SECTION 1 – GENERAL INFORMATION

1.1 - Statement of Purpose The Germanna Scholars Program is an academic advancement program in which students can complete 62 credits and graduate

with an Associate of Arts and Sciences Degree in General Studies from Germanna Community College while concurrently

enrolled in high school. Students planning to transfer to a four-year college or

university are responsible for determining the transfer admission policies and

requirements of the department or program at the intended institution. More

information on transfer agreements may be obtained at Germanna’s website below:

Germanna Community College has partnered with Culpeper County Public Schools to

offer the Germanna Scholars Program, supported by the generous financial

contributions of community members. A copy of the agreement between Germanna

Community College and Culpeper County Public Schools is located in the Appendices.

The benefits of this program include:

• Early placement testing to improve college readiness and student success

• Opportunity to earn an associate degree at low cost

• Opportunity to earn college credit while enrolled in high school

This program allows qualified applicants to take college level courses at Germanna Community College and

complete an Associate of Arts and Sciences Degree in General Studies

Germanna Scholars Program participants who successfully complete the program will earn an Associate of Arts and Sciences

Degree in General Studies from Germanna Community College. Participating students will take most of their college classes at

Germanna’s Daniel Technology Center (DTC) in Culpeper. The purpose of the Germanna Scholars Program Handbook is to

specify the details of the Germanna Scholars Program as Germanna Community College (GCC) and the Culpeper County Public

School System offer it.

1.2 - Germanna Community College Mission Statement As a public, comprehensive community college, Germanna provides accessible, quality educational and training opportunities

that meet our communities’ changing learning needs. This Mission is achieved through:

• courses, programs, and services that enable students to gain access to and succeed in higher education;

• associate degrees and courses that prepare students to advance to and succeed in four year colleges and universities;

• training and services to develop successful employees who meet employers’ specific needs;

• training, associate degrees, and certificates for students to enter and succeed in the workplace; and services

and support for community and economic development.

1.3 - Germanna Scholars Mission Statement The Germanna Scholars Program allows high school students to meet the requirements for high school graduation while

simultaneously earning a college degree at low cost.

1.4 - Participation Requirements Students participating in the Germanna Scholars Program should have successfully completed Algebra 2 in High School.

Participants must be in good disciplinary standing at their high school and should have strong reading and writing skills and

the mental stamina for the rigor of college level courses. Applicants to the Germanna Scholars Program will be administered

college level placement tests in Reading, Writing, and Math and are required to achieve a score qualifying them to enroll in Pre-

Calculus and college level English composition courses. Participants will be required to take pre-calculus in their first semester.

Applicants may qualify for a waiver of the Virginia Placement Test if they meet the college’s waiver criteria. Participants are also

required to complete the Germanna Scholars Permission to Enroll Form. The Germanna Scholars Program offers college level

courses and the work-load is more demanding than similarly titled high school courses. Students must maintain a minimum of a

C in each class in order to continue in the program. Failure to earn at least a C could result in a student not earning the expected

number of credits. Details about participation requirements are outlined in the Germanna Scholars Program Participant

Requirements located in the Appendices.

1.5 - Financial Benefits for Participants In a comparison of Virginia four-year colleges, Germanna’s tuition and fees represent significant savings. Currently Culpeper

County Public Schools supports participants in dual enrollment by offsetting some of the costs. Participants in Germanna

Scholars, however, may be eligible for scholarships to enable them to attend and graduate at reduced costs. Services include

access to Germanna’s library, tutoring, open computer labs, and student activities. Furthermore, an associate degree in General

Studies at Germanna is transferable to most public four-year colleges in Virginia.

1.6 - Program Admission Requirements and Application Procedures The Germanna Scholars Program coursework is restricted to high school juniors and seniors who are able to demonstrate

readiness for college level coursework through the colleges’ established institutional policies and be in good disciplinary

standing at their high school. Rare exceptions will be treated on a case-by-case-basis and require formal approval by the College

President. Requests by the secondary school for exceptions must be forwarded to the president, along with relevant academic

information regarding the student. The request must demonstrate that the student has met established GCC placement criteria

and is ready both academically and emotionally for college-level coursework. Appropriate public school and community college

officials should take the necessary steps to assure that every student who is accepted into the Germanna Scholars Program is

amply prepared for the demands of a college-level course and can benefit from the enrichment opportunity.

