ExecutiveSummaryDrawingonanationallyrepresentativesurvey(n=1,278;including1,067registeredvoters),thisreportdescribeshowDemocratic,Independent,andRepublicanregisteredvotersviewglobalwarming,climatechangeandenergypolicies,andpersonalandcollectiveaction.Amongotherimportantfindings,thissurveydocumentsanincreaseinRepublicanunderstandingoftherealityofhuman-causedglobalwarming,worryaboutthethreat,andsupportforseveralclimatepoliciesoverthepast6months.

GlobalWarmingBeliefsandAttitudes

• Mostregisteredvoters(73%)thinkglobalwarmingishappening,including95%ofliberalDemocrats,88%ofmoderate/conservativeDemocratsand68%ofliberal/moderateRepublicans,butonly40%ofconservativeRepublicans.

• Amajorityofregisteredvoters(59%)thinkglobalwarmingiscausedmostlybyhumanactivities,including84%ofliberalDemocrats,70%ofmoderate/conservativeDemocrats,and55%ofliberal/moderateRepublicans(14percentagepointshigherthaninOctober2017),butonly26%ofconservativeRepublicans.

• Amajorityofregisteredvoters(63%)areworriedaboutglobalwarming,including88%ofliberalDemocrats,76%ofmoderate/conservativeDemocrats,and58%ofliberal/moderateRepublicans,butonly30%ofconservativeRepublicans.Worryaboutglobalwarminghasincreasedamongliberal/moderateRepublicansby15percentagepointssinceMay2017andbysevenpointsamongconservativeRepublicanssinceOctober2017.

GlobalWarmingandEnergyPolicies

Largemajoritiesofregisteredvotersacrossthepoliticalspectrumsupportarangeofpoliciesthatpromotecleanenergyandreducecarbonpollutionanddependenceonfossilfuels.Theseinclude:

• Fundingmoreresearchintorenewableenergysourcessuchassolarandwindpower(87%ofregisteredvoters,94%ofDemocrats,83%ofIndependents,and79%ofRepublicans).

• GeneratingrenewableenergyonpubliclandintheUnitedStates(86%ofregisteredvoters,91%ofDemocrats,82%ofIndependents,and81%ofRepublicans).

• Providingtaxrebatestopeoplewhopurchaseenergy-efficientvehiclesorsolarpanels(85%ofregisteredvoters,91%ofDemocrats,82%ofIndependents,and77%ofRepublicans).

• Regulatingcarbondioxideasapollutant(81%ofregisteredvoters,91%ofDemocrats,80%ofIndependents,and69%ofRepublicans).

• Settingstrictcarbondioxideemissionlimitsonexistingcoal-firedpowerplantstoreduceglobalwarmingandimprovepublichealth,evenifthecostofelectricitytoconsumersandcompanieswouldlikelyincrease(73%ofregisteredvoters,87%ofDemocrats,70%ofIndependents,and56%ofRepublicans,aninepercentage-pointincreasesinceOctober2017).

• Requiringfossilfuelcompaniestopayacarbontaxandusingthemoneytoreduceothertaxes(suchasincometax)byanequalamount(71%ofregisteredvoters,84%ofDemocrats,68%of

• Threeinfourregisteredvoters(77%)supportcontinuedU.S.participationintheParisClimateAgreement,includingalmostallDemocrats(92%),threeinfourIndependents(75%),andamajorityofRepublicans(60%).

• Amajorityofregisteredvoters(66%)opposePresidentTrump'sdecisiontopulloutoftheParisClimateAgreement,including91%ofDemocratsand63%ofIndependents,butonly36%ofRepublicans.

• Amajorityofregisteredvoters(59%)thinkprotectingtheenvironmentimproveseconomicgrowthandprovidesnewjobs.Anadditional21%thinkprotectingtheenvironmenthasnoeffectoneconomicgrowthorjobs.Bycontrast,only18%thinkprotectingtheenvironmentreducesgrowthandcostsjobs.ConservativeRepublicansaretheonlypoliticalgroupmorelikelytothinkprotectingtheenvironmentreducesgrowthandjobs(39%)versusimprovesit(32%).

• Whenthereisaconflictbetweenenvironmentalprotectionandeconomicgrowth,71%ofregisteredvotersthinkenvironmentalprotectionismoreimportant,including85%ofDemocrats,threeinfourIndependents(75%),andmorethanhalfofRepublicans(52%).

• Alargemajorityofregisteredvoters(81%,including94%ofDemocrats,81%ofIndependents,and65%ofRepublicans)saythatschoolsshouldteachchildrenaboutthecauses,consequences,andpotentialsolutionstoglobalwarming.

• SolidmajoritiesofDemocrats,Independents,andRepublicanssaytheUnitedStatesshouldusemoresolarenergy(80%ofregisteredvoters,84%ofDemocrats,80%ofIndependents,and75%ofRepublicans)andwindenergy(73%ofregisteredvoters,82%ofDemocrats,75%ofIndependents,and62%ofRepublicans).

