Primary: To create funds in order to grant loans for productive and providential purposes to all members who are employees of the City Government of Laoag.
On Nov. 29, 2001, twenty (20) cooperators with one hundred forty-five (145) members agreed to form a cooperative, with the following main objective:

Any government employee may, in the discharge of his duties as member in the cooperative, be allowed by the head of office concerned to use official time for attendance of the general assembly, board and committee meetings of cooperatives as well as cooperative seminars, conferences, workshops, technical meetings and training courses locally or abroad; Provided, That the operations of the office concerned are not adversely affected.RA 9520, Art. 62 # 2 - Privileges of Cooperatives
