The Open Public Meetings Act of the State of New Jersey provides that certain matters may be discussed in “Executive Closed Session” without members of the public being permitted to attend, and WHEREAS. Mr. Warner, the Southern Regional Coordinator of the State Conference of the NAACP thanked Mrs. Evans on behalf of the Regional President of the NAACP by reading a statement from him. The Regional President of the NAACP thanked her for being the first African American female Council member and for all that she has accomplished in her time in office.Mr. Warner also congratulated Mrs. Evans and wished her well in the future. He stated that she was a hard worker with a big heart.Mr. Bianchini and Mr. Mercado presented Crystal with a token of Council and the Mayor’s appreciation. Mr. Bianchini stated that the Council appreciated all her years of dedicated service caring for the residents of Gloucester Township.

PUBLIC PORTION:Mr. Bianchini opened the public portion.Darren Gladden of 44 Greens Way questioned resolution 349 and asked if the residents were notified of this.Josh Berry of Broadacres Drive asked if the RFQ’s were done by the “Fair and Open” process and he asked who gets to choose the professional and what the criteria was. Mr. Cardis stated that he and Mr. Carlamere have been reviewing the RFQ’s. Mr. Carlamere and Mr. Cardis explained their process of reviewing the RFQ’s. Mr. Berry asked if any decisions have been made. Mr. Carlamere stated that decisions have not been made yet, and they have not given their recommendations. Mr. Berry further questioned the process and the firms on the list. Mr. Carlamere stated that they will be making sure they are getting the best for the township.Mr. Schmidt of Gloucester City thanked the Council for clarification for the executive session. There being no further comment, the public portion was closed.

MINUTES:Mr. Mercado made a motion to waive the reading and accept the minutes of November and December workshop and regular minutes of October 12 and 24, November 14 and 28, 2011, seconded by Mrs. Gentek. Roll call vote: Mr. Bianchini abstained from the minutes of November 28, 2011 and voted yes on all others. Motion carried 5-0.

ORDINANCE AMENDING CHAPTER 81 OF THE CODEOF THE TOWNSHIP OF GLOUCESTER ENTITLED,“VEHICLES AND TRAFFIC” OF THE CODE OF THE TOWNSHIP OF GLOUCESTER

BE IT ORDAINED by the Township Council of the Township of Gloucester, County of Camden, State of New Jersey that Chapter 81 of the Code of the Township of Gloucester be and is hereby amended as follows:

SECTION 1. That Section 81-35 C. 2. for the property known as Cherrywood Apartments be and is hereby amended to read as follows:

“2. General Parking: A. All vehicles must park in designated area and between the lines provided. a. In parking lots b. All 90 degree parking on street

Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owners expense.”

SECTION 3. All ordinances and provisions thereof inconsistent with the provisions of this Ordinance shall be and are hereby repealed to the extent of such inconsistency.

SECTION 4. If any section, subsection or part, clause or phrase of this Ordinance shall be declared invalid by judgment of any court of competent jurisdiction, such section, subsection, part, clause or phrase shall be deemed to be severable from the remainder of the ordinance.

O-11-24 ORDINANCE AMENDING CHAPTER 81, SECTION 81-31ENTITLED, “SPEED LIMITS” OF THE CODE OF THETOWNSHIP OF GLOUCESTER REDUCING THE SPEEDLIMIT ALONG NORTHERLY SIDE OF BERLIN-CROSSKEYS ROAD IN THE TOWNSHIP OF GLOUCESTER,CAMDEN COUNTY, STATE OF NEW JERSEY

BE IT ORDAINED by the Township Council of the Township of Gloucester, County

of Camden, State of New Jersey be and is hereby amended as follows:

SECTION 1. The speed limit of 45 miles per hour is established for the northerly side Berlin-Cross Keys Road. The southerly side of the roadway is located In Winslow Township which currently has a posted speed of 45 miles per hour. The intent of this is to maintain a safe and uniform speed limit.

SECTION 2. Regulatory and warning signs shall be erected and maintained to affect the above designated speed limit authorized by the Department of Transportation.

SECTION 3. Chapter 81, Section 31 of the Code of the Township of Gloucester, entitled, “Speed Limits,” be and is hereby amended.

SECTION 4. All ordinances and provisions thereof inconsistent with the provisions of this Ordinance shall be and are hereby repealed to the extent of such inconsistency.

