COMMUNITY CONSULTATION
Council is practising Social Distancing as recommended by the NSW State Government during the Coronavirus pandemic.
Council advises that Council meetings will not be open to public attendance, effective from Thursday, 26 March 2020 until further notice.
The provision of a Public Forum before the start of Council meetings has also ceased until further notice. PRESENT: Cr Carol Sparks (Mayor), Cr Glenn Frendon, Cr Andrew Parsons, Cr Colin Price, Cr Jeff Smith and Cr Steve Toms. IN ATTENDANCE: Mr Craig Bennett (General Manager), Mr Keith Appleby (Director of Infrastructure Services), Mr Graham Price (Director of Development, Planning and Regulatory Services), Mrs Anna Watt (Director of Corporate and Community Services) and Mrs Debbie Duffell (Executive Assistant (Mayor and General Manager). OPENED: 6.00pm. The Mayor read the following statement regarding video and audio recording of the Council Meeting:
"I advise all present that tonight's meeting is being video streamed live via Council’s website and also audio recorded for the purposes of providing a record of public comment at the meeting, supporting the democratic process, broadening knowledge and participation in community affairs, and demonstrating Council’s commitment to openness and accountability. The audio and video recordings of the non-confidential parts of the meeting will also be made available on Council’s website once the Minutes have been finalised. All speakers are requested to ensure their comments are relevant to the issue at hand and to refrain from making personal comments or criticisms. No other persons are permitted to record the Meeting, unless specifically authorised by Council to do so."
1 ACKNOWLEDGEMENT OF COUNTRY The Mayor read the following “Acknowledgement to Country”:
“I acknowledge the Ngoorabul people as the traditional custodians of this land and pay my respect to the Elders past, present and emerging. I also extend that respect to Aboriginal and Torres Strait Islander people here today.”

5 DISCLOSURES OF CONFLICT OF INTERESTS Cr C Sparks declared a Pecuniary Conflict of Interest on Item 7.33 “Development, Planning and Regulatory Services Directorate: Monthly Report for December 2020 and January 2021” as she is shareholder of the property listed at Wytaliba on page 218. Cr C Sparks intends to vacate the meeting, not participate in the debate and not vote on this item.

2. The draft Strategic Plan for Deepwater, Emmaville and Glencoe Library Services 2021-2025 be displayed on Council’s website and be available for viewing at the Council’s Grey and Church Street offices, Glen Innes Severn Learning Centre and the branch libraries at Deepwater, Emmaville and Glencoe.
3. Following the public exhibition period any minor changes will be updated in

The General Manager advised two (2) nominations were received, both duly completed, for the representative position, therefore a vote would be required. The two (2) nominations received were from Cr C Sparks and Cr J Smith.
In accordance with the Local Government Regulations the General Manager acted as the returning officer for the election, which was conducted under the Optional Preferential Voting System, to determine the representative for the New England Country Council.
A random draw was carried out to determine who would be listed first on the ballot paper. Cr C Sparks’ name was drawn first so her name appeared on the top of the ballot paper, Cr J Smith’s name was drawn second so his name will appear below Cr C Sparks.
Ballot papers were drawn up and distributed to Councillors with voting conducted. The vote resulted in a tie, therefore a draw from a hat was conducted by the General Manager. Councillor C Sparks’ name was drawn out of the hat by the General Manager.
The General Manager declared Cr C Sparks the elected representative to the New England County Council until 4 September 2021.

THAT Council:
1. Advertises the following 2021 Australian Celtic Fringe Festival (ACFF) Fees and Charges for public exhibition from Monday, 1 March 2021 until 4.00pm on Monday, 29 March 2021 and seeks public submissions on the proposed fees and charges:
i. Entertainment Precinct:
Inside Marquee (Section A):
a. Session 1, 2, 4 and 5: $35; and
b. Session 3 (evening concert): $40.
Outside Marquee (Section B and C):
c. Session 1, 2, 4 and 5: $25; and
d. Session 3 (evening concert): $35.
ii. Cultural Precinct: Outside area: Free; and
iii. Council-run fringe events: The Chapel Theatre: $35.
2. Displays the proposed fees on Council’s website, and that they be made available for viewing at the following locations:
• Council’s Town Hall Office;
• Council’s Church Street Office;
• The Glen Innes Severn Library Learning Centre; and
• The Village Post Offices at Deepwater, Emmaville and Glencoe.
3. Endorses the aforementioned fees and charges to be advertised and sold during public exhibition given the circumstances of COVID-19 and the change in approach to the Festival for 2021.
4. Requests the Tourism and Events Officer to prepare a further report to Council after the 28 days of public exhibition in the event of Council receiving any substantial submissions objecting to the proposed amendments to the fees and charges for the 2021 Festival.

If significant submissions are received a report will be written to the next Ordinary Council meeting for the submissions to be considered by Council and the policy to be adopted by 1 July 2021.
2. Repeals the Event Prioritisation and Support Policy.
3. Repeals the Business Incentive Fund Guidelines from 30 June 2021.
4. Advertises the proposed Economic Development Support Fund Policy calling for applications for 2021-22, with applications closing on 30 June 2021.
