1.0 AUTHORITY

The village SAHABBUDDINPUR is a representative village of Vikas Khand

KASIMABAD, District: GHAZIPUR. This project has therefore been prepared

withanobjectofprovidingsafeandsufficientdrinkingwatertoruralpeople

onsustainablebasis;ThisschemeSAHABBUDDINPURGROUPOFVILLAGESWATER

SUPPLYSCHEMEispreparedUNDERWORLDBANKASSISTEDDRINKINGWATERSUPPLY

& ENVOIRONMENTAL SANITATION PROGRAMME, as per instructions issuedby the

Chief Engineer (Rural) U.P. Jal Nigam, Lucknow, and the instructions issued

fromSuperintendingEngineer,7thCircleU.P.JalNigam,Varanasi.Thusvillage

Sahabuddinpur, Khetabpur & Nasirudinpur Villages are proposed to be

covered under this Detailed Project Report under World Bank Assistance

Programme.

1. INTRODUCTION

Lackofaccesstosafewaterseriouslyunderminesthehealthandwellbeingof

the people. Thepoor and economicallyweaker sectiondeservesbetter socio‐

economicupliftmentandenhancesproductivitytosustaintheeconomyof the

area inparticular and the country, in general. It is imperative toprovide safe

andadequatedrinkingwatersupplyfacilitiestothepubliconsustainablebasis.

Thisprojecthas,therefore,beenpreparedwiththeobjectiveofprovidingsafe

and adequate drinking water supply system for the people of

2. GEOGRAPHICALPROFILE

SAHABBUDDINPUR village (Water Works) situated in Block KASIMABAD,

District:GHAZIPURisataltitude70m(MeanSeaLevel),location25o46’23.62’’

lat&82o41’53.44’’longisabout379KmfromstatecapitalLucknowandabout

45KmfromdistrictheadquarterGHAZIPUR.ThevillageissituatedonGhazipur

to Kasimabad Block Road about 40 KM from Ghazipur. The climate of the

districtvariesfromdryinsummerstopleasantcoldinwinters.Themaximum

andminimum temperatures vary between45o to6oC. the average rainfall is

800mmwhichgenerallyoccursbetweenthemonthsofJulytoSeptember.This

scheme caters for the safe drinking water requirement of the village. The

nearestRailwaystationisYusufpurofNorthEasternRailwayonVaranasiBallia

toChhapraline.

The topography of the village area is flat; difference between minimum and

maximumlevelsisabout1.25to2.00meters.

3. EXISTINGWATERSUPPLYSYSTEMANDNECESSITY

All the villages get their drinking water from India Mark‐II hand pumps

installed by U.P. Jal Nigam and other agencies under different schemes. The

villagersgetdrinkingwatereven fromshallowhandpumps/openwell in the

village. Installed India Mark‐II hand pumps are inadequate for the water

demandofthishabitation.

4. SOCIO‐ECONOMICCONDITIONS:

The main occupation of the villagers of the area included in the scheme is

agriculturesomeofthembelongtothegroupofbelowpovertyline;hencethey

arenotcapabletoaffordwaterchargeandcontributionunderthecommunity

participation.

5. DESIGNPARAMETERSADOPTED

This project has been framed as per guide lines provided inManual ofwater

supplyandtreatmentofCPHEEU,MinistryofUrbandevelopment,Govt.ofIndia

andinstructionsissuedvideChiefEngineer(Rural)andtheguidelinesissuedby

WorldBankOfficials.

(i) Designperiod tobe30years commencing from theyear2015 (Baseyear) to

2045(designyear).

(ii) Rateofwatersupply tobeas80.5LPCD(70+15%allowance forunaccounted

forwater)supplytobemadethroughstandpostsandprivateconnections.

(iii) Tubewellsaredesignedandprovidedformidstagedemand.

(iv) Storagecapacitiesofthetanktobeprovidedformaximumof12hrsmidstage

demandand8hrs.OfDesignstagedemand.

(v) Thewatersupplyschemewillbedesignedfor100%HouseHoldconnections.

(vi) PumpinghoursforSVSwillbe8‐16hoursandforMVSandWTP16‐20hrs.

