IThe Policyshall be calledas "GEPCOTransport policy',.3.2ThePolicy shallcome into force fromthe dateof its approval by theBoardof Directors of the CEPCO.4.DefinitionsIn thisPolicy, unless thereis anythingrepugnantin the subjectorcontext:a) "Ancillary benefits"meansthe benefitsto be coupledwith theallotment of vehiclesto anofficer.b) "BOD" means the Boardof Directors of GEpCO.c) "Chief Executive Officer', means the ChiefExecutive OfficerofGEPCO.d) "GEPCO" meansGujranwala Electric power ()ompany.Limited, Gujranwala.e) *Maintenance charges',means maintenance chargesas perClause9 of this transport policy.f) "Notice" means anynoticeissued underthistransport policy.g) "Officer" means regularofficer of GEpCOservingin BpS l7 toBPS-20.h) "POL charges,, meansfixedmonthlyamountfor expenses ofPetrol,Oil andLubricantsof the vehicleas per Clause9 of thistransportpolicy.i) "Pool" meanspool of vehicles maintained by GEpCO.j) "Pool vehicle" meansany vehicleof theGEpCO,s pool.dd,/''fof {Pasc 3l![GEPCOTRANSPORT POLrcY5.15.2k) "Scheme(s)" meansvariousSchemeschalkedoutfor provisionofvehicle(s) underthis policy.I) "Settlement value" means an amount higher of the A or Bwhere:-A is the marketvalueof the vehicleendorsed by the TransportCommittee;andB is theamount representing Costless Accumulated depreciationwhereAccumulated Depreciationshall be computedby applyingdepreciationrate @ 15 % for the first year and10 o/o for seclrndandsubsequent years on reducingbalancernethod.The termClostshallinclude Costof purchase of vehicleplus all applicableFederaland ProvincialTaxes but excludingwithholding IncomeTaxes.m) "Transport Committee, means Transport Committee setupunder Clause6 of this policy.n) "Transport Policy,'or ,.policy', meansthis Transport policl, ofGEPCO,o) "Rules" meansanyRulesframedunder thispolicy fromtime totime.Scope of thePoliclThis policy is applicableto andmandatoryfor alr regular officersof theGEPCOwho are serving in BpS-17to BpS-20,havinga minimumservice of fiveyears.If the service of an offrcer is less than five years, he will file hisapplication to the Transport committee. The Transport committee rvillevaluatethe application considering the natureofjob assigned to suchofficer and will decidethe fate of his application.ryblrrI'rt lr e 4l lfGEPCOTRANSPORT POLrcY5.3 In case TransportCommitteedecidesto accept the application, suchofficer shallbe required to furnish sufficientsecurityin the fbrmof asuretybond to the satisfactionof theTransportCommittee for secur.ingthevehicle.The TransportCommitteeshallconsistof followingtwoofficersofGEPCOas its membersand a Chairperson:i.Finance Direcror GEPCO(Chairman)ii.ManagerAdmin GEpCO (Member)iii.DeputyManagerTransport GEPCO(Member)The aboveofficers will takecharge as chainnan andmember(s) of theTransportCommittce in their capacityas officers working in GEpCO onthe same designation andevery incoming officer,taking charge of theposts / designation,will assumethe role as a memberor chairmanof theTransportCommittee,asthecasemav be.6.6.16:,)-6.36.4The Transport Committeeshall havethe powers to implement and todecidethemattersrelatingto applicability of this policy.The Transport committeeshallbe responsiblefor the interpretation ofany provision / matter relatingto this policy.Functions of the TransportCommitteeThe functions of the Transport Committee shall include:To submita quarterly report to CEO, assessing compliance withthisPolicyandits impactin achievingits benefits and goals.TheCEO shallsubmitthe abovereportto the BODas and whenrequired.7.17.2To perform any other function consistent with this policy as rnay beto time.conferred by theCEO ftgrfti7.t. /7tfI7.3Page 5ll{GEPCOTRANSPORT POLrcY8.8.18.2Schemesof the Transport policvThe