Culpeper County Public Schools’ officials will solicit applicants in the first week of January by identifying all appropriately

placed math students for the program. There will be a specific target communication sent to the 10th grade students enrolled in

Algebra II outlining the opportunities available in the Germanna Scholars Program. The communication will invite candidates

to learn about the program by attending one of the information sessions scheduled for the end of January. Serious candidates

will submit a statement of interest. The schools will have a selection process to identify a cohort of 25 students.

Application Procedures Enrolling in Germanna Scholars coursework is a five-step process. All prospective GCC Scholars students must receive qualifying

placement test scores in order to enroll in a GCC course. If they have questions about the process, their first point of contact is the

HS Director of Guidance at Culpeper HS and Eastern View HS. The high school liaison will work collaboratively with college

officials to assist students in completing the application and GSP forms. The high school liaison will return the forms to the GCC

Admissions and Records Office for processing. Students who have questions about the application or difficulty completing the

application should contact a qualified staff member in the Welcome Center by calling (540) 891-3020 or sending an email to

Step One:

Students discuss the Germanna Scholars Program with their high school guidance counselor as they are considering their junior

or senior year courses. They obtain information from the high school Directors of Guidance about the Germanna Scholars

Program Application.

Step Two:

Students should complete the on-line application form on GCC’s homepage, or see the link below for all forms, including the

application. http://www.germanna.edu/admissions/forms.asp?menuchoice=Forms

Once on the homepage click on “Apply Now” on the top of the page. It is recommended that students enter their Social Security

Number, as not doing so will limit their ability to access Germanna’s online student resources. Enter their current high school

information and expected date of graduation, and select Germanna as the college. Students applying online must complete Step

6 of the GCC Application with a parent or guardian present; there are questions for both student and parent or guardian to

determine in-state tuition status. Parents must sign the Certification Section on page two of the Application for Admission if

the student is under age 18.

Students should print off the last page of the application (Parent Certification Form) and submit it to their high school liaison. If

students forget to print off the last page of the online application/Parent Certification Form, they must print off the certification

form found at the link below and sign it and have their parent or guardian sign the form. The parent certification form can be

At the end of the application process, each student will receive a student ID number, and a Student Information System (SIS)

username and temporary password. Students are advised to login to “MyGCC” and set their personalized password upon

completion of the application. MyGCC is their portal to Germanna’s online resources, including student grades, e-mail, library

database, and Blackboard learning module.

Students must complete a registration form for each semester of Germanna Scholars coursework.

Step Three:

Students will sign up to take the college placement test administered at the high school, or submit qualifying equivalent scores.

They are required to have their 7-digit Germanna Student ID Number to take a placement test. Students are strongly advised

to practice prior to taking the placement test. Practice tests are accessible online at:

Step Four:

Students accepted to the program will ask their HS Directors of Guidance to complete the Germanna Scholars Permission to

Enroll Form, which will be provided at the Germanna Scholars Orientation Meeting. Once student participation is confirmed,

the College will register them for the first semester courses. Meeting all deadlines is the student’s responsibility.

Step Five:

Students will submit tuition and fees payment each semester to the College by the regular published payment deadline.

Students who do not submit tuition and fees charges by the deadline may be dropped from their classes, so it is important to

inform the Director of HS Guidance of any financial concerns.

Once selected, participants in the Germanna Scholars Program are required to sign a release of information form (FERPA) to allow

parents and the high school access to their college records.

The Admission and Records Office will process the applications, establish a file for each student, and process the registration

forms. Class rosters will be prepared. An official letter of acceptance to Germanna Community College is sent to Germanna

Scholars students from the Dean of Enrollment Services verifying their admission status as degree-seeking students. The grades

of all Germanna Scholars students will be recorded on an official Germanna Community College transcript.

Directors of Guidance at the high school is responsible for forwarding any changes in the class or program enrollment to the

Dual Enrollment Specialist in GCC Admissions and Records Office by the established deadlines for adding, dropping, or

withdrawing from a class. The Dual Enrollment Specialist in GCC Admissions and Records Office must receive all Student

Registration/Drop Add Forms prior to the last day to add, drop, or withdraw from a class. These changes must be submitted on

the appropriate form and must include the student’s signature and the approval of the high school liaison.

1.7 - Program Goals 1. Introduce students to the experience of college studies in a supportive environment.

2. Encourage high school students to attend college by creating a seamless transition from high school to college.

3. Provide an opportunity for high school students to earn an Associate of Arts and Sciences degree, at low cost.

4. Help students to complete associate and/or baccalaureate degree while realizing a saving in both tuition and time.

5. Help meet the Commonwealth’s goal of satisfying the demand for appropriate educational programs and services to an

increasing number of students.