(vii) Distributionsystem:

WillbedesignedforSupplyhoursof6hourswithfactorpeakfactorof4forSVS8‐24hrssupplywithPeakfactorof3forMVS.

TerminalpressuresatHouseholdwith7meters. Minimumsizeofdistributionsystemis63mm,

(viii) MDPEpipewillbeusedforhouseconnection.

AspercensusrecordsthetotalpopulationofSAHABBUDDINPURG.O.Vand

theirhamletscoveredinthisestimateasper2011Tentativecensusis8055.

Thepopulation in the year 2015 i.e. base year,mid‐year 2030anddesign

year2045hasbeenevaluatedas8491,10509and13135respectively.

8. SITEOFWATERWORKS:

ThesiteofwaterworkshasbeenproposedintheNASIRUDDINPURVILLAGE,

the land for which shall be made available by the Gram Sabha free of cost

proposal(Annexed).Onetubewellhasbeenproposedforrequirementofmid

designperiodattheproposedwaterworks.

9. SOURCEOFWATERSUPPLY:

Tubewellissuccessfulintheareaandhavethereforebeenadoptedasasource

of water supply, Three tube wells each of 1500 LPM discharge have been

proposedintheestimatetocatertherequirement.Watertablesbeingwithin5

mto8mfromG.L.,Tubewells,havebeentreatedassustainablesourceinthe

district.

10. PUMPINGPLANTANDPUMPHOUSE:

Submersible pumping plant 1Nos of 41HP capable, of delivering 1500 LPM

discharge against a total head of 55.00mhasbeenproposed in the estimate.

The pumping plants have been proposed to be housed in a Pump House of

3.00.x2.50mx3.00msizewithchloronomeof1.30x2.50x3.00size.

11. PUMPIMGHOURS:

The average power supply with requisite voltage is available in the area for

about 10‐12 hours per day. Hence pumping hours have been kept as 10 hrs

only.Toensureregularanduninterruptedwatersupply.

12. STORAGE&DISRIBUTION:

R.C.C.overHeadtankof650KLcapacityand18mstagingasoptimizedbythe

computerized design of Distribution system is proposed to meet the

fluctuations in the demand. The required capacity has been rounded to the

nearestsizeasstandardizedintheU.P.JalNigam.

13. DISINFECTION:

Provision of One differential pressure feed type chlorinator of 24 gallons

capacityhasbeenmade,tobeinstalledatthestartingpointofrisingmainfrom

the tubewells. The chlorinatorwill administer suchdose of chlorine through

2%bleachingpowdersolutionsothat0.5PPMfreechlorineisavailableatthe

remoteend.

14. RISINGMAIN:

Theeconomicalsizeoftherisingmainfromtubewellshavebeenworkedout

as per departmental Design criteria and the guideline given in themanual of

water supplyofGovt. of India. Theoptimumsizeof the risingmainhasbeen

workedoutas150mmdia.50mclassD.I‐K‐7Pipe.Theeconomicalsizeofrising

main has been calculated through computer at E.D.P. Cell.U.P. Jal Nigam,

Lucknow,consideringwaterhammereffectalso.

15. DISTRIBUTIONSYSTEM:

Thewater from the overhead tank isproposed tobedistributed todifferent

to200mmsize.The total lengthofdistributionmaincomesout tobe26.362

km.ThedistributionsystemnetworkhasbeendesignedbytheE.D.P.Cell,U.P.

JalNigam,Lucknow.Provisions fordiversion for theNalas/culvertsandCanal

crossingetc.havebeenmade.CuttingandreinstatementofB.O.E./Bituminous

roads have been provided in the scheme. For exercising effective control,

proper operation and maintenance of the distribution system, SCADA and

sufficient number of sluice valves, air valves and fire hydrants, etc. have also

beenprovided.Tolocateandoperatethevalvesandfittings,theirchambersare

proposedtobeconstructed.asperDepartmentaltypeDesign.

16. HOUSECONNECTIONS

Provision has been made to provide for 100% house connections to the

consumerwhodesiresfortheirconnection.

