The Goa State Legal Services Authority and North Goa District
Legal Services Authority, Panaji in association with Taluka Legal
Services Committees, Corporation City of Panaji, Department of
Forest and Tourism conducted Tree plantation on account of
World Environment Day, on 9th June, 2018 at 9.30 a.m. onwards
at Jogger's Park, Altinho, Panaji. On the occasion, trees were
planted by Hon'ble Justice Shri N. M. Jamdar, Judge High Court
of Bombay at Goa, Justice Shri C. V. Bhadang, Judge High Court
of Bombay at Goa, Hon'ble Justice Shri Prithviraj Chavan, Judge
High Court of Bombay at Goa, Shri Sudhiir Deshpande, Member
Secretary, Goa State Legal Services Authority, Shri Irshad Agha,
Principal District & Sessions Judge, Panaji, Smt. Shabnam
Shaikh, Secretary, North Goa District Legal Services Authority,
Shri Ajit Roy, Commissioner of CCP and others.
The programme was attended by the Hon’ble Judges of the Civil
and Criminal Courts, Panaji, Mapusa, Pernem and Sattari at
Valpoi, Office bearers of Corporation City of Panaji, Department
of Forest and Tourism. Staff of District & Sessions Court, Civil
Courts, Panaji and North Goa District Legal Services Authority.
Para Legal Volunteers also attended the function. There were
about 300 people present for the said programme.

The North Goa District Legal Services Authority,
Panaji conducted Training for Jailor/Jail
Guard/Escort Police on 18th June, 2018 at 10.30
a.m. onwards in the hall of Central Jail, Colvale,
Bardez, Goa.
Shri Shamsundar Parab, Superintendent of Central
Jail, Colvale, welcomed the Resource persons and
trainees, followed by lightening of traditional lamp
by all the dignitaries present on the dais. Smt.
Shabnam Shaikh, Secretary, North Goa District
Legal Services Authority, spoke on Legal Services
Authorities Act, 1987, the activities carried out by
the Legal Services Authority. Shri Sudhiir
Deshpande, Member Secretary, Goa State Legal
Services Authority, spoke on the subject “Duties of
Jailor” with the help of Power Point Presentation.
Adv. Shri Ryan Menezes, spoke on the subject
“Rights and duties of Prisoners”.
Interaction session was conducted between the
Resource persons and trainees.
21st June, 2018
The NDLSA Panaji conducted a campaign for enhancing legal service to
women inmates & their accompanying children in the prison in view of the
email letter dated 4th May, 2018, in the Central Jail, Colvale, Bardez - Goa.
Collaborative Departments:- The Departments of the Inspector General of
Prison, Department of Health Services, Department of Women and Child
Development, Department of Handicraft Texture Coir and Department of
Education, were involved in the campaign & pre-campaign meeting was
conducted by the secretary for said officials.
Expected Outcome:- It was found by the Secretary of DLSA North, that all
the women inmates were represented by Advocates.
The inmates have made request to provide sewing machine as the sewing
machines which are there in the jail are not working properly. The secretary
found from the person who came from Department of Handicraft Texture Coir,
that their Department can provide sewing machine to women inmates if
necessary application is made by DLSA. The DLSA is thinking of making
necessary application to Department of Handicraft Texture Coir, asking for
machines in Central Jail, Colvale, after following the due process, to provide it
to the jail inmates.
Duration:- The camp was conducted on 21st June 2018 for whole day. The
women inmates are 25 only and hence campaign ended up in one day.
Valedictory Programme:- The participants and team members were
thanked by the Secretary, DLSA North Goa and gave one rose each to all the
team members.

created awareness regarding rights of women
prisoners & their right to legal aid etc.
Awareness camp:- The Secretary DLSA North
created awareness of legal services to women
prisoners & their rights as mentioned in various
Judgments of the Hon'ble Supreme Court, such as
R. D. Upadhyay V/S State of A.P. & Ors.
Selection of Women Inmates as PLV:- The
name of the convict women prisoner Ms. Fatima
Fernandes was suggested by the jail authorities to
select as PLV and her willingness was sought by
DLSA North for selecting her as PLV. Ms. Fatima
Fernandes, convict prisoner is considered to be a
PLV & necessary training will be imparted to her
shortly.
Identification and Facilitating treatment of
women prisoner suffering from mental
illness/depression:- It was informed by the jail
official that one convict prisoner Ms. Darshana
Savkar, was having depression. However her
mental illness & depression was under control,
since she has been time to time taken for
treatment. Interacted with Ms. Darshana Savkar
and was found that she would understand
everything.

