BE IT RESOLVED BY THE Township Council of the Township of Gloucester,

received bids for a Remote Surveillance Camera Trailer, and
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester, that all bids received for a Remote Surveillance Camera Trailer be and are hereby
rejected.
BE IT FURTHER RESOLVED that the proper officials be and is hereby authorized to

RESOLUTION AUTHORIZING CHANGE ORDER NO. 1 FOR STORMWATER
OUTFALL REPAIRS AT WOODS LANE IN THE TOWNSHIP OF GLOUCESTER
WHEREAS, it was necessary to make changes in the scope of work to be done in
completing the Stormwater Outfall Repairs at Woods Lane in the Township of Gloucester,
WHEREAS, Change Order No. 1 was developed to itemize and authorize those
changes;
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester that Change Order No. 1 is hereby authorized and approval is hereby granted to
revise the contract cost from $142,352.00 to $140,852.00.

IN ERROR FROM CURRENT FUND TO TRUST AGENCY AND
CANCELING ANY INTEREST CHARGED FOR MIS-POSTING AND
REFUND THE LIEN HOLDER FOR REDEEMED CERTIFICATE
WHEREAS, the payment was made for Certificate #14-06687 on January 21, 2015 and
posted to taxes incorrectly on Block 12407, Lot 14 for property location, 5 Eva Place,
Blackwood, NJ, and
WHEREAS, the February 2015 taxes were paid and posted to the wrong property
causing a delinquency on the account which the lien holder paid and was posted as a subsequent,
and
WHEREAS, the correction was made to the property, however, due to the error, interest
accrued and recorded costs were charged,
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester that the Tax Collector of the municipality is hereby authorized to make the transfer
of funds to the correct account and refund the lien holder for the certificate in the amount of
$1,721.12.

RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT BETWEEN THE
TOWNSHIP OF GLOUCESTER AND WESTFIELD ARCHITECTS AND
PRESERVATION CONSULTANTS
WHEREAS, the Township Council of the Township of Gloucester, County of Camden, has
received a grant in the amount of $50,000 from the Camden County Open Space, Farmland,
Recreation and Historic Preservation Trust Fund for the restoration of the lower roofs and
exterior painting at the Gabreil Daveis Tavern, and
WHEREAS, a professional historic architect must be engaged to prepare construction
documents and guide the construction, and
WHEREAS, proposals for professional architect services were solicited and Westfield
Architects and Preservation Consultants submitted the lowest bid for services in the amount of
$5,350.00;
NOW, THEREFORE, BE IT RESOLVED that the Mayor is hereby authorized to enter in to a
contract with Westfield Architects and Preservation Consultants, for the purpose of preparing
construction documents and guiding the construction in the restoration of the lower roofs and
exterior painting at the Gabreil Daveis Tavern, the contract will be in the amount of $5,350.00.

WHEREAS, the Township Council of the Township of Gloucester adopted resolution R-
15:03-167 entitled “RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF
GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AMENDING RESOLUTION R-14:06-
167 NAMING A REDEVELOPER FOR THE GEMS LANDFILL REDEVELOPMENT SITE
PLAN AREA AND AUTHORIZING THE SIGNING OF A REDEVELOPMENT
AGREEMENT (MEMORANDUM OF AGREEMENT) WITH BAY W.A.R.E. SOLAR
PROJECTS on March 9, 2015 and
WHEREAS, the understanding of the acquisition or merger was not correct and in
keeping with the procurement statutes of the State of New Jersey, the Gloucester Township
Council has determined to rescind resolution R-15:03-093 and to adopt a resolution to authorize
the Township Council to solicit an RFQ to name a redeveloper for the Gems Landfill
Redevelopment Site
NOW, THEREFORE, BE IT RESOLVED that resolution R-15:03-093 is hereby
rescinded.

to-Play legislation authorizes request for qualifications/proposals for various professional
services; and
WHEREAS. The Township Council desires to secure a Redeveloper for the Gems
Landfill for solar energy.
NOW, THEREFORE, BE IT RESOLVED that the Soliciting of RFP/Q’S is hereby
authorized, in accordance with the respective specifications provided through the office of the
Business Administrator for the following positions:

WHEREAS, notice of said transfer has been duly published, and
WHEREAS, no objections have been filed, and
WHEREAS, the applicant has disclosed and the authority has reviewed the source of all
funds used in the purchase of the license and the licensed business, and all additional financing
obtained in connection with the licensed business, and
WHEREAS, the Authority has received a written and sworn affidavit by an authorized
representative of both the transferor and transferee, affirming that the transferee is aware of all
obligations outstanding to New Jersey Alcoholic Beverage manufacturers, wholesalers, and
distributors, and that either the transferee has assumed any such obligations or the obligations
have been or will be satisfied by the transferor out of the proceeds of the sale of the licensed
business.