1.8 - Program Coordination General coordination of the program is the responsibility of the Vice President for Academic Affairs and Student Services or designee.

1.9 - Program Schedule Participants in the Germanna Scholars Program will attend classes at the Daniel Technology Center of Germanna Community College five days per week from 8:00 AM to 10:45 AM daily. Students will be enrolled in an average of 15 college credits per semester. Germanna may be open on days when CCPS is closed. Students would be responsible for providing their own transportation to the Daniel Technology Center (DTC) on those days. *Parents should use their own judgment in allowing students to drive to the DTC on inclement weather days. SECTION 2 – ACADEMIC PROGRAM INFORMATION

2.1 Curriculum The curriculum for the Associate of Arts and Sciences degree in General Studies for the Germanna Scholars Program is prescribed by the

Dean of Arts and Sciences in consultation with representatives of Culpeper County Public Schools. The curriculum is a total of 62 credits.

Participants must meet all prerequisite requirements, including placement testing for all courses required to complete the Associate of Arts

and Sciences degree. Students who place into developmental courses are not eligible to participate in the Germanna Scholars Program.

2.2 - Associate of Arts and Sciences General Studies Degree Program Information Purpose: The General Studies program is intended for students who wish to transfer to a four-year college or university. For students who

are uncertain about their educational goals, this curriculum offers sufficient flexibility so that students may take courses that are accepted at

most public four-year institutions in a wide variety of baccalaureate degree programs. It also provides greater opportunity than that offered

in other college-transfer programs for the student to take courses that emphasize areas of academic strength and interest. Students are urged

to acquaint themselves with the requirements of the major department in planning their programs.

Students who earn an associate degree prior or concurrent to high school graduation may not be eligible for Guaranteed Admission

Agreements between Virginia Community Colleges and Virginia Public Four-Year Institutions. Students must consult their universities of

choice. Even if a Virginia university does not make the Guaranteed Admission Agreement available to graduates of the Germanna Scholars

Program, this policy does not preclude students who earn associate degrees prior or concurrent to high school graduation from seeking and

gaining acceptance from these colleges.

*Students graduating from this program must demonstrate proficiency in specific computer competencies by passing ITE 115 (transfer elective) or an equivalent competency test and will also be required to participate in a general education outcomes assessment during their last semester. 2.3 – Graduation Requirements The GCC catalog used to determine graduation requirements may be either of the following at the student’s request: The catalog

in effect at the time a student was formally admitted into a curriculum or any subsequent catalog which came into effect while

the student was enrolled in that curriculum at GCC. Students must fulfill all of the course and credit hour requirements of the

curriculum with 25 percent of the credits completed at GCC, (Dual Enrollment through GCC is considered to be part of this.).

In addition to the course requirements students, must fulfill all Germanna Community College Graduation Requirements.

2.5 - Credit Awarded and Verification of Enrollment College credit shall be awarded by the community college to the participating high school students upon successful completion

of the college level courses. The award shall be in compliance with appropriate accrediting standards for community colleges.

The minimum standard is 750 minutes of instruction per academic credit plus 50 minutes of evaluation per academic credit, not

to exceed 150 minutes. The total time includes all in-class assessment and evaluation activities and the traditional final

examination. Please note lab science courses require 3 hours of lecture and 3 hours of lab weekly, for a total of 4800 minutes per

semester.

Participants will be enrolled as Germanna Community College Students and will receive a Germanna Community College transcript of all

completed courses.

2. 6 - Compliance with Accreditation Standards Germanna Community College is accredited by the Southern Association of Colleges and Schools Commission on Colleges.

2. 7 - Placement Testing All participants in the Germanna Scholars Program must demonstrate that they possess the necessary skills in reading, writing,

and mathematics. This will be accomplished by taking Germanna’s placement tests or through approved exceptions. It is

extremely important that students prepare for the placement tests. Students are reminded during an orientation to prepare for

the Germanna placement tests and to take a practice placement test prior to testing. Practice tests information can be found on

Germanna’s website: http://www.germanna.edu/Academics_And_Student_Services/Student_Services/Testing_Services/

Arrangements for placement testing will be made at the participating Culpeper high schools. Testing Services will collaborate

with the Dual Enrollment Office to perform placement testing, including training local proctors at the schools and providing

proctoring as needed.