17. SCHEDULEOFRATES:

Therateofcentrallypurchasedmaterialssuchaspipeandfittingetc.havebeen

take on the basis of rates circulated by Materials Manager, U.P. Jal Nigam,

lucknow vide his letter No.1659/ purchase/general (2121‐

0095)2010/66.dt./28‐06‐2010 and 1858/PUR‐Gen/2121‐0095/2012/46

Dated03.08.2012.Theratesoflabourandlocallyavailablematerialshavebeen

adoptedasperapprovedratesoftheSuperintendingEngineer,VIIthCircle,U.P.

JalNigam,Varanasi,communicatedvidehisofficeorderNo.1346/M‐23/06dt:

01.06.2012&No.1758/M‐23/07dated06.07.2012.(Enclosedasannexures).

18. OPERATION&MAINTENANCE:

The IntraVillageworksof theProjectaftercompletion/commissioningshall

be handed over to the Gram Panchayats for its operation andmaintenance.

The resolution for the same has been taken from the Gram Panchayats

(enclosed.)

19. TARIFFANDREVENUE:

Asassumed,100%householdswill takeprivateconnection in theproject

area.Tomaketheschemeviableandselfsupporting,thetariffisproposed

thebaseyear,Rs.80/‐permonthinmiddleStageYearandRs.90/‐permonthin

21. SCADA(SupervisoryControlanddataAcquisition):

A simple SCADA provided in water works site to automatically operate the

pumpingplant,water level inOHTanddigital bulk flowwatermeter at inlet of

OHT.

22. ENVIRONMENTALIMPACT

Environmentalimpactmaybedefinedasthesumoftheshorttermandlongtermeffectsofanyproposedaction(ofabsenceofaction)onmanhimselfandonphysical,biologicalandsocio‐economicenvironment,includingtheeffectsof policies. Legislature proposal, programmes, projects and operationalpractices,attentionneedstobepaidsignificantadverseeffectsonthequalityofman’slifeincludingboththosethataffecthimdirectlyandthosethataffecthimindirectlythroughadverseeffectsontheenvironment.Severalstudiesbothatnationalandinternationallevelshaveconcludedthatmostofthediseasesareeitherwaterborneorwaterrelated.Consumptionofsafeandcleandrinkingwaterwillhelptocontrolalltheseinfectiousdiseaseswhich are caused by pathogens. Some of the important infectious diseasesrelated to consumption of infected water are fluorosis, typhoid, cholera,dysentery,diarrhea,gastro‐enteritis,viralhepatitisandamoebiasisetc.Itisimperativetomentionthatthereareanumerousinvisiblesavingthatarecaused as a results of clean and safe environment to be provided by theproposed service of pipedwater supply. Such saving or benefits cannot befully quantified in terms of monetary gains, but their impact can be wellperceived in form of good health, longevity of life, reduction in cost ofhospitalization for fighting diseases and consequently extra workingdays/yearsandimprovedsocio‐economicconditions.Thesebenefitsarenotapparentlyvisiblebutcostheavilyonexchequerandnationaleconomy.Asstatedearlier,theprojectareaneedsdeliberateandsincereendeavorsforpromoting health and sanitary environment. Introduction of piped watersupply scheme in Sahabuddinpur, Khetabpur and Nasiruddinpur GramPanchayatsshallhaveasignificantimpactontheaforesaiddirectandindirectbenefits.Itmayalsobepointedoutthatthisprojectdoesnotincludeanysuchproposal/activity which at any stage might have adverse effects either onenvironmentoronnatural resource in theprojectarea.Thisproject is thuseco‐friendly.

23. CONCLUSION

AfterimplementationandcommissioningoftheProjecttheentirepopulationof

16 villages of 3 GP of Shahabuddinpur, Ketabpur and Nasiruddinpur will be

benefitted with safe, clean andwholesome potable water, which is the basic

necessity of humanity. Implementation and commissioning of project, will

cheek water related diseases, thereby ensuring a clean and healthy

environment.

The computation of projected populationworked out by theArithmetical

Increase and Simple Graph Method are on the lower side, projected

population figures arrived at by Geometrical Increase, semi Log Graph

methods and Decadal Growth Method and Incremental Increase Method

areonhigherside.Thepopulation figurearrivedby incremental increase

methodareclosertothepatternofgrowthofpopulation.