Securing rights of Pregnant women:- The Central Jail, Colvale, is a jail
for the North & South Goa District and in this Jail there are no women
inmates who are pregnant.
Health Rights:- A medical camp was organize wherein Dr. Mamata Barve
examining the women inmates with their medicine.
In view of International Yoga Day: Yoga was also performed during the
camp, with help of two expert Yoga Instructors.
The Rotary Club of Mapusa wished to volunteer in the said campaign. The
Rotary club of Mapusa brought doctors/interns for the eye check up for the
women prisoners. The Rotary club also assured Legal Services Authority,
that they are ready to take responsibility of Cataract operation to the
inmates if required.
Securing Rights of Children:- There are
no women inmates whose children are there
in the prison.
Access to education & occasional
skills:- Women inmates were given
occasional training by the Department of
Handicraft Texture Coir.

(Legal), Directorate of Education, spoke on
the facilities and education for the women
inmates.

Crafts :- The inmates were given training of
cutting/stitching. The women inmates were
also given training of Bamboo crafts.
Remedying acute unhygienic
conditions:- The Secretary DLSA North
Smt. Shabnam Shaikh, herself was present
for the campaign and have inspected Jail
premises and found that Jail was clean &
Hygienic.

Legal Awareness camp on account of observance of International Labour day
was inaugurated by the Taluka Legal Services Committee, Canacona at premises of
Anganwadi, Pansulemol, Khotigao, Canacona-Goa, on the 01st May, 2018. Around 64
participants were present in the said inaugural function. Said program was held for
the benefit of workers in particular agricultural workers/labourers. Dr. Santosh
Vernekar spoke on general health issues of the agriculturists, labouers and
prevention, precaution and cure of the common ailment, etc. Ms. Sangita Velip,
Assistant Agricultural Officer, of Department of Agriculture, Canacona spoke on
various schemes of agriculture department, subsidies for machinery, Krishi card,
procedure to apply for Krishi card, percentage of subsidy and various schemes of
fencing and other benefits of Agriculture department schemes. Adv. Ms. Joyce
D’souza spoke about social evil of bonded labour provision for provident funds for
industrial workers, compensation in case of injury and death of labour and the
procedure to secure compensation.

Legal Awareness camp on account of observance of International Labour day

Albys Agro Private Limited, Sanguem Industrial Estate, Shelpem, Sanguem-Goa, on
the 01st May, 2018, the program commenced with the welcome speech given by Mrs.
Shubhangui G. Naik. Mrs. Piedade Pinheiro Fernandes, Labour Inspector gave talk on
labour laws and facilities available for labourers. Advocate Miss Abhilasha Naik spoke
on Industrial Dispute Act, Trade Union Act and Minimum Wages Act and also on the
Free Legal Aid Services schemes available to weaker section of the society. Shri.
Vasudev Naik gave talk on HIV/AIDS. He explained the causes and precautions to be
taken to avoid HIV/AIDS by showing the pictures. Around 130 participants including
the dignitaries, staff members and workers were present in the said function. Shri.
Putu Gaonkar gave vote of thanks and requested the participants to take opportunity
of the schemes of Legal Services Authority and also urged the participants to take the
benefits of the same.

Awareness Program on the Law of Mediation was inaugurated by the
Taluka Legal Services Committee, Canacona at premises of Civil and Criminal
Court, Building, Canacona-Goa, on the 05th May, 2018. Around 36 participants
were present in the said inaugural function. Ld. Adv. Mr. V. Gaykar spoke on
benefits of Mediation process in dispute resolution and the role of a mediator.