GEPCOwill launch scheme for the purpose of providing vehiclestoofficers under thisTransportPolicy.Followingshallbe theentitlementcriteria for thepurpose sanctioning ofvehiclesunderthistransport policy:For the limited purpose of determination of entitlement of vehicle underthis Policy,theBPS in secondcolumnof above tableshaflmean the postbut not the scalethus the upgradedofficersshall haveentitlementaccordingto their substantiveBPS.on thedate of promulgation of this policy, the vehicres arreadya[otted /possessed by the officers could beopted forretentionat settlementvalueas definedin this Policyinstead of a newone.All other termsandconditionsincluding ancillary benefits under this policy shaltapplyaccordingly.8.3n..l9.9.1 Maintaining of GI, Fund Accountwill be a conditionprecedent foravailingthebenefrts of this transport policy.A GEPCOofficer, seningin BpS-17to 20 and havingminimurn sewiceof fiveybe deemedeligiblefor this policy. In case o1. lcsserions of Clause5 ofthisTransport policy shall apply..Scheme BPSVehicleCategoryA t7Locally Assembled Motor Carshaving engjnecapacityup to 1,000 CC.B 18Locally AssembledMotor Carshaving "tr11inecapacityup to 1,300 CC restrictedto the XLI variantor equivalent.C 19Locally AssembledMotor Cars having enginicapacity up to 1,300 CC restrictedto the GI_Ivariantor equivalent.D 20Locally AssembledMotor Carshaving enginecapacityup to 1,300CC restricted to the GLIAutomaticTransmissionvadantor equivalent.9.?-servlce,t l*lfl'ngt- 6llfGEPCOTRANSPORT POLrcY9.39.49.59.6Thevehicleshall be purchased oncethe Transport Committee approvesthe caseof GEPCO officer andsuchofficerundertakesto execute theagreementandother required documents,attachedherewith as scheduleA of thisTransportPolicy.Thevehicle shallbe purchased by GEpCO andthe sameshall beregistered in the name of GEpCO.The registration charges of thevehicle includingprevalent taxes shall bebome by GEpCO.The vehicleshallbe keptinsured through insurancepolicy / TakafulArrangement of an InsuranceCompany or TakafulCompanyduring theperiod of payment of monthlyinstalments by GEpCO officer. Thepremium forinsurance/ takaful shall be paid by GEpCO.A GEPCO officerentitledfor SchemeA - D (given in para g.2 of thispolicy) shall alsobe entitled for followingancillarybenefitson rnonthlybasis subjectto themodeandmanner of the payment as decideclby theTransportCommittee:9.ti.l Scheme-AA sumequivalentto 200 Litres of fuel per rnonth against pOLchargesto anofficerperforming field duties;A sum equivalent to 100 Litres of fuel per monthagainst pOLcharges to an officerperforming officeduties;It.llr.tv.A sumof Rs. 5,000/-per month against maintenancefromthe dateof handingoverof the vehicle under thissubjectto anannual increase ofRs. 500/-;chargesPolicy,A sum of Rs. 12,000/- per month against driver'ssalarywithannual increase ofRs. 500/-.Duringthe period of five years, onetime replacement of tyres/tubes and battery shall be allowed but not beforethe completionof wotx6.,ar},.q' d' I'ageTlr{/nhTGEPCOTRANSPORTPOLrcY9.6.2Scheme-Bl.9.6.3 Scheme-C&Dll.lt l.tv.tt.lIl.lv.A sumequivalentto 250 Litres of fuel per monthagainst pOLchargesto anofficerperforming field duties;A sum equivalentto 150 Litres of fuel per monthagainst pOLcharges to anofficerperforming officeduties;A sum of Rs. 8,000/-per month againstmaintenancechargesfromthe dateof handing overof the vehicle underthis policy,subjectto anannual increase ofRs. 800/-;A sum of Rs. 15,000/- permonth against driver'ssalaryrvithannual increase equivalentto Rs. 500/-.Duringthe period of five years, one time replacementof tyres /tubesand battery shall be allowedbut not beforethe completionof two years.A sumequivalentto 300 Litres of fuel per monthagainst