RESOLUTION AUTHORIZING THE ISSUANCE OF A DUPLICATE TAX SALE
CERTIFICATE PURSUANT TO CHAPTER 99 OF THE PUBLIC LAWS OF 1997
WHEREAS, the Tax Collector of Gloucester Township has previously
issued a tax sale certificate to SB Muni Cust/LBNJ, which certificate is dated December
20, 2011 covering premises commonly known as and referred to as Block 11701, Lot 2
as set out on the municipal tax map then in use which certificate bears number 11-02069,
WHEREAS, the Tax Collector of Gloucester Township has previously
issued a tax sale certificate to SB Muni Cust/LBNJ, which certificate is dated December
18, 2012 covering premises commonly known as and referred to as Block 11701, Lot 2
as set out on the municipal tax map then in use which certificate bears number 12-03451,
WHEREAS, the purchaser of the aforesaid tax sale certificates has
indicated to the Tax Collector that the original certificates were lost and have duly filed
the appropriate Affidavit of Loss with the Tax Collector, a copy of which is attached
hereto;
NOW THEREFORE, BE IT RESOLVED by the Council of the
Township of Gloucester, that the Tax Collector of the municipality be and is
hereby authorized, upon receipt of the appropriately executed notarized Loss Affidavit
and the payment of a fee of $100 per certificate, to issue appropriate duplicate tax sale
certificates to the said purchaser covering the certificates lost as previously described all
in accordance with the requirements of Chapter 99 of Public Laws of 1997;
BE IT FURTHER RESOLVED, that a copy of this Resolution and the
Loss Affidavit be attached to the duplicate certificate to be issued to said purchaser and
that said duplicate certificate shall be stamped or otherwise have imprinted upon it the
word “Duplicate” as required by law.

PUBLIC PORTION:
Mr. Bianchini opened the public portion.
Mr. Kibelstis of Erial asked several questions concerning liquor licenses and the procedures for
issuing a new one.
Cheryl Pomianek asked if Mr. Cardis got the e-mail from her lawyer. Mr. Cardis stated that he
did and he forwarded it to the township’s Labor Attorney.
Michael Guarneri of Loch Lochmond Drive asked the number of Police vehicles that the
township has. He stated that there is a drug problem in his neighborhood. Mr. Guarneri wanted
to know the benefit of the police officers taking their police cars home.
Joanne Carr of Timberbirch spoke about the great reviews she heard about Gloucester Township
Day. She also spoke about the new roof and windows at Gabriel Daveis Tavern. She also stated
that several years ago, the township got a grant for the Wainwright House. She stated that she
would like to see the grant used before it runs out.
There no being any further comment, the public portion was closed.
POLLING OF DIRECTORS:
Chief Earle thanked the Council for hosting the presentation of certificates to the graduates of the
Citizens Police Academy.
Mr. Cardis thanked the Police Department and the Public Works Department for all their hard
work on Gloucester Township Day.

Mr. Hutchison thanked everyone for coming to the meeting. He congratulated the graduates of
the Citizens Police Academy.
Mr. Schmidt thanked the residents for coming to the meeting and staying. He commended Mr.
Bianchini for the way he handled the resident earlier in the meeting.
Mrs. Trotto congratulated the Citizens Police Academy graduates. She reminded everyone about
the Relay for Life this weekend.
Mrs. Winters thanked everyone for coming to the meeting. He congratulated the Citizen Police
Academy graduates.
Mr. Mercado thanked the residents for coming to the meeting. He congratulated the Citizens
Police Academy graduates. He congratulated the Scholarship Committee for a great Gloucester
Township Day and also thanked the Police and Public Works Departments. He reminded
everyone the first movie night is June 19th
and they will be showing the Lego Movie.
Mr. Bianchini thanked the residents for coming to the meeting. He congratulated the graduates
of the Citizens Police Academy. Mr. Bianchini stated that a letter has been sent to the State
concerning the Legionella at Lake Renee and the township is awaiting a response. He thanked
Mr. Carlamere for the sending the letter.