ThuspopulationfiguresworkedoutbytheIncrementalIncreaseMethod

are more realistic, reasonable and confirm to the population growth

patternofShahabuddinpurgroupofvillage.

Percentage increase per year based on population figures calculated by

Incremental Increase method works out to 1.45 percent, this figure is

slightlylowerthanthepercentageincreaseof2.09percentperyearinthe

2001 to 2011 decade. In this context pattern and percentage of decadal

variationforShahabuddinpurinvariousdecadeshasbeenassessedforthe

decades 1961‐71/1971‐81/1981‐91/1991‐2001and2001‐2011 for

which thevaluesare8.88/23.60/28.65/7.88and20.86respectively.

Above pattern indicates tendency of decrease in population percentage

duringthelasttwodecades,alsotakingintoconsiderationthatthechange

in the duration of pumping hours will be insignificant and nearly 76

percent distributionpipelines are ofminimum63mmdia. any change in

theproposalsbasedonthedifferentincreaseinpopulationpercentagewill

be insignificant. Therefore, adopted pattern of growth by Incremental

Increasemethodappearstobereasonableandjustified.

(Gramini),U.P.JalNigam,lucknowNo.83/2045‐0024/09dated14.05.2009,

therateofwatersupplyadoptedis70Litersperheadperday.Inaddition

to abovewater supply rate 15 percent extra quantity of water has been

included towards wastage. Therefore the water supply rate including

unaccountedwateris80.50LitresperHeadperDay.

As per calculation result, the capacity of Over Head Tank is 623 KL.But as per the norms capacity 650 KL is commonly proposed. Hence the capacity of OHT 650 KL & staging 18 meter is taken.

The capacity of over head tank will be calculated as per RWSSP-LIS criteria :

Since one OHT should be provided for the three Gram Panchayat, Hence water demand at middle stage havebeen used to calculate the capacity of OHT.

ESTIMATE (E&M)

Estimate for construction of 270m/250m deep tubewell with 300mmx150mm dia size T/W assembly at Shahabuddinpur Block-Kasimabad District-Ghazipur.

"REPORT"

In this estimate, provision for construction of tubewell, pumping plant, chlorinating plant,power connection & trial and run has been made. Tubewell :-

Depth of the tubewell has been taken as per near by constructed tubewells and as pergeohydrological report given by Manager, Ground Water, U.P. Jal Nigam. MSERW pipe used ofconstruction tubewell will be per as IS-42708. Screen pipe will be as per IS-8110. Design has beenselected keeping in view the maximum entrance velocity of 0.03 meter per second and risin velocity1.2 meter per second as per above referred IS. The size of borehole has been taken consideringthe thickness of gravel pack as per IS. - 4097.

The housing pipe of tubewell has been taken to freely accommodate the pumping set dulyfollowed with flanged column pipe, airline and to accommodate the over pumping unit at the time ofdevelopment of tubewell. The carting of different T & P for construction of tubewell and tubewellassembly has been taken from the departmental store to the site.

Rates for construction of tubewell has been taken as per schedule of rate of U.P. Jal Nigamrates for material has been taken as per market rates. Rates for power connection has been takenas per schedule of rate of U.P. Power Corporation. Pumping Plant :-

Discharge of the pumping plant has been taken 1500 lpm, 55 m head as per requirement ofthe scheme and provision for clear water submersible pumping plant coupled with squirrel cage 3phase induction motor as per IS-8034 has been made. Other connected accessories such asvalves as per 14846, lifting tackle as per IS-3177 and switch gear etc. has been made as per latestIS.Chlorinating Plant :-

Provision for 24 gallon capacity bleaching powder dozer has been made as per IS 10553part-5Power Connection :-

Distance of substation for the proposed site of the scheme is approximately 0.2 km. Ifseparate feeder is provided for the scheme, it will be much costly. Hence keeping in view of cost ofthe project, power connection has been proposed from the nearest existing 11 kv high tension line.Keeping in view the required load of 41 H.P. of pumping plant provision for power connection with63 KVA transformer has been made. Rates for the these items has been made as per shedule ofrate of power corporation as annexed. Trail Run :-

Equipiments installed will be commissioned, trail and tested by the contract for six months,provision for power requirement power consumption and chemical has been made.