15, LLC FOR PREMISES BLOCK 18501, LOT 15 PURSUANT TO C. 441, P.L. 1991 (N.J.S.A.40A:21-1 ET SEQ.) AND ORDINANCE NO. O-9-23

WHEREAS, C. 441, P.L. 1991, N.J.S.A. 40A:21-1, enables "qualified municipalities" to exempt from local property taxes certain industrial and commercial improvements and projects; and

WHEREAS, the Township of Gloucester is a qualified municipality authorized to enter into Tax Abatement Agreements with taxpayers for "projects" defined under said Act; and

WHEREAS, pursuant to said Act and authorization, the Township of Gloucester has duly adopted Ord. No. O-9-23 entitled, "Ordinance Providing for Tax Exemption and Abatement for Commercial and Industrial improvements and projects pursuant to N.J.S.A. 40A:21-1 et seq."; and

WHEREAS, a tax abatement application for a "project" pursuant to the aforesaid Act and Ordinance was filed by BCC 15, LLC for premises known as Block 18501, Lot 15 on the Official Tax Map of the Township of Gloucester.

NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Gloucester, County of Camden and State of New Jersey as follows:

SECTION 1. The Tax Abatement Application of for a "project" for premises known as Block 18501, Lot 15 on the Tax Map of the Township of Gloucester pursuant to C. 441, P.L. 1991 (N.J.S.A. 40A:21-1 et seq.) and Ordinance No. O-9-23 be and is hereby approved for tax abatement in accordance with said application and the terms and provisions of an Agreement for Tax Abatement, a copy of which is attached hereto and made a part of this Ordinance.

SECTION 2. (N.J.S.A.40A:21-1 ET SEQ.) AND ORDINANCE NO. O-9-23

WHEREAS, C. 441, P.L. 1991, N.J.S.A. 40A:21-1, enables "qualified municipalities" to exempt from local property taxes certain industrial and commercial improvements and projects; and

WHEREAS, the Township of Gloucester is a qualified municipality authorized to enter into Tax Abatement Agreements with taxpayers for "projects" defined under said Act; and

WHEREAS, pursuant to said Act and authorization, the Township of Gloucester has duly adopted Ord. No. O-9-23 entitled, "Ordinance Providing for Tax Exemption and Abatement for Commercial and Industrial improvements and projects pursuant to N.J.S.A. 40A:21-1 et seq."; and

WHEREAS, a tax abatement application for a "project" pursuant to the aforesaid Act and Ordinance was filed by WAWA INC. for premises known as Block 7401, Lot 8 on the Official Tax Map of the Township of Gloucester.

NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Gloucester, County of Camden, and State of New Jersey as follows:

SECTION 1. The Tax Abatement Application of for a "project" for premises known as Block 7401, Lot 8 on the Tax Map of the Township of Gloucester pursuant to C. 441, P.L. 1991 (N.J.S.A. 40A:21-1 et seq.) and Ordinance No. O-9-23 be and is hereby approved for tax abatement in accordance with said application and the terms and provisions of an Agreement for Tax Abatement, a copy of which is attached hereto and made a part of this Ordinance.

SECTION 2. The Mayor and Township Clerk of the Township of Gloucester be and are hereby authorized to execute and deliver on behalf of the Township of Gloucester the Tax Abatement Agreement between the Township of Gloucester and WAWA INC. for premises designated as Block 7401, Lot 8 on the Official Tax Map of the Township of Gloucester, a copy of said Agreement is attached hereto and made a part thereof.

SECTION 5. This Ordinance shall take effect immediately after final passage and publication as required by law.

R-11:12-338 RESOLUTION ADOPTING THE CAMDEN COUNTY NEW JERSEY JURISDICTIONAL HAZARD MITIGATION PLAN

WHEREAS, Gloucester Township is vulnerable to damages from natural hazard events which post a threat to public health and safety and could result in property loss and economic hardship; and

WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan for Camden County has been developed through the work of the Southern Delaware Valley Region Steering Committee, the Camden County Hazard planning Committee, the Gloucester Township Hazard Working Group, and interested parties within Gloucester Township; and

WHEREAS, the Plan recommends hazard mitigation actions that will protect people and property affected by natural hazards that face Gloucester Township, that will reduce future public, private, community and personal costs of disaster response and recovery ; and that will reinforce Gloucester Township’s leadership in emergency preparedness efforts; and

WHEREAS, the Disaster Mitigation Act of 2000 (P.L. 106-390) (DMA 2000) and associated Federal regulations published under 44CFR Part 201 require Gloucester Township to formally adopt a hazard Mitigation Plan subject to the approval of the federal Emergency Management Agency to be eligible for federal funds for hazard mitigation projects and activities; and

WHEREAS, public meetings were to receive comment on the Plan as required by DMA 2000;

NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Gloucester that:

1. The Camden County New Jersey Multi-Jurisdictional Hazard Mitigation Plan is hereby adopted as an official plan of the Township of Gloucester.

2. Gloucester Township Officials identified in the Mitigation Action Plan (Section 9) are hereby directed to implement the recommended actions assigned to them. These officials will report quarterly on their activities, accomplishments, and progress to the Gloucester Township Hazard Mitigation Working Group, and the Gloucester Township Office of Emergency Management.