REPORT OF THE UNDER TRIAL REVIEW COMMITTEE MEETING
The meeting was held under the Chairmanship of Shri. B. P. Deshpande, Principal
District and Session Judge, South Goa, Margao and Chairman, District Legal Services
Authority South Goa, Margao, with regard to the order of the Hon’ble Supreme Court of
India dated 06/05/2016 in W.P (Civil) No. 406/2013, with directions to discuss following
points:
i) Appropriate steps for the release of undertrial prisoners who granted remission,
effective implementation of sec. 436 of Cr. P.C for the earliest release, implementation of
the Probation of offenders Act, 1958 for the restoration and rehabilitation in society,
release of undertrial prisoners in compoundable offences the efforts being to effectively
to explore the possibility of compounding offences, regular jail visits as per the Model
Prison Manual.
ii) UTP’S who have become eligible to be released bail u/s 167(2) (a) (i) & (ii) of the code
read with sec. 36A of NDPS Act 1985,
UTP’s who carrying punishment of two years, who are detained under chapter
VIII of CR.P.C, UTP’s who are sick and require medical treatment, UTP’s who are women
offenders, UTP’s (First time offenders) between the ages 19 and 21 years , UTP’S who are
of unsound mind must dealt with XXV of the Code.
UTP’s who are eligible for release u/s 437 (6) of the code. To look into the issue of
total number’s of cases of convicts identified who have undergone their sentence, to look
into the number of convicts released in during July 2018 to Sept.2018 and lastly any
urgent issue concerning undertrial with the permission of the chair.

by Asst. Superintendent Sub jail, Sada Vasco da Gama, Goa to the Committee.

The NDLSA Panaji conducted a campaign for enhancing legal service to
women inmates & their accompanying children in the prison. The Campaign was
conducted on 21st June, 2018 from 9.30 onwards for the full day. The program was
inaugurated by Shri Kiran Bagi, Registrar (Judicial), of the Hon'ble High Court of
Bombay at Goa, in presence of Shri Rajendra D. Mirajkar, Inspector General of
Prisons, Smt. Shabnam Shaikh, Secretary, DLSA North and Shri Shamsunder Parab,
Superintendent, Central Jail, Colvale.
Various activities were conducted for a
campaign, which are as follows:
Formation of Team:- DLSA North formed
the team as per the directions given in
guidelines. The inspector General of prisons
nominated Shri. Bhanudas Pednekar, Asst.
Superintendent, Central Jail, Colvale, the
Department of Health nominated Dr. Mamata
Barve, Medical Officer (Ayush), Urban health
Center, Panaji and Dr. Sayed Heena,
Psychologist, District Early Invention Center,
North Goa District Hospital, Mapusa, was
nominated as Psychologist, for the Medical
Camp. The Department of Women and Child
Development nominated Ms. Sumedha
Bolekar, Probation Officer, Apna Ghar,
Merces Goa, for the campaign. Adv. Gandhali
Kharbe, Adv. Prithvi Bandekar, the jail
visiting Advocates, were made part of the
campaign team.

Engaging with NGO's:- As per the directions in the guidelines, the NGO's working with the
jail inmates were identified and the NGO Namely Ms. Luoisa Cordeiro, (Prison Ministry
India) also accompanied team and had interaction with women inmates.
Case status of UTPS & Convicts:- The date regarding the convicts & under trial prisoners
were collected from the jail & inmates were explained about the status of their trial.
Briefing of team members:- The team members consisting of the officials from various
Government Departments, Advocates, & NGO's were called for the meeting in the chamber of
the Secretary, DLSA North. The Secretary DLSA North had briefed the team about the
activities that would be conducted during the campaign. They were also informed that there
would be interaction with the inmates. The team members were also appraised of various
rights of women prisoners, particularly, the rights in R. D. Upadhyay V/S State of A. P. & Ors.
Schedule of visit:- The DLSA has framed the schedule for the visit of team members. The
permission to visit the jail was also obtained from the Inspector General of Prison. The
DLSA North has framed a schedule of visit for the team members to the Jail. The Schedule
for organizing the campaign included.