RWSSP - LIS Preparation of DPR s for Water Supply & Environmental Sanitation - Criteria Agreed

1 Preparation of DPR s:

Quality improvement in detailed engineering will be achieved by adopting Total Station survey - GIS base map, CAD drawings etc. Preparation of DPR s includes

Preparation of GP wise GIS based water security plans for all project GP s prepared along with community participation,

Total station survey and GIS base map along with community survey for all Project GP s,

2 Detailed Engineering costs: include,

preparation of water security and safety plans, Total station survey and GIS base maps, Hydro Geological survey for ground water source selection, geophysical investigations for Safe bearing capacity of soils at WTP and OHSR

sites, Preparation of hydraulic and structural Designs, drawings, estimates and bid

documents.

3 Technology options: All SVS will be only bore-well based. All water quality habitations in selected districts will be provided by safe water with

surface sources through MVS both small and large. Specific Treatment plants for water quality areas – will be provided where required, if

surface water is not available. Each SVS proposed in the projects will have a single source (as far as possible) to

serve the entire GP. In a few cases wherever feasible each habitation within a GP may be provided with a

small water supply scheme based on a separate source. Project cost estimates will have provision for MVS serving more than one GP, a multi

habitation scheme serving all the habitations in the GP with a single source and single habitation schemes also.

4 Design population:

2011 census population will be considered for arriving at projected population Initial year 2015 Prospective year is 15 years from the initial year - 2030 Ultimate year is 30 years from initial year - 2045 Ultimate year Population will be used for design of Intake, rising main, gravity main

and distribution system. Prospective year’s population will be used for design of WTP, Storage and Pumps.

5 Decadal growth rate of population:

In view of decreasing trend of rural Population growth as noted in the Census 2011, the states will review this aspect and adopt a realistic decadal growth rate for arriving at design population.

6 Service level:

All water supply schemes ( SVS and MVS ) will be designed for a service level of 70 lpcd and with 100 % Household connections.

7 Power supply: In view of the present limitations in assured power supply it is agreed that: Dedicated power supply will be provided for MVS – however there is no guarantee that power will be available even with such dedicated lines,

8 Pumping hours for SVS will be 8 -16 hours and for MVS and WTP 16-20 hrs, 9 Service storage: Service storage capacity will be provided for 8 hours demand, or on

the basis of mass curve. 10 Distribution system:

will be designed for Supply hours of 6 hours with factor peak factor of 4 for SVS 8-24 hrs supply with Peak factor of 3 for MVS and Terminal pressures at Household with 7 meters. Minimum size of distribution system is 63 mm,

11 House connections:

For all SVS, and MVS House connection cost will be included in project with saddle, ferrule and 10 m long MDPE pipe; however GI pipe will be used only in rocky strata.

12 24 x7 Water Supply

In large and peri urban villages served by MVS, wherever feasible, 24x7 water supply will be designed with all house connections metered; meter will be provided by the project. Wherever consumer meters are used; these will conform to ISO and with 5 years guarantee.

The project will have a maintenance contract to maintain the meters. This contractor’s responsibility includes provision for reading meters and preparing the consumer bills. Bills will be issued and user charges will be collected from the consumers by GP/ GPWSC/Jal Sahiya”.

13 Preferred pipe material:

For SVS - Rising mains with DI min K 7 class, Gravity mains with HDPE (PE 100) class 6 KSC, Distribution system with HDPE PE 100 Class 6 KSC, PVC class 6 KSC or GI pipes

14 Type of valves:

Online Gate valves will be used for Control at Branches BF valves will be used for control at Inlet to ESR s valves, SVS - Air Valves: IS 14845, MVS - IS 14845 and Dynamic valves.

15 Pipe connections in OHSR:

Preferred pipe material for OHSR pipe connections DI - K 7 Inlet & overflow = rising main, Outlet= distribution, Scour = nominal. All valves will be provided dismantling joints

16 Water level indicator:

Float type Water level indicator will be used for SVS and Float type ultrasonic Water level indicator will be provided for MVS

Project will have provision for Bulk flow measurement at entry to each OHSR; these are Mechanical Turbine flow type with 5 years guarantee.

