CVO’s Desk…

To believe in something and not to live it, is dishonest. — M.K. Gandhi

Froman essential ingredient of Good Governance has come to the forefront.

I am proud to say that the Vision of our company states that “OIL is a team committed to honesty, integrity, transparency and mutual trust creating employee pride”. The vision is co-created by all of us. It implies that each one of us is committed to achieve the vision. I call upon every one serving the organisation to rededicate themselves to the organizational goals and make OIL, a highly value based ethical company.

Anand Kumar, IPSChief Vigilance Officer

At the outset, let me take this opportunity to wish you all a very happy and prosperous new year.

This is the time we have to look back to our activities in the past and plan for the year to come. I am obliged to all the members of the organisation for their overwhelming support to our new initiatives related to Vigilance functions. Interactive sessions with the executives at Duliajan and Noida have given me enough confidence that every good corporate citizen of OIL is trying to maintain transparency and fairness in all types of business dealings.

As we all know that Oil exploration industry of our country is passing through a very challenging economic phase in the last few months and consequently we have to fight a lot for sustainability. At this critical juncture, GOOD GOVERNANCE has assumed prime efficacy and Preventive Vigilance,

VIGILANCE DEpArtmENtOIL INDIA LImItED

We live in a world today that is obsessed with economic growth. Over the last few decades, human activities have led to resource degradation, loss of biodiversity, land degradation, global climate changes etc. and release of a range of chemical, radioactive and other toxic wastes. While these activities have enabled a significant portion of the world to improve the condition of life, they are now showing their adverse effects on the quality of air, water and land, moving the ecological balance of the planet to a new equilibrium. The percentage of cultivable land has been decreasing over the years due to increase in population and non-judicial use of resources. Forests are being destroyed and concrete jungles are taking place. Rapid ecological changes are taking place in the fringes and rural areas surrounding cities. The science on which we have been depending so far really has missed many opportunities to look into various side effects and parallel impacts of our developmental patters and unfortunately, it is these side effects and parallel impacts that matter much in sustainable development.

No one wants to stop economic progress that could give millions better lives. But we must insist on sustainable development that combines environmental care, social justice and economic growth. Earth cannot support unrestricted growth. Nations are losing more from pollution than they are gaining from industrialization. China is a perfect example. Twenty years of uncontrolled economic development have created serious, chronic air and water pollution. This has increased health problems and resulted in annual losses to framers of crops worth billions of dollars. So uncontrolled growth is not only bad for the environment, it also makes no economic sense.

Scientific progress has made people too confident in

Economic Development is not important than environment

(SR Krishnan)Executive Director (CS)

their abilities to control their environment. In just half a century the world’s nuclear industry has had at least three serious accidents : Windscale (UK 1957), Three Mile Island (USA, 1979). The Bhopal Gas Tragedy and Chernobyle (USSR, 1986). In addition, the nuclear power industry still cannot store its waste safely. Hydro-power sounds great but damming rivers is itself damaging to the environment. It also forces huge numbers of people off their land.

The “Green revolution” is threatening the biodiversity of the Third World by replacing native seeds with hybrids.; We do not know what the long-term environmental or economic consequences will be. We do not know that in the short run, such hybrid crops can cause environmental problems by crowding out native plants and the wildlife which relies on them. The farmer growing hybrid crops must buy costly new seed every year because it cannot be saved to plant the following year’s crops. Farmers using hybrid seeds in what was the richest part of India went bankrupt. As a result, fertile lands lay idle and unploughed, resulting in droughts and desertification.

Unchecked population growth has a negative impact on any nation, as well as on the whole planet. Both the poverty and the environmental problems are largely the result of rapid population growth putting pressure on limited resources. At the same time, China has become wealthy while following a ‘one-child’ per couple policy. Limiting population growth will result in a higher standard of living and will preserve the environment.

Climate change will affect the whole planet, not just the developed world. In fact it is likely to have particularly terrible effects on developing countries as sea level rise, deserts advance, and natural disasters become more common. Developed countries need to transfer greener technologies to the developing world, paying

InTouch

13

for environmental protection and making sustainability a condition for aid.

Let us consider the simple case of an agriculturist who cuts the mango orchard which gives him a recurring income and sells the timber to raise money to build a small house. Both income from the timber and the investment in the house are shown in national accounts as per the prevailing practice. Further, if he spends part of the income to go on pilgrimages and tours, he would be poorer by this sum, which however becomes part of the national income. But the ultimate result is that he is poorer by the permanent loss of a source of recurring income though he has become the owner of a house. This is the scenario in the Third World countries which are destroying their natural resources like forest, minerals for immediate gains but becoming poorer in the long run.

