INSPIRE SDICSpatial Data Interest Community

The process of developing INSPIRE Implementing Rules is approached as a network of Spatial Data Interest Communities (SDIC), in order to assure and promote in the process the participation of stakeholders.

The SDICs are divided by:

- Region

- Societal sector

- Thematic issue

INSPIRE Data themes (or Thematic issues) are listed in the Annexes I-II-III to the INSPIRE Proposal for Directive (different timetable for implementation).

Stakeholders form specific Spatial Data Interest Communities (SDIC) through their common interest on one or more of the aspects of interest drive the demand for spatial data and information services.

TRANSCAT Integrated Water Management of TRANSboundary CATchments

FP 5 EESD Programme

TRANSCAT main goal is the creation of a Decision Support System (DSS) for optimal water management of transboundary catchments, in context of the implementation of the EU Water Framework Directive.

It deals on one side with problems and methodological issues typical of transboundary catchment environment and on the other side with best practices and problems in designing and implementing a system for supporting decisions in trans-national river basins.

WATER-GIS/TECHWARE intends to support the synergistic implementation of EU water directives at Member States level through the participation in research activities as well as a properly addressed information to stakeholders in the field, with particular attention to innovation technologies and GIS. In summary, the activities that the WATER-GIS/TECHWARE network intends to promote are:

The Water Supply and Sanitation Technology Platform (WSSTP) is one of the technology platforms that are set up within the European Environmental Technology Action Plan (ETAP) that was adopted by the European Commission in 2004.

It has been established as new instrument for the EU FP7; it is open to all stakeholders (private and public) and provides them an opportunity to define common strategic research agenda sharing activities and thus increasing investments in European technolgy development.

The WSSTP objectives are:

Development of a Framework for Data Harmonisation and Service Integration

Objective

HUMBOLDT will contribute to the implementation of a European Spatial Data Infrastructure (ESDI) that integrates the diversity of spatial data available from the multitude of European organizations.

To achieve this objective and to maximise the benefits gained from this integration, the requirements of INSPIRE, of GMES, of the environmental agencies and of other related activities in the EU will be met.

The problemLack of harmonisation between geo-datasets at different scales, fragmentizeddatasets and sources, gaps in availability, duplication of information collection.

Project aimGIS4EU aims to provide base datasets and to ensure cross -scale, -language and -border interoperability/accessibility according to INSPIRE. Its way is common data model, harmonization, aggregation & data exposition rules and guidelines enabling access to data by different countries and levels (national, regional and local), with no need of central database(s) and service(s).

eSDI-Net+ European Network on Geographic Information Enrichment and Reuse

• Network for promotion of cross border dialogue and exchange of best practices on Spatial Data Infrastructures (SDI’s) throughout Europe

• Thematic network aiming at bringing together existing SDI key players and target users sharing a platform for communication and exchange between different stakeholders involved in the creation and use of SDIs.

• The network will promote both high-level decision, low-level technical discussion and information exchange, in order to increase awareness concerning the importance of GI enrichment and of SDIs for GI reuse, to allow an integrated view of the experts and to permit the creation of integrates guidelines, standards and implementation of best practices.

THE SEVENTH FRAMEWORK PROGRAMME

(2007 – 2013)

The framework programme (FP) is the European Union’s main instrument for funding research and development.

FPs have been implemented since 1984 and cover a period of five years. It has been proposed for FP7, however, to run for seven years since January 2007.

THE FOUR PROGRAMMES OF THE 7FP

The proposed 7FP will be organised in four programmes corresponding to four basic components of European research: • Cooperation: supporting research activities in trans-

national cooperation (also between EU and Third Countries)

• Ideas: enhancing dynamism, creativity and excellence of EU research

• People: strengthening the human potential in research and technology (e.g. Marie Curie Actions)

• Capacity: supporting research infrastructures, research for the benefit of SMEs research potential of European Regions (Regions of Knowledge) as well as stimulating the realisation of the full research potential of the enlarged Union

3. INFORMATION AND COMMUNICATION TECHNOLOGY

Objective:

Improve the competitiveness of European industry and enable Europe to master and shape the future developments of Information and Communication Technologies (ICT).

Application research:

- ICT meeting societal challenges: new systems, novel materials, structures and technologies, and services in areas of public interest improving quality, efficiency, access and inclusiveness; user friendly applications, integration of new technologies and initiatives such as ambient assisting living.

6. ENVIRONMENT (INCLUDING CLIMATE CHANGE)

Objective:

Sustainable management of the environment and its resources through advancing our knowledge on the interactions between the climate, biosphere, ecosystems and human activities, and developing new technologies, tools and services, in order to address in an integrated way global environmental issues. Emphasis is put on prediction of climate, ecological, earth and ocean systems changes; on tools and technologies for monitoring, prevention, migration and adaptation of environmental pressures and risks including on health, as well as for the conservation and recovery of the natural and man-made environment.

9. SECURITY AND SPACE

Objective (GMES related – Global Monitoring, Environment and Security)

To develop the technologies and knowledge for building capabilities needed to ensure the security of citizens from threats such as … natural disasters [….]

Supporting a European Space Programme focusing on applications such as GMES with benefits for citizens and for the competitiveness of the European space industry. This will contribute to the development of a European Space Policy, complementing efforts by MS and by other key players, including the European Space Agency.

Activities (of interest for GISIG):

- Restoring security and safety in case of crisis (included civil protection and natural disaster management)

- space-based applications at the service of European Society as GMES (in –situ monitoring, early warning, management of natural disaster, use and delivery of GMES data)