3. The Gloucester Township Hazard Mitigation Working Group will provide annual progress reports on the status of implementation of the Plan to the Gloucester Township Council. This report shall be submitted to the Gloucester Township Council by December 31st.

4. The Gloucester Township Hazard Mitigation Working Group will undertake periodic updates of the Plan as indicated in the Plan Maintenance program (Section 10) but no less frequent than every five years.

NOW, THEREFORE, BE IT RESOLVED by the Gloucester Township Council that Gloucester Township adopts the Camden County, New Jersey Multi-Jurisdictional Hazard Mitigation Plan, dated April 1, 2011, as this jurisdiction’s natural hazard Mitigation plan, and resolve to execute the actions of the Plan.

Mayor Mayer congratulated Mr. Garbowski and Mrs. Evans for all their years of service. He thanked them for their service to the township. He thanked the Council for moving the community forward. He stated that the township has met many of their goals including, solar panels on the municipal building roof, paperless agendas, live stream meetings, and single stream recycling. He stated that we have expanded public safety, the DARE Program and the enlarging of the Domestic Violence Room. He thanked Mr. Cardis and Mr. Carlamere for all their hard work and congratulated Deputy Chief Harkins for graduating from a police program at the FBI Academy. He wished everyone a Happy New Year.PUBLIC PORTION:Mr. Bianchini opened the public portion.Beverly Engelbert of 13 York Terrace President of the Home and School Association at Timber Creek asked the Council if the Home and School could use Gloucester Township Community Park to hold a carnival to benefit Timber Creek. She stated that the Board of Education does not want the carnival on the school property. Mr. Carlamere will look into this. She thanked Mrs. Evans and Mr. Garbowski for all their years of service.Mettie Fisher of Noble Road asked if there was grant money available to put a recreation center on the Southern end of town. She also asked why her development did not get the new recycling containers. Mr. Bianchini stated that they are having some issues with the containers and they are looking into and trying to get another type can.John McLaughlin asked if Winslow was also reducing their speed on Berlin-Cross Keys Road as we are. Chief Earle stated that Winslow is doing the same type ordinance. He thanked Crystal for all her hard work.Darren Gladden of Greens Way stated that he has seen progress in the township but he would like to see more. He spoke about the home values in the township. He also questioned the building of townhouses in the Erial section of the township. He wished everyone good luck in the coming year.Ray Polidoro of Erial wished everyone a Happy New Year. He asked Mr. Cantwell if there was any word on the projected time of the Lake Renee Project. Mr. Cantwell stated that it is too late to start now and they are having a property issue. He stated they are looking to modify the plans. He stated that the funds are still there. Mr. Polidoro spoke about the money saved at the Lakeland complex and asked where the $200,000.00 savings will go. Mr. Cardis stated that at this time, it is still in the Capital fund. He also stated that they must get sidewalks on Jarvis Road as someone just got hit by a car again. He wished Mr. Garbowski well and stated that he can’t say enough about Mrs. Evans. He stated that she is unique and different and saw people at face value and spoke for many of the people of the town.Jim Williams questioned the red light cameras and asked about the number of accidents since the installation. Chief Earle stated that they are in the process of compiling the data since the installation of the cameras.Bridgitte of Chews Landing thanked Council for their great service to the community, thanked the Mayor and also thanked Mrs. Evans.Ronald Pagget of Erial congratulated Mrs. Evans. He stated that she has served her community well. He stated that it is not about party but about people. He questioned the tax abatement for Veterans. He also warned the council about the possibility of accidents occurring by Camden County College with the new parking lot across from the school. He stated that the cars traveling on Peter Cheeseman Road must slow down.Terry of Flagstone Drive asked what a resident would do if they had more than one can of recycling. Mayor Mayer stated that another truck will pick up any residual recycling. She stated that it was a pleasure knowing Mrs. Evans.John Schmidt of Gloucester City questioned the shared service agreements with the fire companies and if Mr. Carlamere prepared them. Mr. Schmidt stated that he felt that this was a conflict of interest. He wished everyone a Happy New Year. He thanked Mrs. Evans for all her years of service.Joshua Berry of Broadacres Drive thanked the police force for helping his neighbor who had a medical emergency. He spoke about the condition of one of the hockey rinks. He spoke about his previous inquiry into the Faulkner Act and the employment of Mayor Mayer and Ms. Chiumento. He stated that he did not know that her husband was retired. He stated that he has read Mr. Carlamere’s opinion on this and he stated that he did not agree with it and asked for a remedy of the situation.Sean Grannan of the Fraternal Order of Police #206 thanked Council and the Mayor for their great working relationship and introduced the new president Brian Bates. He thanked Council for their time and effort and stated he would like to meet with them.John Schmidt of Gloucester City asked the Mayor if the Emergency Management Council has met lately and if they have discussed consolidation. Mayor Mayer stated that they have not met in December and have not discussed consolidations, but have discussed ways to save money.