We can improve the eco-system by making our industries much more efficient. Development should proceed in a sustainable manner. Our goals include, efficient use of resources, sustainable use of global and regional resources such as the atmosphere, oceans and seas and marine organisms. Another important goal concerns the managements of chemicals and wastes. These problems can be eased by reducing waste generation, recycling wastes into production activities and finding safe ways of disposing of wastes. Government participation alone will not be sufficient to reach these goals. The only way we are going to be able to move away from unsustainable practice and behavior is through education, inclusion, planning, and regulation. Women, youth, indigenous groups, non-governmental organization, farmers, local authorities, trade unions, business and industrial organizations and engineers and scientists must be involved in this effort. It calls for greater international scientific cooperation and efforts to transfer environmentally sound technologies from nation to nation.

Minimising the external inputs and regenerating internal

resources more effectively or by combining both we can achieve true development. Hence sustainable development strives for the integrated use of a wide range of natural resource management technologies such as incorporation of nutrient cycling, nitrogen fixation and pest-predator relationship in agriculture and reduction of non-renewable inputs in industries. It aims at a greater productive use of the biological and genetic potential of plant and animal species and of local knowledge about practices including innovative approaches not yet fully understood by scientists but widely adopted by the world. Moreover, an increase in self-reliance among farmers and rural people, profitable and efficient production with an emphasis on integrated management of system, the conservation of soil, water, energy and biological resources also are essential in achieving sustainable development. We should convert natural resources into economic wealth with judicious application of science and technology without endangering its eco-friendly environment.

It has only been within the last thirty years that we have come to understand just how devastating our actions are to the environment and the delicate fabric of the earth’s ecosystems. Though advances in technology, man is able to search the heavens, listening and looking out thousands of light years to investigate the universe and its origins. The knowledge gained has allowed us to understand just how unique and fragile our biosphere is to man’s existence. Earth is our home, everything in, on, and around it is a priceless finite resource that life depends on and we should treat it as such. It should guide and encompass all aspects of our lives. We need to understand this tenet; our lifestyles and communities should embrace and reflect it. Our common future can only be achieved with a better understanding of our common concerns and shared responsibilities. We have already wasted and destroyed vast amounts of natural resources, and in so doing have put earth at risk. We must preserve the earth for our children and grandchildren.

VIGILANCE DEpArtmENtOIL INDIA LImItED

Vigilance means to look around in our society to observe the things, distinguish between the

right and the wrong and to take proper Steps to eradicate the evil from the society. On general, we

hear people all around us blaming the government blaming some specific leaders and so on, for all

the wrong things happening in the society, But many a time, we fail to understand that we cannot

clap with only one hand, that is, if there are rules made one vigilance, it is our responsibility to go

and follow the rules. It is the responsibility of each and every member of the society to eradicate evil

thinking and evils deeds for the society.

Our Honourable prime minister Narendera Modi initiated the swachh Bharat Abhiyan – A mission

to clean India. So in this case, if some people come out on the streets and clean them, that’s good.

But the very next moment, another person comes and absentmindedly throws a wrapper on the

street, isn’t is a failure on the part of the those people who came out to clean our county? This

example was to show that when everybody comes together or when everyone truly considers their

responsibilities for the society as only then will every mission be successful in our country.

The same is the case with vigilance too. If only some social activists come out to speak against

crime, injustice, corruption, etc. do you think it will make any impact in the long run? Yes, to some

extent, out it will not make India as Gandhi, Nehru and A.P.J Abdul Kalam dreamt it to be. To fulfill

the dreams of our leaders who dedicated their lives for a ‘Great India’ each and every citizen of

the society needs to be vigilant. Each and every member of the society needs to be observant-who

looks at the wrong things happening and do not turn their eyes, Rather they go out to improve

the conditions and restore the dignity of the Indian Society With vigilance, comes the question of

eradicating corruption from our society. Most of our elders claim some of the officials to be corrupt,

But, How far, do you think are they correct? I agree that they are correct, but out not completely.

There’s we no use of sitting at home, watching television and cursing the corrupt officials who

appear on news. I believe that whenever we see something going wrong, at that very moment our

instinct should tell us to stand up for the right and most importantly, if we can teach the younger

generation to be vigilant, to speak up against crimes, to not commit crimes, then I don’t think

Vigilanceistheresponsibilityofeveryone in the society

we require special special laws to curb the evil. It is our responsibility to teach our siblings to

distinguish between the right and wrong because the implementation of every law begins at home.

Vigilance needs to followed by everyone. There is girl who realized the inequality in her

society and stood up for women and children’s education and we know her as Malala yousafzai. The

youngest child activist to be awarded with the Nobel peace prize, Malala was courageous enough to

see the evil and stands up against it. This is nothing else than vigilance. She was vigilant, observant,

and distinguished the wrong from the right and tried to eradicate the evil. We must not think that

what can we do if no one helps us. But we must always remember that-

“ When the whole world is silent, even one voice becomes powerful”.

So, we must change our notion that we are too small to change the world. Instead be vigilant and

you can be the one who can bring the change in the society.