2.8 – Student Conduct All Germanna Scholars Program participants are expected to abide by the Standards of Conduct required of all Germanna Community

College Students. The Standards are Conduct is outlined in the Germanna Community College Student Handbook. The Student

Handbook defines the College Academic Honesty Policy and procedures. Germanna Scholars participants are responsible for becoming

familiar with the rights and responsibilities they enjoy as a member of the student body as outlined in the Germanna Community College

Since students participating in the Germanna Scholars Program are concurrently enrolled in high school, they must also adhere to conduct

policies originating at the home school. In the case of violation of the College Standards of Conduct, the student will be subject to both high

school and college disciplinary procedures. Disciplinary sanctions on the part of the College will be determined by the Dean of Student

Development in consultation with the appropriate High School Principal or designee.

2.9 - Support for Students in the Program Support for program participants include access to Germanna Community College resources.

2.9.1 - Information Sessions Information sessions will be provided in December and late January at the high schools to help students and parents

understand the program, enrollment process, Germanna Scholars course offerings and benefits. Students will also be

given information on the application process and preparation for the placement tests.

2.9.2 - Orientation Sessions Orientation sessions will be held in May at the Daniel Technology Center to prepare students for what lies ahead to

successfully complete their college degree. Sessions include strategies for success in college classes and instructional

overviews of enrollment processes and learning resources available at Germanna Community College i.e. tutoring

services, academic computing center, counseling and advising. Welcome Day is scheduled the Saturday before classes

begin and offers students the opportunity to become acquainted with the academic and support services available at the

Daniel Technology Center.

2.9.3 – Student Learning Resources As enrolled Germanna Community College students, Germanna Scholars participants will have access to resources to

facilitate their success in college courses. These resources include access to the library, tutoring services, and student

activities.

Learning Services Outreach to Germanna Scholars Library and Tutoring Services staff will conduct informational sessions for the students and faculty involved in the

Germanna Scholars Program during the orientation sessions scheduled prior to the start of the fall semester. The

Tutoring Services All currently enrolled students are eligible to schedule two individual tutoring appointments per week for any credit

subject taught at Germanna. Germanna Scholars may schedule these appointments by calling the Locust Grove Tutoring

Center at (540) 423-9148 or the Fredericksburg Tutoring Center at (540) 891-3017. Students can also submit online requests

for tutoring appointments directly from the Tutoring Services’ website. Students also have the option to engage in “live”

video chat tutoring sessions via Blackboard Collaborate from a designated computer in the Library at the Daniel Center.

Students may call either Tutoring Center to schedule a Blackboard Collaborate tutoring appointment.

Smarthinking Online Tutoring Registered students have access to online tutoring during day, evening, and weekend hours by logging in to Smarthinking

from the Tutoring Services’ website. Students have the option of engaging in “live” online sessions, pre-scheduled

sessions, or they may submit writing assignments to the Essay Center for review by online tutors. Numerous academic

resources and study skill guides are also available within Smarthinking.

Academic Tutorials and Study Skills Workshops Students may contact either Tutoring Center to register for a variety of academic tutorials and study skills workshops

throughout the year. The location and dates for these workshops may be viewed by clicking on the “On Campus

Workshops” page of the Tutoring Services’ website. The majority of these workshops may also be viewed in video format

Supplemental Academic Support Materials Supplemental academic handouts that support Germanna’s curriculum are available free of charge from Tutoring

Services, and they may also be downloaded from the Tutoring Services’ website: www.germanna.edu/tutor/. Students

may also find numerous links to reputable academic websites here.

SAILS Referrals to Tutoring Services Instructors will receive a SAILS survey from the Office of the Vice President for Academic Affairs and Student Services

during designated periods of time each semester. There is currently not a flag designated as a direct referral to Tutoring

Services; however, the instructor can raise an appropriate flag and recommend that a student seek tutoring. A Germanna

counselor will review the flag and can submit an immediate referral to Tutoring Services by completing this brief online

Testing Services Germanna Community College (GCC) Testing Centers provide a wide range of testing and proctoring services, including

SECTION 3 – GERMANNA SCHOLARS FACULTY 3.1 - Selection of Faculty and Faculty Credentials This program will be taught primarily by Germanna Community College faculty. Should dual enrollment faculty be hired to

teach at the high school for this program, these faculty will be appropriately credentialed in accordance with the National

Alliance of Concurrent Enrollment Partnerships (NACEP) standards as well as the Southern Association of Colleges and

Schools. High school faculty who teach in the Germanna Scholars Program must meet the same credentialing requirements as

all faculty who teach at the college. Additionally, they are approved by the college’s academic department and meet the

academic requirements for teaching the courses.