pOLchargesto anofficerperforming fieldduties;A sum equivalent to 200Litres of fuel per monthagainst pOLchargesto an officerperforming officeduties;A sumof Rs. 8,000/-per monthagainst maintenance chargesfromthe dateof handingoverof the vehicle under this policy,subjectto anannual increase ofRs. 800/-;A sum of Rs. 18,000/- permonth against driver,ssalarywithannual increaseequivalent to Rs.500/-.Duringtheperiod of fiveyears, one time replacernent of tyres/tubes and batteryshall be allowed but not beforethecompler.ionof two years./2h/{I'at,'811{GEPCOTRANSPORTPOLrcY9.7 The payments of thesemonthlylump sumamountsshall beconsideredas payment of actualexpenses of GEPCOfor all intentsandpurposesandthesepayments shall not be considereda value addition to thesalary of any such officer.10.PavmentAmount.Mode& Mannerl0.lA GEPCO officerentitledfor SchemeA - D (given in para g.2 of thispolicy) shallbe requiredto pay,by way of deductionfromhis salary, toGEPCOa sumequal to the 60 %oof thecostof vehicle(including allFederaland Provincial taxes but excludingcost of registration andprevailing withholdingincome taxes) insixtyequal rnonthlyinstalments.10.2 Thefirstdeductionshallbe madefromthe salary of themonth in whichhandingover ofthe vehicleis made.I l.Ollicial useof the vehicleI I .1 A GEPCOofficerprovided witha vehicle underthis policy shall alwaysprefer its use for official purposes. The priority of useof vehicle forofficialpurpose over its personal use is a sinequa none for thecontinuation ofthe benefits underthis policy.11 .2 An officershallnot permitanotherpersonto make useof his or hervehiclefor official or private purposes in the absenceof suchofficer,apartfrom a licenceddriver designatedin this behalf by the officer.However,an immediate family member(including only the spouse,father,mother,sonand daughter)of suchofficer, holding u prop.,driving licensernay be pennitted by suchofficerto usethe vehicleduring the periodwhensuch vehicle is not requiredby the oflicerforperformance of his officialduties.11.3 The consistentprivate use of the vehicle, when suchvehicleis requiredto be usedfor officiarduty/ assignment, wiil be reported to Transportcommittee. The Transport comrnittee shall issue a warningin writini tosuch officerand in case of continuation of such misuseo-fthevehi"cl",the mattershall be refened to an Independent Inquiry Colnmitte;constituted by the CEO comprising of ai least three members. Suchindependent inquiry committee shalrdecidethe matterafterprovidinganopportunity of hearing to such officer.11.4 If theInquiry Committee concludes that the vehicle/ project9l t4icy or anyotherpool or departmentalprovidedPaplel*1,;GEPCOTRANSPORT POLrcYvehicle hasbeen misusedby suchofficer,the Independent InquiryCommitteemay propose followingactionsagainstsuch offrcer:a)a MinorPenalty;orb)a Major Penalty.1I '5 No superior authority or offrcer of the GEpco,in any circumstances,shall be authorisedto direct anyGEpcooffrcer to surrender or handoverthe vehicleprovided underthis policy for anypurpose, whatsoever.I 1.6 Theofficial utilisationperiod for a vehicleprovided under this policyshall be a period ol 60 months.It is only after the lapseof 60 months,subjectto the provisions of this policy, that an officershallbe entittedfora new vehicleunderthis policy.ll.7The use of pool transport / vehiclesshallonly be authorised withthepermission of theTransportCommitteefor a short time on theoccun.ingof the followingevents:a.If theallocatedvehicle under this policy has met an accidentandis not availablewiththeofficerdueto its repair requirements;b.If the allocatedvehicleunder this policy is stolenand suchthefthasbeen reported to localpolice and an FIR of thesamehas beenregistered;c.If theallocatedvehicle hasbeentaken in custodyby anytawenforcementagency;ll.8If an officer is fo,nd to have usedthe pool transportfbr of{icial orpersonal use,withoutthe prior writtenpermission of the Transportcommittee shalltantamount to misconductby the officer.Suchinstanceof misconductshall be referredto the Transport committee. 