• OnlyaboutoneintenregisteredvotersthinktheUnitedStatesshouldusemorecoal(12%ofregisteredvoters;6%ofDemocrats,14%ofIndependents,and18%ofRepublicans)andoil(11%ofregisteredvoters;7%ofDemocrats,and16%ofbothIndependentsandRepublicans).SlightlymorethanoneinthreethinktheUnitedStatesshouldusemorenaturalgas(36%ofregisteredvoters;31%ofDemocrats,39%ofIndependents,and42%ofRepublicans),andaboutoneinfour(23%)thinktheUnitedStatesshouldusemorenuclearenergy(19%ofDemocrats,36%ofIndependents,and26%ofRepublicans).

• AbouthalfofregisteredvoterssupportexpandingdrillingforoilandnaturalgasofftheU.S.coast(49%ofregisteredvoters,31%ofDemocrats,43%ofIndependents,and73%ofRepublicans).

• Forty-fivepercentofregisteredvoterssupportdrillingandminingforcoal,oil,andnaturalgasonpubliclandintheUnitedStates(27%ofDemocrats,35%ofIndependents,and69%ofRepublicans).

• OnlyoneinthreeregisteredvoterssupportdrillingforoilinAlaska'sArcticNationalWildlifeRefuge(32%ofregisteredvoters,15%ofDemocrats,28%ofIndependents,and52%ofRepublicans).

GlobalWarmingasaVotingIssue

• Nearlyfourintenregisteredvoters(38%)sayacandidates'positionglobalwarmingwillbeveryimportantwhentheydecidewhotheywillvoteforinthe2018Congressionalelection.

• Of28issuesaskedabout,globalwarmingwasrankedthe15thmostimportantvotingissueamongallregisteredvoters.However,itwasthefourthmostimportantissueforliberalDemocrats.

ActingonGlobalWarming

• Acrosspartylines,amajorityofregisteredvoterssaycorporationsandindustryshoulddomoretoaddressglobalwarming(70%ofregisteredvoters;84%ofDemocrats,70%ofIndependents,and55%ofRepublicans).

• Atleasthalfofregisteredvoters–includingDemocrats,Independents,andliberal/moderateRepublicans,butnotconservativeRepublicans–thinkcitizens,theU.S.Congress,PresidentTrump,theirownmemberofCongress,and/ortheirlocalgovernmentofficialsshoulddomoretoaddressglobalwarming.HalformoreDemocratsandIndependentsthinktheirgovernorand/orthemediashoulddomore.

• Amajorityofregisteredvoters(54%)thinkglobalwarmingshouldbeahighorveryhighpriorityforthepresidentandCongress,includingamajorityofDemocrats(78%)andIndependents(58%),butfewerRepublicans(25%).

• Astrongmajorityofregisteredvoters(70%)thinktheUnitedStatesshouldreduceitsgreenhousegasemissions,regardlessofwhatothercountriesdo.MajoritiesofliberalDemocrats(91%),moderate/conservativeDemocrats(77%),andliberal/moderateRepublicans(63%)takethisposition,aswellas46%ofconservativeRepublicans.

IndividualandCollectiveAction

• Atotalofoneinthreeregisteredvoters(34%)areeitherparticipating(3%),orwoulddefinitely(10%)orprobably(22%)participate,inacampaigntoconvinceelectedofficialstotakeactiontoreduceglobalwarming(51%ofDemocrats,31%ofIndependents,butonly15%ofRepublicans).

• However,fewerthanhalfofthatnumber(13%)saytheyhaveactuallycontactedanelectedofficialduringthepast12monthstourgethemtotakeactiontoreduceglobalwarming,includingoneinfiveliberalDemocrats(21%).

• Amajorityofregisteredvoters(54%)wouldvoteforacandidateforpublicofficebecauseoftheirpositiononglobalwarming(72%ofDemocrats,42%ofIndependents,and36%ofRepublicans).

• Aboutonethirdofregisteredvoterssaythat,ifaskedbysomeonetheylikeandrespect,theywoulddonatemoneytoanorganizationworkingonglobalwarming(37%),contactagovernmentofficialaboutglobalwarming(35%),volunteerforanorganizationworkingonglobalwarming(33%),and/ormeetwithanelectedofficialortheirstaffaboutglobalwarming(32%).

2.2.BipartisansupportforU.S.participationintheParisClimateAgreement.InDecember2015,officialsfrom197countries(nearlyeverycountryintheworld)metinParisattheUnitedNationsClimateChangeConferenceandnegotiatedaglobalagreementtolimitglobalwarming.OnEarthDay,April2016,theUnitedStatesand174othercountriessignedtheagreement,withalloftheothercountriesfollowingsuitsincethen.OnJune12017,PresidentTrumpannouncedthattheUnitedStateswillwithdrawfromtheagreement.IndirectcontrasttoPresidentTrump'sdecision,morethanthreeinfourregisteredvoters(77%)supportU.S.participationintheParisClimateAgreement.Supportrangesacrossmostofthepoliticalspectrum,includingalargemajorityofDemocrats(92%,including95%ofliberalDemocrats),threeinfourIndependents(75%),andamajorityofRepublicans(60%,including51%ofconservativeRepublicans,anincreaseofeightpercentagepointssinceOctober2017,seeTables,pp.34-35).Similarly,twointhreeregisteredvoters(66%)opposePresidentTrump'sdecisiontopulloutoftheParisClimateAgreement,including91%ofDemocratsand63%ofIndependents,butonly36%ofRepublicans.