New instructors will be given discipline-specific training and orientation regarding, but not limited to, program and course

curricula, assessment criteria, pedagogy, program and course philosophy, and administrative responsibilities and procedures

prior to the instructor teaching the course.

3.2 - Compliance with the National Alliance of Concurrent Enrollment Partnerships (NACEP) Standards Although Germanna Community College is not currently seeking accreditation with NACEP, every effort is being made to use

their standards as our benchmark for the Germanna Scholars Program. For example, the Germanna Scholars Handbook

contains information regarding the process used to approve Germanna Scholars courses. The appropriate Germanna

departmental chairpersons or their representatives approve all Germanna Scholars course syllabi. The Germanna Scholars

Program will be taught primarily by Germanna Community College full- or part-time faculty at the Germanna Community

College Daniel Technology Center.

SECTION 4 TUTION AND FEES 4.1 - Tuition and Fees Participating students are responsible for payment of all applicable Germanna tuition, fees, books and materials unless they are full scholarship recipients. Culpeper County Public Schools will submit a list of eligible students to the Vice President for Academic Affairs and Student Services or designee for scholarship selection. Scholarships will be awarded and funding processed through the Germanna Educational Foundation. To allow adequate time for processing, here are the requested deadlines:

December 15 – Germanna Scholars Program information shared with CCPS and students.

January 31 - Information Sessions by Germanna staff, hosted by CCPS

April 1 – List of student participants and eligibility for scholarships submitted to Germanna

April 30 – Germanna determination of scholarship awards

May 15 – Student Orientation Program at Germanna

Mid-July – Germanna Scholars pay fall tuition and fees by the payment deadline to GCC.

July 31 – CCPS communicates with Germanna Scholars college coordinator confirmed program recipients

Mid-August - Participating students will also purchase required textbooks unless they are provided by a scholarship.

SECTION 5 – COLLEGE CATALOG AND STUDENT HANDBOOK 5.1 - College Catalog and Student Handbook Students in the Germanna Scholars Program are provided with access to the college catalog and student handbook which

contains Germanna policies on student conduct, academic integrity, as well as the consequences of plagiarism, academic

dishonesty and prerequisites required for courses. Information on academic honesty is also discussed in course syllabi.

Germanna Scholars students are held to the same standards as any students on campus.

5.2 - The Family Educational Rights & Privacy Act (FERPA)

The Family Educational Rights and Privacy Act (FERPA) affords students certain rights with respect to their education records. They are:

• The right to inspect and review the student’s education records within 45 days of the day the College receives a request for access. Students should submit to the appropriate records custodian written requests that identify the record(s) they wish to inspect. The records custodian will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by the College official to whom the request was submitted, that official shall advise the student of the correct official to whom the request should be addressed.

• The right to request the amendment of the student’s education records that the student believes are inaccurate or misleading. A student should write the College official responsible for the record, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the College decides not to amend the record as requested by the student, the College will notify the student of the decision and advise the student of his or her right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.

• The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the

A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. ● Submit the Germanna Scholars Permission to Enroll form to the high school counselor as the final verification for participation in the program.

● Register for classes at your high school during the high school registration window. ● Submit the GCC registration form to your high school counselor. ● Pay tuition and fees to Germanna Community College by the payment deadline. Check with your high school counselor or the

Germanna representative for current tuition and fees and due dates for your high school. Important Information for Participating Students:

● You must discuss Early College Pathway opportunities with your high school counselor prior to testing and application process. ● The use of a computer and access to Internet are a must for successful completion of the program. ● The Germanna Scholars Program offers college level courses. The work-load is more demanding than similarly titled high school

courses. ● Students must maintain a minimum of a C in each class in order to continue in the program. Failure to earn at least a C could result

in a student not earning the expected number of credits. ● In order to meet high school graduation requirements and to comply with state law, students are required to take the End of Course

SOL assessment for courses that have an associated SOL. Examples: English 11 Reading and Writing SOLs, VA/U.S. History SOL. ● The pathway is a two-year commitment. No partial enrollment will be permitted. Courses will be taken at the Daniel Technology

Center first and second blocks. ● Students will be awarded college and high school credit for the following courses: English 111 and 112 (Eng. 11), Math 163 and 164

(Math Analysis), History 121 and 122 (U.S. History), Biology 101 and 102 (DE Biology II), English 243 and 244 (English 12), PLS 135 and 136 (VA/U.S. Government), and Humanities 100 and 165 (Humanities). All other courses taken as part of the Scholars program will only appear and be awarded credit on the GCC transcript.