19 Design- Software requirement: Project will have provision for procuring Softwares:

Distribution system - Amenable for hydraulic modeling such as Water gem for use in MVS where 24x7 is proposed,

Optimal designs of OHSR s conforming latest codes for RCC, Seismic & wind loads and

GIS software and GPS & web based MIS. Required software to establish a central control with mapping facility for creating and

updating the maps. PRMAVERA project management software.

20 WTP- :

Rapid sand filters and dual media, declining rate will be provided for MVS, Consider use of Tube settlers instead of clarifloculators for capacity upto 30 MLD for

MVS. Chemical dosing; dosing pumps will be provided in WTP. Preferred instrumentation in WTP, Alternative flow, measurement with calibrated

weirs Manometers for loss of head , Operation of valves - manual, Pneumatic, electrical – prefer manual operation upto 30 MLD,

Recycle of back wash water will be provided 21 Disinfection: Reliable and functional disinfection devices will be provided such as

onsite generation of Hypo solution with electronic dosing pumps for SVS and Gasseous chlorinators for MVS.

22 SCADA: To ensure equitable distribution of water simple SCADA will be provided

in all large MVS for control and measurement of flow at ESR s of habitations and communication to control center.

23 Environmental Sanitation:

The sanitation Plan will include environmental sanitation facilities (both on onsite and offsite) like:

Provision of drains for liquid waste management for safe disposal of sullage from the households,

Lane improvement along with lane side drains and or small bore sewers (where appropriate) Proper collection and disposal of solid waste.

Planning, Construction O&M and Monitoring Arrangements

Planning and Implementation of Water Supply and SLWM Works by GP/ GPWSSC: Planning, implementation and O&M of all SVS both single habitation and multi

habitation and all environmental sanitation works will be done by respective GP/GPWSSC with community participation and technical and community support of SO

All activities like inviting bids, award, authorize payments etc will be done by GP with technical and community support by SO s and oversight of DPMU/ DPMC.

Day to day construction quality monitoring will be done by SO engineers. Check for quality of supervision will be done by DPMU/DPMC.

Planning and Implementation of MVS Works: Planning, implementation and O&M of all MVS (both small and large) for common

facilities ( upto and inclusive of OHSR / ESR of the GP and in GP/ village facilities will be done by PHED/ DWSD/ UPJN.

Day to day construction quality monitoring will be done by PHED/ DWSD/ UPJN. All in village facilities will be planned in consultation with GP/GPWSSC and

payments for the in village facilities will be released to the construction contractor only after approval by the GP/GPWSSC.

Independent construction quality surveillance:

State level Independent construction quality surveillance consultants will be recruited for all critical components of all project works reporting to the state PMU.

O&M Arrangements For SVS Construction contract will have provision for O&M for one year. During

this one year period of O&M, capacity of GP will be built to manage the O&M beyond 1 year

After O&M period by construction contractor is completed, if necessary GP will select a O&M agency and a O&M service management contract will be signed between GP and the O&M service management contractor with technical support of PHED/ DWSD / DWSM .

For MVS Construction contract will have provision for O&M for five years / ten years for both common facilities and in-village facilities and O&M contract will also be managed by UPJN/ PHED/ DWSD.

Defect Liability and O&M: Since the construction contract will have defect liability of one year, scope of work during O&M period beyond defect liability period is to be clearly mentioned.

Funds for O&M including power charges, chemicals, manning, operation and preventive and maintenance breakdown will be included in the project estimate and construction contract.

Web Based Sector MIS: A web based sector MIS” using the GIS base maps will be implemented initially in the project districts. Details to be shown on the maps and monitored and updated include: location of the drinking water sources by GPS, litho-logical data, water levels, water quality, Habitation data with linkage to Census data, Assets created with year of installation, service levels, coverage area, house

connections, stand posts etc, data to be entered against relevant sources located on maps and create a data base for

monitoring the sources water quality and levels. Cost provision will be made for required software and hardware for Sector wide web

based MIS, A TOR will be prepared for consultants to prepare the proposals for Sector wide

web based MIS,
