ensure up-to-date and accurate spatial database is maintained.

    The issue, however, does not end here... The ground is also used by others:

    - public sectors (electrical, water, telecoms, etc)

    - other oil & gas operators (similar to BSP).

    Therefore, need to address this geo-governance issue at the national level a regulatory body... next step?