● Schedules at the base schools may be limited in order to meet graduation requirements and/or due to course availability during third and fourth block.

● Students must sign a FERPA Release Form to release information between Germanna, CCPS and with parents/guardians of participating students.

● Students will follow the GCC calendar and be required to attend their base school for counseling, remediation, special programs and required assessments.

● Germanna may be open on days when CCPS is closed. Students would be responsible for providing their own transportation to the Daniel Technology Center (DTC) on those days. *Parents should use their own judgment in allowing students to drive to the DTC on inclement weather days.

● Students may be eligible for a reduction in tuition or free tuition based on need. A parent would have to provide the documentation from their approved free or reduced lunch application letter. This information can be obtained from the Culpeper County Public Schools Food Services offices. The school system cannot access this information without parent permission.

In compliance with the Family Education Rights and Privacy Act (FERPA), Germanna Community College (GCC) cannot release grades or other non-directory information (to include financial aid, student account activity, grades, and disciplinary records) to any person other than the student without a written release on file.

FERPA states that when a student reaches the age of 18 or begins attending a postsecondary institution, regardless of age, FERPA rights transfer to the student. Records can only be released to parents, spouses, or other designated individuals through the written consent of the student. A student may sign a FERPA Release Form that will allow designated individuals to obtain non-directory information. This form is available in the Admissions & Records Office or the Welcome Center. The curriculum will coincide with the junior and senior years in high school and is published in the Germanna Scholars Program/Culpeper County Public Schools brochure. House Bill 1184 Signed by Governor McDonnell in April 2012, House Bill 1184 requires that each of Virginia’s community colleges and the local school divisions they serve develop agreements allowing high school students to complete an associate's degree or a one-year Uniform Certificate of General Studies (General Education Certificate) from a community college concurrent with a high school diploma. The bill requires that students have the option to complete the General Education Certificate or an associate’s degree; therefore, colleges must offer pathways to both credentials with each school division.

D. Local school boards shall also implement the following:

10. An agreement for postsecondary degree attainment with a community college in the Commonwealth specifying the options for students to complete an associate's degree or a one-year Uniform Certificate of General Studies from a community college concurrent with a high school diploma. Such agreement shall specify the credit available for dual enrollment courses and Advanced Placement courses with qualifying exam scores of three or higher.

11. A plan to notify students and their parents of the availability of dual enrollment and advanced placement classes, the International Baccalaureate Program, and Academic Year Governor's School Programs, the qualifications for enrolling in such classes and programs, and the availability of financial assistance to low-income and needy students to take the advanced placement and International Baccalaureate examinations. This plan shall include notification to students and parents of the agreement with a community college in the Commonwealth to enable students to complete an associate's degree or a one-year Uniform Certificate of General Studies concurrent with a high school diploma.

G. Each institution within the Virginia Community College System shall develop agreements for postsecondary degree attainment with the public high schools in the school divisions that they serve, specifying the options for students to complete an associate's degree or a one-year Uniform Certificate of General Studies concurrent with a high school diploma. Such agreements shall specify the credit available for dual enrollment courses and Advanced Placement courses with qualifying exam scores of three or higher. Agreements shall be submitted by the institutions to the Chancellor of the Virginia Community College System and the Superintendent of Public Instruction by April 15, 2013.

The Early College Pathway is an academic advancement plan in which high school students can earn a General Studies Associate Degree (62 credits) or a General Education Certificate (33 credits) concurrently. The Early College curriculum includes a distribution of general education courses which are usually required in the first two years of many baccalaureate programs.

Credit awarded for applicable dual enrollment courses, joint enrollment college courses taken on campus, Advanced Placement courses with qualifying exam scores of three or higher, or qualifying International Baccalaureate scores may be applied toward attainment of the aforementioned credentials. Early College students can take full advantage of Germanna’s tutoring, library resources, advising and other support services.

The Early College Pathway varies among school districts, depending on their Dual Enrollment/Advanced Placement/International Baccalaureate offerings. Students interested in the pathway are encouraged to speak with a counselor at their high school or contact an academic counselor at GCC for additional information. Students must follow the Steps for Admission for and are required to complete an Orientation session on campus at GCC prior to enrollment. The curriculum begins with on campus courses in the junior year.

Prospective Early College students are strongly urged to acquaint themselves with the requirements of the college or university to which transfer is contemplated and to consult with an advisor at the four- year institution for further transfer assistance prior to entering the program. Each four-year college or university will make its own determination regarding the transfer status of Early College students.