'fheTransportCommittee shall decidethe matter after providing anopportunityofhearing to theconcerned officer.I 1.9 No extra payment forfuel / pOL chargesshall be paidto anyoffrcer.I l.l0 In caseof official outstationjourney usingthe vehicre provided underthispolicy, the officershall be entitled to claim taxi faresetout as perrules, ,,--)?/, s l,{I'rrg,: 10 | l{a/,GEPCOTRANSPORT POLrcYt2.l2.lIn caseof promotion, transferi posting outsideGEpCO, deputation,long leave, resignation, removal / dismissalfromservice,dealh /disabilityor medicalinvaridation of an officerbeforethe expiry of theperiod mentionedin clause 11.6, the officeror hislegar heirsshall bebound to retainthevehicleby immediatepayment of settlementvalueofthevehicleas reduced by thetotal amountpaid by the officer. ,Ihetransfercharges including taxes, if any, of thevehicle from GEpCOtosuchofficer shall bebomeby the officeror his legal heirs.12.2 withoutprejudice to clauser2.l above, if theofficeror hislegarheirsexpresstheirfinancialinability to retainthe vehicle,the .fransportcommitteeshalldisposeof the vehicle and from the considerationreceivedan amountalreadypaid by theofficershall be refundedto theofficeror his legal heirs provided thatthe refund or a portion of it shallonlybe madeif the amountrealisedis more thanthe component B ofsettlementvalueas definedin sub-clause(l) of Clause4 of the policy.13.Accidents& Snatchingor theft ofVehicle13.1 In caseofan accident,theofficer shallreporttheaccidentto the policehaving jurisdiction, InsurancecompanyandtheTransport committee assoon as possible. The expenditureon repairs shall be bomeby theInsurance Companyand any shortfallshall bemetby theofficer.13.2 If a payment is paid by GEPCOto anyperson, whosoever by force oflaw,theofficer shallindemnifu GEPCOof anysuchpayment.13.3 The officer,whosevehicleis declared total loss or unrecoverable, shallapply to the Transport committee for purchase and allocatiorr of newvehicle.14.ResponsibiliW for the vehicle14.l rheoverall responsibility forthe safeguarding ofa vehicre issued to anofficer and anyaccessories therein restswith the officer concemed.14.2 Theofficer ortheuseand hanthe driverby him must exerciseproper carc inn f"zf rrel !ffiqerI'uge 111IflatGEPCOTRANSPORTPOLrcY14.3 An officer or anyoneto whomhe handed overthe vehicle,if Ibuntrtohave used the vehiolerecklessly,negligentlyand if suchnegligence andrecklessnesshas causedany damage to any third party, thecompensation or damages of such thirdpartywill be liabiliry*of theofficers.14.4 All traffic fines and road taxes exceptannualtokenfee, toll charges.fbesshall bepaid by theoflicer andno reimbursements shall bernade.14.5 Ifthe vehicleis impoundedby any authorityfor havingbeenusedin anycriminal or unlawfulactivity, the officer shall not be provided with anyothervehicle andnon-availability of the vehiclein such circumstanceswill not be an admissibleexplanation for non-performing ofi hisdutiestowardsGEPCO.14.5 No officer shallbe authorised to use green numberplate on vehicleprovided to himafterits transferin his name.15.AppealsThe appealagainst anydecisionof the TransportCommitteeshall liewith thecEo.16.Reviewof policyThispolicy maybereviewedas andwhenrequiretlby the BOD.17.ContraventionsAnyperson whocontravenes or fails to comply withanyprovision ofI'age 12 llfthis policy maybe subjected to disciplinaryaction as perof employment.
